Abstract

Villages in Bandung Regency have the opportunity to realize tourism management and a creative economy. However, until now not all villages in Bandung Regency have been able to make this happen. This training aims to increase the knowledge of village government officials in tourism management and the creative economy. The implementation method is by providing material on tourism management and the creative economy, management training and workshops on tourism management and the creative economy, and Focus Group Discussions (FGD) with village government officials related to tourism management and the creative economy throughout Bandung Regency. As a result of the FGD, it was found that there are still several villages that have potential but have not been able to develop into tourist villages or realize a creative economy. This is due to the limited budget, knowledge, and infrastructure of the village. For this reason, further training is needed on the same theme. Namun, sampai saat ini  belum seluruhnya desa di Kabupaten Bandung dapat mewujudkannya. Pelatihan ini bertujuan untuk meningkatkan pengetahuan aparatur pemerintah desa dalam manajemen pariwisata dan ekonomi kreatif. Metode pelaksanaan yaitu dengan cara pemberian materi tentang manajemen pariwisata dan ekonomi kreatif, pelatihan pengelolaan/ workshop manajemen pariwisata dan ekonomi kreatif dan Focus Group Discussion (FGD) dengan para aparatur pemerintah Desa terkait manajemen pariwisata dan ekonomi kreatif se-Kabupaten Bandung. Hasil dari FGD, ditemukan masih ada beberapa desa yang memiliki potensi, namun belum mampu untuk dikembangkan menjadi desa wisata, ataupun mewujudkan ekonomi kreatif. Hal ini dikarenakan keterbatasan anggaran, pengetahuan, dan infrastruktur dari desa. Untuk itu, diperlukan pelatihan lanjutkan dengan tema yang sama.

Abstract

Pembangunan desa adalah upaya peningkatan kualitas hidup dan kehidupan untuk sebesar-besarnya kesejahteraan masyarakat desa. Undang-Undang Nomor 6 tahun 2014 menjelaskan bahwa tujuan pembangunan desa adalah meningkatkan kesejahteraan masyarakat desa dan kualitas hidup manusia serta penanggulangan kemiskinan melalui pemenuhan kebutuhan dasar, pembangunan sarana dan prasarana desa, pengembangan potensi ekonomi lokal, serta pemanfaatan sumber daya alam dan lingkungan secara berkelanjutan. Pelaksanaan Pembangunan di Desa Nanjung sebagai salah contoh mengenai bagaimana pembangunan di desa yang telah diatur di dalam Undang-Undang tentang desa. Masih banyak tantangan dan hambatan dalam pelaksanaan pembangunan di Desa Nanjung terutama SDM dan partisipasi masyarakat, Metodologi penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif, dengan maksud memusatkan perhatian terhadap fenomena dan masalah yang terjadi pada saat penelitian dilakukan. Data diperoleh dari hasil observasi, dokumentasi dan wawancara dengan informan kunci sebagai data primer. Informan kunci ditentukan berdasarkan beberapa kriteria yakni, setidaknya ada 3 narasumber yang dijadikan objek penelitian. Hasil penelitian menunjukan bahwa pebangunan desa yang dilakukan oleh pemerintah Desa Nanjung mengedepankan nilai kebersamaan, gotong royong, kekeluargaan. Pemerintah Desa Nanjung menggunakan perpaduan pendekatan top down berupa garis-garis Musrenbang yang harus mengikuti visi dan misi Desa Nanjung. Selain itu Desa Nanjung menggunakan pendekatan bottum up karena terdapat unsur partisipasi yang melibatkan BPD.

