Abstract

The rapid development of information technology has encouraged government agencies to adopt Electronic Government (E-Government) to improve the efficiency, transparency, and accountability of public services. However, implementation challenges remain, especially in regional agencies such as the Population and Civil Registration Office (Dukcapil) of West Pasaman Regency, where inconsistencies and lack of system integration are still widespread. This study aims to analyze and evaluate E-Government governance. The method used in this study is the COBIT 2019 framework to assess the level of capability and propose strategic improvements in IT service management. This study adopted a qualitative case study approach, guided by the COBIT 2019 Design and Implementation framework. Data were collected through direct observation and in-depth interviews with Dukcapil personnel, supported by 145 structured questions and documentary analysis. This process focuses on five COBIT processes: EDM04 (Ensure Resource Optimization), APO07 (Manage Human Resources), BAI09 (Manage Assets), DSS01 (Manage Operations), and MEA01 (Monitor, Evaluate, and Assess Performance and Conformance). The results show that the capability level of the DSS01 process is at level 2 (Managed Process), while the capability target is level 3 (Established Process). This gap reflects the need for improvement in operational process management, including strengthening documentation and standardizing practices. Based on these results, strategic recommendations are developed that are contextually oriented to local bureaucratic conditions. This research can be a reference for the implementation of COBIT 2019 to effectively identify governance weaknesses and provide actionable strategies in increasing E-Government maturity at the regional level, supporting better service delivery and organizational performance.

Abstract

The development of information and communication technology (ICT) in the era of the Industrial Revolution 4.0 and Society 5.0 has brought significant changes to the governance of higher education, including among educational staff. This study aims to analyze the utilization of Artificial Intelligence (AI) and work innovation in enhancing the work effectiveness of educational staff at Universitas Islam Indragiri (UNISI). The method used is a Systematic Literature Review (SLR) with a PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) approach, through a search of scientific articles in the Scopus and Google Scholar databases using the keywords “Artificial Intelligence,” “Work Innovation,” “Education Staff,” and “Higher Education.” From 273 articles identified, 114 met the inclusion criteria and were analyzed using content analysis techniques. The results show that the implementation of AI plays a crucial role in administrative automation, work efficiency, and data-driven decision-making, while work innovation functions as a reinforcing factor that promotes creativity, adaptability, and collaboration among educational staff in responding to digital transformation. The integration between AI and work innovation creates a synergy that enhances operational effectiveness, professionalism, and service transparency within the university environment. This study emphasizes that the success of AI implementation depends on human resource readiness, organizational culture, and institutional policy support, and provides both conceptual and practical contributions for Universitas Islam Indragiri in realizing its transformation toward a smart university.

Abstract

Minyak mentah merupakan energi utama yang banyak digunakan pada berbagai industri di duniasehingga harga minyak mentah sulit untuk diprediksi apalagi di Indonesia setelah adanya pencabutansubsidi minyak oleh pemerintah Indonesia sehinga diperlukan teknik prediksi yang akurat untukmemprediksi harga minyak mentah dunia, prediksi harga minyak mentah merupakan perkiraanharga minyak mentah di masa mendatang. Tujuan dari penelitian ini adalah untuk menganalisis kinerjajaringan saraf tiruan dengan metode backpropagation dalam memprediksi harga minyak mentah.Penelitian ini menggunakan satu parameter data dalam memprediksi harga minyak mentah yaitudata minyak mentah dari tahun 2018 sampai tahun 2020. Pada kasus prediksi harga minyak mentah,jaringan saraf tiruan tata cara backpropagation dalam proses training bisa mengidentifikasi polainformasi yang diberikan dengan baik. Pada proses training JST, terus menjadi kecil nilai sasaranerror hingga iterasinya hendak terus menjadi besar serta tingkatan keakurasiannya pula terus menjadibesar. Hasil pelatihan didapat nilai Mean Square Error (MSE) adalah 0,00099762 dengan 135Epoch, pada pengujian jaringan diperoleh nilai MSE adalah 0,093336. Dengan demikian nilai koefisienkorelasi serta nilai MSE yang dihasilkan pada proses pengujian menampilkan kalau jaringansyaraf tiruan propagasi balik sangat baik berdasarkan kelompok kelas nilai MSE untuk memprediksiinformasi harga minyak mentah.
