Abstract

The energy security principle demands the fulfillment of availability, acceptability, affordability, accessibility, and sustainability. Under the financial constraints, it is very challenging to achieve. As a result, immediate decisions, often only based on the lowest cost neglecting the overall impacts, are taken. This study aims to reveal the energy provision dilemma through a literature review method and simple calculation analysis. This study intends to exemplify how to conduct an equitable analysis by comparing wind and coal power plants’ impacts from the economic, environmental, and social perspectives. This study finds that the mutually complement characteristics of NRE (New and Renewable Energy) and non-NRE (fossil energy sources) raise a dilemma in selecting the energy source, where the financial constraints exaggerate the dilemma. The study also finds that the electricity generating cost of coal is cheaper than wind, but the external costs turn over the result. Coal damages the environment more than wind, but the impacts are often neglected, and society bears the cost. A simple adsorption method could minimize the impacts, but it depends on the producers’ willingness to conduct, which eventually by the consumers’ willingness to pay the higher price. In the social aspect, both power plants have relatively more equal indirect impacts, but coal’s direct impacts are more detrimental than wind. While an energy source may excel the other, considering the specific circumstances is a must. Financial constraints aggravate the developing countries’ dilemma between achieving energy security or fulfilling the basic needs and pursuing economic growth

Abstract

AbstrakIndonesia telah melakukan transformasi teknologi militer, persenjataan, organisasi dan doktrin militer dalam menghadapi perubahan lingkungan internal dan eksternal. Apakah transformasi militer tersebut sesuai dengan konsep Revolution in Military Affairs (RMA)? Tulisan ini menganalisa komponen RMA Indonesia manakah yang paling penting berhasil dilakukan sejak 2004 hingga 2021? Pada periode kapan RMA paling baik telah terjadi? Tulisan ini berdasarkan penelitian metode campuran (mix method). Metodologi kuantitatif berdasarkan Analytical Hierarchy Process (AHP) serta metode kualitatif berdasarkan Strength-Weakness-Opportunity-Threat (SWOT) melalui pertimbangan aspek Politik, Ekonomi, Sosial, Teknologi, Lingkungan/Environment, Hukum/Legal/Law (PESTLE). Teknik pengumpulan data dilakukan melalui kuesioner terhadap 9 responden ahli RMA, interview serta analisa literature. Hasil penelitian menunjukkan komando, kontrol, computer dan integrasi sistem (C4) merupakan komponen RMA yang paling penting di Indonesia sejak 2004 hingga 2021. Pelaksanaan RMA terbaik yaitu pada 2009 hingga 2014. Analisa SWOT menunjukkan militer Indonesia masih belum optimal menangani perubahan ancaman dari dalam maupun luar sehingga perlu melakukan strategi diversifikasi.Kata kunci: Revolution in Military Affairs (RMA), Indonesia, Analytical Hierarchy Process (AHP), Politics, Economy, Social, Technology, Law, Environment (PESTLE) dan Strength-Weakness-Opportunity-Threat (SWOT)  AbstractIndonesia has transformed its military technology, weapons, organization, and military doctrine corresponding to its environments. However, is the transformation in line with the Revolution in Military Affairs (RMA) concept? This paper evaluates components undertaken of Indonesian RMA from 2004 to 2021, also examines when Indonesia performed the best RMA. The study utilized the Analytical Hierarchy Process (AHP) as a quantitative methodology; and the Politic, Economy, Social, Technology, Environment, Law, and (PESTLE) and Strength-Weakness-Opportunity- Threat (SWOT) for the quantitative side.  The paper uses nine expert questionnaires, interviews, and literature reviews for data collection. The result shows that command, control, computers, and system integration are the most significant RMA components from 2004 to 2021. The best RMA takes place from 2009 to 2014. The SWOT analysis indicates that the Indonesian military is still not optimal in anticipating changes from within and outside; thus, it is imperative to carry out a diversification strategy.Keywords: Revolution in Military Affairs (RMA), Indonesia, Analytical Hierarchy Process (AHP) Politics, Economy, Social, Technology, Law, Environment (PESTLE), and Strength-Weakness-Opportunity-Threats (SWOT).

Abstract

Recently, there has been a trend of developing Micro Modular Reactors in the Small Nuclear Reactor field that can produce up to 15 MW(e) of power. Micro Modular Reactor is the fourth-generation technology which is included in the sub-category of Small Modular Reactor or Small Modular Reactor. This reactor produces electricity and heat that is safe, clean and economical which is believed to be better than large-scale Nuclear Power Plants. Micro-reactors have several technological advantages in that they can be manufactured in a factory setting, transported and assembled more easily, and can be integrated with renewable micro-power grids. Through the literature study method, this research analyzes the prospect of using Micro Modular Reactor technology for military headquarters in order to support national defense. The results of the analysis of this study conclude that MMR technology is worth trying to be applied in Indonesia, especially for electricity generation in state institutions, but it is necessary to carry out a further feasibility analysis of the possibility of state losses as a form of the ideas put forward in this study.

