Abstract

Wakatobi, located in Southeast Sulawesi, Indonesia, is recognized as one of the country’s leading marine tourism destinations and designated as a UNESCO Biosphere Reserve. However, the sustainability of tourism development in this region relies not only on ecological potential but also on the role of indigenous communities in governance practices. This article examines the role of indigenous communities in sustainable tourism governance in Wakatobi through the lens of good governance. Data were collected using a qualitative approach, including semi-structured interviews with customary leaders, village officials, tourism actors, and domestic and international tourists. The findings demonstrate that indigenous communities play a pivotal role in ensuring transparency through customary marine regulations, fostering participation via homestays and cultural festivals, strengthening accountability in community-based tourism funds, enhancing effectiveness through the integration of customary and formal rules, and promoting equity in the distribution of economic benefits. This study contributes to the literature on sustainable tourism governance by highlighting the centrality of indigenous knowledge in achieving inclusive and sustainable outcomes.

Abstract

The number of sexual violence against children in Batang Regency is quite high, so the Batang Government formed a collaboration with a special team consisting of the Women's Empowerment, Child Protection and Population Control Family Planning Service (DP3AP2KB), the Women and Children Protection Task Force (PPA), the Regional Leadership Coordination Forum (Forkopimda), the Indonesian Ulema Council (MUI), Community Leaders, and Regional Apparatus Organizations (OPD) in Batang Regency. The Batang Police also provides a Call Center 110 or directly visit the Criminal Investigation Unit of the Women and Children Protection Unit. The purpose of this article is to explain the collaboration process in handling sexual violence against children and the factors that influence it. This article uses the collaboration theory of Ansell & Gash and DeSave. The method used is descriptive qualitative with analysis of secondary sources such as journals, newspapers, and news websites. The results of the study indicate that the collaboration process in handling sexual violence against children in Batang Regency is good but not ideal and effective. There are inhibiting factors in the collaboration process, namely low commitment from several stakeholders, unclear procedures and inadequate resources.

Abstract

Pandemics not only have health effects, but also social and economic ones. Zakat plays a significant role in poverty alleviation and in disaster mitigation, including the impacts caused by the current pandemic. Unit Pengumpul Zakat or The Zakat Management Unit at Mosque (UPZ Masjid) is the smallest and closest zakat management to the community. This article tries to discover the opportunities and challenges faced by zakat management in mosques in overcoming the impact of the Covid-19 pandemic. Management of zakat in mosques with a localization system is in line with fiqh zakat guidelines and the provisions of Law No. 23 of 2011. Using mixed method studies, the research shows that localization of zakat management has a great opportunity in maximizing the role of UPZ in helping people deal with the pandemic-affected communities. The results of this study show that the role of UPZ only occurs during fasting month and besides, the use of zakat mal has not yet been optimized. There are reasons why UPZ does not operate optimally, including the lack of skill training from BAZNAS and the absence of reporting and activity monitoring.

Abstract

Zakat gain in Indonesia as the largest Muslim country in the world has not been compatible to its potential. The issuance of Law Number 23 of 2011 about Zakat management is the manifestation of Government’s attention to an attempt of maximizing zakat management. This study aims to analyze the public value of Zakat Managing Organization (Indonesian: Organisasi Pengelola Zakat or OPZ) viewed from muzaki’s perspective. The research method used was mix methods by analyzing the vision and mission of zakat managing organization and interviewing the zakat institution organizer, and using face-to-face questionnaire distributed to muzakis. The result of the research shows that there are some values identified for zakat managing organization: trustability (amanah), accountability, transparency, and synergy. Trust or trustability is intrinsic value, while accountability, transparency, and synergy are instrumental values.  The identified indicator of both intrinsic and instrumental values can be the basis for OPZ to consider muzakis’ need to maximize zakat management.

Abstract

Penelitian ini bertujuan untuk menganalisis upaya pembangunan kemandirian desa yang berorientasi pada keberdayaan masyarakat melalui pemanfaatan dana desa yang disalurkan kepada masing-masing desa di Kabupaten Blora. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif yang dilakukan berdasarkan sumber data sekunder melalui teknik pengumpulan data berupa dokumentasi yang mencakup dokumen resmi dari instansi terkait dan penelitian relevan yang terdahulu. Teknik analisis data yang menjadi pedoman peneliti meliputi tiga tahapan, yaitu reduksi data atau penyusunan kerangka konseptual, penyajian dan penyusunan data, serta penarikan kesimpulan secara mendetail. Hasil pada penelitian ini menyimpulkan bahwa pemanfaatan dana desa yang digunakan untuk menunjang pembangunan kemandirian desa dijalankan melalui pemberdayaan masyarakat. Kabupaten Blora memiliki peluang dalam pengelolaan dana desa yang diarahkan untuk meningkatkan keberdayaan masyarakat dengan meninjau indikator keberhasilan pada peningkatan kesadaran masyarakat secara partisipatif dalam proses perencanaan pembangunan (musrenbangdes); pengembangan dan penguatan daya masyarakat dengan dana desa untuk prioritas kegiatan optimalisasi pengelolaan sumberdaya desa; dan perlindungan masyarakat yang dijalankan oleh pemerintah dan kelembagaan desa sebagai pendamping dengan menetapkan kebijakan dan program kegiatan masyarakat melalui dana desa. Ketercapaian penggunaan dana desa yang berasal dari APBN ditujukan sebagai dukungan yang bersifat dinamis bagi desa dalam membangun kemandirian yang bertumpu pada masyarakat.