Abstract

Penelitin ini bertujuan untuk mengetahui dan menganalisis kapasitas pemerintah desa dalam pengembangan desa wisata di Desa Cimanggu Kecamatan Ngamprah Kabupaten Bandung Barat. Desa Cimanggu memiliki potensi wisata salah satunya sumber air panas. Namun potensi wisata ini belum dikembangkan dengan maksimal. Pemerintah Desa belum mampu melakukan pengembangan desa wisata sendiri. Belum banyak yang mengetahui objek wisata yang ada di Desa Cimanggu. Pengumpulan data pada penelitian ini dilakukan dengan cara wawancara, dokumentasi dan observasi. Penelitian dilakukan kurang lebih selama 5 bulan. Hasil penelitian ini menunjukkan bahwa kapasitas Pemerintah Desa Cimanggu dalam pengembangan desa wisata belum berjalan optimal. Hal ini dilihat dari adanya komitmen bersama antara Pemerintah Desa dengan masyarakat melalui dibentuknya Pokdarwis; Kepemimpinan dari Kepala Desa Cimanggu sudah baik; Reformasi Peraturan di Pemerintah Desa Cimanggu yang berkaitan dengan desa wisata belum ada; Reformasi Kelembagaan yaitu dengan dibentuknya Pokdarwis; Kekuatan adanya keterlibatan masyarakat Desa Cimanggu dalam pengembangan objek wisata sedangkan untuk kelemahan perlu adanya keseriusan bersama antara Pokdarwis, Pemerintah Desa Cimanggu dan Pemerintah Kabupaten Bandung Barat untuk mengembangkan potensi wisata yang ada di Desa Cimanggu khususnya dalam hal promosi dan pendanaan. Abstract

Pengakhiran dinas keprajuritan TNI AD dilakukan pemberian masa persiapan pensiun, diantaranya melalui program pelatihan pembekalan keterampilan. Upaya program pelatihan sebagai pemberdayaan bagi anggota TNI AD yang mendekati masa pensiun telah memberikan peluang prajurit sebelum memasuki masa pension, namun, masih terdapat prajurit belum siap menghadapi pensiun, seperti prajurit belum mempunyai keterampilan khusus. Penelitian bertujuan menganalisis seberapa besar pengaruh efektivitas program pembekalan keterampilan TNI AD terhadap pencapaian sasaran pekerjaan pensiunan di Kodam II/Swj. Penelitian menggunakan pendekatan kuantitatif melalui metode deskriptif. Hasil penelitian menunjukan bahwa bila efektivitas program Bekram semakin baik akan meningkatkan 46.63% pencapaian sasaran pekerjaan pensiunan di Kodam II/Sriwijaya dengan kata lain semakin tinggi efektivitas program Bekram maka akan semakin tinggi pula pencapaian sasaran pekerjaan pensiunan di Kodam II/Sriwijaya. Besaran pengaruh efektivitas program pembekalan keterampilan TNI AD terhadap pencapaian sasaran pekerjaan pensiunan di Kodam II/Sriwijaya sebesar 56.10%, sedangkan 43.90% dipengaruhi oleh variabel lain yang tidak diteliti. Efektivitas program bektram menurut persepsi 82 responden adalah termasuk dalam kriteria kurang baik, nilai rata-rata hitung 3,07 pada interval nilai 2,61 – 3,40. Sementara pencapaian sasaran pekerjaan pensiunan di Kodam II/Sriwijaya menurut persepsi 82 responden termasuk kriteria kurang baik, karena nilai rata-rata hitungnya 2,97 yang berada pada interval nilai 2,61 – 3,40

Abstract

This study aims to examine the implementation of the bureaucratic simplification policy by equating administrative positions to functional positions in the West Bandung Regency Regional Secretariat. This study uses a qualitative approach with a case study method, as well as data collection techniques through in-depth interviews with key informants, main informants, and supporting informants. The results of the study indicate that the bureaucratic simplification policy has a significant impact on organizational performance, but on the other hand also faces various challenges related to communication, resources, disposition, and bureaucratic structure. These challenges include unclear information, unsynchronized budget allocation, and competency gaps that arise due to job equalization.

Abstract

Community empowerment is one of the keys to success in developing tourist villages. The role of village government and the use of digital technology are important factors in this empowerment effort. This research aims to analyze the role of village government in digital-based community empowerment in tourist villages, identify supporting and inhibiting factors, and evaluate the implementation of digital technology in the empowerment process. This research uses a qualitative method with a descriptive approach, where data is collected through in-depth interviews, field observations, and documentation studies. The research results show that digital-based community empowerment in tourist villages requires the active role of village government in developing digital infrastructure, implementing digital literacy training, and facilitating promotion and marketing. The keys to success include access to technology, digital literacy, active support from the village government, community participation, and availability of resources and funding. Through collaboration with external parties and the use of technology for public services, villages can increase competitiveness, community welfare, and support equitable national development.

