Abstract

To some extent there was a change of Indonesia’s export in term of product diversification and countries of destination. From the market side , however, there was no change at the  composition of nine biggest export destination in the period of 2002-2004. This shows that there was sluggishness in making adjustment and overcoming constraints in trade. Indonesia needs to diversify the market dan the export products further. Foreign direct investment factor per se can not push the diversification. This factor need to be accompanied by economic stability, as well as taking care of the various internal and external constraints.

Abstract

Pada tulisanini diajukan alternative kemitraan dalam bentuk contract farming untukmemadukan berbagai potensi yang dimiliki oleh pemerintah daerah, swasta, danakademisi untuk meningkatkan kesejahteraan masyarakat. Model yang dikenaldengan ABG (Academician, Business, and Government) ini belajar dari kelemahanprogram kemitraan-kemitraan sebelumnya yang cenderung gagal atau tidaksustainable. Model alternatif ini dimungkinkan dengan meningkatkan kemampuankeuangan dan otoritas pemerintah daerah di era otonomi dan tersedianya lahandan perusahaan swasta serta akademisi yang memiliki kompetensi untukmemanfaatkan potensi tersebut.

Abstract

  This study aims to determine an alternative subsidy model and distribution system of fertilizer in Indonesia. The purpose of the research in details are to create a framework of fertilizer subsidy policy, analyze factors that are affecting the fertilizer subsidy policy, and to select the best alternative subsidy model and distribution system of fertilizer. Analitical methods used to answer these purposes is by using the Analytic Network Process (ANP) which is also supported by literature study, focus group discussions and interviews with expert respondents. The result concludes that the conditions that affect fertilizer subsidy policy is the economic condition, The main priority of the fertilizer subsidy objective is availibility of fertilizer, the most prioritized fertilizer subsidy is the subsidy for inorganic fertilizer, Ministry of agriculture is the most important actors in the implementation of the fertilizer subsidy policy, and the most important factor considered in choosing a fertilizer distribution system is supervision. The choice of fertilizer subsidy policy in Indonesia is the indirect subsidy model through the manufacturer and its distribution system is conducted by the manufacturer to the farmer.   Keywords : Subsidy Policy, Fertilizer Subsidy, Fertilizer Distribution, ANP

Abstract

The objective of this study is to investigate evidence of market structure and to analyze market structure variables that influence bank revenue in the Indonesian banking market during the consolidation era. The Hirschman-Herfindahl (HHI) and Concentration Ratio Four (CR4) indices indicated decreasing trend and low level of market concentration. The test of market competition by using Panzar-Rosse approach at industry level indicating a monopolistic competition behaviors among banks. In addition,the market for interest-based income is found to be more competitive than that of for fee-based income. The study also suggest that during the consolidation period, input price of banks product seems higher. In addition, the study conclude that there is no indication of changes of the Indonesian banking market structure in the period of 1999-2009. The result of partial analysis also indicate a monopolistic competition behaviors among banks according to their ownership status. Accordingly, the market for non interest based income is found to be more competitive than that of interest based income for the Joint Venture Bank (Bank Campuran) and the Foreign Bank (Bank Asing).Keywords : Market Structure, HHI, CR4, Panzar and Rosse

Abstract

Since the monetary crisis in 1998, Indonesia's economy has not fully recovered as indicated by slow economic growth which has not reached yet 8% each year. These conditions load to growing number of unemployed and hence create many demand from the large number of micro enterprise for loan. There were about 50 million micro entrepreneurs which was served only by 56 thousand units of MFIs (Microfinance Institution). This fact intrigued a deep comprehensive analysis at supply side, i.e. the MFIs. The analysis was to study factors that inhibit the sustainability growth of MFIs in order to increase the number of micro business loans. The research was located in East Java province due to the fact that more than 70% MFIs located in Java island and the largest MFIs is in East Java. The samples were obtained by purposive sampling technique and then analysed using descriptive statistics, ordinal logistic regression and biplot. The result proved that the factors which significantly influence the growth of financial sustainability were Regulation, Institutions, Efficiency, CAR (Capital Adequacy Ratio), ROE (Return on Equity), ROA (Return on Asset), LDR (Loan to Deposit Ratio), loan, NPL (Non Performing Loan), HRD (Human Resources Development) and Interest rates. Abstract