Abstract

Globalization has produced a complex strategic environment, posting a dynamic threat to national security. In this case, a strategic form of leadership becomes important in running a country, especially in the context of national defense. The purpose of this article is to reveal the bureaucratic leadership style that can function as a form of strategic leadership in national defense policy. Based on the literature study method, it was found that a transformational bureaucratic leadership model can be a form of strategic leadership in National Defense Policy in Indonesia. Leadership transformation is carried out through competency development in the form of superior leadership abilities and attitudes that are in accordance with the needs of the times. With this competence, bureaucratic leaders are expected to perform their leadership duties proportionately and handle any problems that may arise in their organization. The guardian leadership that can motivate, encourage, and serve as an example for their subordinates will be crucial in the realization of the bureaucratic leadership style to support national defense policy. Characteristics of a leader with honor, creativity, discipline, motivation, anticipation, guardianship, spirit of nationalism and patriotism, and integrity will have a positive impact on the National Defense Policy. By combining breakthroughs with a type of continuous control, the division of specific tasks at specific organizational level, and Millennial HR’s involvement, a leadership approach will be able to explore the potential to produce organizational performance far above what has been achieved so far, in particular in Indonesian National Defense policy management.

Abstract

A career is the journey of an employee's life in a workplace that begins when they are hired and ends when they retire. Every employee hopes that his career in an organization always goes in a better direction. In accordance with the formulation of the research problem, the purpose of this research is to find out how the career development of civil servants occurs in the TNI organization. The research method used in this study is qualitative research with a descriptive analysis approach. Referring to what Cresswell (2010) said, qualitative research is research to explore and understand the meaning that a number of individuals or groups of people ascribe to social or humanitarian issues. Therefore, this research activity is designed to collect, describe, and interpret data about the situation experienced, certain relationships, activities, views, attitudes, or trends appearing in the ongoing process. According to real results and facts, the performance of PNS TNI has been very good. However, career development needs to be improved due to several factors that may not be sufficient. Therefore, it is necessary to adopt a strategy so that the careers of PNS TNI can develop and have optimal competence per organizational needs.

Abstract

Indonesia sebagai negara anggota ASEAN menghadapi grey zone operations Tiongkok di kawasan Laut Natuna Utara yang dapat mengancam stabilitas kawasan ASEAN. Revolusi urusan militer atau revolution in military affairs dapat melihat perubahan karakter dan perilaku operasi militer, sesuai dengan perkembangan isu-isu lingkungan strategis, salah satunya yaitu aksi operasi nirmiliter Tiongkok di zona abu-abu. Tulisan ini menggunakan Analytic Hierarchy Process (AHP) untuk mengetahui manakah komponen RMA Indoensia yang utama untuk menghadapi operasi zona abu-abu Tiongkok pada saat dihadapkan dengan kapal dan masyarakat sipil? Dalam tulisan ini ditemukan bahwa revolusi strategi menjadi prioritas alternatif pertama dengan kriteria operasional dan subkriteria strategi nirmilter. Menurut perhitungan pendapat pakar dengan metode Delphi penerapan pemanfaatan informasi cuaca yang pertama dalam strategi menghadapi zona abu-abu Tiongkok adalah untuk eksploitasi sumber daya alam, termasuk produksi minyak dan gas, serta rekayasa dan konstruksi infrastruktur pesisir dan lepas pantai. Pemanfaatan informasi cuaca tersebut untuk memperkirakan daya tahan, biaya pemeliharaan, dan open infrastruktur yang dibutuhkan. Sehingga, dibutuhkan data angin, arus, kondisi keadaan laut, suhu permukaan laut, suhu udara, dan tekanan permukaan.

Abstract

Disasters have direct consequences that affect human life and the environment. Vulnerability to disasters happens due to a lack of proper disaster management, various environmental impacts, or people’s negligence. The amount of losses in every catastrophe depends on the resilience capacity of the community against disasters. The Indonesian National Military (TNI) as the nation’s guardian and defense component has two main tasks, namely (1) Military Operations for War (Operasi Militer Perang/OMP) and Military Operations Other Than War (Operasi Militer Selain Perang/OMSP). In this case, TNI is carrying out the MOOTW duties, based on RI Law Number 34 of 2002 which states that the TNI is a force that helps the government in handling disasters. TNI plays a significant role in Military Operation Other Than War (MOOTW) that includes leading in disaster management, increasing organizational capacity and operational management in supporting disaster management, boosting cooperation, education and training on disaster management, providing facilities and infrastructure including budget planning and support from the top command of the central and regional governments. This paper is using the Analytic Hierarchy Process (AHP) by determining the goals, criteria, and the overall sub-criteria for each of the MOOTW criteria/factors and considering options for increasing the budget or cooperation. The results are then used as a reference for decision-making in handling the disasters.

