Abstract

Urban agrarian legal conflicts in Indonesia started to arise following state land governance policies and the acceleration of land asset certification, raising questions about land rights and legal protection for long-term residents. During the 2024 Surabaya mayoral election, tensions intensified as PT Kereta Api Indonesia (PT KAI) accelerated land-asset certification, affecting residents in several urban neighbourhoods. The dispute over the legal certainty of land rights entered the electoral arena and was politicised by political elites as a strategy to mobilise support and secure electoral victory. This article examines how agrarian legal conflict is politicised as political capital and how affected residents interpret and respond to limited political choices when their right to the city is under threat. A qualitative approach was employed through field observation, document analysis, and in-depth interviews conducted in three affected sub-districts in Surabaya: Petemon, Gundih, and Pacar Keling. The analysis integrates the theory of political representation developed by Hanna Pitkin with the perspective of fiqh siyasah concerning ‘adl (justice), maslahah (public welfare), and political legitimacy as articulated by Abu al-Hasan al-Mawardi. The findings reveal three patterns of political responses among affected residents: political apathy due to weakened channels of representation; clientelistic co-optation through neighbourhood governance networks, such as RT/RW, accompanied by promises of compensation; and electoral resistance expressed through support for the empty-box option. Politicising agrarian legal conflict proved effective as political capital, leading to a procedural electoral victory. However, from a fiqh siyasah perspective, political legitimacy cannot be determined solely by electoral success but must also reflect justice and the protection of public welfare. This study contributes theoretically by employing fiqh siyasah as an analytical framework to evaluate the gap between procedural electoral victory and normative legitimacy in urban agrarian conflicts. Keywords: agrarian legal conflict; political capital; electoral politics; fiqh siyasah; political representation

Abstract

The development of tourism villages has become one of the strategies of local governments to promote community-based tourism development. Kampung Madu Tourism Village in Bringin Village, Badas District, Kediri Regency is an educational tourism destination based on honeybee cultivation and has significant potential to support the local economy. However, its development still faces several challenges, such as limited infrastructure, human resource capacity, and suboptimal digital promotion. This study aims to analyze the role of Kediri Regency government policies in the development of Kampung Madu Tourism Village. This research employs a descriptive qualitative approach with data collection techniques including in-depth interviews, field observations, and documentation. The research informants consist of village government officials, tourism village managers, local communities, the Kediri Regency Tourism Office, and members of the Regional House of Representatives (DPRD). Data analysis was conducted using the Miles and Huberman interactive model through the stages of data reduction, data presentation, and conclusion drawing. The results show that government policies play roles as facilitators, regulators, and mediators in the development of the tourism village. The village government plays a role in drafting village regulations, strengthening institutional capacity, and increasing community participation, while the regency government contributes through human resource training, tourism promotion, and cross-sector collaboration. Nevertheless, policy implementation still faces several challenges, including budget limitations, the technological capacity of the managers, and uneven community participation.

Abstract

This study examines the relationship between religious obedience and power within religious institutions, focusing on the collapse of the Al Khoziny Islamic boarding school in Sidoarjo. The objective of this research is to analyze how the internalization of religious obedience functions as a form of power legitimation for religious authorities and its implications for social relations and institutional governance within pesantren. This study employs a qualitative approach using a sociological case study method. Data were collected through observation, in-depth interviews, and document analysis, and were analyzed descriptively and qualitatively using Max Weber’s theory of power legitimacy and Pierre Bourdieu’s concept of symbolic domination. The findings indicate that the strong internalization of religious obedience reinforces the charismatic authority of the kiai and produces hierarchical and asymmetrical social relations between leaders and santri. When religious obedience is not accompanied by critical awareness, transparency, and accountability, such legitimacy may obscure structural and ethical weaknesses in institutional management, ultimately leading to a crisis of trust and institutional disintegration. This study emphasizes the importance of balancing religious obedience with social control to prevent religious values from becoming instruments of power domination.

Abstract

AbstractThis research focuses on the dynamics of religiosity in rural communities, which are formed through social interactions and daily religious practices. This phenomenon is interesting to study because religiosity is not only interpreted as a form of individual devotion but also as a result of social processes that occur in community life. The purpose of this research is to understand how the people of Kenjo Village, Glagah District, Banyuwangi, construct and interpret their religiosity through social construction. The approach used was qualitative with a constructivist paradigm. Data were collected through participant observation, in-depth interviews, and documentation of religious activities in the community. The results indicate that the religiosity of the Kenjo Village community is formed through three dialectical stages, as proposed by Berger and Luckmann: externalization, objectivation, and internalization. The externalization process is evident in religious activities such as tahlilan (religious gatherings), pengajian (religious study groups), and selamatan (celebration ceremonies), which serve as a means of expressing spiritual and social values. Objectivation occurs when these practices are accepted as social norms passed down across generations. Meanwhile, internalization occurs through family education and religious institutions, which instill religious meaning as part of the community's social identity. The conclusion of this study indicates that the religiosity of rural communities is not static, but rather is continuously formed and renewed through social and cultural interactions. These findings confirm that religion has a crucial social function in maintaining community cohesion while strengthening the construction of collective meaning in life.

