Abstract

Background: The healthcare industry, particularly the diagnostic sector, is experiencing fast growth. PT XYZ along with similar companies, is competing for market share, but PT XYZ only captures a very small share. Furthermore, annual performance in three years has stagnated with poor achievement. Therefore, a business development strategy is needed to increase market share and company performance. Purpose: This research aims to formulate a laboratory instrument business development strategy by identifying external and internal factors and formulating alternative strategies to develop PT XYZ's laboratory instrument business. Design/methodology/approach: The research employs a combination of PESTEL and Porter’s Five Forces for external environmental analysis, while internal factors are analyzed using the VRIO framework and Value Chain Analysis. Data collection involved in-depth interviews and structured questionnaires, synthesizing insights from both internal and external experts to ensure a comprehensive understanding of the current strategic position.Findings/Result: PT XYZ is positioned in the “Grow and Build” quadrant based on the IE Matrix, with an EFE score of 3.27 and an IFE score of 2.23. This indicates that PT XYZ is able to respond effectively to key external factors and adequately leverage its internal strengths. Therefore, future strategy formulation should be directed toward business growth and development. Based on the SWOT analysis, seven strategic initiatives for the development of the diagnostic laboratory equipment business are recommended for PT XYZ.Conclusion: PT XYZ is very strong in responding to external factors. Although PT XYZ is quite sufficient in maximizing internal factors. The formulation of a strategy for PT XYZ is to grow and build with seven alternative business development strategies.Originality/value (State of the art): This study adopts a distinctive and application-oriented approach to business strategy formulation within the in vitro diagnostic sector, thereby providing strategic recommendations that support companies in enhancing their competitiveness in the market. Abstract

The global livestock industry is significantly threatened by foot-and-mouth disease (FMD). The re-emergence of FMD outbreaks in Indonesia is one example of the epidemiological cycle in a region. This study aimed to analyze the future industry of foot-and-mouth disease. This qualitative study used a secondary data processing that includes the collection, analysis, and interpretation of information to identify trends, challenges, and opportunities that may emerge by using the foresight industry analysis approach and the Generic Foresight Process (GFP) stage framework. Industry foresight analysis identified changing trends of technological, regulatory, geopolitical, demographic, and lifestyle. Several possibilities were identified through the GFP framework, which was conducted by identifying several possibilities based on looking and analyzing what is happening, what is really happening, what might happen in the future, what we would like to happen, and what we might need to do. The results of the industry foresight analysis showed that an FMD vaccine was essential for farmers to open international market access and as a sustainable disease control strategy. The technology aspect played a vital role as the key to competition in the industry in the future. The industry will compete to create an FMD vaccine that best suits the existing market challenges. The results of the GFP framework analysis showed that eradicating FMD worldwide still requires a long and extensive process and is predicted to continue until 2050.

Abstract

The fragmentation of planning and budgeting systems in government institutions poses significant challenges to operational efficiency and strategic decision-making. This research develops a comprehensive transformation strategy for the budget planning system at the Directorate General of Sea Transportation, Ministry of Transportation, Indonesia. Using As-Is Analysis and Soft System Methodology (SSM), the study examines current system conditions and identifies transformation requirements. The analysis reveals critical challenges including the operation of three separate systems (E-Planning, KRISNA, and SAKTI) without integration protocols, dominance of manual processes in budget calculations for 302 work units, and absence of standardized digital infrastructure. Through SSM implementation, two conceptual models were developed addressing digital transformation and system integration requirements. Gap analysis between conceptual models and reality identified deficiencies across six dimensions: stakeholder engagement, system architecture, performance management, technical design, implementation strategy, and risk management. The research proposes Government Resource Planning (GRP) implementation through four integrated strategies: developing integrated system architecture with modular design principles, implementing organizational change management addressing human and institutional factors, establishing interoperability protocols for seamless data exchange, and creating comprehensive evaluation and risk mitigation frameworks. A phased implementation roadmap spanning 18 months provides a pragmatic approach to transformation. This research contributes to digital government literature by demonstrating the effectiveness of combining As-Is Analysis with SSM in addressing complex socio-technical challenges, while offering practical frameworks for government agencies pursuing similar transformations. The findings have significant implications for Indonesia's digital government initiatives and public sector modernization efforts.

