Abstract

Character education is a key focus in the implementation of the Merdeka Curriculum, particularly at the elementary school level. However, the rise of globalization and digital culture has led to a decline in students’ values of courtesy, respect, and social ethics. One approach that can be taken is to integrate local wisdom into the educational process. The Tabe’ culture, as a cultural tradition of the Bugis-Makassar people, embodies values of respect, politeness, empathy, and social responsibility that are relevant to strengthening students’ character. This study aims to analyze the implementation of Tabe’ culture in elementary school students’ character education through a Systematic Literature Review (SLR) approach. The study followed the PRISMA guidelines by reviewing national articles published between 2019 and 2025 via Google Scholar, GARUDA, and accredited national journals. Of the 63 articles identified, 20 met the inclusion criteria and were analyzed using thematic analysis. The results indicate that the implementation of Tabe’ culture occurs through daily routines, teacher modeling, integration into learning, and the development of school culture. The character values fostered include respect, courtesy, discipline, empathy, and social responsibility. This study also found that the Tabe’ culture has strong relevance to the strengthening of the Pancasila Student Profile within the Merdeka Curriculum. The research findings affirm that local culture can serve as a contextual strategy for strengthening character education in elementary schools.

Abstract

This study examines the state’s responsibility in protecting human rights based on Article 28I paragraph (4) of the 1945 Constitution of the Republic of Indonesia and Article 71 of Law Number 39 of 1999. The research is motivated by the gap between normative guarantees and their implementation in practice. The objective of this study is to analyze the normative framework of state obligations and assess their effectiveness in ensuring human rights protection. This research employs a normative legal method with statute and conceptual approaches, using primary and secondary legal materials analyzed qualitatively. The findings indicate that although Indonesia has a strong constitutional and legal foundation, the implementation of state responsibility remains suboptimal, particularly in institutional effectiveness, law enforcement, and victim protection. The study highlights the need for strengthening institutional coordination, improving accountability, and ensuring comprehensive remedies for victims. The implications suggest that human rights protection must be realized not only at the normative level but also through consistent and effective implementation in practice.

Abstract

Violence against student demonstrations in Indonesia continues to become a serious issue in the development of democracy and human rights protection. This study aims to analyze forms of state violence against students from the perspective of human rights violations and critical pedagogy failure. The study uses a qualitative-descriptive approach through literature review methods by examining legal documents, human rights reports, journal articles, and contemporary cases related to student demonstrations in Indonesia. The findings indicate that excessive use of force by security forces, arbitrary arrests, intimidation, and restrictions on freedom of expression reflect systemic violations of civil rights guaranteed by national and international law. Cases during the #ReformasiDikorupsi movement, the rejection of the Criminal Code Bill, and demonstrations against the revision of the TNI Law show the persistence of repressive state practices toward student movements. In the perspective of Paulo Freire’s critical pedagogy, violence against students demonstrates the failure of democratic education because students are treated as objects of control rather than critical subjects in public discourse. This condition weakens academic freedom, narrows democratic spaces, and creates fear within academic environments. The study concludes that violence against student movements is not merely a legal issue but also a structural crisis in democratic education and human rights protection in Indonesia.

Abstract

This study aims to analyze research trends on the integration of local culture in school learning during the 2022–2026 period using a bibliometric approach with data sourced from the Scopus database through the keywords "learning," "culture," and "primary education," yielding 15 selected articles. The analysis reveals a significant increase in publications, particularly in 2025–2026, with a dominant contribution from Indonesia. Three main findings were identified: (1) research trends have shifted from cultural preservation toward the utilization of local culture as a source of learning innovation, character education, and 21st-century competency development; (2) the integration of local culture is realized through five forms, namely the development of teaching materials, the use of digital media, the application of innovative learning models, curriculum design and school culture, and extracurricular activities; and (3) the challenges encountered are multidimensional, encompassing limited culture-based learning resources, digital literacy gaps, the complexity of technology integration, and globalization pressures on cultural sovereignty. In conclusion, local culture has evolved from a supplementary element into a pedagogical foundation that serves pedagogical, cultural, and transformational functions in learning.

Abstract

General Background Teacher professionalism is central to national educational quality because policy aspirations are tested through classroom learning and long-term citizen development. Specific Background Indonesia has invested in certification, professional education, competency standards, professional organizations, digital platforms, and development programs, yet these instruments remain unevenly connected across recruitment, induction, appraisal, welfare, career pathways, leadership, and local governance. Knowledge Gap Existing teacher-quality initiatives are often treated as isolated programs rather than an integrated policy architecture that links equity, expertise, ecosystem support, and digital governance. Aims This article formulates the 3E 1D architecture as a coherent conceptual-operational framework for developing teacher quality and competence toward Golden Indonesia 2045. Results The integrative policy review of 60 international, Indonesian, regulatory, and theoretical sources produced four findings: teacher reforms are present but weakly integrated; compliance-oriented policy logic needs repositioning toward professional-capital development; each pillar requires concrete instruments, including a teacher-equity index, practice-based micro-credentials, professional learning communities, district coaching systems, strengthened professional organizations, and interoperable teacher portfolios; and implementation depends on data readiness, regional capacity, workload reduction, sustainable financing, and ethical digital governance. Novelty The article reframes teacher policy as a multi-level architecture that connects national standards, local support, school leadership, teacher wellbeing, professional organizations, and evidence-based professional learning. Implications Policymakers can use the 3E 1D model as a policy-design checklist, while future studies should validate it through Delphi inquiry, policy simulation, and pilot implementation across diverse contexts. Highlights • Reform instruments exist, but integration across governance levels remains weak.• Professional capital requires equity indexes, micro-credentials, learning communities, coaching, organizational support, and interoperable portfolios.• National scaling requires empirical validation, regional readiness, workload reduction, sustainable financing, and ethical data governance. Abstract

Research on the use of word wheel media in improving letter recognition skills is a very important basic skill for primary school students as an early stage in learning to read and write. However, many students experience difficulties in recognising letters optimally, which can have an impact on their literacy development. This study aims to analyse the effectiveness of using Word Wheel media in improving letter recognition skills in primary school students. The research method used was an experimental method with a pre-test and post-test design. The research sample consisted of early grade elementary school students who were taught using Word Wheel media. The results showed that the use of Word Wheel media can significantly improve students' ability to recognise letters. This media provides a more interactive and fun learning experience that increases students' motivation in learning. Thus, Word Wheel can be an effective alternative learning media in supporting the development of students' early literacy skills.