Abstract

A law with a concept on the omnibus law in the world of law in the State of Indonesia is a new perspective in the field of law. The point in omnibus law is different from the meaning, nature, and concept of legal norms in existing laws. We can also interpret this concept as a way of settling the forms of regulation in legislation into law and which in the end have consequences for revoking some invalid regulations. With the use of a new perspective like this, of course, people's thinking is also increasingly modern, including following the flow of globalization. In this era of globalization, there are certainly many incidents in the spread of hoax news. This problem is carried out by qualitative research methods and using several theories. The subject matter to be discussed can also be found in the conclusion that the perspective used by the drafters of the law is increasingly modern which will also provide the potential for the spread of hoaxes from people who follow the flow of globalization. Therefore, if the government and the DPR enforce themselves in making laws with the concept of the omnibus law, then the formation process needs to follow the method of prolegnas, has a good academic script, and is not in a hurry by involving stakeholders and the community.

Abstract

This research aims to understand the internal conflicts experienced by religious adolescents who violate religious norms. Despite having a high level of religion, such as regularly carrying out worship and participating in religious activities, some adolescents are still involved in deviant behavior, such as drinking, promiscuity, and violence. Using a qualitative phenomenological approach, the study explores the subjective experiences and inner dynamics of adolescents who face the contradiction between their religious beliefs and behaviors. The data was obtained through in-depth interviews with ten teenagers who were considered religious but had been involved in violations of religious norms. The results showed that these adolescents experienced significant inner conflict, which arose from the imbalance between the religious values they professed and the social and emotional pressures they faced. Factors such as social influence, self-identity search, and emotional urges are the main triggers of deviant behavior. These findings reveal the importance of emotional support, a conducive environment, and holistic religious guidance in helping adolescents cope with these internal conflicts.

Abstract

This study analyzes the paradox between the use of religious symbolism in local election campaigns in Indonesia in 2024 and the corruption committed by several Muslim local leaders after their election. The study employs a qualitative design that combines a normative-juridical approach with comparative socio-political analysis through case studies of five regional heads in East Kolaka, Ponorogo, Central Lampung, Bekasi, and Riau who were arrested by the Corruption Eradication Commission (KPK) in 2025. Normative data were obtained from the literature on siyāsa sharʿiyya, anti-corruption laws and regulations, and official KPK documents. In contrast, empirical data were analyzed using Pierre Bourdieu’s concept of symbolic capital and Max Weber’s theory of charismatic authority. The results indicate that religious symbolism plays an effective role in building electoral legitimacy but does not translate into ethical commitment in governance. Religious identity functions more as political capital than as a foundation for public integrity. These findings suggest that the combination of the instrumentalization of religious symbols and high electoral costs creates incentives for post-election rent-seeking. In practical terms, this study recommends strengthening political integrity through electoral financing reform, ethical oversight of public officials, and the development of leadership indicators that emphasize integrity alongside religious symbolism.

Abstract

The social construction of gender in rural communities not only shapes the division of roles between men and women but also underlies the motives behind various social and economic actions. This study aims to analyze the social construction of gender motives in the Sidodadi community, Sidoarjo Regency, focusing on normative reasons, economic drivers, and social interests that influence individuals in performing gender roles. This research employs a qualitative approach with a descriptive-analytical design. The informants consisted of five families, comprising married couples aged 28–52 years, selected using purposive sampling based on their involvement and experience in gender role practices. Data were collected through in-depth interviews and observations of the informants’ social and economic activities, and were analyzed using thematic analysis. The findings indicate that normative motives serve as the primary basis for the division of gender roles, which are perceived as natural and transmitted across generations. However, economic pressures encourage flexibility in gender roles, particularly through women’s involvement in informal economic activities and home-based businesses as strategies to maintain household economic stability. In addition, social interests shape gender-based actions as efforts to maintain household harmony and gain social acceptance within the community. This study concludes that gender motives in the Sidodadi community are the result of a dynamic and contextual process of social construction, formed through the interrelation of social norms, economic conditions, and social interests. These findings are expected to enrich gender sociology studies based on local contexts and contribute empirically to the development of gender studies in rural communities

Abstract

During the pandemic it is not prohibited by the government and WHO. The public can still carry out activities procedurally. However, religious activities still hold. However, in the religious community they carry out in accordance with government recommendations. One of the activities that do not escape the characteristics of Muslims is the prayer assembly. The sholawat assembly is an activity carried out by a group of people who have such great love for the Prophet and God. The purpose of this study was to look at the views of the Anggaswangi village community, especially Youth Mosques on sholawat assembly activities during the pandemic. The method used is a qualitative research method, because researchers need to make an in-depth approach with the Anggaswangi village community in order to obtain data directly from informants. The theory used is the theory of social behavior from Max Weber. The theory explains that according to Weber, human individuals in society are creative actors and social reality is not a static tool of coercion of social facts. That is, human actions are not determined by norms, habits, values, and so on which are included in the concept of social facts. The initial assumption of this research is that the people of Anggaswangi village view religious activities as a form of love for God, but activities such as Majeliis Sholawat can also be used as activities to pray to God due to the situation during the Covid-19 pandemic. Abstract