The objective of this study were : 1) to improve development of Bogor Botanical Garden ecotourism value chain, 2) to recommend strategies of development for Bogor Botanical Garden ecotourism value chain, and 3) to formulate programs that increase value added for Bogor Botanical Garden value chain, especially for involved SME’s. Data collected from survey, in depth interview, and literature was analyzed using descriptive analysis, value chain analysis, SWOT analysis. The results of SWOT analysis indicated that the strength of The Bogor Botanical Garden value chain was the well known Bogor Botanical Garden, the weakness was lack of investment to improve the Bogor Botanical Garden, the opportunity was the support of government, and the threat was the growing of ecotourism competitor. Recommended strategies were : 1) relying on the strenghts of Bogor Botanical Garden as a focal point of the plus ecoedutourism programs, 2) improving quality of human resources at each value chain, 3) increasing investment for the development of value chain, and 4) marketing Bogor Botanical Garden as past of various integrated packages with other tourism objective in Indonesia.Keywords: Bogor Botanical Garden, Ecotourism Value Chain, SWOT Analysis

Abstract

The objectives of this research are to (1) map the value chain in broiler at PT. Charoen Pokphand Indonesia, Tbk (CPI); (2) analyze the value chain governance in broiler at CPI; (3) analyze the margin of marketing at broiler industry both on farm or off farm; (3) analyze the gap between the expectation and the performance of consumers (farmers) upon using products of CPI and (4) recognize factors influencing competitiveness in broiler industry; and (5) to formulate strategy for value chain upgrading at CPI in order to increase competitiveness of broiler. As revealed by the value chain analysis, the role of CPI in this value chain is highly significant. All poultry inputs (DOC, feed, veterinary medicine, and poultry equipments) are supplied by CPI. As for downstream sector, CPI processes broiler into its derivatives. The type of value chain governance between feed supplier, DOC, and veterinary medicine, poultry equipment, and poultry derivates belongs to market value chain. Whereas the type of value chain governance between carcass supplier and restaurant belongs to captive value chain. Based on the margin of marketing analysis, the party that gains the lowest margin is farmer and the party that receives the highest margin is the processor. In gap analysis, the lowest attribute of competitiveness is the feed spending and the highest attribute is the spending on veterinary medicine for two months. Factors that influence the competitiveness in poultry industry are condition, demand, industry competition, main industries and supporting industries, and government’s role.Keywords: Value Chain, Competitiveness, Broiler, PT. Abstract

ABSTRACTThe objectives of this study were (1) analyzing the role of parties in the value chain that affect PT XYZ competitiveness, (2) identifying the RPA PT XYZ  stakeholders’ key players, (3) analyzing internal and external (IE) factors that affects the competitiveness of RPA PT XYZ , (4) formulating strategic long term objectives and goals to increase the competitiveness of RPA PT XYZ , (5) analyzing strategies’ priorities and alternatives to improve the competitiveness of RPA PT XYZ . The method used in this study was descriptive analysis. The analysis tools used in this study were global value chain, stakeholders’ analysis, internal factor evaluation, external factor evaluation, IE Matrix, SWOT, and quantitative strategic planning matrix. Based on the results of global value chain analysis, stakeholders analysis, internal and external analysis, and the company’s visions and missions, the long term objectives are (a) to provide value added for customers, (b) to maximize business operation’s profit, (c) to increase stakeholders’ welfare, (d) to operate a sustainable business operation. Results on the IE Matrix and the SWOT analysis, the strategies that can be used to achieve the strategic long term objectives and goals are (a) to increase the effectiveness and the efficiencies of the supply chain management; (b) to implement performance evaluation on employees and business partners; (c) to strengthen the company’s image as a high quality domestic chicken-based food producer in Indonesia; (d) to enhance researches and developments; (e) to build strategic alliances with external live chicken suppliers; (f) promote the importance of animal protein consumption to Indonesian society. Three priority strategies resulted from QSPM analysis are create enhancing the effectiveness and efficiency of the supply chain, implementing performance evaluation on employees and business partners, and strengthen the company’s image as a high quality domestic chicken-based food company in Indonesia.Keywords:  competitiveness, global value chain, poultry slaughterhouse, PT XYZABSTRAKTujuan penelitian ini adalah (1) menganalisis peran aktor-aktor di dalam rantai nilai Rumah Potong Ayam (RPA) PT XYZ  yang berpengaruh terhadap daya saingnya, (2) menganalisis para pemain kunci dalam stakeholders RPA PT XYZ , (3) menganalisis faktor-faktor internal dan eksternal (IE) yang berpengaruh terhadap daya saing RPA PT XYZ , (4) memformulasikan tujuan dan sasaran jangka panjang strategik untuk meningkatkan daya saing RPA PT XYZ , (5) menganalisis alternatif dan prioritas strategi untuk meningkatkan daya saing RPA PT XYZ . Metode yang digunakan adalah analisis deskriptif. Analisis yang digunakan adalah global value chain, analisis stakeholder, internal factor evaluation, external factor evaluation, matriks IE, SWOT, dan quantitative strategic planning matrix. Hasil dari analisis global value chain, analisis stakeholders, analisis internal dan eksternal, dan visi-misi perusahaan, tujuan jangka panjang adalah (a) menyediakan nilai tambah bagi pelanggan, (b) memaksimalkan laba dari hasil operasi bisnis, (c) meningkatkan kesejahteraan stakeholders, (d) melakukan kegiatan sustainable business. Hasil matriks IE dan analisis SWOT, strategi untuk mencapai sasaran dan tujuan jangka panjang strategik adalah (a) meningkatkan efektivitas dan efisiensi manajemen rantai pasok; (b) mengimplementasikan evaluasi kinerja untuk pegawai dan partner bisnis; (c) memperkuat  citra sebagai perusahaan domestik penghasil makanan olahan berbasis daging ayam berkualitas tinggi di Indonesia; (d) meningkatkan kegiatan penelitian dan pengembangan; (e) membangun aliansi strategik dengan pemasok ayam hidup eksternal; (f) melakukan sosialisasi mengenai pentingnya konsumsi protein hewani kepada masyarakat Indonesia. Tiga strategi prioritas dari analisis QSPM adalah meningkatkan efektivitas dan efisiensi rantai pasok, mengimplementasikan evaluasi kinerja untuk pegawai dan partner bisnis, dan memperkuat citra perusahaan sebagai perusahaan domestik penghasil makanan olahan berbasis daging ayam berkualitas tinggi di Indonesia.Kata kunci:  daya saing, rantai nilai global, rumah potong ayam, PT XYZ