Abstract

Satwagia’s veterinary clinic faces a performance paradox: despite strategic advantages like vertical integration and superapps amid a 9.5% CAGR animal care market, systemic operations remain suboptimal. This is evident in outlet closures and missed revenue targets. Meanwhile, the sector is driven by the humanization trend, causing a social paradigm shift and necessitating a transformation strategy for Satwagia. This case study formulates a strategy by diagnosing the gap between assets and execution. Using a three-stage formulation framework with expert input, quantitative analysis yielded an Internal Factor Evaluation (IFE) Matrix score of 2.238 (average) and an External Factor Evaluation (EFE) score of 3.023 (strong). Internal-External (IE) Matrix Mapping places Satwagia in Cell II (Grow and Build). The strong EFE score reflects defensive success; the weak IFE score reveals failure on the ‘O’ (organization) aspect within VRIO to fully exploit VRI assets. The recommended strategy is a two-phase transformation rather than expansion: (1) Build—urgent internal improvements in inventory and human resources to address core weaknesses; (2) Grow—technology-driven expansion to seize external opportunities sustainably. This research provides an empirical diagnosis of the knowing-doing gap in veterinary health care, offering critical guidance for Satwagia’s systemic transformation.

Abstract

The mechanical, electrical, and plumbing (MEP) construction industry faces external pressures in the form of tightening infrastructure budgets, price-based tender competition, and the accelerated adoption of digitalisation such as Building Information Modelling (BIM), which demands an increase in contractors' internal capabilities. This study aims to formulate a business transformation strategy for PT Vastorindo Djaya Semesta (PT VDS) as a MEP contractor through a comprehensive analysis of the external-internal environment and an industry foresight approach. The research uses primary data (observations, in-depth interviews, and internal-external expert questionnaires) and secondary data (literature studies). The analysis was conducted through industry foresight, PESTEL and Porter's Five Forces for the external environment, value chain analysis and VRIO for the internal environment, followed by the preparation of IFE–EFE, IE Matrix, and SWOT/TOWS matrices to produce alternative strategies, and priority determination using AWOT (a combination of SWOT and AHP). The analysis results placed PT VDS in Cell V of the IE Matrix (hold and maintain), indicating the need to maintain core performance while selectively strengthening internal capabilities. This study provides priority strategy guidelines that PT VDS can use to strengthen its competitiveness and business sustainability through capability transformation and refinement of its service value proposition in the MEP construction market.

Abstract

Abstrak Pemilihan supplier merupakan keputusan strategis dalam manajemen rantai pasok karena berpengaruh terhadap kualitas bahan baku, kelancaran proses produksi, dan keberlangsungan operasional perusahaan. PT XYZ menghadapi tantangan dalam menentukan supplier bahan baku kecap yang mampu memenuhi berbagai kriteria penilaian secara objektif. Penelitian ini bertujuan menentukan prioritas supplier bahan baku kecap menggunakan pendekatan hybrid Analytical Hierarchy Process (AHP) dan Complex Proportional Assessment (COPRAS). Metode AHP digunakan untuk menentukan bobot kriteria dan subkriteria berdasarkan penilaian pakar, sedangkan COPRAS digunakan untuk mengevaluasi dan memeringkat alternatif supplier. Hasil penelitian menunjukkan bahwa kualitas merupakan kriteria dengan bobot tertinggi, diikuti oleh ketepatan waktu pengiriman, harga, kapasitas produksi, fleksibilitas, dan kapasitas gudang. Berdasarkan hasil evaluasi COPRAS, supplier ISBM memperoleh prioritas pertama, diikuti oleh LIM, MGA, dan NP. Hasil penelitian menunjukkan bahwa integrasi AHP dan COPRAS mampu menghasilkan proses evaluasi supplier yang sistematis dan objektif dengan mempertimbangkan kriteria benefit dan cost secara simultan. Temuan penelitian ini memberikan dasar pengambilan keputusan yang lebih terstruktur bagi PT XYZ dalam menetapkan supplier utama dan supplier pendukung sehingga diharapkan dapat meningkatkan efektivitas pengadaan serta mendukung keberlangsungan proses produksi.  Kata kunci: AHP, COPRAS, industri pangan, pengambilan keputusan,  supplier

