Abstract

Climate change has become one of the major global environmental issues that has encouraged the establishment of various international cooperation mechanisms aimed at reducing greenhouse gas emissions. One of the most significant global agreements is the Paris Agreement, which encourages member states to reduce emissions through commitments known as Nationally Determined Contributions (NDC). Indonesia has responded to this commitment by developing the Indonesia’s Forestry and Other Land Use (FOLU) Net Sink 2030 as a key strategy in the forestry and land-use sector. Riau is one of the strategic regions for the implementation of this program due to its extensive forest, peatland, and mangrove ecosystems, while at the same time facing significant pressure from deforestation. This research employs a qualitative method with a descriptive approach through document analysis of regulations, government reports, and relevant environmental policy literature. The study applies the perspectives of Green Politics, international regime theory, and the state level of analysis to understand the relationship between global commitments, national policies, and their implementation at the regional level. The findings indicate that the implementation of the FOLU Net Sink 2030 program in Riau Province is carried out through various regional policy instruments, such as the Riau Hijau Program, the formulation of the Subnational FOLU Net Sink Work Plan, the strengthening of social forestry, forest and land rehabilitation, peatland restoration, and the protection of mangrove ecosystems. These efforts demonstrate a process of internalizing global climate regime commitments into local policies through synergy between the central government and regional authorities. However, the implementation of the program still faces several challenges, including high deforestation pressure due to plantation expansion, forest and peatland fires, and limited governance capacity at the regional level. Nevertheless, Riau’s ecological potential makes the province strategically important in supporting the achievement of Indonesia’s national net sink target by 2030. Abstract

This study analyzes the implementation of the Indonesia–Malaysia– Thailand Growth Triangle (IMT-GT) Vision 2036 in efforts to enhance maritime tourism in the Riau Islands Province. IMT-GT Vision 2036 serves as a long-term strategic framework that emphasizes the strengthening of connectivity, sustainable economic growth, and regional competitiveness through the development of priority sectors, including tourism. As one of the strategic regions within the IMT- GT framework, the Riau Islands Province possesses significant maritime potential, characterized by its location along international shipping routes and the presence of diverse marine tourism destinations. This study employs a descriptive method using a qualitative research approach, with data collection techniques carried out through a literature review sourced from books, journals, articles, and websites. The research applies the theory of International Cooperation and the concept of regional cooperation. The findings of this study indicate that during the pre-intervention stage, the maritime tourism potential of the Riau Islands was not supported by optimal destination management and connectivity. In the development stage, the Working Group on Tourism (WGT) promoted the implementation of tourism strategies through the integration of the blue economy concept, the strengthening of connectivity, and sub-regional promotion in line with the direction of IMT-GT Vision 2036. In the outcome stage, these initiatives resulted in improvements in destination quality, tourism accessibility, and the competitiveness of maritime tourism in the Riau Islands, while simultaneously reinforcing its position as Indonesia’s maritime gateway. This study concludes that the Riau Islands Province serves as a concrete example of the successful implementation of cross-border cooperation that generates mutual benefits, including an increase in tourist arrivals, growth in tourism sector investment, and the strengthening of economic capacity among coastal communities. Abstract

This study aims to analyze the implementation of the Musi Rawas Regent Regulation Number 26 of 2023 concerning the organizational structure, duties, functions, and work procedures of the Secretariat of the Regional House of Representatives (DPRD) of Musi Rawas Regency, as well as to identify the factors influencing the effectiveness of its implementation. This research employs a normative-empirical legal method using a juridical-normative approach combined with field data obtained through interviews and document studies. The data were analyzed descriptively and qualitatively to examine the conformity between the applicable legal norms and their implementation within the DPRD Secretariat. The findings indicate that the implementation of the Regent Regulation has been carried out quite effectively, as reflected in the employees’ adequate understanding of the organizational structure, duties, and functions of their respective positions. In addition, human resources, the level of understanding and commitment of employees, budget support, as well as evaluation and supervision systems are the main factors influencing the effectiveness of the regulation’s implementation. The study further reveals that organizational culture and the professionalism of the apparatus play an important role in optimizing the work procedures of the DPRD Secretariat in accordance with the principles of good governance.

Abstract

This study examines the Indonesian government's response to the rise of social commerce specifically on the TikTok Shop platform. This issue is important because combining social media with online shopping creates unfair competition and threatens small local businesses. There are three main problems including very cheap imported products, predatory pricing practices and the large-scale collection of user data as well as the danger to local sellers. Strong public pressure forced the government to act quickly to prevent further market damage caused by the dominance of foreign companies. The research uses a qualitative method by gathering information from various sources such as books and journals along with official documents and related news articles. The analysis applies the ideas of Mercantilism and Protectionism to understand the reasons behind the restrictions on TikTok Shop operations in Indonesia. The results show that the government clearly defines social commerce as a social media platform that can only promote products without having a direct checkout feature. Companies must have a separate license for trading to ensure that social media activities are not mixed with buying and selling. This new rule successfully deals with unfair pricing and prevents the misuse of personal data while stopping one app from controlling the entire market. The temporary shutdown forced TikTok to follow the law until they finally partnered with Tokopedia to handle their transaction system. Keywords: : Social Commerce, TikTok Shop, Protectionism, MSMEs

Abstract

The Syrian conflict since 2011 has displaced 2.5 million people to Turkey, with women being the most vulnerable group to gender-based violence, such as economic exploitation, early marriage, sexual violence, and domestic violence. This vulnerability is influenced by refugee conditions, unequal power relations, and patriarchal norms. In response, the United Nations Population Fund developed the Women and Girls Safe Spaces (WGSS) program as an effort to protect and empower refugee women, particularly in Turkey-Syria border areas such as Şanlıurfa and Hatay. This research uses a qualitative approach with descriptive qualitative methods through secondary data from official reports and related documents. The analysis focuses on the implementation of WGSS in addressing four forms of gender-based violence, as well as the achievements and challenges of its implementation in border areas. The results show that the implementation of the WGSS program not only focuses on victim care but also includes prevention and empowerment efforts through counseling services, group activities, case management, and a referral system to health services. This program contributes to increasing women's access to protection services, strengthening social support, and increasing women's courage to report experiences of violence. The program's achievements are also evident in the increasing number of service recipients and the expansion of its reach, although available data is largely national. Furthermore, the implementation of the WGSS reflects the implementation of women's protection norms as stipulated in CEDAW, particularly in addressing gender-based violence and fulfilling the rights of women in vulnerable situations. The integration of the WGSS into the Turkish government's service system in 2019 and its continued service in 2020 demonstrates that the program has contributed to and played a role in strengthening a more sustainable protection system for Syrian refugee women.
