Abstract

This study attempts to analyze and describe the effectiveness of Social Services of Youth and Sports in the handling of street children in the City of Semarang. This research uses qualitative approach with descriptive method. The focus of this study include productivity, adaptation, motivation and the factors that influence the effectiveness of Social Services of Youth and Sports in the managing of street children. The results show that Social Service of Youth and Sports of Semarang City has quite effective in terms of fulfilling the basic needs which is shelter to protect the street children from harmful things, clothing for the street children including uniform, daily wear, also nutrition for the street children in form of food support. Advice that provided is the effectiveness of managing the street children needs to be improved by improving the equalization of services for the street children, improving the ability of the employee, and improving the socialization for the community about the managing of street children.

Abstract

The transfer of Property Tax authority into Local Tax raises a variety of opportunities and challenges in its implementation. Contradictory to the achievement of the revenue target of The Property Tax, The Property Tax of Village Urban Peterongan receipts decreased in 2011 and 2012 that did not meet the target of 100% as expected. The decrease shows that the implementation of the Semarang City Regulation Number 13 Year 2011 concerning The Property Tax in the Village Urban Peterongan not run optimally. This research goals are to find the causes and solutions by decreasing in The Property Tax receipt in the Village Urban Peterongan Semarang City in line with the changes in The Local Tax Regulations regarding The Property Tax authorities into The Local Tax. To answer the purposes of analysis used descriptive qualitative research design.  The results showed the lack of preparedness of the region, especially in the early days of the transfer of authority, particularly the Village Urban Peterongan Semarang City, in carrying out the Semarang City Regulation Number 13 Year 2011 on Property Tax. Factors inhibiting the implementation of policies derived from the intensity of the implementor disposition, law enforcement procedures, human resources, financial resources and infrastructure resources.  Recommendations of this study are based on the dissatisfaction of the tax authorities regarding the amount of the fee collectors billing optimization property tax, village officials to submit additional personnel emoluments to DPPKAD Semarang City and then forwarded to the Mayor of Semarang City as the fulfillment of property tax service accessibility, Semarang City Government should work with banks in property tax payments

Abstract

In the era of regional autonomy, the service provided by services institutions must be able to meet the expectations of society. In addition, the services provided must also be qualified and satisfy the public. Public service as a focus discipline of Public Administration science remains interesting to observe because of the services provided government services institutions are still considered unsatisfactory. Office Sub-District Purwonegoro in Banjarnegara district as one of the demographic service agencies must be able to provide data recording of e-KTP is good and on schedule. Reality on the ground say there are indications of dissatisfaction on the quality of services that include dimensions : tangible, reliability, responsiveness, assurance, and empathy given Office Sub-District Purwonegoro.The purpose of this study was to determine the quality of service as well as assessing five dimensions of service quality of e-KTP data recording that includes tangible, reliability, responsiveness, assurance, and empathy. This study used quantitative descriptive type of research using SERVQUAL.The results of this study indicate that service quality of e-KTP data recording at the Office Sub-District Purwonegoro weighs the performance of services by 6839 so that the quality of these services in the category of good, but not satisfactory because SERVQUAL score obtained is -634. The weight of expectation of services is 7473 so it is very high category. In addition the level of compatibility between performance and expectations on service quality of e-KTP data recording at the Office Sub-District Purwonegoro is 91.52%, so the service performance data recording e-ID nearly meet respondents expectations of service quality of e-KTP recording data given.Based on the analysis of the Cartesian diagram, tangible dimension in the quadrant A so that it is the first priority in repair. The dimensions of reliability in the quadrant B. This means that the execution (performance) those dimensions are in line with community expectations. Next is the dimension of responsiveness and empathy in the C quadrant so that the need for improvements in low priority. Assurance dimension in the D quadrant because the dimension is considered not very important, but execution (performance) exceed people's expectations. Through this research is expected to improve and enhance the service quality of e-KTP data recording in the Office Sub-District Purwonegoro

Abstract

In the apparatus of state development efforts can not be separated from the role of education and training. Education and training are well supported by the provision of education and training well too. A good curriculum, good teachers, good infrastructure, and good regulations will support the implementation of the optimal education and trainingThe research is descriptive qualitative, so it uses the phenomenon in which there are interview subjects. This phenomenon is about leadership training that consist of referenced curriculum, facilities and infrastructure, lecturer, participant education and training. Where this phenomenon is a decisive indicator and constraining factors of education.Based on the interview can be seen that providing education and leadership training level III which has become routine was still save some fundamental issues that should have the attention of the organizers of the Education and Training Institute of Central Java Province.

