Abstract

This study analyzes the strategy of the Lake Toba Authority Implementing Agency (BPODT) in attracting Foreign Direct Investment (FDI) in the Lake Toba region as a Super Priority Tourism Destination. Government budget constraints and infrastructure challenges make FDI a strategic solution to accelerate the development of world-class tourism. This study uses a descriptive qualitative approach with a Liberalism and FDI Theory perspective at the state level. Data were collected through a documentary study from 2022 to 2024. BPODT implemented four strategic pillars: Image Development, Infrastructure Development, including the 386-hectare Toba Caldera Resort, Investor Facilitation through KSO/BGS/BSG schemes, and Investment Promotion through Indonesia-China bilateral forums. Research result show significant success with investment commitments totaling US$400 million, an increase in foreign tourists from 200,000 (2022) to over one million (2024), and the restoration of UNESCO Global Geopark status, demonstrating the effectiveness of BPODT's strategy in creating a conducive investment climate for international investors. Abstract

Desa Banjar Seminai, Kabupaten Siak, saat ini menghadapi tantangan sosial yang signifikan akibat maraknya praktik judi online di kalangan remaja. Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan literasi digital dan kesadaran hukum remaja serta orang tua terhadap bahaya sistemik perjudian daring di wilayah tersebut. Metode yang digunakan adalah edukasi partisipatif selama satu hari yang melibatkan 42 peserta, dengan instrumen evaluasi berupa pre-test and post-test. Hasil pengabdian menunjukkan adanya peningkatan pemahaman yang signifikan, di mana skor rata-rata (mean) meningkat dari 45 pada tahap pre-test menjadi 82 pada tahap post-test. Meskipun secara kolektif meningkat, terdapat 12 peserta (28,5%) yang masih berada pada kategori pemahaman “Cukup” karena kompleksitas istilah hukum teknis. Temuan lapangan menegaskan bahwa lemahnya pengawasan orang tua dan tekanan teman sebaya (peer pressure) menjadi faktor pendorong utama. Kegiatan ini menyimpulkan bahwa edukasi hukum dan penguatan peran keluarga sangat krusial dalam membangun ketahanan sosial remaja terhadap ancaman judi online di era digital.

Abstract

Zakat memiliki peran strategis dalam menanggulangi kemiskinan, namun realisasi penghimpunannya di Indonesia masih jauh dari potensi maksimal karena masalah kredibilitas lembaga. Tujuan penelitian ini untuk mengetahui penerapan prinsip transparansi dalam pengelolaan zakat, bentuk akuntabilitas dalam pelaporan dan pertanggungjawaban, serta faktor-faktor yang mendukung dan menghambat terwujudnya transparansi dan akuntabilitas pada BAZNAS Kabupaten Langkat. Metode Penelitian: Penelitian ini menggunakan pendekatan kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam dengan pimpinan/staf BAZNAS, muzakki, dan mustahik, serta melalui observasi dan dokumentasi. Analisis data dilakukan dengan model Miles & Huberman yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan. Keabsahan data diperiksa melalui teknik triangulasi sumber, teknik, dan waktu. Hasil Penelitian: Temuan penelitian menunjukkan bahwa BAZNAS Kabupaten Langkat telah menunjukkan komitmen dalam menerapkan transparansi dan akuntabilitas melalui penggunaan sistem pelaporan digital SIMBA yang memudahkan pencatatan arus dana secara terintegrasi. Akuntabilitas juga diperkuat dengan adanya audit internal rutin dan prosedur seleksi mustahik yang objektif. Namun, penerapan tersebut belum optimal karena akses publik terhadap laporan keuangan masih terbatas pada media internal dan belum menjangkau masyarakat luas secara periodik. Faktor pendukung utama adalah komitmen pimpinan dan dukungan teknologi, sedangkan hambatan yang dihadapi meliputi keterbatasan SDM yang menguasai teknologi informasi serta rendahnya literasi zakat di masyarakat.