Abstract

In an attempt to maintain the integrity of the Republic of Indonesia in the Papua Region, the government, through the TNI, formed a Territorial Task Force. This research aims to analyze the strategy for empowering the Papua defense region through the role of the Territorial Task Force in handling social and security conflicts in Puncak Jaya Regency. This research uses Strategy theory according to Thomas Schelling, namely management instruments for survival and winning competition. This research uses qualitative research methods, and data collection techniques use observation, interviews, documentation. The biggest challenge to conditions in Puncak Jaya is the conflict between the KKB and the community or with the TNI/Polri. Based on the results of the research, the strategic approach taken by the Territorial Task Force in fostering and empowering conflict areas in Puncak Regency is the strategic approach taken by the Territorial Task Force in fostering and empowering conflict areas still continues today, the strategy used is first, a private approach by providing outreach in every sub-district in Puncak Jaya Regency; Second, an approach in the form of free health checks; Third, collaborate with the regional government to carry out outreach to the community; Fourth, provide command posts in each sub-district to monitor and maintain security and establish relations with the community; Fifth, collaborate with the community, especially the Family Welfare Empowerment Group (PKK) to direct and be the first implementer in empowering conflict areas

Abstract

Rumah Sakit Umum Daerah Cililin has not yet achieved patient satisfaction, with ongoing complaints about suboptimal health service quality, particularly in the Emergency Department (IGD). This study aims to identify the causes of inadequate health service quality as observed in the IGD. The research employs a descriptive method with a qualitative approach. Data collection was conducted using observation, interviews, and documentation techniques. The researcher used source triangulation to verify the validity of the data. Data analysis was performed through data reduction, data presentation, and conclusion drawing. This study assessed the quality of health services in the Emergency Department at RSUD Cililin, Kabupaten Bandung Barat, based on six main indicators: 1) Professional and Skill; 2) Attitudes and Behavior; 3) Accessibility and Flexibility; 4) Reliability and Trustworthiness; 5) Recovery; and 6) Reputation and Credibility. The general overview of the identified issues includes: 1) Limited number of certified medical staff; 2) High-pressure work environment; 3) Limited space and equipment; 4) Issues with medical equipment; 5) Slow evaluation processes; and 6) Impact of adverse patient incidents. Overall, the quality of services in the Emergency Department at RSUD Cililin can be considered adequate. Despite facing various challenges, RSUD Cililin demonstrates a strong commitment and effort to improve emergency department services, reflecting dedication to patient welfare and ongoing enhancement of health service quality.

Abstract

The research conducted aims to analyze the impact of public service quality on the level of public satisfaction in Ngamprah District, particularly in the implementation of the District Integrated Administration Service System (PATEN). Using simple linear regression analysis, this study evaluates the relationship between public service quality (X) and public satisfaction (Y). Data was collected from 33 respondents through questionnaires measured using a Likert scale. The analysis results indicate that public service quality has a significant impact on public satisfaction, with a regression parameter value of 0.423 and a significance value of 0.000. The coefficient of determination, or R Square, is valued at 0.771, indicating that 77.1% of the variance in public satisfaction can be explained by the quality of public service. This study concludes that improvements in public service quality are directly associated with increases in public satisfaction. The findings highlight the importance of focusing on service aspects such as timeliness, ease of access, service model variety, accuracy, completeness, courtesy, responsibility, friendliness, and comfort to achieve higher service standards and enhance public trust.

Abstract

The service for making e-KTP is not optimal yet in the implementation of services to the community. This was identified as being influenced by the public's lack of knowledge in processing documents, lack of human resources, and limited service time. The purpose of this article is to describe and analyze the quality of services from the Population and Civil Registry Service in making E-KTPs in Cimahi City in 2023. The research method uses descriptive with a qualitative approach. using the Hardiansyah (2011) service quality which is measured through several service quality indicators, namely: tangible aspects, level of reliability, ability to respond to guarantees, ability to empathize. Informants include 3 informants from the Cimahi City Population and Civil Registry Service staff and 3 informants representing the general public who use E-KTP. Data collection techniques through library studies and field studies (observation and interviews). Data Analysis Techniques through data reduction, data presentation, and drawing conclusions. The results of the research show that the quality of E-KTP making services in Cimahi City can be categorized as not yet meeting the quality because human resources are still lacking and network limitations are inadequate, time uncertainty for the community means that the quality of services provided to the community is not yet optimal.
