Abstract

Masih rendahnya perhatian pemerintah daerah baik lingkungan internalmaupun lingkungan eksternal organisasi dalam rangka pengembangankepariwisataan menjadi latar belakang penelitian ini. Masalah yang muncul:Bagaimana strategi pengembangan kepariwisataan di Dinas Kebudayaan danPariwisata Kabupaten Boyolali?Tujuan penelitian ini adalah melakukan analisis kondisi kepariwisataan diDinas Kebudayaan dan Pariwisata Kabupaten Boyolali dengan menggunakananalisis lingkungan internal dan eksternal organisasi. Analisis lingkungan internaldan eksternal organisasi bertujuan untuk mengetahui faktor penghambat danpendukung pengembangan kepariwisataan. Dalam melakukan analisis kondisikepariwisataan ini, peneliti menggunakan alat analisis SWOT (Strenghts,Weaknes, Opportunities, Threats). Penelitian ini menggunakan metode penelitiankualitatif deskriptif dengan menggunakan informan dari Dinas Kebudayaan danPariwisata Kabupaten Boyolali, serta masyarakat dan pengunjung obyek wisataTlatar, Umbul Pengging, dan Arga Merapi Merbabu.Hasil penelitian berupa strategi pengembangan kepariwisataan di DinasKebudayaan dan Pariwisata Kabupaten Boyolali menunjukkan kondisikepariwisataan yang berkaitan dengan kondisi lingkungan internal dan eksternaldi dinas sudah cukup baik namun masih terdapat beberapa kekurangan. Denganmelakukan analisis lingkungan internal dan eksternal ini, maka akan didapatkanadanya faktor penghambat dan pendukung yang mempengaruhi perumusanstrategi yang kemudian akan di tes menggunakan test litmus guna mengukurkestrategisan program yang ada.Dari hasil penelitian tersebut, disarankan agar program-program strategisyang telah dirumuskan dilaksanakan secara konsisten, dan berkelanjutan agarsasaran yang dikehandaki oleh Dinas Kebudayaan dan Pariwisata tercapai.

Abstract

Public service is a strategic issue to be discussed, because it deals with meeting the growing needs of the community along with the development of Science and Technology. The government as a public service provider is required to continue to improve the quality of services to the community. One way to achieve this is by innovating public services. The Quick Response Information System (SIQUPON) is an innovation that is implemented in the Department of Transportation of Pekalongan City. SIQUPON functions as an information and coordination center to overcome traffic problems. However, in its implementation SIQUPON has not been able to run optimally. The purpose of this study was to analyze the Quick Response Information System Innovation (SIQUPON) at the Pekalongan City Transportation Agency. The research method used is descriptive qualitative by analyzing using 5 attributes of innovation which include real benefits, suitability, complexity, possibility of trying, observing and analyzing supporting and inhibiting factors. Supporting factors for SIQUPON's innovations include the desire to change, openness to aspirations, and the existence of responsible parties. The inhibiting factors include the absence of special budget planning, dependence on certain figures, the absence of awards or incentives. Suggestions that can be given include SIQUPON budgeting, renewal of the structure and clear division of tasks towards SIQUPON managers, increasing work motivation through awards and incentives, applying democratic leadership styles, branding the public about the importance of carrying out orderly traffic and use of SIQUPON through social media media.

Abstract

Public service in the health sector becomes a strategic issue. Public service improvements in Indonesia nowadays tend to be slow. One of the way to improve the quality of health services is innovation. An innovation have the importance to realize quality services in the health sector as well as in basic health services at the Center for Public Health (Community Health Centre). One of the areas that implementate the innovation of health services in Puskesmas is Banjarnegara Region. Community of Health Centre II Punggelan in corporation with the government of Banjarnegara Regenc created Innovation Pick up service. This study aims to determine the process of innovation pick up the service in Community of Health Centre II Punggelan Banjarnegara know the factors driving and inhibiting innovation process pick up the service in Community of Health Centre II Punggelan Banjarnegara Region. The method used in this research is descriptive qualitative research method. Researchers use theory of Rogers to identify the innovation process of pick up theservicel and theory of Fontana to identify the inhibiting factors and factors driving the innovation of pick up the service. There are several obstacles found in pick up service Innovation: there is no clear structure chart, there is a small part of traditional society culture, the availability of human resources, especially ambulance drivers are limited. The advice given is to make innovation of Pick up service as a service for the general public not only for labor alone.