Abstract

ABSTRACTThis study was aimed to determine the effectiveness of policies on cattle breeding financing, to determine the factors that could influence the distribution of credit schemes and formulate advices and recommendations to enhance the effectiveness of kredit  usaha  pembibitan  sapi/KUPS credit  scheme distribution and absorption. This study was using a descriptive evaluation method to obtain an overall view of the loan program implementation. The obtained data were analyzed using gap analysis to evaluate the implementation of targeted credit scheme distribution as well as the target, systemic analysis to obtain the effectiveness of the program, correspondence analysis was used to obtain community feedback and regulatory impact assessment analysis to determine recommendations for the credit programs. The result showed that the effectiveness of the program is lower than the policy’s objectives. The public give high responses to this policy, but there are many obstacles were faced by the breeders. The influencing factors were banks, government and cattle breeding business itself. The recommendations are (1) the increasing bank support at the local level, (2) the reduction the overlapping governmental programs, (3) increasing farmers’ ability in accessing banks’ support, and (4) improving the credit policy by using two subsidized pattern program.Keywords: goverment policy analysis, kredit usaha pembibitan sapi/KUPS, regulatory impact assessmentABSTRAKPenelitian ini bertujuan mengetahui efektivitas kebijakan pemerintah terhadap pembiayaan pembibitan sapi, melihat faktor-faktor yang memengaruhi penyaluran skim kredit, dan merumuskan saran dan rekomendasi untuk meningkatkan efektivitas  penyaluran  dan penyerapan skim kredit kredit usaha pembibitan sapi/KUPS. Penelitian ini menggunakan metode evaluasi deskriptif untuk mendapatkan gambaran menyeluruh dari pelaksanaan program kredit. Data yang diperoleh dianalisis dengan menggunakan analisis gap untuk mengevaluasi realisasi penyaluran dan target yang telah ditetapkan, analisis kesisteman untuk mengetahui efektivitas program, analisis persepsi responden untuk memperoleh umpan balik  masyarakat dan analisis regulatory impact assessment untuk menentukan saran dan rekomendasi untuk program kredit tersebut. Hasil menunjukkan bahwa efektivitas program kredit lebih rendah daripada tujuan pencapaiannya. Tanggapan masyarakat terhadap kebijakan ini sangat besar tetapi terdapat banyak kendala yang dihadapi oleh pelaku usaha pembibitan. Faktor-faktor yang memengaruhi adalah perbankan, pemerintah, dan pelaku usaha pembibitan itu sendiri. Rekomendasi terhadap program skim kredit ini adalah (1) meningkatkan dukungan dari bank, (2) pengurangan program pemerintah yang tumpang tindih, (3) meningkatkan kemampuan petani dalam mengakses bank, dan (4) meningkatkan penyaluran kredit dengan menggunakan program pola dua  subsidi.Kata kunci: analisis kebijakan, kredit usaha pembibitan sapi/KUPS, regulatory impact assessment