Abstract

The success of a research is highly dependent on the method adopted, especially research related to dangerous and expensive matters which will certainly require special handling in the development or maintenance steps. One of them is research related to space technology such as aviation and rocketry technology, which is very dependent on the design model of the flying vehicle and, in general, will always use simulation to ensure that the entire system being built is carried out safely and can be implemented properly according to plan. In the development of the prototype flying vehicle, especially the development of the avionics and flight control system, the vehicle will go through sequential simulation steps from Software in the Loop Simulation (SILS), Hardware in the Loop Simulation (HILS), and Ready-to-Fly System (RTFS). In this paper, the simulation steps will be described with the intention of facilitating integration and testing of each sub-system being developed, testing the control strategy applied or eliminating bugs if something goes wrong. In the end, with a series of flying vehicle simulations, it can be developed quickly and cost-effectively, including saving human resources.

Abstract

Konfrontasi strategis antara Amerika Serikat dan China di Laut China Selatan membawa tantangan signifikan terhadap keamanan nasional negara-negara di kawasan, termasuk Indonesia. Penelitian ini bertujuan untuk menganalisis dan mengembangkan strategi komprehensif bagi Indonesia dalam menghadapi ancaman yang muncul dari rivalitas kedua negara adidaya ini. Menggunakan metode Analytic Hierarchy Process (AHP), studi ini secara sistematis menilai dan meranking berbagai respons strategis menurut kriteria yang telah ditentukan, yakni dengan skenario terjadinya eskalasi konflik militer, eskalasi konflik ekonomi dan eskalasi polarisasi politik global, yang selanjutnya diperinci kembali dalam aspek-aspek sub kriteria. Data dikumpulkan melalui sumber-sumber primer dan sekunder yang meliputi laporan pemerintah, analisis keamanan, dan publikasi akademis, yang kemudian diolah untuk menghasilkan matriks perbandingan berpasangan dalam AHP. Hasil penelitian mengindikasikan bahwa Indonesia harus sungguh-sungguh mempersiapkan diri dalam menghadapi potensi eskalasi konflik AS dan China di kawasan Laut China Selatan melalui penentuan 3 (tiga) prioritas strategi Nasional yaitu penguatan kapasitas pertahanan negara (militer), penguatan diplomasi dan sentralitas ASEAN, serta penguatan kemandirian ekonomi Nasional. Melalui penerapan metode AHP, diperoleh hasil dimana prioritas strategi nasional Indonesia dalam menghadapi ancaman rivalitas AS dan China di Laut China Selatan yang terbaik adalah melalui strategi penguatan kemandirian ekonomi. Artikel ini menawarkan panduan kebijakan yang berbasis bukti dan memberikan wawasan strategis yang dapat digunakan oleh pembuat kebijakan dan akademisi dalam menghadapi ketidakpastian geopolitik yang dinamis, khususnya yang berpengaruh terhadap negara-negara di kawasan Laut China Selatan. Implikasi dari studi ini yakni memperkaya literatur mengenai aplikasi AHP dalam konteks keamanan nasional dan strategi pertahanan, serta menawarkan kerangka kerja untuk mengevaluasi opsi kebijakan dalam konteks yang serba cepat dan kompleks dari rivalitas besar kekuatan global.

Abstract

Rocket flight tests invariably serve a purpose, one of which involves area monitoring or aerial photography. Consequently, the rocket necessitates the installation of a camera that remains consistently oriented toward the Earth's surface throughout its trajectory. Thus, ensuring the rocket's stability and preventing any rotation becomes imperative. To achieve this, the Onboard Attitude Determination Control System (OADCS) was researched and developed, fully controlled by NI myRIO with Labview as the programming language, ensures the rocket's attitude control and maintains a rolling angle of 0 degrees during flight. The MyRIO oversees the retrieval of attitude and position data from the X-Plane flight simulator, offering feedback through actuator control. The development of the OADCS proceeded incrementally through stages utilizing the Software in the Loop Simulation (SILS) and Hardware in the Loop Simulation (HILS) techniques, to ensure the verification of the system's functionality before its application to the rocket for real flight testing. In the OADCS control scheme, Model Predictive Control (MPC) is chosen, and it is compared with a PID controller to serve as a benchmark for processing speed. Because the rocket's flight time is short and its speeds of up to Mach 4. The simulation results indicate that MPC can halt the rocket's rotation 12 times more rapidly than PID control. Additionally, the MPC's ability to maintain a zero-degree rotation can persist throughout the rocket's flight time. Employing SILS and HILS enhances the OADCS rocket development process by incorporating MPC, which holds promise for application in real rockets.
