Abstract

The role of external institutions in education quality assurance is very important in the External Quality Assurance System (SPME). This research is about the Implementation of Education Quality Assurance in North Sulawesi especially at Bitung City and Tomohon City. This research was conducted on planning the quality of education, quality of education, and evaluation of the quality of education in the Department of Education and Culture of Bitung City and Tomohon City. The research problems are: 1) How is the quality of education planning in Bitung City and Tomohon City?; and2) How is the implementation of the quality of education in Bitung City and Tomohon City?.This study used a qualitative approach with descriptive methods designed for a multi-site study design. Data were collected through observation, interviews and documentation. The data analysis used includes simultaneous process flow of activities, namely data reduction, data presentation, and conclusions.The results of this study indicate that: 1) Education quality planning in Bitung City and Tomohon city is carried out through joint meetings to focus more on program activities and strengthen appropriate and targeted activity programs. Planning for quality fulfillment in Bitung City is the result of recommendations for improvement from quality mapping activities, namely quality data analysis, namely standards, recommendations for improvement, volume, funding requirements. Quality planning in Tomohon City is carried out by implementing the implementation steps of the preparation of a quality fulfillment plan within the Tomohon City Education and Culture Office carried out by forming a regional education quality assurance team (TPMPD).2) Implementation of Education Quality Fulfillment in Bitung City is focused on process standards, facilities and infrastructure standards and educator standards. This is adjusted to the conditions during the COVID-19 pandemic. Teacher Competency Improvement Program, namely activities carried out in the form of Distance Learning (PJJ) socialization, RPP Simplification Workshop, and Basic Competency Analysis. The implementation of quality fulfillment is carried out online and face-to-face for certain areas that are difficult to connect to the internet by paying attention to health protocols.

Abstract

The study purpose was to analyze the structure, implementation, and interrelation between the Internal Quality Assurance System (IQAS) and the External Quality Assurance System (EQAS) in Indonesian higher education institutions. These systems, mandated by Law No. 12 of 2012, are fundamental to ensuring continuous improvement, accountability, and competitiveness in national higher education. This paper aims to provide a comprehensive understanding of both systems, their regulatory foundations, operational mechanisms, and challenges in implementation, as well as to propose strategic recommendations for enhancing their synergy. Materials and methods. This study applied a systematic literature review approach by collecting and analyzing national regulations, institutional policy documents, and recent scholarly publications related to higher education quality assurance. The review process involved identifying, classifying, and synthesizing literature based on key themes such as quality concepts, legal frameworks, operational mechanisms, and institutional practices. Data were analyzed thematically to reveal patterns, gaps, and best practices in the execution of IQAS and EQAS across Indonesian universities. Results. The findings indicate that IQAS functions as an autonomous internal mechanism designed to ensure continuous quality improvement through the PPEPP cycle (Setting, Implementation, Evaluation, Control, and Improvement). EQAS, on the other hand, serves as an external validation process conducted by accrediting bodies such as BAN-PT and LAM. Despite their complementary roles, both systems face challenges including leadership commitment, limited resources, administrative formalism, and fragmented integration. A synergistic relationship between IQAS and EQAS fosters a sustainable quality culture and institutional excellence. Conclusions. The study concludes that the effectiveness of quality assurance in Indonesian higher education depends on institutional commitment, human resource competence, and the harmonization of internal and external mechanisms. Strengthening digital-based quality information systems, risk-based management, and inter-institutional collaboration is essential to building a culture of continuous quality improvement and achieving global competitiveness.

Abstract

Penelitian tindakan kelas ini dirancang dengan tujuan utama untuk "meningkatkan kualitas proses pembelajaran ilmu pengetahuan alam dan sosial (IPAS) mengenai Sistem Pernapasan pada Manusia di kelas V SD GMIM TONDANGOW melalui penerapan model pembelajaran berbasis proyek (Project Based Learning – PJBL. Metode yang digunakan dalam penelitian ini adalah penelitian tindakan kelas (PTK), yang meliputi tahapan perencanaan, pelaksanaan, observasi, dan refleksi, yang diulang dalam 2 siklus. Pengumpulan data dilakukan melalui observasi aktivitas pembelajaran dan pelaksanaan tes. Hasil Penelitian pada siklus I, diperoleh persentase ketuntasan hasil belajar siswa sebesar 62%, yang kemudian meningkat menjadi 88% pada siklus II. Hasil ini menunjukkan bahwa penerapan Model Project Based Learning efektif dalam meningkatkan hasil belajar siswa secara klasikal, karena model ini secara aktif melibatkan siswa dalam proses pembelajaran melalui kegiatan penelitian dan penyelesaian proyek kolaboratif, sehingga memberikan pengalaman belajar yang autentik dan meningkatkan motivasi serta capaian belajar siswa.”

