Abstract

Penelitian ini bertujuan untuk menganalisis implementasi double assessment dalam pengembangan karier pegawai pada jabatan fungsional di Pemerintah Provinsi Jawa Barat. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus yang dilakukan di Badan Kepegawaian Daerah Provinsi Jawa Barat pada periode Juli–Desember 2025. Data dikumpulkan melalui observasi partisipatif, wawancara mendalam dengan tujuh informan, serta studi dokumentasi, dan dianalisis menggunakan model interaktif Miles dan Huberman dengan kerangka teori implementasi kebijakan Grindle. Hasil penelitian menunjukkan bahwa double assessment mendorong pergeseran paradigma pengembangan karier ASN dari sistem administratif menuju sistem berbasis kompetensi. Kebijakan ini memperkuat penerapan sistem merit melalui penilaian kompetensi yang lebih objektif, sekaligus terintegrasi dengan manajemen talenta melalui pemanfaatan hasil asesmen dalam pemetaan talent box. Namun, implementasinya masih menghadapi kendala, seperti keterbatasan instrumen penilaian teknis serta belum optimalnya integrasi data dalam sistem manajemen talenta. Di sisi lain, kebijakan ini memberikan dampak positif dalam meningkatkan objektivitas, transparansi, serta kualitas pengembangan karier ASN. Dengan demikian, double assessment dapat dipandang sebagai instrumen strategis dalam mendukung pengelolaan karier ASN yang lebih profesional, meskipun masih memerlukan penguatan dalam aspek teknis dan implementatif. This study aims to analyze the implementation of double assessment in career development for functional positions within the West Java Provincial Government. The study employs a qualitative approach with a case study design conducted at the Regional Civil Service Agency of West Java Province during the period of July–December 2025. Data were collected through participant observation, in-depth interviews with seven informants, and document analysis, and analyzed using the Miles and Huberman interactive model supported by Grindle’s policy implementation framework. The results indicate that double assessment has shifted the paradigm of civil servant career development from an administrative-based system to a competency-based system. This policy strengthens the merit system by ensuring more objective competency assessments and is integrated with talent management through the utilization of assessment results in talent mapping (talent box). However, its implementation still faces challenges, including limited technical assessment instruments and suboptimal integration of data within the talent management system. On the other hand, the policy contributes positively to improving objectivity, transparency, and the overall quality of career development. Therefore, double assessment can be considered a strategic instrument in supporting a more professional civil service career management system, although further strengthening in technical and implementation aspects is still required.

Abstract

The policy on the utilization of State-Owned Assets (SOA) in the form of land and/or buildings opens up opportunities for the public to use these assets for business ventures. The policy for utilizing SOA is regulated under the Minister of Finance Regulation No. 115/PMK.06/2020 on the Utilization of SOA. Notably, there is a provision that offers a tariff reduction for the use of SOA for ultra-micro, micro, and small enterprises (UMMS). This research aims to examine how the policy on tariff reductions for SOA utilization is implemented for UMMS. The study was conducted using a qualitative method. The research reveal that the implementation of the policy is underway, though some improvements are needed. Analysis of four key factors for the successful implementation identifies three main challenges: tax compliance, a shortage of human resources, and limited access to information on the availability of SOA land and/or buildings that can be utilized.