Abstract

Tourism in Indonesia is currently experiencing an increase, not only for recreational activities but also to improve the economy of a region. The tourist attraction in the city of Semarang is increasing every year, one of which is cultural tourism. UPTD TBRS aims to manage tourism related to arts and culture. This research aims to analyze organizational performance as well as the driving and inhibiting factors of the organizational performance of the Raden Saleh Cultural Park UPTD Semarang City in the Covid-19 Pandemic Period. This research uses descriptive qualitative research methods, data collection techniques through interviews, observations, and documentation. The results showed that the productivity aspect in providing services during the Covid-19 pandemic decreased the effectiveness of the number of visits and the amount of retribution income for UPTD TBRS. The aspect of responsiveness in the form of a complaint container is also still not able to run optimally. The inhibiting factor is the management of human resources related to employee rewards and compensation. The suggestion that researchers can convey is that the Semarang City Culture and Tourism Office together with the head of the UPTD TBRS can increase productivity by completing the construction of multipurpose buildings, updating information on the website, and providing rewards or compensation in the form of money or appreciation.

Abstract

Environmental problems have now become a problem in all parts of the world Environmental waste problems affect human welfare and other survival. Garbage has now become a problem and a challenge in urban areas. This waste problem is increasing from year to year. The purpose of this study was to determine the management of waste management by the Surakarta City Environmental Service, to determine the driving and inhibiting factors in waste management in Surakarta City. This study uses the theory of Management G. R Terry, which looks at the management functions of planning, organizing, implementing and supervising. This study uses descriptive qualitative analysis by taking a case study at the Surakarta City Environmental Service. Data collection techniques were carried out by interviewing, library research, and documentation through primary and secondary data sources. The results showed that the management of waste management by the Surakarta City Environment Service had been carried out well from the planning, organizing, implementing, and monitoring stages. This is evidenced by several clear regulations, aspects of financing and implementation in accordance with the plan, although there are still some aspects that need to be improved, such as human resource problems and also due to limited land for waste management. The Surakarta City Environmental Service has an awareness that waste can be used as renewable energy so that it must be managed properly in order to provide a positive value for improving the welfare of the community.

Abstract

Village Owned Enterprises (BUMDes) are one of the village economic institutions that have a role in increasing Village Original Income (PADes). The problemfaced by TirtaMandiri BUMDes is the decline in income from existing business units which are a result of the Covid-19 pandemic.The purpose of this study was to analyze the management of BUMDes Tirta Mandiri in an ef ort to restore Village Original Income in the newnormal era and analyze the supporting and inhibiting factors. This research uses descriptivequalitative research methods, data collection techniques through interviews, observations, and documentation. The results showed that BUMDes planning is not mature enoughandhas not thought about long-term plans. In organizing, the division of labor is not according to expertise and there is still a lack of emphasis on job descriptions. Thedirective function has not been carried out thoroughly to all employees. Inthesupervisory function, the assessment has not been adjusted to the CHSE (Cleanliness, Health, Safety, Environment) program. Supporting factors are namely the existence of village potential, collaboration with other parties, and government commitment. Abstract

Covid-19 mulai memasuki Indonesia pada bulan Maret 2020 dan upaya yang dilakukan pemerintah adalah mengeluarkan kebijakan untuk mengurangi segala bentuk kegiatan yang berada di luar rumah dengan tujuan mengurangi tingkat penyebaran Covid-19. Kota Semarang mengeluarkan Peraturan Wali Kota No. 6 Tahun 2021 tentang Pelaksanaan Pembatasan Kegiatan Masyarakat dalam Rangka Pencegahan dan Pengendalian Covid-19 di Kota Semarang. Kebijakan tersebut mengatur seluruh sektor, termasuk pariwisata. Pelaksanaan kebijakan tersebut masih kurang maksimal, karena masih banyak masyarakat yang melanggar kebijakan, komunikasi yang dilakukan pemerintah dengan masyarakat tidak konsisten, bantuan yang diberikan oleh pemerintah tidak merata dan tidak sesuai kondisi, dan pemerintah tidak tegas dalam menindak lanjuti peraturan dari kebijakan tersebut. Tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan pembatasan kegiatan kepariwisataan Kota Semarang pada masa pandemi Covid-19 sesuai dengan Peraturan Wali Kota No. 6 Tahun 2021 dan untuk mengetahui faktor pendukung dan penghambat dalam implementasi kebijakan pembatasan kegiatan kepariwisataan Kota Semarang pada masa pandemi Covid-19 berdasarkan model Edward III. Metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukan bahwa implementasi kebijakan pembatasan kegiatan kepariwisataan Kota Semarang pada masa pandemi Covid-19 masih rendah. Hal ini disebabkan karena empat model implementasi kebijakan menunjukan masih belum optimal, seperti komunikasi menunjukkan koordinasi pemerintah dengan masyarakat masih rendah dan seringkali terjadi perbedaan kebijakan antara Dinas Kebudayaan dan Pariwisata Kota Semarang dengan Satgas Covid-19, dari sumber daya menunjukan bahwa pengawasan yang dilakukan oleh pemerintah hanya formalitas, dari disposisi perubahan kebijakan yang tidak disosialisasikan kembali kepada masyarakat dan bantuan yang diberikan pemerintah tidak merata, dari struktur birokrasi yaitu penerapan SOP tidak ketat dan tidak ada tindak lanjut bagi pengelola yang melanggar kebijakan. Saran dari peneliti adalah mengadakan forum diskusi yang dihadiri oleh seluruh aktor yang terlibat, membagi secara rata pegawai yang melaksanakan pengawasan disemua titik, mensosialisasikan kembali kepada masyarakat tentang perubahan kebijakan, pembagian insentif harus dilaksanakan secara terstruktur, dan menindak lanjuti secara tegas setiap pengelola yang melanggar kebijakan.