Abstract

This study aims to analyze and develop a learning planning management model at the Faculty of Nursing, Sariputra Indonesia University, Tomohon, within the framework of the AIPNI competency-based curriculum. The study used a qualitative approach with an instrumental case study design to deeply understand the learning planning process involving study programs, lecturers, faculty leaders, and the internal quality assurance unit. Data were collected through interviews, observation, and documentation, then analyzed thematically with reference to the POAC (planning, organizing, actuating, controlling) management function. The results showed that learning planning has been implemented systematically through the preparation of Semester Learning Plans (RPS), academic coordination meetings, integration of theory and clinical practice, and periodic monitoring and evaluation. These practices reflect the application of the principle of constructive alignment that emphasizes the alignment between learning outcomes, learning strategies, and assessments. The integration of theoretical, laboratory, and clinical practice learning has been proven to strengthen the development of student competencies and clinical reasoning. However, the effectiveness of planning is still influenced by limited lecturer resources, a high student ratio, and the availability of practice facilities. This study offers a learning planning management model based on management functions integrated with an internal quality assurance system as a conceptual contribution to strengthening nursing education governance. Practically, these findings provide implications for nursing educational institutions in improving the quality of learning planning systematically, contextually, and sustainably to produce competent graduates who are relevant to the needs of the healthcare system.

Abstract

This study aims to empower the community to detect mental disorders early in their environment. Through counseling and training, it will provide knowledge to the community about the early signs of mental disorders and how to identify them. The method used in this study is a descriptive research method with a qualitative approach. The focus of this study is community empowerment for mental health education. In this research, the location chosen is Kleak Village in Malalayang sub-district, Manado City, North Sulawesi, Indonesia. Community empowerment for mental health education in Kleak Village, Manado City, emphasizes a holistic approach with a focus on mental health education, active community participation, self-help, networking, and advocacy. Mental disorders are closely related to mental health, including conditions such as anxiety, bipolar, depression, eating disorders, delusions, schizophrenia and anxiety disorders. Causal factors involve family issues, genetics, drugs, and stress. The healing process varies depending on the patient's condition, involving consultation with a psychiatrist and admission to a psychiatric hospital. The role of the family is very important in the treatment of patients with mental disorders, supported by health workers such as doctors and psychiatric nurses. Mental health socialization in the community is needed to increase understanding of mental health disorders. Prevention involves regular medication, increased spirituality, quality mental health services, and community understanding. The government is expected to pay serious attention by providing facilities such as mental hospitals and increasing health programs that support mental health control both in agencies and at the community level.

Abstract

This study aims to examine the implementation of bedside teaching in clinical clerkships at the Faculty of Medicine, State University of Gorontalo, based on the perspectives of ten informants consisting of clinical supervisors and students. The study employed a qualitative approach using in-depth interviews, observations, and document analysis. Data were analyzed through reduction, presentation, and conclusion drawing to obtain a comprehensive understanding of the nine main indicators of bedside teaching. The findings show that in terms of planning, although it is already outlined in the curriculum and guidelines, implementation still faces coordination challenges between the faculty, teaching hospitals, and clinical supervisors. Bedside teaching has been carried out, but its effectiveness varies across teaching hospitals due to limited numbers of supervisors, short time allocation, and large student groups. Regarding medical interview and physical examination skills, most informants stated that the learning process follows academic theory, but is not yet optimal due to limited time and supervision. Students’ clinical decision-making skills remain low since most decisions are made directly by supervisors in line with hospital policies. Counseling, professionalism, and procedural skills are also taught but often constrained by hospital policies, limited patient availability, and insufficient time allocation. Overall clinical competence of students still heavily depends on supervisors, as no standardized policy has been applied across teaching hospitals. Bedside teaching evaluation is conducted through observation, clinical skills exams, clerkship reports, and case presentations, but some informants noted that evaluations focus more on final results, lack documentation, and provide minimal formative feedback. In conclusion, based on triangulation of information from ten informants, bedside teaching at the Faculty of Medicine, State University of Gorontalo has been implemented in line with the curriculum, but its effectiveness is not yet evenly achieved. Improvements should focus on strengthening coordination, increasing the number and quality of supervisors, standardizing policies across teaching hospitals, enhancing facility support, and developing a more consistent and continuous evaluation system.

Abstract

Penelitian ini bertujuan untuk meningkatkan hasil belajar siswa dalam mata pelajaran Ilmu Pengetahuan Alam dan Sosial (IPAS) melalui penerapan metode pembelajaran Demontrasi pada siswa kelas III SD GMIM 180 Pinaras. “Penelitian ini didasarkan pada rendahnya hasil belajar siswa yang disebabkan oleh kurang berhasilnya siswa dalam mempelajari IPAS dikarenakan persepsi bahwa IPAS itu merupakan pelajaran yang rumit, dalam hal ini kerumitan yang dialami para siswa yaitu pada materi bentuk-bentuk energi dan perubahnnya yang dikatakan rumit untuk dipahami serta keterbasatan dalam pemahaman. Penelitian ini menggunakan Penelitian Tindakan Kelas (PTK) yang dilaksanakan dalam dua siklus, dengan tahapan perencanaan, pelaksanaan, observasi, dan refleksi. Teknik pengumpulan data dilakukan melalui observasi dan tes hasil belajar. Hasil penelitian menunjukkan bahwa penerapan metode demontrasi secara signifikan meningkatkan hasil belajar siswa. Pada siklus I, rata-rata hasil belajar siswa hanya mencapai 59,62%, dengan ketuntasan belajar secara klasikal 50%. Setelah dilakukan perbaikan pada siklus II, rata-rata hasil belajar siswa meningkat menjadi 87,95%, dengan ketuntasan belajar secara klasikal 87,5 %.” Dengan demikian, dapat disimpulkan bahwa Metode pebelajaran Demontrasi dapat meningkatkan hasil belajar IPAS siswa kelas III SD GMIM 180 Pinaras.