Abstract

Most of professionals assume that The education system which is so far has been managed in bureaucratic and centralist represents as one of the reasons of the low educations quality in Indonesia. The forming of School's committee is considered as a solution because it play a role as the consultant on determinant of educational policy in the Institute. Nevertheless, the school's comitte still workless and un optimally yet of its role.The purpose of this research is to describe and to analyze, does the role of school’s comittee at SD Negeri 1 Kebumen, Sukorejo District, Kendal Regency is effective enough, and to identify the obstacles in the effectiveness of school's committee role at SD Ngerei 1 Kebumen, Sukorejo District, Kendal Regency. This research uses a descriptive type and qualitative approach. The data collection techniques are such as observation, interview, documentation, and literature study. The result of this research shows that the effectiveness of the school's comittee role at SD Negeri 1 Kebumen is overall effective. The school's comittee roles that still workless are The supporting agency role and The controlling agency role. Recommended to fix the supporting agency role there are some ways such as by socialize to student’s parents/guardians about the importance of meeting and opinion polling, the school’s comitee be expected to do a more comprehensive relation, keep in touch with the upper middle society and business to contribute enhance the education quality. Furthermore, to fix the controlling agency role is suggested to keep in touch in a good communication with any part of school’s components, especially comittee’s organizer and school to be together enhance the education quality at SD Negeri 1 Kebumen.

Abstract

Parking is part of a sub-system of the implementation of the road freight traffic carried by local governments, in order to improve the organization of the society in the field of environmental management, order and smooth flow of traffic as well as a source of revenue (PAD). Pekalongan city parking retribution policy refers to the Regional Regulation No. 21 of 2011 on Service Fees for parking. Has the objective to increase transparency and accountability, and to support the process of monitoring the implementation of parking retribution. These objectives can be achieved through the implementation of the views of the appropriateness of the policy, the accuracy of the executor, the target accuracy, precision and accuracy of the process environment. Parking Retribution Policy Implementation process in achieving the objectives are factors inhibiting and supporting factors. But in its application in the field face many obstacles that the implementation of parking charges less walking is not optimal. This research was conducted with descriptive qualitative research methodology that aims to identify and analyze the implementation of parking charges implementation of the results of this study is not optimal due to the presence of obstacle factor the resource factor in the number of staff employees and the bureaucratic structure of the relevant Department. Parking attendants themselves are also often delayed depositing retribution results due to use such proceeds to their daily lives. In addition, public opinion against the parking retribution to be indifferent to never ask for proof of parking tickets after paying. Abstract

This research aims to analyze the Job Safety and Health Programs at PT. PLN (Persero) Area of Semarang and solutions for what has been done and that have not been implemented by the Committee for occupational safety and Health Program organiser Working in pt. PLN (Persero) Area of Semarang is not optimal. Locus were used in this study is in pt. PLN (Persero) Area of Semarang. This research uses qualitative research methods by using a descriptive approach. The subjects in this study consists of four main informant. Based on the results of the study showed that the implementation of the programme of safety and health at work PT. PLN (Persero) Semarang Area seen from such phenomena, non-physical state of the working environment is good, the physical state of a less good work environment, equipment and supplies and employees who have been good, and the physical condition and understanding of employees.Implementation of the programme of safety and health at work PT. PLN (Persero) it can be concluded that the Semarang Area are still less well, it is based on the phenomenonof building equipment and supplies and employees who are good, but in terms of procurement and practice in the field is still less than optimal.Conclusions in this study is the overall Program Workplace Health and Safety in pt. PLN (Persero) Semarang Area less well, and solutions that have not been done by the Committee organizers namely, Socialization of K3, K3 and infrastructure procurement, sanctions and rewards, education training and work tools, the increased budget, oversight and coordination between security officers with the Organizer, theevacuation route improvements and process simulation of evacuation and the solutions that have been implemented:, procurement clerks working tools, structuring the workspace employees, and the making of regulations for the employees. Based on these conclusions, the researchers recommend to PT. PLN (Persero) Area of Semarang to repair or improve the State of the physical work environment and psychological conditions and understanding of employees who were rated less well so that optimal performance can be achieved more.

