Abstract

This study aims to analyze the influence of trust, ease of use, and information quality on the decision to use online hydrological data at the Sulawesi II River Basin Agency. The sampling method was carried out through accidental sampling at the Sulawesi II River Basin Agency office in Gorontalo. Multiple linear regression analysis indicates that ease of use and trust insignificantly affect the decision to use hydrological data, while information quality has a significant positive influence. These results underscore the importance of information quality in influencing decisions regarding the use of online public services.

Abstract

This study aims to analyze the implementation of performance evaluation through the E-Kinerja BKN application to improve the performance of government apparatus in Pohuwato Regency. The performance of government apparatus plays a crucial role in realizing optimal public services, in line with the vision of the Pohuwato Regency Medium-Term Development Plan (RPJMD) 2021-2026. This research employs a qualitative method with a descriptive approach to describe the implementation of performance evaluation and the challenges encountered. Data were collected through interviews and observations of government officials involved in the performance evaluation system. The findings indicate that the implementation of E-Kinerja enhances transparency and objectivity in employee performance assessment. However, several challenges remain, such as a lack of understanding among employees regarding the system, limited technological infrastructure, and resistance to transitioning from a manual to a digital system. Periodic evaluations reveal an improvement in employee effectiveness and productivity after the system's implementation. Therefore, increasing human resource capacity and strengthening technological infrastructure are necessary to ensure the successful implementation of E-Kinerja in enhancing the quality of government apparatus performance in Pohuwato Regency.

Abstract

This study aims to determine the influence of competence, work environment, and work motivation on the performance of employees at the Office of Labor, Cooperatives, and SMEs in Gorontalo City. The data analysis methods used include Descriptive Statistical Test, Classical Assumption Test, Hypothesis Test, and Multiple Linear Analysis. The results of this study indicate that, based on the t-test results for the competence variable (X1) on employee performance (Y), the significance value is 0.037. It can be concluded that competence has a positive and significant effect on employee performance. The t-test results for the work environment variable (X2) on employee performance (Y) show a significance value of 0.027. It can be concluded that the work environment has a positive and significant effect on employee performance. The t-test results for the work motivation variable (X3) on performance (Y) show a significance value of 0.032. It can be concluded that work motivation has a positive and significant effect on employee performance. The simultaneous test of the influence of competence (X1), work environment (X2), and work motivation (X3) on employee performance (Y) shows an F calculated value of 4.673, which is greater than the F table value of 2.960, and a significance value of 0.009, which is less than the probability value of 0.05. This means that simultaneously, competence (X1), work environment (X2), and work motivation (X3) have a significant effect on employee performance.

Abstract

Digital transformation in human resource management is increasingly essential for regional universities seeking to improve competitiveness and efficiency. This study examines how HR digital transformation affects employee performance, focusing on the mediating role of digital work culture rooted in local values. Using a sequential explanatory mixed-methods design, data were collected from 136 lecturers and administrative staff at Gorontalo University, Indonesia. The quantitative phase employed Structural Equation Modeling-Partial Least Squares (SEM-PLS), followed by thematic analysis of interviews with 10 key informants. The results indicate that HR digital transformation significantly affects employee performance, both directly (β = 0.61; p < 0.001) and indirectly through digital work culture as a partial mediating variable (β_indirect = 0.17; p < 0.01). Digital transformation also has a positive effect on digital work culture (β = 0.58; p < 0.001), and digital work culture positively influences employee performance (β = 0.29; p < 0.01). The coefficient of determination (R² = 0.73) shows that the model explains 73% of the variance in employee performance, with an adequate Goodness of Fit level (SRMR = 0.065). The qualitative findings reinforce the quantitative results by revealing the emergence of “digital kinship,” a form of collaborative digital solidarity rooted in the local value of mosidara (mutual respect and cooperation). This study offers new insights by integrating the Resource-Based View and Dynamic Capability Theory, showing that successful digital transformation relies not only on technology adoption but also on cultivating a digital work culture grounded in local wisdom and digital work ethics.

Abstract

The COVID-19 pandemic disrupted global economies, impacting financial performance and investor confidence in the Indonesian property and real estate sector. This study aims to evaluate the influence of Net Profit Margin (NPM), Total Asset Turnover (TATO), and Equity Multiplier (EM) on Earnings Per Share (EPS), with Return on Equity (ROE) as an intervening variable. Using path analysis via SmartPLS 3, the study analyzes secondary data from financial statements of 90 property and real estate companies listed on the Indonesia Stock Exchange from 2019 to 2021. The findings reveal that NPM, TATO, and EM significantly affect ROE, with EM showing the strongest impact due to high leverage. However, NPM and TATO have insignificant direct effects on EPS, while EM significantly influences EPS. ROE strongly mediates the effects of NPM, TATO, and EM on EPS, confirming its role as a critical mediator. These results underscore the importance of balanced leverage and efficient asset utilization for sustaining profitability, offering insights for investors and managers navigating volatile markets.

Abstract

This study investigates the influence of marketing innovation and digital communication strategies on sales growth and customer loyalty among micro, small, and medium-sized enterprises (MSMEs) in Gorontalo, Indonesia. Responding to the limited region-specific research in this area, the study employs a quantitative approach using path analysis to examine direct and indirect relationships among these variables. Data were collected through structured questionnaires distributed to 117 purposively selected MSME actors actively engaged in strategic business decisions. The findings reveal that marketing innovation significantly enhances both sales growth (β = 0.58) and customer loyalty (β = 0.42), while digital communication strategies also exert significant positive effects on sales (β = 0.32) and loyalty (β = 0.32). Sales growth, in turn, directly contributes to increased customer loyalty (β = 0.24). Furthermore, both marketing innovation and digital communication strategies have indirect effects on customer loyalty through their impact on sales growth. These results emphasize the importance of adopting innovative and digital strategies to improve MSME performance in emerging regions. The study offers practical recommendations for MSME managers and policymakers seeking to strengthen competitiveness and sustainability. While the research is limited to Gorontalo and cross-sectional in nature, it lays a foundation for future longitudinal and comparative studies across regions.

Abstract

Despite their substantial economic contribution, many MSMEs still struggle to optimize digital marketing, as their use of social media and e-commerce remains fragmented and limited, reducing competitiveness in wider markets. This study aims to examine the utilization of digital marketing among MSMEs in Gorontalo, focusing on the integration of e-commerce and social media. Using a mixed-methods approach, data were collected through surveys, focus group discussions, and in-depth interviews with MSMEs, government, and academics. Results show that while most MSMEs rely on Facebook and WhatsApp for promotion, their use of e-commerce platforms such as Shopee and Tokopedia remains limited due to high shipping costs, limited human resources, and weak content management strategies. Analytical findings highlight three key barriers: low digital readiness, lack of platform synergy, and structural challenges such as logistics costs. In response, this study proposes an integrative digital marketing model consisting of three components: digital readiness, strategic alignment, and platform synergy. The model has been preliminarily validated with MSME actors and is considered relevant and applicable. The findings contribute to designing policies, academic interventions, and practical strategies to enhance MSME competitiveness in the digital era.
