Abstract

Education is a key factor in the progress of a nation; however, improving the quality of education in Indonesia still faces various challenges, such as disparities in access, teaching quality, and limited infrastructure. Therefore, collaboration between the government and society is crucial to achieving better and more equitable education quality. This study aims to analyze the roles of the government and society in improving the quality of education, based on existing literature. The method used in this research is library research, gathering data from books, academic journals, education policies, and reports from relevant institutions. The findings show that the government plays a significant role in providing education policies, managing budgets, and training educators. Meanwhile, society also plays an equally important role, particularly in the form of active participation through financial support, strengthening the role of school committees, and collaboration in the learning process. The synergy between the government and society has proven to enhance access to education, the quality of learning, and oversight of the implementation of education policies. These findings suggest that a closer collaboration between the government and society can accelerate the realization of more equitable and quality education in Indonesia.

Abstract

The purpose of this study is to describe the causes of the suboptimal implementation of village financial system applications (siskeudes) in Bukit Makmur Village, Pinang Raya District, North Bengkulu Regency. This research uses BPKP guidelines on Siskeudes Application and Law Number 17 of 2003 concerning State Financial Management. The four main aspects that are the focus of this study are the planning stage, the budgeting stage, the administration stage, and the reporting stage. The method used is a descriptive qualitative method. Data collection techniques through observation, interviews, and documentation. The results of this study show that the implementation of the village financial system application (siskeudes) in Bukit Makmur Village, Pinang Raya District, North Bengkulu Regency has not been carried out optimally, because in the aspects of the planning stage and the administration stage, there are obstacles, namely the community does not understand about the Village RPJM, the development of RKP is not in accordance with the current village fund regulations and minutes and order letters have not been integrated into the siskeudes application.

Abstract

In the industrial sector, production quality is very important for company operations and must be managed effectively. ISO 9001 emphasizes quality management to direct processes and improve organizational efficiency. Quality control is important to prevent defects in materials, because foundry production must produce high quality materials so that they can be used in the long term. ISO 14001 environmental management environment, with high output impacts on the environment due to lack of transparency. This research uses ReLu and Logistics Activities to improve casting quality using multilayer perceptron technology, finding that ReLu activities have a higher dominance (99%) compared to other actives.

Abstract

The goal of managing Agricultural Land Tenure is to regulate the utilization of agricultural land for purposes other than agriculture, such as housing or other activities. This is a problem, what if a citizen has land with agricultural status, then there are many things that have to go through until it can be divided and sold to other parties. The problem of dividing agricultural land is approached through compliance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of Indonesia Number 18 of 2016, which dictates the legal repercussions of not following the Site Plan provided by local governments. This research takes a normative perspective, concentrating on the process of agricultural land disappearing based on the mentioned rule. The goal is to stop the transformation of agricultural land into housing developments. The rule also requires that any changes be sent to the local RT RW district/city and then forwarded to the Ministry of Land and Spatial Planning. This rule is based on the Minister of Agrarian Affairs and Spatial Planning/Head of BPN Decree Number 1589/SK-HK.02.01/XII/2021, which deals with the Mapping of Protected Rice Fields (LSD) in Regencies/Cities. If the separation of agricultural land does not follow the site plan provided by the local governments, there may be legal consequences. Based on an analysis of the theory of authority, this violation would likely be rejected as the use of the set plan is compulsory for dividing land plots exceeding 5 plots and agricultural land.

Abstract

The research originates from the issue of students' low academic performance, a shortage of educators, limited infrastructure, financial constraints, low motivation, and performance gaps, which lead to unequal learning outcomes and challenges in lesson planning. This study investigates the role of innovative leadership in enhancing educational quality, focusing on the strategies implemented by madrasah principals to improve teaching outcomes, school management, and student performance. The research employs a mixed-method approach using a sequential explanatory design. The population and sample consist of teachers and principals of Madrasah Aliyah in Indonesia. Data collection was conducted using questionnaires and interviews. Quantitative data were analyzed with the assistance of Lisrel software, while qualitative data were examined using the Miles and Huberman method. The findings indicate a positive and significant influence of innovative leadership on the quality of education. Integrating quantitative results from SEM analysis with qualitative insights from interviews provides a comprehensive understanding of how leadership influences education quality, highlighting that the creativity of madrasah principals in leadership contributes significantly to improving graduate quality, educator quality, the learning process, school management, and overall educational outcomes. This study's implications show that applying innovative leadership that integrates quantitative and qualitative data can improve the quality of education overall.

