Abstract

As the largest archipelago country in the world, Indonesia has a lot of natural resources that make the cross border crime occurred in the border area. The widespread of cross border crime get the marine-based countries realize the importance of increasing the security in the marine border. By the awareness of the widespread of crosss border crime propels Indonesia to have vision as the global maritime fulcrum. With that visions Indonesia tries to increas the security in the border area by doing cooperation with the maritime-based countries. One of such countries is Japan which also an archipelago countries by establishing Indonesia-Japan Maritime Forum.This research conducted by using neorealism perspective withthe international cooperation theory and maritime security concept, this reseach used qualitative-descriptive method, the data of the research was obtainde by learning related studies, the data used was secunder data derived from memorandum cooperation between Japan and Indonrsia concerning the establishment of maritime forum and other memorandum which established based on the cooperation Indonesia-Japan Maritime. The result of this research shown the actions which done by the Indonesia government in increasing the security of border area by implementing IJMF cooperation is conducting a strategic dialogue consist of the information exchange establishing working group, building the infrastructure in the border area and implementing the cooperation in eradicating cross border crime such as ilegal fishing and drug trafficking. Keywords: international cooperation, cross border crime, Indonesia, Japan, Indonesia attempt, maritime forum

Abstract

This research focuses on the cooperation carried out by Afghanistan-China through the BRI (Belt Road Initiative) in advancing the economy in Afghanistan. This collaboration refers to BRI's policy in which Afghanistan is one of the project countries for land routes through rail facilities as well as connecting ports to ports in countries such as Pakistan and Iran. Several agreements were made between the two countries in the procurement of infrastructure in Afghanistan to make the BRI project a success.This study aims to determine the impact and steps of China in realizing the BRI project. Then this study uses the theory of international cooperation, and the perspective of neo-liberalism as the research basis, as well as the level of analysis of the nation state. By using explanative research methods, and collecting data through library research techniques where the data comes from official documents, a number of journals, and research related news.The results of this study show how China-Afghanistan cooperation in the BRI project has a positive impact on the development of transportation infrastructure in Afghanistan. However, because the project is still ongoing, it is necessary to re-examine it in further research regarding the completion of the BRI infrastructure project in Afghanistan. Abstract

This research aims to reveal the motivation of Poland to collaborate with the United States in the field of military defense in the 2015-2019 period. During 2015-2019 there were tensions between Poland and Russia due to aggressive Russian military activities. These activities included annexation of Crimea in 2014, the placement of Iskander-M missiles that could reach all of Poland, and the modernization of a combat base in Kaliningrad. This research uses the perspective of neorealism which states that the international system is anarchic so that there is no supreme authority above the state and no guarantor of the survival of a country except the country itself. Weak countries must increase their power and balance with strong countries. Research is also supported by the theory of international cooperation, the concept of security dilemma, and nation-state level of analysis. This research is a qualitative research and uses explanative method. The results of research indicate that the influence of the Russian military in the procurement of cooperation between Poland and the United States. Russia's military activities are seen by Poland as a threat to itself. Poland decided to conduct military defense cooperation with the United States to increase Poland's military capacity and to overcome the Russian threat. Cooperations consist of the purchase of military equipment, the construction of military infrastructure, and announced Joint Statement—Joint Declaration on Defense Cooperation Regarding United States Force Posture in the Republic of Poland, signed  on June 12, 2019. Keywords: Poland, Defense Cooperation, Russia, Threat, United States.

