Abstract

Extreme poverty remains a persistent challenge in Indonesia, with approximately 2.5% of the population living on less than $2.15 per day (World Bank, 2023). This condition is not solely economic but also deeply intertwined with social and cultural dimensions, limiting access to education, healthcare, and employment opportunities. This study examines the impact of business incubators on reducing extreme poverty in Garut Regency by analyzing changes in income and managerial knowledge using paired t-tests. The findings indicate a significant increase in income, with an average growth of 35% (p-value = 0.000), alongside a notable improvement in managerial knowledge (p-value = 0.001) following participation in the incubator program. These results underscore the effectiveness of business incubators in enhancing both financial stability and entrepreneurial capacity. However, critical challenges remain, particularly regarding access to capital and heightened market competition, which disproportionately affect entrepreneurs in remote areas. To address these barriers and ensure the long-term sustainability of incubator initiatives, stronger collaboration among local governments, financial institutions, and the private sector is essential. Such partnerships can facilitate targeted financial support and broader market access. Overall, this research affirms the role of business incubators as a strategic tool for community empowerment and poverty alleviation, while emphasizing the need for ongoing support mechanisms and policy innovation to foster resilient, inclusive economic development in disadvantaged regions such as Garut Regency.

Abstract

This article outlines the development of a bilingual pocket dictionary specifically designed for Indonesian junior high school students to aid in learning biological scientific terms in English. Using a descriptive research approach, the dictionary was crafted from English terms extracted from widely used junior high school natural science textbooks. These terms were translated into Indonesian and provided with clear, concise bilingual definitions. To enhance understanding, simple illustrations and example sentences were included. The dictionary is designed to be compact and user-friendly, making it a practical tool for students to carry and use as a reference. By addressing the linguistic barriers in learning biology, this dictionary not only simplifies the learning process but also promotes scientific literacy and bilingual proficiency. This project represents a critical step in supporting science education in Indonesia, providing a resource that bridges the gap between complex scientific vocabulary and students' language skills.

Abstract

The effectiveness of public services is an important indicator in assessing the performance of public sector organizations, including regional legislative support institutions. The Secretariat of the Garut Regency DPRD plays a strategic role in supporting the smooth functioning of the DPRD through administrative, technical, and facilitative services provided to the leadership and members of the DPRD. Nevertheless, several challenges remain related to timeliness, responsiveness, and internal service coordination, which are presumed to be influenced by apparatus competence and organizational culture. This study aims to analyze the influence of apparatus competence and organizational culture on the effectiveness of public services at the Secretariat of the Garut Regency DPRD, both partially and simultaneously, as well as to identify differences in influence based on apparatus characteristics. This research employs a quantitative approach using a survey method. Data were collected through questionnaires distributed to employees of the Secretariat of the Garut Regency DPRD. Data analysis was conducted using Partial Least Squares–Structural Equation Modeling (PLS-SEM) to examine the relationships among variables, as well as Multi-Group Analysis (MGA) to identify differences in influence based on demographic characteristics of the apparatus, particularly education level and age. The results show that apparatus competence has a positive and significant effect on the effectiveness of public services. Organizational culture is also proven to have a positive and significant effect on the effectiveness of public services. Simultaneously, apparatus competence and organizational culture make a strong contribution to public service effectiveness, with a coefficient of determination (R²) of 0.665, indicating that most of the variation in service effectiveness can be explained by these two variables. The results of the Multi-Group Analysis (MGA) indicate differences in the influence of apparatus competence and organizational culture based on education level, as well as differences in the influence of organizational culture across age groups, while the influence of competence remains relatively consistent across age groups. This study confirms that improving the effectiveness of public services at the Secretariat of the Garut Regency DPRD requires continuous development of apparatus competence and the strengthening of an adaptive, professional, and service-oriented organizational culture.