Abstract

Population growth is moving very fast while not accompanied by increasing sum of jobs will lead to poverty. When poverty struck people, the most visible result is a decrease in the welfare of the child is obtained, in line with the decline their parents welfare. To overcome these problems, through the activities of Deconcentration fund for Rehabilitation and Social Protection, Ministry of Social Affairs through Central Java Social Provincial office, implement toddler social welfare programs in Semarang City (PKSAB) to meet their basic needs. The purpose of this study to determine the implementation PKSAB in Semarang and factors inhibiting and supporting implementation of PKSAB.Theory used is the evaluation theories of William Dunn, James Anderson, Thomas R Dye, Riant Nugroho and Samudra Wibawa. This study used qualitative methods with 8 people as informants. Data collection techniques were observation and interview, in which the data were processed and analyzed qualitatively.The result indicate that PKSAB effective accordance with the procedures. The program is managed in accordance with the indicators of program better fulfill meet the toddler need, improve the child in meeting basic needs, improving accessibility to basic social services, strengthening parental responsibility and institutional strengthening. Inhibiting factor program is the responsibility of parents, parents less conscious of the importance of education for toddler, toddler growth monitoring is neglected, and the parents have not been able to meet the toddler basic needs. Recommendations for PKSAB in Semarang is strengthening the Social Workers knowledge on PKSAB, the clarity of the main tasks given to Social Workers, as well as participation of Social Service of Semarang office.

Abstract

The seedling unit of  Mulyorejo  is  one  breeder  catfish  has  implemented  the way of a good and true fish hatchery  system and  quality  of  seeds produced and certified so that many invaded by consumers of catfish enlargement  group. But the problem  is  that  the  UPR  has  not  been  able  to  needs  of  consumers  seed. UPR  is  targeting production of 12 million of seeds during the rainy season, but in reality only able to supply seeds of catfish in the market about 5 million fries so that there is a shortage of 7 million fries. Therefore, it  is  necessary  that  the  appropriate   technology  breakthroughs  Laserpuncture  technology  to accelerate  the provision of gonads mature  broodstock catfish and catfish seed supplies in bulk and  continuously  to  support  the  success,  sustainability  and  development  of  catfish  farming through  socialization.  The  method  is  applied  to  training  programs  for  the  dissemination  of technology laserpuncture as an  effort to accelerate  the broodstock catfish  mature  gonads  and seed production a mass scale in the group breeder catfish "Mulyorejo" in the village of Maguan, followed by giving dempond, operating  practices laserpuncture and induction  laserpuncture in dot reproduction  appropriately  as  well as  assistance  to the  group  breeder    catfish  as  trained partners.  From the results of this socialization, some catfish breeder   has applied laserpuncture technologies   for   spawning   of   broodstock   catfish   and   eggs   were   overripe   oviposition simultaneously  and evenly desperate   in the spawning pond and seeds produced may reach  80-90%, which impacted positively with an increase in revenue.

Abstract

This study aimed to test the speed of spawning and the number of fertilized eggs at the parent catfish (Clarias sp) post-induction laserpuncture and ovaprim. This research was conducted at the Laboratory of Biology, University of PGRI Adi Buana Surabaya. The experimental design used was completely randomized design. The study consisted of three treatments, induction laserpuncture in reproductive acupoint precisely at 2/3 of the ventral body for 15 seconds, giving ovaprim 0.4 ml/kg body weight and control (without induction laserpuncture and without giving ovaprim), each repeated six times. Total catfish male parent used as many as 18 heads and parent female catfish as many as 18 heads of all the conditions are ripe gonads. Number of pools that use a total of 18 pools (for spawning catfish). The data collected is spawning catfish speed and the number of fertilized eggs. The results showed that the induction of laserpuncture precisely at 2/3 the ventral body for 15 seconds reproductive acupoint fastest spawning effect and eggs fertilization hight significant than ovaprim and control.