Abstract

This research discusses about the form diplomacy undertaken by Indonesia in seeking protection for Indonesian Migrant’s Workers who live in Malaysia. The large number of Indonesian Migrant Workers working abroad is caused by the difficulty of finding employment opportunities in the country, with the large number of Indonesian Migrant Workers working abroad, of course, will have problems that occur, where Indonesian Migrant Workers suffered torture, violence and sexual harassment. Therefore, the role of Indonesian government in protecting its citizens who are abroad is needed in this case.This study uses a Neo-realism perspective, digital diplomacy theory and the concept of human security. The theory of digital diplomacy by Lewis, explains that diplomacy uses of the internet and information and communication technologies to help achieve diplomatic objectives. The study used qualitative explanative methods, which is an analysis of the research of the data from books, journals, and official documents.The results of this study that the Indonesian government in achieving national goals and interests related to Indonesian Migrant Workers in Malaysia carries out digital diplomacy by using the internet through various digital platforms such as social media to convey Indonesian Migrant Workers issues to the public. Digital diplomacy exists not to replace, but to optimize the diplomacy that has been carried out by heads of state or representatives of other countries by focusing more on society (public). Indonesian government uses social media when handled Suyanti and Adelina cases, this diplomacy has succeeded lead public opinion through online petitions.Keywords: Digital Diplomacy, Protection, Indonesian Migrant Workers.

Abstract

This journal discusses the role of UNICEF in managing acute malnutrition in children in Yemen through the Community Management of Acute Malnutrition (CMAM) programme. Yemen is one of the countries with a worrying case of acute malnutrition in children due to the ongoing conflict and making Yemen as a country with the largest humanitarian crisis in the world. Acute malnutrition is one of the existing health problem in Yemen that has a major impact on children's development. Therefore, UNICEF and its partners implemented the CMAM programme which aims to manage acute malnutrition in children by conducting community outreach. This study describes the role of UNICEF as an international organization in managing acute malnutrition in Yemen in 2018-2020.            This study uses a pluralism perspective that supports International Organization theory and groups as the level of analysis. This study uses qualitative methods and literature study as a source of information. The author collects data related to the problem under study such as from books, journals, websites,            The results of this study explain the role of UNICEF as an instrument, arena and independent actor in tackling acute malnutrition in Yemen in 2018-2020. UNICEF as an instrument performs its role to tackle acute malnutrition through the CMAM programme which effects cases of acute malnutrition in Yemen. UNICEF as an arena can be seen through the meetings and discussions held by UNICEF to tackle acute malnutrition in Yemen. UNICEF as an independent actor means running a program to tackle acute malnutrition in Yemen without any outside influence. The CMAM programme that run by UNICEF in Yemen during 2018-2020 in tackling acute malnutrition can be said to be unsuccessful because cases of acute malnutrition have increased due to several factors.Keywords: Roles of  UNICEF, Community Management of Acute Malnutrition

Abstract

This research is based on the decision of Donald Trump as the 45th President of the United States on May 8, 2018 which announced that the United States officially ended the Joint Comprehensive Plan of Action (JCPOA). JCPOA is a nuclear agreement formed by Iran with the P5 + 1 countries of the United States, Britain, France, Russia, China plus the European Union which is represented by Germany. these countries are permanent members of the UN Security Council. This research uses the Behavioralism Perspective. This perspective discusses political analysis based on the study of individual political behavior. This research uses foreign policy theory and idiosyncratic theory. Idiosyncratic is an internal resource that influences policy. The level of analysis in this study is individuals. The focus of research is at the level of individual analysis in humans as the main character.This research method is explanatory that explains the existence of a causal relationship about why an event occurs. United States decision to end the JCPOA is caused by the influence of Donald Trump's leadership personality which can be analyzed from idiosyncratic factors such as temperament, social context, cognition and motives. these aspects shape the personality of a leader and ultimately have an impact on how leaders make decisions. Keyword: Foreign Policy, JCPOA, United States, Iran, Donald Trump, Idiosyncratic

