Abstract

Abstract

Villages are the smallest unit in Indonesia with the authority to regulate local government affairs, as regulated in Law Number 6 of 2014. Villages are formed to improve public services and community welfare, based on community initiatives and local conditions. In accordance with the 1945 Constitution and the principle of decentralization, villages play a role in regional autonomy, with the central government giving some of its authority to regions, including villages, to achieve self-reliance and poverty reduction. This study aims to investigate the causes of the postponement of the Village Head Election (Village Head Election) in Gunungsitoli District, as well as the factors that cause the rejection of the Acting Village Head (P.J Village Head) in the region. The type of research that will be used in this approach is a type of naturalistic research or rather qualitative descriptive research. In general, the postponement of the Village Head Election and the appointment of Village Head Officials can face various challenges that have an impact on community participation, social and economic stability, and trust in village government institutions. Community involvement in the decision-making process and communication transparency are key to addressing these issues.

Abstract

Digital transformation has shifted the paradigm of strategic decision-making from intuition-based judgment toward a collaborative model that integrates human intelligence with artificial intelligence (AI). AI serves as an analytical engine that processes large-scale data and generates predictive recommendations, while managers retain interpretive authority regarding organizational context, strategic intent, and ethical implications. This study aims to explore how collaboration between managers and AI systems forms human–tech symbiosis in strategic decision-making. A qualitative method with thematic literature analysis was applied following the interpretive framework of Creswell and Poth (2018). Findings reveal that AI enhances decision effectiveness by improving analytical accuracy, speeding information processing, and reducing cognitive bias; however, these benefits become optimal only when accompanied by managerial trust, algorithmic transparency, and human control over final decision outcomes. The study confirms that the most effective strategic decisions emerge not from the dominance of either AI or human intuition but from the symbiotic combination of computational reasoning and human strategic reflection. It concludes that organizations must develop human–AI capability simultaneously, rather than merely adopting AI systems, to achieve more adaptive, accurate, and sustainable strategic decision-making.

Abstract

This study uses a quantitative approach to examine the relationship between the variables of education, training, and work experience on work productivity in the Nias Resort Police. The research sample consisted of 35 police personnel who were randomly selected from a total population of 349 personnel. Data was collected through questionnaires and analyzed using descriptive and inferential statistical techniques using SPSS Version 29 Software. The results of the analysis showed that there was a strong relationship between educational variables and work productivity, which was supported by a statistically significant regression coefficient value. The coefficient of determination (R Square) of 0.504 shows that about 50.4% of the variability in work productivity can be explained by the independent variables in this model. The F-statistical test showed that the regression model was significant overall at a 95% confidence level, with the rejection of the null hypothesis stating that there was no influence of independent variables on dependent variables. In addition, individual t-tests showed that only the educational variables significantly affected work productivity, while the training and work experience variables did not make a significant contribution. This research provides an in-depth understanding of the factors that affect work productivity in the police environment, with implications for the development of more effective managerial policies and practices in improving personnel performance.

Abstract

The development of information technology encourages government agencies to implement digitalization in administrative processes to improve efficiency, transparency, and accountability of services. One aspect of administration that is still largely managed manually is the management of employee pay slips, which has the potential to cause delays, miscalculations, and inefficient use of resources. This study aims to design and implement a digitalization-based electronic pay slip issuance application at the Nias Police. The system development method used is the Waterfall method, which includes the stages of needs analysis, system design, implementation, testing, and maintenance. The developed application is web-based with two levels of users: financial administrators and employees. The results of the study indicate that the implementation of the electronic pay slip application can accelerate the pay slip issuance process, improve calculation accuracy, strengthen data security, and increase transparency and employee satisfaction. Thus, this application is considered effective as a digital solution for payroll administration and supports government policies related to the Electronic-Based Government System (SPBE).
