Abstract

This study aims to identify, explore, and analyze the factors that influence the implementation of an inventory information system application in improving the quality of inventory records at the Class I Immigration Office TPI Cirebon. The implementation of this application is expected to contribute to the realization of good governance through more efficient, accurate, and transparent service and administrative management. This research uses a descriptive qualitative approach with a phenomenological method. Data collection techniques include observation, in-depth interviews, document analysis, and archival research. The informants consist of office leaders, application operators, civil servants, and community service users. Data analysis is carried out through data reduction, data presentation, and conclusion drawing. The results show that the implementation of the inventory information system application has been carried out in both internal and external services. However, it has not yet been optimal due to several challenges, such as limited access via Android devices, the unavailability of integrated service features for inventory recording, and inadequate internet bandwidth. This research provides strategic recommendations for system development to become more adaptive, efficient, and responsive to user needs.

Abstract

Abstract

The development of digitalization of almost all aspects of modern life, including healthcare, has been influenced by the use of technology. Health is very important for everyone, no matter age, socioeconomic status, or other factors. The current digital age in the provision of medical services through virtual clinics has grown rapidly. However, the existence of online clinics creates unclear legal regulations for therapeutic transactions, which can have potentially adverse legal repercussions for patients. Patients can file lawsuits against online clinics and healthcare professionals involved if there is an error in diagnosis or treatment. Therapeutic transactions consist of medication, diagnosis and medical treatment. But in online clinics, there is debate about the legality and ethics of these therapeutic transactions. Some of the problems that arise in therapeutic transactions through online clinics include the inability to perform physical examinations, medical data security issues, and the inability to track patient histories. The method used to assess is doctrinal (normative juridical), considering the concept of law as written law, which is made by local government regulations. The results showed that Health Law Number 36 of 2009 concerning Health and Article 1320 of the Civil Code, which regulates the legal terms of an agreement, can be used to assess the validity of therapeutic transactions carried out in online clinics. The research findings also show that fulfillment of the requirements of Health Law Number 36 of 2009 must include the responsibility of patients who receive medical care through online clinics. To optimize their services on online clinic platforms such as the Cirebon City Health Office, health service providers and health practitioners such as doctors, medical personnel, and other health workers use this platform. These organizers must consider Health Law Number 36 of 2009, which covers medical practice standards, telemedicine patient privacy, and a doctor's license or License to Practice. In addition, special policies must be made by the central government and the Cirebon City Health Office to provide clear legal protection for patients who receive medical services through online clinics when conducting medical transactions.

Abstract

Abstract

This research explores the implementation of legalities faced by Micro, Small and Medium Enterprises (MSMEs) in tourist villages, with a focus on understanding and compliance with applicable regulations. The research method involves in-depth interviews with MSME owners and related stakeholders in the tourist villages selected for the survey. The research results identified that MSMEs in tourist villages often face difficulties in understanding and fulfilling the necessary legal requirements, such as business permits. These findings highlight the need for a more integrated approach and active assistance from relevant parties, including government and non-government organizations, to increase MSMEs' understanding and compliance with applicable regulations. The results show that the legality of MSMEs, such as business permits and product certificates, has a significant impact on the growth and sustainability of tourist villages. Implementing clear regulations and a good understanding of the legal process can increase the competitiveness of MSMEs and strengthen the local economy. This research provides policy recommendations for the government and practical guidelines for MSME owners in utilizing legality to support sustainable development of tourist villages.

Abstract

The current cases of trafficking in persons seen from the many news reports in social media and print media show how much special attention is needed regarding the crime of trafficking in persons. This research uses a qualitative method. We conducted this research at the Cirebon Regency Police, the Sumber District Court, the Sumber District Attorney's Office, and at several law firms to process data regarding victims of human trafficking crimes that occurred in Cirebon Regency, so that we can find out what factors can become a victim of human trafficking. The victim's own involvement in what happened because of various activities such as recruiting, transporting, and hiding someone for exploitation, including sexual, forced labor, or slavery. Conflict and violence in society also exacerbate this condition, forcing people to seek a better life. Efforts to protect victims of human trafficking have been provided, including various elements of legal protection including being listed in the law, providing physical and psychological assistance, international cooperation and prevention which are considered to reduce the risk for people to become victims of human trafficking. Abstract

This research was conducted to determine the implementation of water absorption policies for flood management in urban areas, especially in the city of Cirebon at the Cirebon City Public Works and Spatial Planning (DPUPR) department. The research approach used is normative juridical, conceptualizing law as written norms so that this research emphasizes studies in the form of legislative products, namely those that regulate water absorption such as regional regulation number 38 of 2019 concerning the implementation of groundwater conservation through infiltration wells and infiltration holes. biopore. Policy implementation in flood management by the Cirebon City PUPR Service has included handling floods and puddles as a priority in the Regional Government Work Plan (RKPD) for 2025. For handling urban drainage, the PUPR Service's work target is to reach up to 83% by 2024, and 86% for 2025, and 89% for 2026. One of the strategies taken includes the creation of retention ponds, absorption wells and eco-drainage. However, there are still several obstacles in implementing this policy, such as limited resources and lack of community participation. To overcome these obstacles, efforts need to be made such as increasing the budget, providing adequate human resources, and educating the public about the importance of water absorption. Overall, the implementation of the water absorption policy for flood management in Cirebon City has shown a positive direction. With continued efforts and collaboration from various parties, it is hoped that this policy can be more effective in minimizing the risk of flooding in urban areas.

Abstract

The development of Human Resources (HR) in Regional Government (Pemda) is crucial for effective and responsive governance. This study delves into government policies on HR development for local government apparatus from a professionalism perspective. Using a qualitative approach and case study method, the research analyzes field data, documents, and interviews with decision-makers like regional apparatus heads. Data was collected through in-depth interviews, policy document analysis, and direct observation. The findings reveal that despite supportive policies, the professionalism of local government officials remains below expectations. Challenges such as budget constraints, limited managerial capacity, and employee resistance to change hinder the effectiveness of HR development policies. The gap between HR development programs and work professionalism highlights the need for better policy supervision, evaluation mechanisms, and increased stakeholder participation in decision-making. This study underscores the necessity of strong political commitment and a holistic approach to achieve desired HR development outcomes in Regional Government.