Abstract

 This study describes the process and path of Indonesia’s diplomacy towards UNESCO to formalize Pencak Silat as an Intangible Cultural Heritage of Indonesia. The discussion includes a description of the activities carried out by the actors since the process of preparing the dossier, until it was determined by UNESCO. The nomination process is carried out through the Secretariat of Intangible Cultural Heritage and is included in the category of a representative list, because this tradition is still alive and thriving in the lives of Indonesian people.The Constructivism perspective used in this study views that identity and culture are relevant categories in understanding contemporary international relations, as well as being the main factor in understanding the relations and policies at the international level with their dynamic nature. This study uses the theory of Multi-track diplomacy and the concept of Intangible Culture. Descriptive qualitative method is used to examine various government and non-government efforts that collaborate together in the success of the official determination of the tradition of pencak silat by UNESCO. The data was collected through a review of related documents, websites, literature studies, and videos.From 9 to 14 December 2019, the UNESCO Intangible Cultural Heritage Committee held a meeting located in Bogota, Colombia. A total of 24 member countries of the committee discussed about six nominations in the Need of Urgent Safeguarding nominations, 42 Representative List nominations and three Register of Good Safeguarding Practices proposals in the session. In its effort to nominate pencak silat to UNESCO, there are two diplomatic channels used by Indonesia, namely the government route (track one) and the non-government route (track two). The collaboration between the government, the community or local communities is the key to the success of proposing the tradition of pencak silat as a UNESCO Intangible Cultural Heritage. Keywords: Tradition of Pencak Silat, Intangible Culture, Multi Track Diplomacy

Abstract

The development of technology has gradually permeated all aspects of modern human life. One of them is the ease of getting information and communication. Unlimited internet access creates new threats, namely cyber threats. Various countries are trying to improve their cybersecurity, including Indonesia by working with Australia. In its implementation, this cooperation is represented by the National Cyber and Crypto Agency (BSSN) from Indonesia and the Department of Foreign Affairs and Trade (DFAT) from Australia. This research describes the forms of cooperation between the National Cyber and Crypto Agency (BSSN) with the Department of Foreign Affairs and Trade (DFAT) in the development of cyber security.This research uses descriptive qualitative research methods. The perspective used in this research is neorealism, and uses the theory of international cooperation with the form of bilateral cooperation. Bilateral cooperation is a situation that illustrates the mutual and influencing relationship between the two countries and arises as a result of the commitment between the two countries.The results of this research describe the forms of cooperation that exist between the National Cyber and Crypto Agency (BSSN) and the Department of Foreign Affairs and Trade (DFAT) which is based on the MoU between the two countries in the cybersecurity sector in 2018. There are several forms, namely; Cyber Boot Camp, ASPI (Australian Strategic Policy Institute) Cyber Policy Workshop, Cyber Business Connection: Austrade and AustCyber in the digital economy, and Cyber Policy Dialogue. Keywords: National Cyber and Crypto Agency (BSSN), Department of Foreign Affairs and Trade (DFAT), International Cooperation, Cybersecurity.

Abstract

This research is written in account to Prime Minister Degree No. 116/2017/ND-CP and Circular No. 04/2018/TT-BGTVT. Which halts all vehicular exports from Indonesia to Vietnam since January 1st 2018. Indonesian is known as a country that has exported 27,840-36,469 cars in 2017 and 2018.The perspective that is used in this research is the liberalism perspective. The perspective in which all business actors, whether domestic or foreign plays an important role in the global economy process. The theory that is used is the diplomacy theory with negotiation concept and nation state level of analysis.Indonesian conducted a negotiation mechanism in resolving automotive export barriers to Vietnam. Abstract

This study explains flnks strategy (Kanak and Socialist National Liberation Front) in gaining support to MSG (Melanesian Spearhead Group). It started with the Kanak people calling for a referendum that led to violence and conflict between pro-independence and anti-independence groups. This study uses pluralism perspective in international relations and group level of analysis supported by diplomacy theory using diplomacy approach that is public diplomacy and this study uses the concept of self-determination. This research is qualitative research with deductive analysis method.  The scope of research from this research is FLNKS diplomacy in obtaining support from MSG in 2015-2020.This research states that FLNKS diplomacy in obtaining independence support from MSG by means of forums conducted by FLNKS and MSG and tangible results reviewed from MSG's support in supporting FLNKS for New Caledonia independence internationally through the UN General Assembly.  Keywords: FLNKS, MSG, Pro-Independence, Self-Determination, Soft Diplomacy
