Abstract

Covid-19 pertama kali di Indonesia muncul pada awal tahun 2020, virus tersebut menyebar dengan sangat cepat sehingga banyak membawa dampak bagi perekonomian termasuk sendi keuangan negara dalam hal ini pendapatan pengusaha restoran di Kota Padang. Hal ini memaksa pemerintah melakukan pengeluaran akan kebijakan Pembatasan Sosial Berskala Besar (PSBB) yang mengakibatkan pengusaha restoran mengalami penurunan pendapatan karena menurunnya jumlah pengunjung hingga terdapat restoran yang gulung tikar. Penelitian ini dilaksanakan dengan tujuan untuk mengetahui dampak dari kebijakan Pembatasan Sosial Berskala Besar (PSBB) selama pandemi covid-19 terhadap penerimaan pajak daerah. Metode pada penelitian ini dilakukan dengan pendekatan kuasi kualitatif melalui penggunaan metode deskriptif. Berdasarkan hasil penelitian didapatkan hasil bahwa masih banyaknya wajib pajak yang menghindar dan menunda dalam membayar pajak restoran akibat adanya pandemi covid-19 dan juga banyaknya restoran yang belum sadar untuk membayar pajak atau yang melakukan pendaftaran diri yang menjadi wajib pajak. Hal ini masih kurang optimalnya petugas dalam pendataan restoran yang ada di Kota Padang karena wilayah yang cukup luas.Kata Kunci: Penerimaan Pajak Restoran; Implementasi Kebijakan; Covid-19

Abstract

An important issue in today's development is sustainable agriculture. Along with the increasing rate of conversion of agricultural land to non-agriculture, the government made regulations to control land conversion by issuing Law No. RI. 41 of 2009 concerning the Protection of Sustainable Food Agricultural Land (LP2B). Just as Indonesia has experienced agricultural land conversion, in West Sumatra, especially in the City of Bukittinggi, agricultural land conversion has also occurred. In this case, the Local Government of Bukittinggi City, especially the Department of Agriculture and Food, is mandated to make a special policy on LP2B. However, this regulation has not yet been issued. This study aims to determine the role of the Department of Agriculture in the Protection of LP2B in Bukittinggi City. The method used in this study is descriptive method with data collection techniques through interviews and documentation.

Abstract

Pemerintah Daerah Provinsi Sumatera Barat melakukan pemekaran nagari dalam rangka pengembangan antar wilayah kabupaten/kota, laju pertumbuhan dan pemerataan hasil-hasil pembangunan dan dilaksanakan melalui nagari persiapan. Kabupaten Agam merupakan salah satu yang melaksanakan pemekaran yang terdiri dari 82 Nagari dan 23 Nagari persiapan yang akan menjadi nagari pemekaran. Dalam hal ini menunjukan bahwa dari 2017 hingga saat ini Kabupaten Agam masih dalam menyiapkan kelengkapan dokumen. Ini telah melewati batas usia nagari persiapan yang telah mencapai 3 tahun sejak ditetapkan sebagai nagari persiapan. Permasalahan yang terjadi dalam proses penataan nagari yang kurang optimal, khususnya dalam pemekaran nagari ini. Sehingga tujuan dari penelitian ini untuk mengetahui peranan tim penataan nagari provinsi sumatera barat dalam pelaksanaan pemekaran nagari di kabupaten agam. Metode penelitian adalah penelitian kualitatif semu (quasi kualitatif). Proses pelaksanaan pemekaran nagari di kabupaten agam provinsi sumatera barat sudah sesuai dengan proses yang dijelaskan dalam Permendagri No 1 Tahun 2017. Peranan yang dilakukan oleh Tim Penataan Nagari Provinsi Sumatera Barat dalam pelaksanaan Pemekaran Nagari di Kabupaten Agam sudah cukup optimal. Kendala yang dihadapi dalam pelaksanaan pemekaran nagari di Kabupaten Agam yaitu berasal dari penetapan dan penegasan batas nagari induk namun dapat diatasi dengan dilakukan Kerjasama dengan Badan Informasi Geospasial.

Abstract

This study aims to determine the implementation of the Climate Village Program in Nagari Paru. The Climate Village Program aims to overcome environmental problems and encourage communities to improve their adaptability and mitigation of climate change. This research uses qualitative   research with  descriptive method. There are 4 factors that influence the success or failure of policy implementation, namely (1) communication, (2) resources, (3) disposition and (4) bureaucratic structure. The results showed that the    Implementation of the Climate Village Excellence Program, namely: Adaptation, namely: a. Drought control (rainwater harvesting, water infiltration, spring protection) b. Improved food security. c. climate-related disease control. Mitigation, namely a. Waste and solid waste management. b. Adding vegetation cover c. Doing agricultural cultivation.

Abstract

This research purpose to describe the role of the Golkar Party Women’s Unity (KPPG) in the women legislative candidate political recruitment, and what are the obstacles faced by KPPG in the political recruitment of female legislative candidates. The research background was a form of female legislative candidate political recruitment. This research uses a quasi qualitative design. The method that researchers use in this study is the simple research design (SRD) method. Test of validity from data using the technique by source triangulation. The techniques for data analysis use three proces, namely reduction of data, presentation of data, and make conclusions (verification). The research result shown that the form of political recruitment conducted by the Golkar Party KPPG is using a semi-open procedure, which means prioritizing its cadres first as the party’s internal strength. In addition, someone who has close ties to the party elite and often comes from that elite family or is called based on political patronage. Meanwhile, the obstacle to the female legislative candidate political recruitment is the internal obstacle they face, namely not all party officials and KPPG members want to nominate themselves to become candidates for DPRD, and external constraints are influenced by socio-cultural aspects, level of education and political experience, and family environment.