Abstract

Regulations regarding Land and Building Tax (PBB) have been regulated in Law Number 12 of 1985 which was later amended by Law Number 12 of 1994 concerning Land and Building Tax. PBB-P2 is a tax imposed on land and/or buildings owned, controlled, or utilized by individuals or entities, except for the plantation, forestry, mining, and public facilities sectors. Awareness of paying taxes is considered a form of commitment from the community as taxpayers. This study analyzes the PBB-P2 policy advocacy process in Grobogan Regency and analyzes its supporting and inhibiting factors, with a special focus on Kuripan Village. This study uses a qualitative descriptive method with an inductive approach, through direct observation, in-depth interviews and analysis of supporting documents. Interviews were conducted with related parties such as the Purwodadi Sub-district Head, the Head of Kuripan Village, PBB-P2 Collecting Officers, and Taxpayers. The results of the study show that although this policy has yielded positive results, there are still challenges such as lack of communication and socialization, delays in the distribution of SPPT and low level of public understanding. Innovations such as payments by mobile banking, PBB-P2 Payment Posts, and PBB-P2 intensification have been implemented, but they are still not optimal. Intensive communication with stakeholders, continuous socialization, and policy support can improve the optimization of PBB-P2 and contribute to increasing the Realization of PBB-P2 Revenue in Kuripan Village and contribute to the Regional Original Revenue (PAD) in Grobogan Regency.

Abstract

Riau Province is one of the areas rich in oil and other agricultural products. Therefore, Riau deserves to demand asymmetric decentralization as other places that have granted this decentralization right. The purpose of this paper is to explore the potential or things that are considered appropriate to be used as reasons why Riau Province has the right to be made special autonomy or asymmetric decentralization because specific areas that are rich in natural resources. This study uses a qualitative approach using a theory-based system where theory functions as a framework for understanding problems critically. The data collection tool used is the document method that the author collects. From the results of the study, it can be concluded that if viewed from the theory of UGM PLOD Research, Riau deserves asymmetric decentralization when viewed from historical and conflict factors, social and cultural factors, potential and economic growth factors, accelerated development factors, and government capacity. This was due to the joining of Siak Indrapura's work through Sultan Syarif Kasim II to the State of Indonesia and the abundant wealth of Riau. Meanwhile, the factors that do not support the above theory are geographical factors due to the separation of the Riau Islands from Riau itself. To support asymmetrical decentralization, quality resources from the people of Riau are needed so that the mentality of corruption can be removed. In addition, of course, the ability of the Riau people's representatives at the center to lobby the government so that asymmetric decentralization can be realized.

Abstract

The growing digital era has forced the world to keep up with it. Various aspects of people's lives are now connected to digitalization. In recent years, Indonesia has begun to implement e-government development. This period of political reform, which began in 1997, began to break down the arrogance of the bureaucracy and gave rise to an independent society. People began to demand improvements in bureaucratic performance towards the public in various countries, including Indonesia, which is required to provide e-government services that are considered more effective and efficient for the community. This research uses a descriptive qualitative approach with a literature study method. The results obtained are that in implementing e-government in Indonesia there are several things that need to be considered such as government interaction with the community, the level of effectiveness and efficiency. In Indonesia itself, the application of e-government to support good governance, one of which is e-procurement, which is a process of procuring goods and services that are presented on the website so that it is more transparent.

Abstract

Padang City is one of West Sumatra Province's Level II Regions. Padang is geographically vulnerable to natural disasters, particularly earthquakes and tsunamis. Natural disasters affect men and women differently. Women are four times more likely than men to become victims of natural disasters. Women, on the other hand, have become advocates for the existence of various government disaster relief efforts. The Regional Government of Padang City actively maximized the position of women as one of the agents who became a support and fixed the post-natural disaster situation, according to a descriptive qualitative method and the theory of social feminism. The purpose of this study is to determine the position of women actively as one of the agents who support and improve the situation after natural disasters. Using a descriptive qualitative method with the theory of social feminism, it was found that the Padang City Regional Government has maximized the position of women actively as one of the agents who support and improve the situation after natural disasters. The efforts of the local government are aided by West Sumatra's adoption of local matrilineal values, which place women as the primary party in the concept of kinship life. Women's resilience in disaster mitigation conditions can be increased by actively involving them.

Abstract

Follow-up on implementing the recommendations based on the BPK audit result in the Banten Provincial Government has not been effective due to the completion time of the follow-up not being up to standard and the audited entity having difficulty carrying out the follow-up. This study aims to determine the effectiveness and challenges in implementing the policy of completing follow-up on the results of the BPK audit in the Banten Provincial Government. This study uses a descriptive qualitative approach and primary data collection techniques (observation and interviews) with informants purposively selected from BPK and local government. The technique used for data analysis is interactive models. Results show that the policy has not covered all target groups and has no impact on direct improvement changes. Decision-making has not supported the sustainability of completing follow-up audit results. The Inspectorate's mediation effectiveness is hindered by limited personnel and budget resources.  Based on the implementation environment, actors have not been fully involved in monitoring the follow-up progress, and leaders do not have the commitment and assertiveness to encourage follow-up on audit results. The potential implication of this study suggests that the BPK should consider reformulating technical policies to ensure the effective and measurable completion of follow-up recommendations on audit results.