Abstract

In the era of good governance the government has to have competent performance in serving the public . However, there are still many government organizations that have low performance . Whereas previously civil servants have been educated and trained . This can be seen from the performance of the Board of Education and Training of Central Java is still not optimal in producing competent personnel . This study aims to analyze the phenomenon of performance consists of four dimensions of performance , productivity , responsiveness , and accountability Responbilitas . Identifying the factors that support and hinder performance and formulate solutions that have been and will be done in improving the performance . This study used a qualitative descriptive approach and techniques as well as using a purposive sample taxonomic analysis . Based on the results of the discussion of research in Education and Training Agency of Central Java is known conclusion that the performance of the Board of Education and Training of Central Java is good  in terms of quantity but the quality is not optimal . Judging from productivity , it can be quite good for achieving the target quantity is almost fulfilled . Judging from the responsiveness , still it is less because not capture the public 's aspirations . Judging from responbilitas , already based on the PP 101 of 2000 . Dililhat of accountability , it is good enough but no pertenggungjawaban to the public . Many factors affect the performance of the Board of Education and Training of Central Java Province which consists of factors supporting and inhibiting factors . To overcome the problems that occur in the process of performing the Board of Education and Training of Central Java province has made the solution be included in the employee Training Training Of Course and curriculum development . In order to improve performance by increasing productivity , through repairing the existing curriculum and the addition of competent lecturers in the Substantive Technical Training . For responsiveness and accountability through the use of the web . Responbilitas through increased reward and punishment.

Abstract

The government is responsible for the implementation of the administration of the State, so it is demanded to improve the quality of public services so that the fulfillment of community needs can run well. One way for the government to improve the quality of public services is by creating more and more quality service. In an effort to improve public services in the field of health personnel licensing, the City of Semarang made an innovation called SINAKES Online. The purpose of this study is to analyze the relative dimensions of advantage in SINAKES Online. This study used the attributes of innovation and supporting factors and inhibitors of innovation in Rogers and Albury's public sector. The approach method that used in this study was descriptive qualitative, while data collection by observation, interview, and documentation. Data validity was done by triangulating data and sources. Data analysis was carried out by collecting data until drawing conclusions, while the determination of informants was done purposively. The results showed that in providing health personnel licensing services seen from the relative profit dimensions of innovation could be measured from economic value, social status, pleasure/satisfaction, and important components. In addition, SINAKES Online Innovation has supporting factors, namely, the desire to change for the better, the availability of facilities and infrastructure, and a supportive environment, but there are inhibiting factors; short-term budgeting and planning and dependence on high performers. The recommendations given are the need for budget allocation specifically for the development of SINAKES Online and the need for IT development training for employees by holding workshops.

Abstract

Pasar Semarangan Tinjomoyo merupakan sebuah inovasi berbentuk pasar kuliner digital untuk mendongkrak jumlah kunjungan wisatawan Hutan Wisata Tinjomoyo di Kota Semarang. Sebenarnya, Pasar Semarangan Tinjomoyo sebagai sebuah inovasi dapat dikatakan berhasil. Pada tahun 2018, Pasar digital ini berhasil meningkatkan jumlah kunjungan wisatawan Hutan Wisata Tinjomoyo sebesar 82,25%. Namun pada tahun 2019, Pasar Semarangan Tinjomoyo sepi pengunjung, hingga akhirnya pasar digital tersebut tidak beroperasi kembali. Tujuan dari penelitian ini adalah untuk menganalisis karakteristik Pasar Semarangan Tinjomoyo menggunakan konsep lima atribut inovasi serta mengidentifikasi faktor-faktor penghambatnya. Penelitian ini menggunakan pendekatan deskriptif-kualitatif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Informan ditentukan menggunakan teknik snowball. Data dianalisis menggunakan teknik analisis komponensial. Hasil penelitian ini menunjukkan bahwa Pasar Semarangan Tinjomoyo sebagai sebuah inovasi sudah memiliki Keuntungan Relatif dan Kemudahan untuk Diamati, akan tetapi masih belum Kompatibel serta memiliki Kerumitan ketika beroperasi, ditambah Pasar Semarangan Tinjomoyo belum melewati fase uji coba sebelumnya. Faktor penghambatnya adalah ketergantungan pada figur high performer serta tidak adanya anggaran dan perencanan jangka pendek. Saran yang dapat disampaikan adalah perlu adanya opsi pembayaran digital lain di Pasar Semarangan Tinjomoyo, membuat perencanaan dan anggaran khusus bagi Pasar Semarangan Tinjomoyo, serta membentuk tim khusus bagi pengembangan Pasar Semarangan Tinjomoyo.
