Abstract

Local government financial management plays an essential role in ensuring the effective allocation and use of resources. This study aims to evaluate the impact of organizational commitment, human resource competence, and information technology on the financial management of the Regional Government of Kota Pariaman. The method used in this study is a quantitative approach, using surveys and statistical analysis to collect data. The sample selection in this study used a proportional random sampling technique with a total sample of 94 employees. The study results show that: 1) Organizational commitment influences local government financial management. 2) Human resource competence influences regional government financial management. 3) The use of information system technology influences regional government financial management. 4) There is an influence of organizational commitment, competence of human resources, and utilization of information system technology simultaneously on the financial management of Regional Governments. Previous research (such as Indriasari and Nahartyo (2008), Winidyaningrum and Rahmawati (2010), Sukmaningrum (2012), Sugandi et al. (2013), and Nugraha (2015)) regarding factors that influence the quality of government financial reports, although interesting, is limited to one government agency, so its findings may not apply to others. Meanwhile, each current government structure is unique.

Abstract

This study aims to analyze the Evaluation of  Implementation Sumbar Sadar Vaksin Program (Sumdarsin) by the Seberang Padang Health Center. This type of research is qualitative. The results of this study indicate that the analysis of several aspects for the Evaluation of  Implementation Sumbar Sadar Vaksin Program (Sumdarsin) by the Seberang Padang Health Center includes reducing the transmission or transmission of Covid-19, reducing morbidity and mortality due to Covid-19, and protecting the public from covid-19 to remain socially and economically productive. The obstacles found in the Evaluation of  Implementation Sumbar Sadar Vaksin Program (Sumdarsin) by the Seberang Padang Health Center include limited socialization of vaccinations to the community, public distrust of vaccines, and the lack of available facilities.

Abstract

Customary land disputes are one of the problems that often occur in Indigenous communities, including in Nagari Koto Tangah, Tanjung Emas District, Tanah Datar Regency. Nagari Traditional Density (KAN) is an important element in the Minangkabau Indigenous community. Kerapatan Adat Nagari (KAN) is a traditional institution that functions to resolve various problems in traditional communities, including customary land disputes. This research aims to analyze the role of the Nagari Customary Association (KAN) in resolving customary land disputes in Nagari Koto Tangah, Tanjung Emas District, Tanah Datar Regency. This research uses qualitative research with an empirical juridical approach. The qualitative research method was chosen because this research aims to understand the role of the Nagari Traditional Village (KAN) in resolving customary land disputes in depth. The results of the research show that the Nagari Customary Meeting has an important role in resolving customary land disputes in Nagari Koto Tangah, Tanjung Emas District, Tanah Datar Regency. The Nagari customary meeting acts as a mediator, arbitrator, alternative resolution. The Nagari Customary Meeting has several advantages: it is faster in resolving problems, more fair and wiser, and maintains harmony better. This research provides suggestions so that the Nagari Customary Association continues to be empowered as an institution for resolving customary land disputes in the Minangkabau traditional community.

Abstract

The background to this research is the less than optimal management of the Simarasok Tourism Village. The type of research is a qualitative descriptive approach. The aim of this research is to analyze the Structural Functional approach in Management of the Simarasok Tourism Village in Nagari Simarasok, Baso District, Agam Regency. The results of the research show that: The Structural Functional Approach in Management of the Simarasok Tourism Village in Nagari Simarasok, Baso District, Agam Regency from four components, namely Adaptation, Goal attainment (Achievement of goals), Integration (Integration), and Latency (Latency or pattern maintenance) has been achieved. run by a larger social system, namely the Simarasok Tourism Village community, meaning that the Simarasok Tourism Village social system is able to fulfill its role and function. However, there are things that need to be improved in the Goal Attainment section, inadequate facilities and infrastructure, promises that are still electronic, resources that are not yet competent in the tourism sector.

Abstract

The legal basis for the implementation of the marine and fisheries business card program for fishermen in pasie nan tigo is PERMEN KP Number 41 of 2022. This card has many benefits, especially for fishermen, namely one of the requirements for purchasing fuel. However, in the implementation of the KUSUKA card program for fishermen in Pasie Nan Tigo, there are still few fishermen who hold KUSUKA cards. In addition, only fishermen who are members of groups created by the fisheries service get KUSUKA cards, so other small fishermen cannot get them. The purpose of this study is to see how the implementation of the marine and fisheries business actor card program for fishermen in Pasie Nan Tigo Padang City and to find out the obstacles in implementing this program. This research uses a qualitative approach. The results of the study indicate that the implementation of this card program for fishermen in Pasie Nan Tigo Padang City has been implemented but not well implemented and there are still some shortcomings when viewed from the following aspects Communication has been done, but not yet effective. Second, from the aspect of resources, it is quite good but non-human resources are also still lacking, namely the absence of wifi. From the aspect of disposition or the attitude of the implementer here is good. In terms of bureaucratic structure, it has gone well.