Abstract

This study focuses on legal protection of the rights of children left behind by parents who migrate economically for farming, with case studies in Soki Village, Ncera Village, and Diha Village, Bima Regency. In this context, children often experience indirect care that has the potential to ignore the fulfillment of their basic rights, such as the right to education, protection, and affection. This study uses a normative legal approach with legislative and case approach techniques, and is analyzed in a juridical-qualitative manner. Data were obtained through literature studies and documentation of national regulations, international conventions, and relevant scientific literature. The results of the study indicate that there is a gap between applicable legal norms and their implementation in the field. Legal protection for children in this situation has not been effective, especially due to the absence of a monitoring mechanism that is adaptive to seasonal migration patterns. The implications of this study emphasize the urgency of establishing a community-based protection system and regional policies that are responsive to indirect care patterns in agrarian areas. In addition, there needs to be cross-sector integration between village governments, educational institutions, and child protection institutions to ensure the fulfillment of children's rights in a sustainable manner.

Abstract

This study aims to analyze the effectiveness of the implementation of the Community-Based On-site Domestic Wastewater Grant Program in Teladan Village, Curup Selatan District, Rejang Lebong Regency. The program is intended to improve access to safe and adequate sanitation, particularly for low-income communities. The research employs a descriptive qualitative approach, using Riant Nugroho’s policy effectiveness theory, which includes five aspects: policy accuracy, implementation accuracy, target accuracy, environmental suitability, and process accuracy. Data were collected through interviews, observation, and documentation involving village government officials, program implementers, and beneficiary communities. The results show that the program has successfully provided sanitation facilities that meet technical standards, significantly reducing open defecation practices. Positive impacts are also seen in the improved quality of life and public awareness of sanitation issues. However, several challenges remain, such as limited community understanding of proper maintenance, reluctance to change old habits, and a lack of labor during the construction phase. Therefore, continuous education and reinforcement of human resources are essential to ensure the program's long-term effectiveness and sustainability.

Abstract

Introduction: Agriculture workers exposed to pesticides are at high risk for hypertension, which is known as a cause of cardiovascular disease worldwide. Due to agricultural relevance and pesticides exposure, pesticide use and hypertension have garnered attention. This study investigated pesticide exposure and hypertension risk. Discussion: In line with the PRISMA guidelines, we conducted a systematic review and meta-analysis of cross-sectional studies published between 2015 and 2024. A total of 14 studies from Indonesia focusing on agriculture were selected, representing a variety of geographic areas and research methods. The pooled analysis revealed a prevalence ratio (PR) of 1.64 (95% CI: 1.35–1.99), indicating that farmers exposed to pesticides had a far higher risk of hypertension than those who were not. Long-term exposure, higher doses of pesticides containing active ingredients of commonly used pesticides, such as chlorpyrifos and profenofos, frequent spraying, improper use of personal protective equipment (PPE), age, smoking, and work-related stress all increased risk. Pesticides can affect cardiovascular control through oxidative stress, neuroendocrine disruption, and endocrine disruption, according to global reports. Conclusion: This systematic review and meta-analysis underscores the significant environmental health risks posed by pesticides exposure, particularly its contribution to hypertension among Indonesian agriculture workers. Prolonged exposure, inadequate use of PPE, and poor safety practices exacerbate these risks. The findings highlight the urgent need for stricter environmental health regulations, the implementation of integrated pest management, and improved education on pesticide safety. These measures are essential to protect agricultural workers and reduce pesticide-related health risks in communities.

Abstract

This study evaluates the accountability of the Marriage Management Information System (SIMKAH) in the implementation of the Marriage Law at the Office of Religious Affairs (KUA). Using a qualitative approach with a case study design, this study assesses the role of SIMKAH in improving the efficiency, accuracy, and transparency of marriage administration. Data was collected through in-depth interviews, observations, and document analysis. The analysis was carried out thematically, through four main stages: data reduction, coding, thematic grouping, and thematic descriptions to identify patterns related to SIMKAH accountability. The results of the study show that SIMKAH strengthens KUA's accountability by accelerating the recording process, reducing errors, and increasing access to information for related parties. However, some obstacles such as limited technology infrastructure and lack of user understanding are still challenges. This study recommends increasing training for staff and strengthening technology infrastructure to optimize the implementation of SIMKAH. These findings provide important insights for the government in developing a more accountable and transparent marriage administration system in Indonesia.

Abstract

This research examines the application of restorative justice in handling minor crimes in Indonesia as an alternative to the retributive approach in the criminal justice system. Using a descriptive qualitative method with a juridical-sociological approach, this study includes literature reviews, policy analysis, and interviews with law enforcement officials and minor offenders. The findings indicate that restorative justice contributes positively by accelerating case resolution, reducing recidivism, and restoring social relationships between offenders, victims, and the community. However, its implementation faces challenges such as limited human resources, uneven understanding among officers, and the lack of clear standard operating procedures. The implications of this research emphasize the need for criminal policy reform based on local values and strengthening the capacity of law enforcement officers to implement restorative justice nationwide.