Abstract

Undang-Undang Cipta Kerja Tahun 2020 mengganti nomenklatur Izin Mendirikan Bangunan (IMB) menjadi Persetujuan Bangunan Gedung (PBG) melalui Peraturan Pemerintah Nomor 16 Tahun 2021, yang secara signifikan telah mengubah tata kelola perizinan bangunan gedung di Indonesia. Penelitian ini bertujuan untuk melakukan evaluasi kebijakan retrospektif (ex-post) terhadap dampak implementasi kebijakan perizinan bangunan PBG dengan menggunakan kriteria evaluasi kebijakan Wiliam Dunn meliputi efektivitas, efisiensi, perataan, dan responsivitas untuk mengetahui pengaruhnya terhadap perubahan perilaku dan perubahan kondisi sosial ekonomi di Kabupaten Purwakarta. Metode penelitian yang digunakan adalah metode kuantitatif menggunakan data kuesioner yang berasal dari 99 responden yang terdiri dari masyarakat pemohon PBG dan ASN pelaksana kebijakan. Hasil penelitian mengungkapkan bahwa terdapat pengaruh yang kuat dan signifikan antara efektivitas dan responsivitas kebijakan PBG terhadap perubahan perilaku masyarakat dan ASN organisasi di Kabupaten Purwakarta. Sementara itu kriteria perataan dan efisiensi memiliki hubungan yang lemah dan tidak signifikan terhadap terjadinya perubahan kondisi sosial dan ekonomi di Kabupaten Purwakarta.

Abstract

The participatory budgeting process through social media has received attention in recent years, aims to increaseg citizen participation in government budgeting. The use of social media in many cases opposes the political practice assumptions of a budget lobbying to decide a specific budget post. Using conceptual article methods, we identified a participatory budgeting framework simulation using social media (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) to provide detailed explanations of procedures or techniques, specific instructions, discuss, and describe the participatory budgeting practices determination. Therefore, it required an innovative way, academically claimed to give better budget transparency. This research resulted in some information i.e., with the participatory budgeting model through social media, the citizen can take part in the planning, decision-making, and monitoring budgets democratically. Finally, we consider the weaknesses of our knowledge, suggesting the participatory budgeting that can be tested in future research. Keywords: Participatory Budgeting, Social Media, Citizen Participation, Innovative Abstrak Proses penganggaran partisipatif melalui media sosial telah mendapat perhatian dalam beberapa tahun terakhir, bertujuan untuk meningkatkan partisipasi masyarakat dalam penganggaran pemerintah. Penggunaan media sosial di banyak kasus menentang asumsi praktik politis anggaran dengan cara lobi untuk menentukan pos anggaran tertentu. Dengan menggunakan metode conceptual article, kami mengidentifikasi simulasi kerangka kerja penganggaran partisipatif menggunakan media sosial (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) untuk memberikan penjelasan rinci tentang prosedur atau teknik, dan menyediakan instruksi spesifik, mendiskusikannya, dan menggambarkan penentuan praktik penganggaran partisipatif. Oleh sebab itu diperlukan cara yang inovatif, secara akademis diklaim memberikan transparansi anggaran yang lebih baik. Penelitian ini menghasilkan beberapa informasi yaitu, dengan model penganggaran partisipatif melalui media sosial, masyarakat lebih demokratis untuk ikut dalam perencanaan, pengambilan keputusan, dan pengawasan anggaran. Terakhir, kami mempertimbangkan kelemahan pengetahuan kami, menyarankan penganggaran partisipatif yang dapat diuji dalam praktik penelitian masa depan. Abstract

Industrialization fundamentally aims to enhance the quality of life and the welfare of people. However, insufficient management of residual production waste generates adverse effects on both the environment and the inhabitants residing near industrial zones. In response, the government has established regulatory measures for environmental protection and management through Government Regulation Number 22 of 2021. This regulation seeks to strike a balance between the community’s economic interests and environmental sustainability, safeguarding the rights of citizens. The core objectives of this research are to assess the state of environmental policies within the Sukaregang leather tanning industrial area, to scrutinize the implementation of environmental management practices, and to evaluate the impact of Government Regulation Number 22 of 2021. Employing a qualitative case study approach, the research centers on the Sukaregang leather tanning industrial area, a pivotal hub for the leather industry and a symbol of the Garut Regency. The data collection involves interviews with key stakeholders, including the Environmental Service, the leather tanning industry, and the affected community. The research concludes that while policies based on Government Regulation Number 22 of 2021 are in place, complementary local regulations are absent. The current implementation of environmental management continues to engender negative externalities in sectors such as agriculture, health, and environmental pollution. To address the shortfalls in achieving policy goals and objectives, it becomes imperative to establish local regulations that facilitate cost-sharing in the waste treatment process, utilizing Wastewater Treatment Plant (WWTP) technology. Such measures are essential for upholding environmental quality for the residents of industrial areas.

