Abstract

Aspek ekonomi dan politik sangat berpengaruh dalam perumusan strategi pertahanan negara. Perkembangan dua aspek tersebut mempengaruhi kekuatan militer suatu negara. Penelitian ini membahas pengaruh kekuatan ekonomi dan politik dalam merumuskan strategi pertahanan negara. Teori yang digunakan ada dua, teori strategi dan SWOT analysis. Metode yang digunakan adalah kualitatif dengan studi literatur dan analisis data menggunakan Miles dan Huberman, reduksi data, penyajian data, penarikan kesimpulan/verifikasi data dan triangulasi data. Hasil penelitian membuktikan bahwa pembahasan tentang aspek grand strategy, elements of strategy, dan pembangunan startegi pertahanan negara, maka secara umum ditegaskan bahwa pertahanan negara sangat menentukan survival tidaknya suatu bangsa. Untuk itu, maka berbagai kelemahan secara ekonomi dan politik harus diatasi, dan pada saat bersamaan memperbesar peluang dan membangun kapabilitas pertahanan nasional guna mengatasi berbagai tantangan guna memerkuat sumber daya nasional bagi pertahanan negara.

Abstract

The Province of Nanggroe Aceh Darussalam, hereinafter referred to as the Province of Aceh since the pre-colonial era until now, has a specific and special relationship dynamics in the course of Indonesian history. In the pre-colonial period, Aceh had a strategic position and got the recognition of the major powers at that time. In the colonial war, there were two groups that played a very important role, namely the nobility (teuku) and the religious elite (teungku). These two groups go hand in hand in the war against the enemy, but there is also friction and competition between them. The Memorandum of Understanding between the Government of Indonesia and the Free Aceh Movement (Helsinki Agreement 2005) was a turning point for peace in Aceh. The important points agreed upon including the reintroduction of the Acehnese Qanun as a respect for the historical traditions and customs of the Acehnese people, and reflected in the contemporary law. Also, the Nanggroe Institution along with all the ceremonial attributes and rights will be established. Along with the conducive security in the Aceh region, it seems that the political attitude of the people in general is no longer too emotionally linked to the historical romance of past glory. The decreasing share of local parties in Aceh's DPRA can be seen as an indication of this. However, some views today see that there are still many things that have not been fulfilled according to the original intent of the Helsinki peace.

Abstract

Natuna is one of the outmost islands in northern Indonesia. Natuna is vital as it delimits Indonesia’s territorial and deposits abundant energy resources. However, Natuna is also vulnerable, as it is adjacent to (and is partly located in) the South China Sea, a flash point in the region. As the sea is rich in natural resources, many countries around the sea are competing to control it, which leads to disputes. This study combines a literature review with interviews and finds that the risk of threats in the Natuna area encourages Indonesia to establish a military base there. The military base plays a role in securing Indonesia’s sovereignty over the Natuna area, including energy resources, an essential resource for the economy and development. This study proposes a new notion of ‘energy resource effects’ that influence the development of the situation and Indonesia’s decision to build a military base in the Natuna area. The energy-security nexus, thus, implies the close relationships between energy and security and how the two affect each other. Finally, this study also offers Indonesia’s perspective on securing its border areas, especially those rich in energy resources.

Abstract

This study reviews the impact of the COVID-19 pandemic on environmental health through the energy sector, based on the close relationship between energy, the economy, and the environment. The lockdown policy to contain the spread of the disease has hampered the global economy. Due to the close relationship between energy and the economy, the decline in global economic growth can be easily indicated by the decrease in world energy consumption. However, this study argues that this situation also opens the opportunity of restoring environmental health. Thus, the objective of the study is to find the opportunity and the lesson that can be learned from the COVID-19 pandemic. This study employs a qualitative method that combines descriptive analysis and literature review. It involves a review, processing, and observation of quantitative data (statistics) and qualitative data. This study finds that the pandemic opens opportunities to relieve the environment damaged by fossil-dominated energy consumption to pursue economic growth. However, this study also finds the challenge to overcome and lesson learned. The challenge is the two-way pressure from demand and prices that renewables must face. The lesson to be learned is mainly to reduce the dependency on fossil energy sources, primarily if it is imported. However, on top of that, the government must be able to seize the opportunities to overcome the challenge. Thus, this study is expected to provide an optimistic view of taking advantage of the blessing in disguise of the pandemic to rehabilitate environmental health through the energy sector.

Abstract

Modeling a high-speed flying vehicle is imperative to ensure the success of vehicle development missions. Moreover, adherence to research protocols mandates a stepwise approach to testing the vehicle model, encompassing simulation trials using software-in-the-loop simulation (SILS), hardware-in-the-loop simulation (HILS), as well as diverse ground and environmental tests prior to flight testing. This study entailed a collaborative effort between MATLAB/Simulink and LabVIEW to seamlessly integrate the model developed in MATLAB/Simulink into LabVIEW for the implementation of model predictive control (MPC) strategy, aimed at trajectory correction (TC) missions for the vehicle. This MPC strategy was directly applied to the onboard flight control system (OBFCS) of the vehicle. Simulation results indicate the successful control of roll and pitch conditions by OBFCS in both SILS and HILS, ensuring the maintenance of flight conditions in accordance with predicted trajectories despite the presence of simulated disturbances. Notably, the simulation demonstrates the independence or absence of interference between each simultaneous MPC control for roll and pitch adjustments.

