Abstract

Adaptation to climate change cannot be separated from the climatic conditions and vulnerability of local communities. This study aims to determine the vulnerability of household livelihoods in urban coastal areas to climate variability. This research was conducted in coastal city of Kupang. Community livelihood vulnerability analysis using vulnerability index (LVI and LVI-IPCC). In addition, an analysis of climate variability of rainfall and average temperature from 1988-2017 was also carried out. The results of the study show that climate variability is seen in decreases in rainfall and and increase in surface temperature in the past 30 years. The LVI and LVI-IPCC scores also show the vulnerability of livelihoods on a medium scale in three sample villages. Climate variability in urban coasts can have an impact on coastal communities on the components of livelihood strategies, food, homes and land and water which are generally influenced by climatic factors. Non-vulnerable components such as health support the vulnerable components as part of the adaptation process

Abstract

Abstract: Indonesia is currently experiencing a decline in the quantity and quality of natural resources. The main cause is due to excessive use of natural resources and destructive behavior without responsibility of various parties. Mitigation measures that have been taken only benefit certain parties. An appropriate management model that is beneficial for all parties is needed. Community based management (CBM) such as the management of Sasi Laut in Kampung Folley, West Papua is one of the models considered appropriate to apply. Sasi as a tradition, is thought to undergo many changes. The aim of this study is to analyze the dynamics of the management of Kampung Folley Sea Sasi and its impact on strengthening management. The results of this study indicate that there is a management dynamics that involves five momentum changes, namely the formation of the village, the intervention of the role of religion, the introduction of technology, the involvement of external parties and the establishment of regulations for Water Conservation Area. The management elements that have changed are territorial boundaries, regulations, authority holders, rights, sanctions, and monitoring due to internal and external factors. The management dynamics that occur are leading to the strengthening of Sasi Laut management.

Abstract

Along with the issues of economy growth and social complexities, potency of overlap and sectoral ignorance in coastal resources use tend to increase. This condition needs to be synergized so as the use of coastal resources can maintain the carrying capacity as well as contribute to social economy. This study aims at identifying and mapping stakeholder as well as analyzing their need in the future in regard with coastal resources management of Gorontalo City. Primary and secondary data were collected respectively from FGD and various documents and analyzed by using stakeholder analysis method. There were 26 stakeholder identified involved in coastal resources use in Gorontalo City. The stakeholder mapping showed five stakeholder as subject (high interest but low influence), twelve stash key player (high influence and high interest), seven stakeholder as setter context (high influence but low interest) and two belong to crowd (low interest and low influence). The stakeholder need analysis found that there is still gap in coordination mechanism among stakeholder. Also the result of working together to address common problem is also not yet optimum. There is a need to improve communication channel so as to build awareness and participation in coastal management issues of Gorontalo City

Abstract

Some of the Lebak Lebung and river public water areas in South Sumatra are governed by an auction system that has been carried out for a long time by the local community based on clans, namely "Lelang Lebak Lebung dan Sungai" (L3S). After 1982, the authorities implemented an auction system that transferred the implementation of the auction system to the management regime of the district government to apply regional autonomy. This transition provided governance changes, especially for the increasingly complex actors involved and competing in the L3S battle arena. This article aimed to analyze actor battles in the L3S arena by analyzing specifics about the regime transition change before and after the management of L3S applied, the institutionalization of patronage that was formed, and the social conflicts that occurred. This study used a constructivist paradigm and qualitative research methods. We identified 39 informants as research subjects who were chosen deliberately and analyzed the data using three stages: data reduction, presentation, and conclusion. The study results show that changes in L3S management are dominated by changes in rules and authority holders, which encourage access domination by entrepreneurs/non-fishermen. New working relations are formed by placing local fishermen as laborers and new non-fishermen actors as buyers. As a result, conflicts have occurred between actors.