Abstract

Studi ini dilakukan untuk mengetahui pengembangan kapasitas kelembagaanmasyarakat desa untuk menyelenggarakan masalah publik dilingkungan desasecara mandiri dan berkelanjutan. Di masa lalu, kelembagaan masyarakat desadengan sistem gotong royong telah terbukti berperan signifikan dalammenyelesaikan persoalan publiknya secara mandiri. Program pemerintah, melaluiProgram Nasional Pemberdayaan Masyarakat Perdesaan, bertujuan mengembalikankemandirian masyarakat desa tersebut dengan memberikan stimulan melaluipemberian bantuan dana dan pendampingan/fasilitasi program.Metodologi yang digunakan adalah gabungan dari metode analisis isi (contentanalysis) dari berbagai dokumen, peraturan, dan hasil studi terdahulu denganmemperhatikan setiap periode kebijakan yang diberlakukan, dan metode kualitatifmelalui pengamatan dan wawancara dengan informan kunci untuk manangkap“makna” dari setiap kebijakan pemerintah.Hasil studi menunjukan bahwa Program Nasional Pemberdayaan Masyarakatdi Perdesaan telah mampu mengaktualisasikan partisipasi masyarakat sebagaisumberdaya lokal yang potensial untuk menyelesaikan permasalahan publiknyasecara mandiri dan berkelanjutan. Abstract

Yaro Wora traditional village, located in West Sumba Regency, East Nusa Tenggara Province, is a unique cultural landscape rich in indigenous wisdom, but it lacks a solid scientific basis for spatial planning and tourism zoning. The absence of empirical studies on customary-based tourism zoning has hindered the creation of an integrative model linking cultural preservation with tourism development. This study aims to formulate a cultural protection strategy for Yaro Wora by developing a tourism zoning framework rooted in local values, indigenous knowledge, and traditional Sumbanese spatial organization. Using a qualitative participatory approach, the research combines Participatory Rural Appraisal (PRA) and Focus Group Discussions (FGDs) to understand community perceptions of sacred, communal, and public spaces. Data were gathered through observation, interviews, and documentation, and then analyzed thematically through spatial ethnography and participatory planning principles. Findings show that implementing Community Use Zones (CUZs),  including core multifunctional areas, critical linkage areas, and service connectivity areas, creates a spatial management system that harmonizes ecological, cultural, and spiritual dimensions. This zoning model functions as both a cultural heritage protection tool and a governance framework supporting ecological sustainability and community empowerment. The study strengthens conceptual and empirical foundations for adaptive, inclusive, and equitable tourism zoning policies rooted in local wisdom within Sumba’s indigenous communities.

Abstract

As a strategic commodity, Indonesia’s constitution mandates the management of clean water to the local government through the Local Water Supply Utility (PDAM) which is also regulated in PP No. 122/2015 concerning Drinking Water Supply Systems. However, the availability of inadequate clean water as well as the limited ability to manage clean water have caused the minimum service target to be optimal in providing clean water. Using Mark Moore’s public value theory, this study aims to determine how the public value of PDAM TKR (Tirta Kerta Raharja) in Tangerang District. This study uses a qualitative approach. Data collection techniques used were observation, in-depth interviews, and documentation studies. The results of the study show that PDAM TKR’s public value has not been internalized optimally, and it requires adaptation to changes in the organizational environment. In addition, the diverse customer characteristics of PDAM TKR require specific strategies to respond to their needs.

Abstract

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.