Abstract

ABSTRACTThe objective of this research were to 1) map the broiler value chain at PT Ciomas Adisatwa Region Jawa Barat Unit Bogor (PTCA); 2) analyze the gross margin of the broiler value chain at PTCA; 3) identify the internal and external factors that affecting PTCA, and 4) formulate strategies to increase the competitiveness of PTCA. This research was conducted using the chain value analysis, the gross margin analysis, SWOT and Analytic Hierarchy Process (AHP) analysis. From value chain mapping, PTCA as a part of Japfa group get feed, DOC, and vaccine from Japfacomfeed, Multibreeder Adirama, and Vaksindo, and then distribute them to the plasma farms. The Commercial Farm output will be distributed by RPA and collectors as living birds. Collectors will then send them to traditional markets while RPA will distribute them to supermarkets, restaurants and traditional markets. The distribution channels grouped into 3 paths, input-PTCA-kolektor-RPA-distributor-consumers, input-PTCA-RPA-distributor-consumers, and input-PTCA-kolektor-distributor-consumers. Gross margin analysis found that PTCA got 5% with the value of 55% share, the collectors got 12% with the value of 10% share, RPA 14% with the value of 17% share and distributor 13% with the value of 17% share. The Farmers got smallest margin and RPA got the biggest margin from value chain at PTCA. According to the AHP calculation, the farm human resources, increasing purchasing power, new technology in the breeding management and the support from group got higher valuation. What can be suggested based on the Result of this research is for the actors that were involved in PTCA value chain to produce, process, run functional task, and upgrade the channel.Keywords: AHP, broiler, gross margin, PT Ciomas Adisatwa, swot analysis, value chainABSTRAKTujuan penelitian ini adalah 1) memetakan rantai nilai ayam ras pedaging pada PT Ciomas Adisatwa Region Jawa Barat Satuan Bogor (PTCA), 2) menganalisis gross margin pada ayam pedaging rantai nilai PTCA, 3) mengidentifikasi faktor internal dan eksternal yang mempengaruhi PTCA, dan 4) merumuskan strategi untuk meningkatkan daya saing PTCA.  Penelitian ini dilakukan dengan menggunakan nilai analisis rantai, gross margin, analisis SWOT dan analisis Analytic Hierarchy Process (AHP). Dari pemetaan rantai nilai PTCA  sebagai kelompok Japfa mendapatkan pakan, day old chick, dan vaksin dari Japfacomfeed, Multibreeder Adirama, dan Vaksindo, dan didistribusikan ke pertanian plasma. Output pertanian komersial akan didistribusikan oleh rumah potong ayam (RPA) dan kolektor dalam kondisi ayam hidup. Kolektor akan mengirimkan ke pasar obat tradisional dan RPA mendistribusikan ke restoran supermarket dan  pasar tradisional tersebut. Distribusi dikelompokkan menjadi tiga jalur input-PTCA-kolektor-RPA-distributor-konsumen, input-PTCA-RPA-distributor-konsumen, input-PTCA-kolektor-distributor-konsumen. Analisis marjin laba kotor menemukan bahwa PTCA mendapat 5% dengan nilai 55% saham, kolektor mendapat 12% dengan 10%, RPA 14% dengan nilai saham 17% dan distributor 13% dengan nilai saham 17%. Petani mendapat marjin terkecil dan RPA mendapat marjin terbesar dari rantai nilai di PTCA. Menurut perhitungan AHP sumber daya manusia peternakan, daya beli meningkat, teknologi baru dalam pemuliaan manajemen, dukungan dari kelompok mendapat penilaian lebih tinggi. Hasil penelitian ini, disarankan aktor yang terlibat dalam rantai nilai PTCA untuk melakukan produk, proses, fungsional, dan peningkatan saluran.Kata kunci: AHP, broiler, gross margin, PT Ciomas Adisatwa, SWOT analysis, value chain