Abstract

The quality of an education cannot be separated from the various factors that support the achievement of a good education including the existence of biased policy of government regulation that can be applied in the educational environment as a public institution. The problem of education in Indonesian society today is the high level of inefficiency. The purpose of this study is to examine the phenomenon of the problem of implementation of organizational culture transformation of the school management to realize the effectiveness of the use of sharing culture in the education environment. The object of this study is the Head of Administration at State Junior High School in West Java, with a sample of 135 people using descriptive research methods and verification through path analysis techniques (Path). The result of the research on the influence the policy planning on school management is higher than the effect of organizational culture transformation on school management, and the effect of organizational culture transformation on school management to realize the effectiveness of the use of culture sharing is simultaneously significant. Thus, in this research, the transformation of organizational culture planning must be the main priority to realizing the effectiveness of the use of sharing culture, it is necessary that the value of noble for education in Indonesia effectiveness in the use of funds issued by the Government, should be the transformation of culture sharing the same noble values - with mutual assistance in planning activities and school budgets that have been prepared that refer to the vision and mission, are equally in harmony to account for the expenditure of education funds in the form of reports in a transparent manner, equally faithful to carry out planned activities and report any funds issued transparently. Abstract

Status gizi balita merupakan indikator penting dalam pertumbuhan dan perkembangan anak, yang dipengaruhi oleh berbagai faktor, termasuk pengetahuan ibu tentang gizi dan pola makan balita. Pengetahuan ibu yang baik diharapkan dapat mendorong pola makan balita yang tepat, sehingga meningkatkan status gizi. Penelitian ini bertujuan untuk mengetahui hubungan antara pengetahuan ibu dan pola makan dengan status gizi balita di Posyandu Pokbang, Karanggede, Boyolali tahun 2025. Penelitian ini menggunakan desain deskriptif analitik kuantitatif dengan sampel 58 balita yang diambil secara total sampling. Data dikumpulkan melalui kuesioner pengetahuan ibu dan pola makan yang dikategorikan tepat dan tidak tepat, serta pengukuran berat badan menurut umur (BB/U) yang dihitung Z-score sesuai standar WHO. Analisis bivariat dilakukan menggunakan Kendall’s Tau untuk hubungan pengetahuan ibu dengan status gizi dan Chi-Square untuk hubungan pola makan dengan status gizi, dengan tingkat signifikansi 0,05. Hasil Mayoritas balita memiliki pola makan tepat sebanyak 37 balita (63,8%), dan sebagian besar ibu memiliki tingkat pengetahuan baik sebanyak 35 orang (60,3%). Hasil analisis menunjukkan terdapat hubungan signifikan antara pengetahuan ibu dengan status gizi balita (rτ = 0,609; p < 0,001) serta antara pola makan dengan status gizi (p < 0,001). Kesimpulan pengetahuan ibu dan pola makan balita berhubungan dengan status gizi, sehingga edukasi gizi dan pendampingan pola makan kepada orang tua perlu ditingkatkan.

Abstract

Background: Diabetes Mellitus (DM) is a chronic metabolic disorder characterized by hyperglycmia, which increases the risk of diabetic foot ulcers due to suboptimal foot care. Objective: This study aims to describe foot care behaviors and ABI values among patient at Gambirsari Health Center. Method: This Descriptive Quantitative study employed accidental sampling with 81 DM patient at Gambirsari Health Center. Data were collected using the validated and reliable NAFF questionnaire for foot care behavior and ABI measurements via tensiometer, followed by univariate analysis. Results: Most respondents were aged 40-59 years (69,1%), female (80.2%), had high school education (37.0%) and had suffered DM for 1-5 years (82.7%). Foot care behavior was poor in (66.7%), while ABI values were normal (64.2). Conclusion: Although foot care behavior is poor among most DM patients at GAmbirsari Health Center. ABI values are predominantly normal. Routine education is therefore essential for preventing diabetic foot ulcers.