Abstract

The damage to the irrigation network has made farmers start to complain about watering their farms. These complaints have an effect on the interest lack of farmers to plant rice. The problem is clear, the availability of rice is decreasing in the Ciburo nagari Suayan area. Care and maintenance of irrigation networks that are lacking from the group is part of the factors in the rapid breakdown of Local irrigation networks. In the research, it is more specific how group participation in the agricultural irrigation networks maintenance in the Ciburo Nagari Suayan area and what are the impediments and enablers for group participation in maintaining agricultural irrigation networks in the Ciburo Nagari Suayan area. This study uses the theory put forward by Holil. There are three forms to see community participation, namely Participation in the form of labor, participation in the form of money, and participation in the form of property are all forms of participation. The method of research used in this research is quasi qualitative research. The research informants were selected using a technique by purposive sampling. The techniques for data collection used are observation, interviews and documentation. The research findings indicate that the form of community participation in the maintenance of agricultural irrigation networks in the Ciburo Nagari Suayan Region, Fifty Cities District is still low. This shown from the participation in the form of labor and money which is still minimal. While the inhibiting factors for group participation are the public awareness lack and socialization between officials, while the supporting factors for group participation are the will of the community and their dependence on rice yields

Abstract

This research purpose to reveal the role of the Civil Service Police Unit in controlling beggars. This study uses quasi-qualitative methods and determines research informants using purposive sampling. This research uses techniques by source triangulation and techniques by data collection using observation, interviews and documentation. While the techniques for data analysis used by researchers are data collection, data reduction, display and verification and confirmation of conclusions. The research results shown that the Civil Service Police Unit in controlling beggars in the city of Padang has carried out its duties as a regulator, dynamist, facilitator and catalyst well. However, in the implementation of controlling beggars there are internal and external constraints. To overcome these obstacles with the entire community and the government in dealing with beggars in the city of Padang

Abstract

Keterwakilan perempuan di legislatif sangat penting untuk diwacanakan, mengingat masih sangat minimnya keterlibatan perempuan sebagai penentu kebijakan. Artikel ini bertujuan menganalisis peran anggota legislatif (aleg) perempuan Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Sumatera Barat pada saat formulasi kebijakan responsif gender, yakni Peraturan Daerah (perda) Nomor 07 Tahun 2021 tentang Penyelenggaraan Urusan Pemerintahan Bidang Pemberdayaan Perempuan dan Perlindungan Anak serta menelaah faktor-faktor yang mempengaruhi peran tersebut. Jenis penelitian yang digunakan adalah kualitatif deskriptif dengan metode pengumpulan data melalui wawancara, dokumentasi dan studi literatur. Hasil penelitian menunjukkan bahwa peran aleg perempuan DPRD Sumbar dalam formulasi Perda Nomor 07 Tahun 2021 masih minim. Kondisi tersebut dipengaruhi oleh keterwakilan deskriptif aleg perempuan yang hanya berjumlah sebanyak empat orang (tiga diantaranya bersifat pasif). Sedangkan keterwakilan substantifnya, hanya diwakili oleh satu orang aleg perempuan. Adapun faktor yang mempengaruhi peran aleg perempuan dalam formulasi Perda Nomor 07 Tahun 2021 secara deskriptif dipengaruhi oleh rendahnya keterpilihan perempuan pada pemilu legislatif Provinsi Sumatera Barat tahun 2019. Sedangkan faktor yang mempengaruhi secara peran substantif dibatasi oleh tugas dan jabatan aleg perempuan yang melekat secara institusional, yaitu yang menyangkut pada tugas-tugas komisi pemrakarsa Perda Nomor 07 Tahun 2021.

Abstract

The purpose of the study topic called political economy is to look at political and economic forces interacting in a society. Political economists see the relationship between politics and the economy as an interconnected system in which economic structure can influence political policy and vice versa. The growth and history of political economy began in the 18th century with the introduction of economic theories by philosophers and economists such as Adam Smith and David Ricardo. They developed economic ideas, which are considered the cornerstones of contemporary economic growth. Incorporating aspects of socialism, nationalism and monotheism, the Indonesian Pancasila serves as a unifier for all existing ideas in Indonesian society. The study of political economy combines two different fields of study, politics and economics. Both must, coordinate human activities, handle conflicts, distribute costs and rewards, and satisfy human needs and wants. They must also show the same concern for organizational difficulties. In addition, handling the pandemic from an economic and political perspective is a challenge for the government and is a crucial issue. The implementation of these policies has its own difficulties because careful consideration must be given so that they can be carried out properly and efficiently. Qualitative research and descriptive techniques were used in this study. The findings of this study indicate that political economy policies in Indonesia have succeeded in gaining support from residents of Panti Village, Panti District, and Pasaman District. Indeed, there are still certain challenges, but the parties participating in this assistance program can overcome them.

Abstract

Supporting Local Revenue in Fiscal Decentralization and Regional Development (The Study in The Departement of Revenue at Provinsi Sumatera Barat). Regional governments are required to be able to regulate and manage their own households broadly and thoroughly based on applicable regulations and to develop and increase Local Own Revenue. This is in accordance with Law No. 32 of 2004 concerning regional government, in the framework of implementing regional autonomy. This study aims to identify, describe and analyze the role of local revenue in supporting fiscal decentralization and regional development. This study used a qualitative research method with a descriptive approach. The analytical method used is the interactive Miles and Huberman method. It can be concluded that the Regional Original Revenue of West Sumatra Province has a degree of fiscal decentralization which is categorized as sufficient. The level of dependency that is not so high indicates an adequate contribution to development financing in the West Sumatra Provincial government
