Abstract

This research analyzes the impact of the amendments to the 1945 Constitution on the check and balance system in Indonesia. The constitutional amendments were made to adjust and strengthen the country’s legal framework, enhance democracy, and improve government accountability and transparency. This study uses a doctrinal juridical approach, focusing on the analysis of legal norms contained in the 1945 Constitution and relevant legal literature. The research methodology involves the exploration and analysis of primary and secondary legal literature, normative analysis, legal interpretation, and a combination of analyses to produce comprehensive conclusions. The results show that the amendments to the 1945 Constitution successfully strengthened the check and balance system through significant changes in the distribution of power and relationships between state institutions. The People’s Consultative Assembly (MPR) experienced a power reduction, while the House of Representatives (DPR) gained a central role in legislation. The establishment of the Regional Representative Council (DPD) strengthened regional representation. Additionally, the President and Vice President are elected directly by the people with term limits to prevent the concentration of power. The Supreme Court (MA) and the Constitutional Court (MK) were strengthened to maintain judicial independence and uphold law and justice. This research identifies challenges in the implementation of the amendments, including structural and cultural barriers. Recommendations include enhancing political education, strengthening legal institutions, and improving coordination between state institutions. With these amendments, it is hoped that the Indonesian government will become more stable, effective, and efficient in achieving the nation’s goals. The amendments to the 1945 Constitution reflect a commitment to establishing a more democratic and just government with a stronger and more accountable check and balance system.

Abstract

Government spending is very important for a country's economy and the welfare of all levels of society. In this way, the government must allocate their funds very wisely for the survival of the country and society. Government spending is the result of various types of income, one of which is taxes. But when governments do not have sufficient financial resources, they will resort to forced efforts to take resources from other countries. One of the goals of the government in issuing their budget is to reduce the number of unemployed. The government also poured funds to maintain political stability. In this way the economy will develop with development goals. Moreover, spending to reduce chaos is not cheap. The purpose of using the literature method in this research is so that readers can understand this research on government spending in depth. This research is based on books and several articles circulating on the internet. The result of government spending is the prosperity of the entire society and country. Because with the release of funds from the government, the country's development will be carried out. Government spending will be used for the sustainability of the country and for the prosperity for society.

Abstract

Government spending plays an important role in driving economic growth and improving people's welfare at the national and local levels. In the Indonesian context, both central and regional government spending has been analyzed to assess its impact on the economy and welfare. This spending includes infrastructure investments, social assistance, and improvements in public services, which significantly influence economic development. Studies show that well-managed spending can strengthen the economy, but if it is inefficient, it can have negative consequences. Analysis for 2024 shows a significant increase in the budget for various strategic sectors such as infrastructure, health, education and social. Although this spending aims to improve quality of life and economic growth, challenges such as diverse regional needs, financial constraints, and administrative coordination remain. Solutions such as administrative training and improved coordination are needed to ensure effective budget use. With the right strategy, government spending can be a major driver of economic growth and societal prosperity, although implementation challenges must continue to be overcome.

Abstract

With around 267 million inhabitants in SUPAS 2019, Indonesia is the fourth most densely populated nation behind the United States. Its population is diverse in terms of social, religious, ethnic, and cultural backgrounds. There are various variables that influence the variety of Indonesian society, and it comes from within and outside the community itself. The integrity of the Indonesian nation may be threatened by this challenge of such variety. This study uses a descriptive qualitative approach to assess diversity using a single Bhinneka framework. This study use a library technique to gather literature related to the research that is being conducted. The study's findings demonstrate that, in the current state of affairs, efforts to strengthen ties between tribal, religious, and other social groups can be made via collaboration utilizing the equality, respect, and equality tenets found in Bhinneka Singh Ika's framework for the national integration of the Indonesian people.

Abstract

This study presents an analysis of the budget cycle of the State Revenue and Expenditure Budget (APBN) and Regional Revenue and Expenditure Budget (APBD) in Indonesia, with a focus on efficiency and accountability in public financial management. The research methods used include surveys, interviews and analysis of budget data from various trusted sources. The research results show that the APBN/APBD budget cycle experiences challenges in achieving optimal efficiency and accountability. First, in the planning phase, there is a need to strengthen community participation in the budget preparation process to increase accountability and transparency. Active involvement of all stakeholders is expected to increase the legitimacy of budget decisions. Second, in the implementation phase, several obstacles were found related to budget management, including the low quality of supervision and control, as well as a lack of capacity of the relevant institutions. This raises the risk of misuse and waste of the budget, threatening the efficient use of public resources. Third, in the evaluation and reporting phase, transparency and accountability are still the main problems. Lack of transparency in public financial reporting can reduce public trust in the government and make it difficult to monitor financial performance. In order to increase the efficiency and accountability of public financial management, strategic steps are recommended, including increasing public participation in the budget planning process, increasing supervision and control during implementation. budget, as well as increasing transparency and accountability through financial reporting that is more open and easy to understand. These steps are expected to optimize the use of public resources and improve government financial performance at the national and regional levels.

Abstract

This article examines the relationship between social structure and economic structure on the implementation of income redistribution policies in the Riau Islands Province. The research method used is a descriptive analysis research method with a literature study approach. Based on the research results, it is known that there is a correlation or link between social structure and economic structure on income redistribution policies. Social structure and economic structure are able to represent community welfare and visualize income gaps. In this way, it is hoped that the social structure and economic structure can be used as an illustration regarding the targeting of income redistribution policies so that they are not mistargeted.

Abstract

Tanjungpinang City, as the capital of Riau Islands Province, has great potential to develop into an economic and tourism center in the region. However, to achieve this potential, appropriate policies are needed, including effective fiscal policies. This study This aims to analyze the influence of financial policy on the economic growth of Tanjung Pinang City. The information used in this research is secondary information obtained from various sources such as government reports, the Central Statistics Agency and literature. Data analysis shows that the financial policies implemented by the Tanjung Pinang city government have had a positive impact on the city's economic growth. This is indicated by an increase in gross domestic product (GRDP), a decrease in unemployment and an increase in investment. However, there are several challenges ahead, including the high dependence of Tanjung Pinang City on the tourism sector. Therefore, it is necessary to diversify the economy and improve the quality of infrastructure and human resources. increase the city's competitiveness.

Abstract

Local libraries are educational, research and public service institutions that function as information and knowledge centers at the local level. By providing access to various types of information and knowledge, these libraries play an important role in supporting the progress of local communities and government. Regional libraries in Riau Islands Province can face a variety of significant problems when increasing their capacity, including; Lack of resources, both in terms of budget, labor, and book collections, is a major problem (Scupola & Zanfei, 2016). The implementation method in activities by conducting observations and data searches to agencies or stakeholders in the form of scientific education or FGDs to ensure the objectives of this activity are successful. In an effort to strengthen the capacity of the regional library of the Riau Islands province carried out in the time span from April to November 2024. The results of activities are expected that the Riau Islands provincial library is now better prepared to face challenges in the digitalization era and meet the growing information needs of the community.