Abstract

This research aims to determine and analyze the obstacles and factors that become challenges in the implementation of the Jakarta Excellent Student Card (KJMU) Policy at Universitas Negeri Padang. This type of research is qualitative research using descriptive methods, data collection techniques in this research use interviews and documentation studies. The results of this research are the obstacles to the Jakarta Superior Student Card (KJMU) policy at Universitas Negeri Padang, namely the administration of KJMU which is not yet good, the absence of a decree from KJMU which is given to students and to BAK UNP, the difficulty of BAK UNP in determining KJMU recipients. new, and at the time of UKT payment, KJMU had not paid for the semester so the status was in arrears. The factors that become challenges in implementing the Jakarta Superior Student Card (KJMU) policy at Universitas Negri Padang are that KJMU Scholarship recipients are required to be able to maintain a GPA above 3, KJMU scholarship recipients are required to be active in organizations, and KJMU scholarship recipients are required to have entrepreneurial skills.

Abstract

The high rate of sexual violence in Padang City has encouraged the government to collaborate with non-governmental organizations and the community to protect victims. This research describes the application of collaborative governance in efforts to protect victims of sexual violence in Padang City. This research collected data through interviews, documentation, literature review, and data presentation using a descriptive qualitative method. The results showed that collaborative governance in the collaboration network is running quite well. However, there are several obstacles, such as the lack of commitment of stakeholders in evaluation meetings, budget limitations, the unavailability of a representative Safe House, and the lack of quantity of human resources (HR). This study concludes that improving the quality of services and procurement of facilities and infrastructure needs to be done so that protection for victims of sexual violence in Padang City can be improved in the future.

Abstract

This study aims to analyze the implementation of the assessment of Polri members in supporting the proper placement of positions at the West Sumatra Regional Police, as well as identify factors that influence the implementation of the assessment. This research uses a descriptive qualitative method with data collection through interviews and documentation. The results show that the assessment results only serve as recommendations and are not the primary determinant in job placement. The subjectivity of the leadership is more dominant in making decisions on the placement of Polri Officers at Polda West Sumatera compared to the assessment results. The qualitative nature of the assessment means that the ranking of assessment results cannot be determined. Factors affecting the application of the assessment include administrative barriers, such as education, relevant work experience, licenses, and test scores. While these requirements are necessary for police officers who pass the assessment, the assessment results are not the primary determinant of job placement. Leadership policies and organizational culture also significantly influence career development and job placement at Polda West Sumatera. In addition, implementing assessment centers is often ineffective due to scheduling issues that frequently collide.

Abstract

This research analyzes the implementation of online complaints through the Padang Kiniko application, which still needs help in responding to and resolving public reports related to facilities in Padang City. This research was conducted using a qualitative approach at the KOMINFO Office of Padang City, with data obtained through in-depth interviews with the Padang Kiniko Application Admin Operator and the community using the application. The results showed that the implementation of the Padang Kiniko application was not optimal, which was caused by various obstacles, such as the limited number of admin operators in each OPD, the existence of repeated public reports, and the absence of notification features and user support services, such as call centers or customer service. To increase the effectiveness of the Padang Kiniko application implementation, it is recommended that the number of admin operators in each OPD be increased and notification features and user support services in the application be developed.

Abstract

The chaos and social conflict in Pasar Raya Padang prompted the government to issue Padang Mayor Decree No. 438/2018, which regulates the location and operational schedule for street vendors (PKL) in Pasar Raya. This research aims to evaluate the implementation and identify obstacles to implementing the decree. This research uses a qualitative method with a descriptive approach. Based on interviews conducted and data analysis using Dunn's evaluation theory, the results show that the implementation of this decree has yet to run optimally. The effectiveness indicator shows that efforts to control street vendors by related agencies are still slow, while the target group of this decree still complains about the policy. The adequacy indicator reveals a need for more personnel supervising the market. In contrast, the equity indicator shows that although distribution is even, there is still injustice due to ineffective communication between street vendors and officials. The responsiveness indicator also shows unsatisfactory results, and the appropriateness indicator reveals that the goal of creating urban beauty and justice for shopkeepers has yet to be achieved. The main obstacles in the implementation of this decree include: There is a need for more personnel in the field, Different patterns of enforcement due to changes in the leadership of the office, Street vendors need a better understanding of the contents of the decree, and Misuse of business premises by street vendors.
