Abstract

To ensure openness, responsibility and effectiveness in managing state finances, this research examines state financial management from a legality and anti-corruption perspective. In this research, relevant laws and regulations and scientific literature were studied using a literature study approach. The research results show that the principle of legality emphasizes the need for all state financial management activities to comply with relevant regulations, including the use of the State Revenue and Expenditure Budget (APBN) as a legal basis. The anti-corruption principle complements the principle of legality with preventive pressure and firm action against the protection of permits that are detrimental to state finances. These two principles support each other to ensure responsible financial management, protect officials with good intentions, and take action against perpetrators of corruption who fulfill the elements of malicious intent. In conclusion, implementing the principles of legality and anti-corruption synergistically can encourage good state financial governance, support clean government, and create sustainable development.

Abstract

Pelatihan Digital Marketing bertujuan untuk meningkatkan kapasitas Usaha Mikro Kecil dan Menengah (UMKM) di Desa Ekang Anculai, Kecamatan Teluk Sebong, Kabupaten Bintan, Provinsi Kepulauan Riau. Desa Ekang Anculai merupakan desa wisata yang memiliki berbagai potensi UMKM, namun menghadapi tantangan dalam akses pasar dan pengetahuan tentang pemasaran modern. Untuk mengatasi hal ini, diadakan pelatihan digital marketing yang melibatkan pelaku UMKM, Dasawisma, aparatur desa, dan masyarakat setempat. Pelatihan ini terdiri dari dua sesi utama: ceramah dan diskusi mengenai pentingnya pemasaran digital serta praktek langsung pembuatan produk dan penguploadan foto produk di platform pemasaran digital seperti Shopee dan Facebook Marketplace. Hasil pelatihan menunjukkan peningkatan pemahaman peserta mengenai strategi pemasaran digital dan pemanfaatan platform digital untuk memasarkan produk UMKM mereka. Peserta diperkenalkan dengan berbagai fitur aplikasi Shopee, dari pembuatan toko hingga penggunaan fitur live untuk penjualan. UMKM di Desa Ekang Anculai memperoleh berbagai manfaat dari digital marketing, seperti mencapai pasar yang lebih luas, meningkatkan visibilitas online, membangun hubungan yang lebih kuat dengan pelanggan, mengoptimalkan penggunaan anggaran pemasaran, dan meningkatkan penjualan serta profitabilitas. Pelatihan ini diharapkan dapat memberikan kontribusi signifikan terhadap pengembangan UMKM dan kesejahteraan masyarakat desa dengan memanfaatkan teknologi digital untuk pemasaran produk. Secara keseluruhan, kegiatan pengabdian masyarakat ini berhasil meningkatkan kapasitas UMKM Desa Ekang Anculai dalam memanfaatkan digital marketing.

Abstract

The transformation of public governance has encouraged a paradigm shift in public service delivery, from an administrative and procedure-oriented approach toward a citizen-centered and value-based model. In this context, public sector marketing has emerged as a strategic instrument to enhance service quality, institutional image, public participation, and trust. This study aims to examine the contemporary implementation of marketing strategies and planning in the public sector, with particular attention to their effectiveness and contextual relevance. The research adopts a qualitative descriptive approach through a systematic literature review of selected scholarly publications addressing public sector marketing, strategy implementation, digital governance, and public service management. The findings indicate that public institutions increasingly apply marketing principles not as commercial activities, but as mechanisms for creating public value through strategic communication, digital engagement, institutional branding, and stakeholder collaboration. However, the effectiveness of implementation varies across organizations and is strongly influenced by leadership capacity, human resources competence, organizational culture, and technological support. The study also reveals that public sector marketing strategies must be adapted to social, cultural, and institutional contexts, as private-sector models cannot be directly transferred. Theoretically, this study strengthens the positioning of marketing as an integral component of public governance. Practically, it provides insights for public organizations to develop contextual, responsive, and sustainable marketing strategies to improve public service performance and trust.

Abstract

Kompleksitas persoalan publik menuntut pendekatan tata kelola yang tidak hanya administratif, tetapi juga mampu mendorong perubahan perilaku masyarakat secara berkelanjutan. Pemasaran sosial menjadi salah satu pendekatan strategis dalam kebijakan publik karena mengadaptasi prinsip pemasaran untuk mencapai tujuan sosial. Penelitian ini bertujuan menganalisis peran dan kontribusi pemasaran sosial dalam meningkatkan efektivitas program publik melalui pendekatan konseptual dan empiris. Metode yang digunakan adalah tinjauan literatur sistematis terhadap publikasi nasional dan internasional periode 2020–2025, dengan fokus pada praktik, tantangan, dan implikasi implementasinya di sektor publik. Hasil kajian menunjukkan bahwa pemasaran sosial berkontribusi signifikan dalam meningkatkan partisipasi masyarakat, efektivitas komunikasi kebijakan, dan legitimasi program publik. Namun, implementasinya masih dibatasi oleh lemahnya kapasitas institusional, minimnya evaluasi berbasis bukti, serta rendahnya integrasi antaraktor kebijakan. Temuan ini menegaskan bahwa keberhasilan pemasaran sosial bergantung pada dukungan kelembagaan, kepemimpinan adaptif, dan kolaborasi lintas sektor dalam tata kelola publik yang berorientasi pada perubahan perilaku dan keberlanjutan kebijakan.

