Abstract

This study analyzes the influence of community participation in sustainable tourism management at local destinations using a bibliometric approach. By utilizing the VOSviewer application, this research identifies research trends, relationships between key concepts, and data-driven recommendations. The study uses 24 articles from the Google Scholar database, selected based on the PRISMA protocol for publications from 2020-2025. The results show that community participation is a key element in supporting sustainable tourism, particularly in the economic, social, and environmental aspects. Network and density visualizations in VOSviewer reveal a strong link between community participation and local economic development, cultural preservation, and environmental management. Community-Based Tourism (CBT) emerges as a strategic model that places local communities as the main actors in destination management. Additionally, capacity building, institutional strengthening, social capital, and government support are identified as factors supporting the successful management of tourism. This study provides practical contributions by offering strategies to enhance inclusivity and sustainability at local destinations. Theoretically, this research enriches the literature on sustainable tourism, particularly regarding the role of communities in achieving long-term sustainability goals.

Abstract

Smart tourism destinations (STDs) aim to improve the travelers’ experience and the local residents’ quality of life. However, existing research mainly focuses on the perspectives of tourists and ignores the attitudes of residents. Residents' attitudes signify their support for local smart tourism development. Without residents' support, STD-related projects may experience failure. This study fills this gap by exploring how perceived impact of smart travel/tourism (IST) and sense of leisure of well-being (SLW) contributed to residents’ overall quality of life (QoL). This study adopts quantitative method with questionnaire. The finding confirms the residents’ positive impact on smart travel/tourism in Zhuhai, China. Similarly, they residents also showed their approval on the leisure well-being. Additionally, the findings highlight significant relationships between the perceived impact of smart travel/tourism (X1), sense of leisure well-being (X2), and overall quality of life (Y). Residents' quality of life is significantly improved by positive perceptions of smart tourism impacts and leisure well-being. This underscores the importance of the local perspective in STD success. STD initiatives should prioritize enhancing these specific aspects for residents. This paper suggests that engaging the community and focusing on their perceived benefits regarding smart travel and leisure well-being will foster crucial support and ensure project viability. Abstract

This article critically examines the urgency to revise Indonesia’s Law No. 10 of 2009 on Tourism to address current challenges in the tourism sector. The law, though once progressive, is now outdated amid rapid digital transformation, the need for sustainability, and increased community participation. Through a normative legal and comparative approach, this study identifies critical gaps, such as the lack of digital governance, weak legal protection for tourism workers and MSMEs, and the absence of crisis mitigation mechanisms. The findings recommend integrating principles of sustainable development, digital transparency, and inclusive governance into the revised legal framework. Furthermore, the revision should recognize community-based tourism (CBT), strengthen the role of local governments and BUMDs, and provide legal certainty in post-disaster tourism recovery. A well-formulated legal foundation is essential to ensure that tourism becomes not only a driver of economic growth but also a tool for environmental conservation and social equity. This study contributes to the discourse on tourism legislation reform and supports a more adaptive and inclusive legal framework for Indonesia’s tourism sector.