Abstract

Law Number 18 of 2013 concerning the Prevention and Eradication of Forest Destruction was enacted as a legal instrument to address organized forestry crimes that have significant environmental impacts. However, in practice, the effectiveness of its implementation still faces various challenges, particularly in regions with extensive forest areas such as Musi Rawas Regency. This study aims to analyze the effectiveness of the implementation of Law Number 18 of 2013 in preventing and combating forest destruction in Musi Rawas Regency and to identify factors influencing its enforcement. The research method used is empirical legal research with a sociological-juridical approach. Data were collected through interviews with officials of the Forest Management Unit (KPH), law enforcement authorities, as well as the examination of relevant documents and legislation. The results indicate that the implementation of Law Number 18 of 2013 in Musi Rawas Regency has not been fully effective. This ineffectiveness is influenced by several factors, including limited human resources and infrastructure, weak inter-agency coordination, low public legal awareness, and ongoing forest destruction activities that are difficult to monitor and control. Therefore, strengthening institutional capacity, improving cross sectoral coordination, and enhancing public legal awareness are necessary to achieve sustainable forest protection. Keywords: Legal Effectiveness, Forest Destruction, Law Number 18 of 2013   Abstrak Undang-Undang Nomor 18 Tahun 2013 tentang Pencegahan dan Pemberantasan Pengrusakan Hutan (UU P3H) dibentuk sebagai instrumen hukum untuk menanggulangi kejahatan kehutanan yang bersifat terorganisir dan berdampak luas terhadap lingkungan hidup. Namun, dalam praktiknya, efektivitas penerapan undang-undang ini masih menghadapi berbagai tantangan, khususnya di daerah yang memiliki kawasan hutan cukup luas seperti Kabupaten Musi Rawas. Penulisan ini bertujuan untuk menganalisis efektivitas penerapan Undang-Undang Nomor 18 Tahun 2013 dalam mencegah dan menanggulangi pengrusakan hutan di Kabupaten Musi Rawas serta mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaannya. Metode Penulisan yang digunakan adalah Penulisan hukum empiris dengan pendekatan sosiologis yuridis. Data diperoleh melalui wawancara dengan pihak UPTD/Kesatuan Pengelolaan Hutan (KPH), aparat penegak hukum, serta studi terhadap dokumen dan peraturan perundang-undangan yang relevan. Hasil Penulisan menunjukkan bahwa penerapan Undang Undang Nomor 18 Tahun 2013 di Kabupaten Musi Rawas belum sepenuhnya efektif. Hal ini disebabkan oleh beberapa faktor, antara lain keterbatasan sumber daya manusia dan sarana prasarana, lemahnya koordinasi antarinstansi, rendahnya kesadaran hukum masyarakat, serta masih adanya praktik pengrusakan hutan yang sulit dijangkau oleh aparat penegak hukum. Oleh karena itu, diperlukan penguatan kelembagaan, peningkatan koordinasi lintas sektor, serta upaya peningkatan kesadaran hukum masyarakat guna mewujudkan perlindungan hutan yang berkelanjutan.   Kata kunci: Efektivitas Hukum, Pengrusakan Hutan, Undang-Undang Nomor 18 Tahun 2013

Abstract

Climate change has become one of the major global environmental issues that has encouraged the establishment of various international cooperation mechanisms aimed at reducing greenhouse gas emissions. One of the most significant global agreements is the Paris Agreement, which encourages member states to reduce emissions through commitments known as Nationally Determined Contributions (NDC). Indonesia has responded to this commitment by developing the Indonesia’s Forestry and Other Land Use (FOLU) Net Sink 2030 as a key strategy in the forestry and land-use sector. Riau is one of the strategic regions for the implementation of this program due to its extensive forest, peatland, and mangrove ecosystems, while at the same time facing significant pressure from deforestation. This research employs a qualitative method with a descriptive approach through document analysis of regulations, government reports, and relevant environmental policy literature. The study applies the perspectives of Green Politics, international regime theory, and the state level of analysis to understand the relationship between global commitments, national policies, and their implementation at the regional level. The findings indicate that the implementation of the FOLU Net Sink 2030 program in Riau Province is carried out through various regional policy instruments, such as the Riau Hijau Program, the formulation of the Subnational FOLU Net Sink Work Plan, the strengthening of social forestry, forest and land rehabilitation, peatland restoration, and the protection of mangrove ecosystems. These efforts demonstrate a process of internalizing global climate regime commitments into local policies through synergy between the central government and regional authorities. However, the implementation of the program still faces several challenges, including high deforestation pressure due to plantation expansion, forest and peatland fires, and limited governance capacity at the regional level. Nevertheless, Riau’s ecological potential makes the province strategically important in supporting the achievement of Indonesia’s national net sink target by 2030. Abstract

This study examines the Indonesian government's response to the rise of social commerce specifically on the TikTok Shop platform. This issue is important because combining social media with online shopping creates unfair competition and threatens small local businesses. There are three main problems including very cheap imported products, predatory pricing practices and the large-scale collection of user data as well as the danger to local sellers. Strong public pressure forced the government to act quickly to prevent further market damage caused by the dominance of foreign companies. The research uses a qualitative method by gathering information from various sources such as books and journals along with official documents and related news articles. The analysis applies the ideas of Mercantilism and Protectionism to understand the reasons behind the restrictions on TikTok Shop operations in Indonesia. The results show that the government clearly defines social commerce as a social media platform that can only promote products without having a direct checkout feature. Companies must have a separate license for trading to ensure that social media activities are not mixed with buying and selling. This new rule successfully deals with unfair pricing and prevents the misuse of personal data while stopping one app from controlling the entire market. The temporary shutdown forced TikTok to follow the law until they finally partnered with Tokopedia to handle their transaction system. Keywords: : Social Commerce, TikTok Shop, Protectionism, MSMEs
