Abstract

Penelitian ini bertujuan merumuskan strategi mengatasi kemiskinan pada anak buah bagan di Sumatra Barat. Metoda kuantifikasi pendekatan Sustainable Livelihoods Approach (SLA) digunakan dalam penelitian ini dan diterapkan di dua kampung nelayan yaitu Sungai Pinang dan Ampang Pulai, di Provinsi Sumatera Barat. Wawancara dilakukan pada 52 rumah tangga nelayan yang bekerja di sektor perikanan bagan sebagai anak buah, kapten atau sebagai pemilik bagan. Analisis data menggunakan multi-dimensional scaling berdasarkan pengelompokkan ke dalam enam jenis sumber daya yaitu alam, keuangan, manusia, sosial, kelembagaan dan sumber daya buatan. Hasil penelitian ini menjelaskan bahwa pemilik kapal bagan memiliki sumber daya buatan, keuangan dan manusia yang lebih tinggi daripada anak kapal atau buruh tetapi tidak terdapat perbedaan untuk sumber daya alam, sosial dan kelembagaan. Lembaga perikanan kurang mendukung semua dari bagan sektor. Program pemerintah cenderung menargetkan pada sumber daya buatan tanpa meningkatkan keuangan dan sumber daya manusia terlebih dahulu. Penelitian ini menghasilkan empat jalan keluar dari kemiskinan yang dihadapi nelayan. In this paper a new methodology of quantifying the Sustainable Livelihoods Approach (SLA) is presented and applied to two fishing communities, Sungai Pinang and Ampang Pulai, in West Sumatra. Interviews with 52 households from the bagan sector, including crew members, captains and owners, are analysed using a multi dimensional scaling approach according to six asset categories. The analysis demonstrated that owners possess higher physical, financial and human capital than crew members but that there was no difference in the natural, social and institutional fields. Institutional support across all sectors scored poorly. Government programs tend to emphasise bridging the gap between crew members and owners by providing physical capital without necessarily addressing the underlying financial and human capital limitations that crew members face. The paper concludes with an explanation of the main routes out of poverty for a crew member.

Abstract

As an archipelago, Indonesia has a lot of marine tourism potential. Its development can help the economic growth of the State and society. To develop maritime tourism can be done with a variety of approaches, one of them through a bottom-up approach that is community based. So that the proposition can be proven theoretically correct, it is necessary to study literature about the development of community-based marine tourism and this is at the same time the goal of research. This research belongs to the type of library research. The data used are secondary data from various sources, especially scientific journals obtained from scientific journal websites (national and international), Open Journal of Access, and Google Scholar. Data collection techniques used are documentation techniques. The focus of the data in this study is the study of literature on the general description of Indonesian marine tourism and theoretical conceptual literacy as well as previous research on community-based marine tourism development and theories or concepts related to community-based development / development. The data analysis technique used is descriptive qualitative through analysis tools, namely content analysis. Many marine tourism potentials and destinations are scattered throughout the administrative regions of Indonesia. Indonesian marine tourism resources that are worldwide, such as biodiversity of coral reefs, snorkeling spots, dive spots, and surfing spots. To develop maritime tourism can be done by optimizing the potential of the community, such as local wisdom, culture, customs, religion. This approach is better known as community-based development / development. In its implementation, it needs accurate strategy and good planning so that the goal of developing marine tourism can be achieved well. Keywords: economic growth, coastline, islands, marine tourism

Abstract

Saline intrusion (SI) is causing serious risks for agriculture and coastal life in the Vietnamese Mekong Delta. Maintaining agricultural production under that challenging condition places more tremendous pressure on rural societies. This study aimed to get insight into adaptive adaptation's forms and factors influencing farmers' participation process by applying the social and ecological approach. The research was conducted in An Bien district, Kien Giang province, a province in the Mekong Delta in Vietnam. A mixed-method integrating quantitative and qualitative methods were used to collect data using key informant panel interviews, group discussion, and household survey. The results showed that local farmers had changed the farming system from double rice crops to shrimp-rice models to deal with the impacts of SI. Group response has emerged as the appropriate adaption in both formal and informal forms. The adaptive group plays an essential role in connecting community members, and two forms of adaptation have worked closely to adapt to SI. Factors affecting the informal group related to relatives, households living close to each other; For the formal group, the main factor affecting participation is when joining the group, the members receive benefits from the group. Besides, prestige and having a lot of experience in the leader's production activities affect the official group participation. In addition to the positive factors, two negative factors affect group adaptation: unfavorable farm location and distrust

Abstract

Lake Singkarak is a livelihood source for people who live on the banks, especially for fishing activities. Unfortunately, this fishing sector shows a decline in fish catches since 1996 and significantly in 2007-2016. This paper presents the results of a study that specifically reveals the current state of the biophysical and environmental conditions of Lake Singkarak and explores the types of fishermen's livelihood strategies in relation to access to their livelihood assets at the current biophysical and environmental conditions of Lake Singkarak. This research framework adopts the Sustainable Livelihood Framework by applying a calculation of the index value/ratio of each livelihood asset. The results of this study indicate that changes in the biophysical conditions and the environment of the lake have played a role in influencing access to fishermen's livelihood assets at the study site and have implications for decreasing sources of livelihood from the lake. It was found that presently there are 6 types of livelihood strategies that are carried out by fishermen to be able to fulfill their living needs, namely Type B: Fishermen who carry out fisheries intensification and extensification (6.12%), Type C: Fishermen who have diversified their economic activities either in agriculture or non-agriculture (34.69%) , Type E: Fishermen who carry out fisheries intensification and extensification and also diversification (44.9%), Type F: Fishermen who carry out intensification and extensification of fishing and also temporary migration (2.04%), Type G: Fishermen who diversified their economic activities also temporary migration (4, 08%) and Type H: Fishermen who carry out fishing intensification/extensification, diversification and also temporary migration (8.16%). In relation to access to livelihood assets, it turns out that human resource assets are the main assets that influence the alternative choices of fishermen's livelihood strategies. The alternative type of strategy for diversifying economic enterprises, both in agriculture and non-agriculture, is the most widely chosen option besides alternative intensification and extensification of fishing in lakes.