Abstract

The development of digital technology has had a significant impact on how children are educated and supported. Digital parenting strategies are crucial in creating a safe and nurturing environment for the younger generation, while considering gender equality. This study employed qualitative methods with a library approach. It highlights the role of parents in setting boundaries and providing appropriate guidance to children regarding technology use. With a gender-sensitive approach, parents are expected to reduce the gap in technology access and utilization between boys and girls, encourage creativity, and protect children from gender-based risks in the digital world. The implementation of digital parenting strategies aligns with the Sustainable Development Goals, particularly regarding gender equality and women's empowerment.

Abstract

Women with disabilities are a group that is highly vulnerable to gender-based violence, particularly in the workplace. Such violence does not only take the form of direct physical abuse, but also manifests through discrimination, stigma, and the systemic neglect of rights. This study aims to analyze forms of gender-based violence experienced by women with disabilities in the world of work and to examine the role of public policy in providing protection. This research employs a qualitative approach using a literature review method by analyzing ten academic journals and five national media reports relevant to the topic. The findings indicate that women with disabilities experience multiple forms of discrimination resulting from the intersection of gender and disability, which limits their access to decent employment and effective legal protection. Although various policies addressing disability rights and the prevention of gender-based violence have been established in Indonesia, their implementation remains insufficiently responsive to the specific needs of women with disabilities. Therefore, strengthening public policies that integrate gender and disability perspectives is essential to creating an inclusive, equitable, and violence-free working environment.

Abstract

Transformational leadership has proven to be an effective approach to human resource (HR) management in various organizations, including the public sector. This study discusses how transformational leaders can inspire, motivate, and empower employees to transcend personal interests for the greater good of the organization. With an approach based on inspiring vision, intellectual stimulation, and individual attention, transformational leadership supports employee competency development and empowerment, which in turn improves organizational performance. However, the implementation of transformational leadership in public organizations faces challenges such as resistance to change, limited resources, and rigid bureaucratic structures. Therefore, this study recommends inclusive policies that support the development of transformational leadership and collaboration between agencies, as well as providing continuous feedback as an effort to overcome existing obstacles.

Abstract

Social marketing is a strategic approach that is increasingly applied in public sector marketing to encourage behavioral change and create sustainable social impacts. Unlike commercial marketing, social marketing focuses on public interests by integrating marketing principles to address various social issues. This article aims to examine the role of social marketing as a catalyst for innovation in public sector marketing, particularly in promoting behavioral change and generating sustainable social outcomes. The research method employed is a literature review by analyzing relevant scholarly sources. The findings indicate that well-designed social marketing initiatives can enhance public awareness, participation, and engagement in addressing public issues such as health, environmental sustainability, and social welfare. In addition, social marketing contributes to strengthening public trust in government institutions and supporting the sustainability of public policies. Therefore, social marketing can be considered an innovative and effective instrument in achieving sustainable social development goals within the public sector.

Abstract

Pengembangan sistem transportasi publik terintegrasi merupakan salah satu strategi utama Pemerintah Provinsi DKI Jakarta dalam mengatasi permasalahan kemacetan, ketergantungan terhadap kendaraan pribadi, serta rendahnya minat masyarakat terhadap angkutan umum. JakLingko hadir sebagai sistem integrasi antar moda transportasi publik yang tidak hanya berfungsi sebagai sarana mobilitas, tetapi juga sebagai representasi brand layanan publik. Penelitian ini bertujuan untuk menganalisis brand image JakLingko serta implikasinya terhadap kepercayaan dan minat masyarakat dalam menggunakan transportasi publik terintegrasi di DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi literatur dan analisis terhadap hasil-hasil penelitian terdahulu yang relevan, khususnya terkait persepsi masyarakat, kualitas pelayanan, dan kepuasan pengguna JakLingko. Hasil penelitian menunjukkan bahwa brand image JakLingko dipersepsikan positif sebagai transportasi publik yang modern, terpercaya, mudah diakses, dan terintegrasi. Brand image yang kuat tersebut berkontribusi signifikan dalam membangun kepercayaan publik serta meningkatkan minat masyarakat untuk beralih menggunakan transportasi publik. Temuan ini menegaskan bahwa penguatan brand image dalam sektor publik, yang didukung oleh kualitas pelayanan dan konsistensi kebijakan, memiliki peran strategis dalam mendorong perubahan perilaku masyarakat menuju penggunaan transportasi publik yang berkelanjutan.

Abstract

Herayni Darosa Agus Hendrayady Wahjoe Pangestoeti(agushendrayady05081973@gmail.com) (Jurusan Ilmu Administrasi Negara FISIP UMRAH) Abstract: The purpose of this study was to analyze either simultaneously and partially influence organizational commitment and job stress on the tenured lecturer’s performance in Faculty of Social and Political University Maritim Raja Ali Haji. And this study is a survey to address the three main hypotheses, which alleged that: (1) suggested that organizational commitment and job stress together have a significant impact on the performance of tenured lecturers; (2) suggested that organizational commitment has a significant influence performance of tenured lecturers; (3)suggested that job stress has a significant effect on the performance of tenured lecturers. The subjects on this study is lectures in Faculty of Social and Political University Maritim Raja Ali Haji. The tenured lecturers in question is the duty as lecturing and have a minimum term of one point five year. The method of analysis used in this study is a multiple linear regression. The data used in this study are primary and secondary data obtained through literature studies, and distributing questionnaires to 26 respondents. The results of this study state that organizational commitment and job stress also simultaneously have a significant impact on lecturer’s performance by 50,7 %. And organizational commitment is partially significant influence on lecturer’s performance by 39,6 % and partially job stress had no significant effect on lecturer’s performance by 11,1 %. In conclusion, this study proves that organizational commitment and job stress jointly affect the performance of lecturers in Faculty of Social and Political University Maritim Raja Ali Haji.