Abstract

Background: The market for coal exports from Indonesia expands annually; therefore, the government must issue a regulation to designate local technical verifier surveyors to inspect coal exports in order to manage the production and sale of coal. PT XYZ as a foreign surveyor service company needs to have the proper alternative strategy to respond to these government regulations. Purpose: The purpose of this study was to analyze the external and internal factors that affect PT XYZ’s business, formulate strategy alternatives, and determine the proper business strategy for coal unit business of PT XYZ. Design/methodology/approach: The analytical tools used for the macro and industry external environments were PESTEL and Porter’s Five Forces analysis, while the internal environment analysis used VRIO. Strategy alternatives were formulated by SWOT-TOWS analysis, and determination of strategy priority used hybrid AHP-SWOT (A’WOT) analysis. Findings/Result: The results showed that the opportunity factor is at the top of the list. At the sub-factor level, the external factor as the biggest opportunity is that other countries’ dependence on Indonesian coal is very high, and the biggest threat is that the government is still closing operating permits for foreign surveyors, while the internal factor as the biggest strength is accuracy and timely survey reports and laboratory results, and the biggest weakness is the cooperation contract with customers and local surveyors. Conclusion: The study concluded that the main priority of the 13 structured alternative strategies that can be implemented by PT XYZ is the WO2 strategy to increase the volume of work, which is a long-term cooperation contract other than spot-order work with customers.Originality/value (State of the art): The selection of PT XYZ as a foreign independent surveyor service company that operating in Indonesia in this study is different and has not been found in previous studies. Strategi peningkatan ekspor dan daya saing sektor perunggasan perlu dilakukan untuk menghadapi berbagai tantangan pada setiap tahapan rantai nilai, yaitu pada aktivitas penyediaan input mencakup: fluktuasi kualitas dan harga DOC, fluktuasi harga pakan, importasi bahan baku, dan penyakit. Kebijakan pemerintah yang inovatif harus dilakukan untuk melakukan transformasi sistem pangan yang masif, cepat, dan berkesinambungan. Abstract

Strategi peningkatan pembangunan Kota-Desa menjadi layak huni dan investasi agro-maritim yang berkelanjutan membutuhkan dasar acuan dalam menyusun rencana pembangunannya. Kebijakan pemerintah yang terarah dapat dilakukan melalui kriteria kelayakan huni dan kelayakan investasi di sektor agro-maritim secara sistematis, cepat, dan berkesinambungan. Hal ini menjadi dasar dalam pegambilan intervensi dan penggunaan anggaran pemerintah untuk dukungan transformasi Kota-Desa dari tidak layak menjadi layak. Penerapan strategi pembangunan yang tepat akan mampu mentranformasi Kota-Desa ke arah yang lebih modern terintegrasi dengan jaringan bisnis secara vertikal dan horizontal yang berorientasi pada kelayakan hunian dan kelayakan investasi sektor agro-maritim.

Abstract

Koordinasi yang efisien antara BNPB, BPBD, Pusat Produksi Pangan, dan BULOG sangat penting dalam mendukung kelancaran logistik kemanusiaan selama bencana. Kolaborasi yang erat antara lembaga-lembaga ini dapat membantu menghindari birokrasi yang bisa memperlambat distribusi bantuan pangan kepada mereka yang membutuhkannya. Selain itu, perluasan model sistem pangan berkelanjutan yang mempertimbangkan seluruh rantai pasokan pangan, aspek lingkungan pangan, perilaku konsumen, dan pola makan menjadi sangat penting untuk memastikan ketahanan pangan di masa depan. Model ini harus memperhitungkan berbagai faktor seperti kondisi biofisik, teknologi, aspek ekonomi, dan nilai-nilai sosial budaya. Dalam mengembangkan kebijakan yang memengaruhi rantai pasokan pangan, upaya untuk menjaga keseimbangan antara produksi pangan sumber zat gizi makro dan mikromenjadi faktor kunciuntuk memastikan bahwa kebutuhan gizi masyarakat dapat dipenuhi dengan optimal. Kolaborasi yang kuat antara berbagai lembaga dan perencanaan yang matang akan menjadi kunci dalam memastikan ketahanan pangan dan kesehatan gizi masyarakat dalam menghadapi berbagai bencana yang mungkin terjadi.