Abstract

The Ministry of Agriculture has implemented the Rice Farming Insurance (RFI) Program in Indonesia since 2015 to protect farmers from possible loss of crop failure due to various potential disasters such as floods, drought, pests, etc. Although it has been immensely encouraged by the relevant field agencies, this RFI program was unsuccessful. The land area that follows the RFI program in Tanah Datar District decreased significantly from 1,061 Ha (2016) to about 150 Ha (2017), of the total target area of 2,300 Ha. This study is conducted to find factors that lead to decreased farmer participation in this RFI program, mainly by studying how the government has done the socialization process and how farmers' actual attitude towards this RFI program? By applying qualitative and quantitative approaches, this study obtained the empirical facts that the socialization process, done by relevant stakeholders, including government, private and community leaders, and farmers, not so intensified. The attitude of farmers to this program showed that, in the cognitive aspects, most farmers in all five categories still do not fully understand and confident about the RFI program. It is similar to their affective elements; most farmers in the five categories have not yet determined attitudes, whether they like or dislike the RFI program. Meanwhile, only in terms of their conative aspects, mostly farmers of all categories are eager to learn more and become the RFI program participant.

Abstract

One of the effects of global climate change is the increasing sea level, which has resulted in higher intrusion of sea water to the mainland in the Mekong Delta region in Vietnam. This study specifically explores the impact of saline intrusion on the socio-economic life of farmers in this region. A socioeconomic survey was carried out in two provinces in the eastern and western regions of the Delta, namely the Kien Giang province in the West and the Tra Vinh Province in the East which represented two regions, each of which experienced different levels of saline intrusion. Data collection methods include secondary data collection, focused group discussions, expert interviews, key informant interviews and 280 household questionnaire surveys. Technically, saline intrusion has changed the farming system from rice culture to shrimp culture at both sides of the Delta. Because of the need for investment in shrimp culture, a group of farming communities with large capital quickly took the opportunity to move to intensive shrimp culture. Meanwhile, other groups of farmers who lack of capital, are only able to carry out traditional rice-shrimp culture by digging around their paddy field for shrimp pond, with lower economic outcomes from their rice and shrimp production. Weak social organizations in the community, making the impact of saline intrusion is only beneficial for a few groups of people.

Abstract

This research was conducted in Jorong Subarang, Kanagarian Paninggahan, Junjung Sirih Suburb, Solok, West Sumatera where JIFRO program has been implemented in that area. The research aims to (1) analyze men and women contribution in terms of productive, reproductive and social activity; (2) analyze gender perception on benefit and cost of managing agroforestry in JIFPro program. A case study method is used in this research. The result shows that men are rarely involved in reproductive activities. Men manage most of their productive activities. On the other hand, women are not only spending more time on reproductive activities but also involved in productive activities. In addition, men and women equally spend their time on social activities.

Abstract

Batu Busuk has an excellent opportunity to become one of the tourist areas in the eastern region of Padang City. As a tourist area, the aspects of comfort and cleanliness in the area and surroundings are essential to provide a memorable travel experience, including the residential areas nearby. Lack of public awareness of waste management and waste treatment and no application of the 3R principles of reduce, reuse and recycle are the problems encountered in Batu Busuk. The community service implementation team carried out a series of activities from 2021-2022 to support sustainable tourism development. This activity aims to increase community understanding of waste and the importance of waste management and introduce and enhance the formation of a waste bank in Batu Busuk. The activities included counselling on waste management, comparative studies and field visits to Farmers Women Group Tunas Harapan and Panca Daya waste bank, which have implemented the treatment of organic and non-organic waste into various economically valuable products. It can be concluded that waste management in Batu Busuk is needed to support sustainable tourism. A Batu Busuk Waste Bank unit is required to effectively solve the waste management problem and reduce waste generation in Batu Busuk and its tourism area. Training on the method to treat both organic waste into plant nutrients and non-organic waste into various crafts must be conducted. The products have economic value and are an effective solution for reducing the volume of waste.

Abstract

This study aims to analyze the structure, conduct and performance of the corn market in Sitiung District, Dharmasraya Regency. The research used a purposive sampling method, a sample of 50 farmers was selected as a respondent. The trader sample was carried out by following the flow of corn commodities from farmers to consumers. The research was conducted in December 2022-January 2023. Analysis of the market structure by analyzing the characteristics of the number of sellers and buyers, barriers, pricing ability and the types of products being traded. Analysis of market behavior by looking at the pricing system and the formation of prices between traders, selling and buying practices, and cooperation network systems between marketing agencies. Market performance analysis by calculating marketing margin and farmer's share. The results showed that the structure of the corn market has a tendency towards imperfect competition, namely oligopsony. Market conduct suggests that the final pricing system is a higher level marketing agency. Market performance shows that marketing channel II is assessed with the marketing channel with the highest level of efficiency because it has the lowest marketing margin percentage and the highest farmer's share.