Abstract

Institutional which is made into the rule of game and organization, has a very important and decisive role in making arrangements in allocating resources efficiently, equitably and sustainably. The dimension aspect of organizational structure has three sub-dimensions namely complexity, formalization, and centralization. This research uses explanative qualitative methods. Data collection was obtained through secondary sources and analyzed by means of data comparison, verification, and drawing conclusions. The ASEAN Our Eyes organization as an institution in the Ministry of Defense of the Republic of Indonesia which has begun its formation but is still looking for a format that can run effectively and efficiently carry out its mission in order to safeguard Indonesia's national interests in the operationalization of bilateral and multilateral cooperation within the framework of defense diplomacy. Efforts to institutionalize ASEAN Our Eyes in the dimensions of a modern organizational structure, through a review of several sub-dimensions, are based on short-term needs. The discussion in this study will provide an overview of the design of the Indonesian Ministry of Defense's ASEAN Our Eyes institutional model, which is effective in achieving national interests in all future forms of defense cooperation.

Abstract

Abstract This research is rooted in the increasing need for an effective and comprehensive national defense system in Indonesia, particularly in light of the dynamic and evolving security environment. In recent years, Indonesia has faced a wide range of threats, both traditional and non-traditional, including territorial disputes, terrorism, and cyber threats. These challenges require the Indonesian National Armed Forces (TNI) to maintain a high level of readiness and flexibility in their defense operations. The result revealed the strategic role of Komcad in enhancing the capacity of the Indonesian National Armed Forces (TNI) to safeguard national sovereignty and respond to emerging threats. The formation, recruitment, selection, and training processes for Komcad are explored in the context of Indonesia’s comprehensive defense system, which integrates all national resources to maintain security. Additionally, the study evaluated the legal framework governing the Reserve Components, the challenges in their implementation, and the strategic importance of Komcad in supporting national defense. Drawing on a literature review and qualitative research, this analysis provides insights into the operational readiness of Komcad and its potential contributions to Indonesia’s future defense strategy. Abstract

Weapons system acquisition is a strategic element in building a resilient and integrated national defense posture. This process faces significant challenges, such as limited coordination between the Ministry of Defense, the TNI Headquarters, and the Armed Forces Headquarters, budget constraints, and geopolitical influences that often hinder its effectiveness. This study explores a strategic approach based on inter-service coordination, technological innovation, and sustainability to create an adaptive and responsive defense posture to threats. Using a qualitative approach, the study analyzes data from academic literature and case studies of defense acquisition practices. This study integrates a SWOT analysis to identify the strengths, weaknesses, opportunities, and threats of each option in the Analytic Hierarchy Process (AHP). AHP, although widely used, faces criticism regarding the subjectivity in setting criteria and sub-criteria. A SWOT analysis helps balance these potential subjective biases through a comprehensive data-based evaluation, thereby optimizing the decision-making process. The findings show that the integration of advanced surveillance technologies, such as long-range radars, multi-role drones, and satellite systems, significantly enhances operational effectiveness.

Abstract

National defense is faced with an uncertain changing strategic environment. For this reason, in order for a country to be able to maintain the sovereignty and security of its people, a state defense strategy strategy is needed that is adaptive to all changes and potential threats. The strategy of holding power during the COVID-19 pandemic is different from previous conditions. This study focuses on developing a strategy for deploying defense forces that are appropriate to deal with all these threats. The research uses qualitative methods with data collection techniques from literature studies. The results of the study prove that the concept of a grand strategy which is a universal defense system has principles that are suitable for dealing with increasingly complex threats in the future.

Abstract

Diplomasi pertahanan telah menjadi instrumen penting dalam mendukung kebijakan luar negeri dan mencapai kepentingan nasional. Partisipasi Indonesia dalam Misi Pemeliharaan Perdamaian (MPP) PBB tidak hanya berkontribusi pada perdamaian dunia, tetapi juga membuka peluang bagi pengembangan industri strategis nasional di bidang pertahanan. Penelitian ini menggunakan pendekatan kualitatif dengan analisis data dari berbagai sumber tertulis untuk memberikan gambaran komprehensif mengenai peran diplomasi pertahanan. TNI menunjukkan profesionalisme tinggi dalam misi internasional, sehingga terus dipercaya untuk terlibat dalam berbagai misi peacekeeping PBB sehingga telah meningkatkan legitimasi diplomatik dan citra internasional Indonesia. Dukungan masyarakat terhadap keberadaan peacekeepers TNI menjadi modal penting yang dapat dioptimalkan melalui strategi diplomasi pertahanan yang terarah. Namun, hingga saat ini, integrasi antara tugas pertahanan dengan promosi produk strategis nasional belum terstruktur secara optimal. Contoh dari negara lain, seperti Korea Selatan yang memanfaatkan misi perdamaian untuk mempromosikan produk industrinya, menunjukkan potensi besar yang dapat diadopsi Indonesia. Penelitian ini menemukan bahwa tantangan utama dalam diplomasi pertahanan adalah kurangnya sinergi antar institusi terkait dan belum adanya panduan strategis yang jelas. Kesimpulannya, diplomasi pertahanan berperan strategis dalam membangun kepercayaan, mencegah konflik, serta memperluas pengaruh nasional di ranah internasional. Dengan kerangka hukum yang kuat dan koordinasi lintas sektor, partisipasi TNI di Misi Operasi Pemeliharaan Perdamaian Dunia (OPPD) dapat diintegrasikan dengan promosi industri pertahanan nasional, meningkatkan daya saing internasional, serta memperkuat posisi diplomatik Indonesia.