Abstract

Background. Digital media has transformed the way societies communicate, interact, and perceive culture. The rise of networked communication platforms has reshaped social structures, altered cultural practices, and influenced global connections. This transformation presents a new set of challenges and opportunities for understanding how communication works in an increasingly digital world. As networked societies evolve, it is crucial to examine how digital media affects cultural production, distribution, and consumption, as well as the implications for social interaction and identity. Purpose. The objective of this research is to explore the role of digital media in cultural transformation, focusing on how networked communication platforms reshape communication practices, cultural identities, and social dynamics. The study aims to identify the ways digital media influences cultural norms and values, examining both the positive and negative aspects of these transformations. Method. This study employs a qualitative approach, utilizing a combination of content analysis and case studies. Key examples of digital media platforms and their impact on communication practices are analyzed, including social media, blogs, and digital video content. Results. The research finds that digital media plays a dual role in cultural transformation, facilitating both the globalization of culture and the emergence of new, localized cultural expressions. Networked communication platforms serve as spaces for the negotiation of identities, community-building, and the dissemination of cultural norms. Conclusion. The research concludes that digital media is a powerful agent of cultural transformation, influencing communication, identity formation, and social practices. It highlights the need for a nuanced understanding of these shifts in the context of networked societies.

Abstract

Penelitian ini dilatarbelakangi oleh realitas bahwa efektivitas pembangunan desa masih berada pada taraf yang kurang maksimal, kendati alokasi dana desa yang digelontorkan pemerintah relatif besar. Di tataran praktis, ditemukan hambatan struktural yang meliputi rendahnya sinkronisasi koordinasi antraparatur, terbatasnya kualitas sumber daya manusia, serta minimnya peran aktif masyarakat dalam menjalankan fungsi pengawasan dan evaluasi. Sebagai upaya menjawab persoalan tersebut, studi ini bertujuan untuk menguji pengaruh implementasi kebijakan tata kelola keuangan desa dan tingkat partisipasi warga terhadap efektivitas pembangunan di Desa Selaawi. Dengan mengusung pendekatan kuantitatif bersifat deskriptif-verifikatif, data primer dikumpulkan dari 98 responden melalui instrumen angket. Analisis data dilakukan dengan teknik SEM-PLS berbantuan SmartPLS, serta berlandaskan pada kerangka teoretis dari Edward III (implementasi kebijakan), Cohen & Uphoff (partisipasi masyarakat), serta Steers & Duncan (efektivitas pembangunan). Hasil uji hipotesis mengonfirmasi bahwa pelaksanaan kebijakan pengelolaan keuangan desa berpengaruh positif dan signifikan terhadap efektivitas pembangunan. Selaras dengan itu, partisipasi masyarakat juga terbukti memberikan dampak positif yang signifikan. Secara simultan, kedua variabel determinan tersebut mampu menjelaskan 60% varians efektivitas pembangunan desa. Dengan demikian, optimalisasi capaian pembangunan desa dapat diwujudkan melalui sinergi antara pengelolaan anggaran yang disiplin dan pelibatan komunitas secara aktif di seluruh tahapan proses pembangunan.

Abstract

This study examines the effect of SIMASN implementation and employee competence on the effectiveness of personnel services at the Regional Civil Service and Training Agency of Garut Regency. The effectiveness of personnel services is a key indicator in the digital transformation of public administration at the local government level. This study employs a quantitative approach using a survey method involving 44 respondents selected through a census technique. The variables were operationalized based on system quality, information quality, service quality, and system utilization for SIMASN implementation, as well as strategic, service execution, and interpersonal competencies for employee competence. The research instrument was tested for validity and reliability, and all items were found to be valid and reliable. The study adopted a cross-sectional design. Data were analyzed using multiple linear regression to examine both partial and simultaneous effects. The results indicate that SIMASN implementation (B = 0.441; p < 0.05) and employee competence (B = 0.501; p < 0.05) have a positive and significant effect on service effectiveness. Simultaneously, both variables contribute 82.8% (R² = 0.828) in explaining the variation in personnel service effectiveness. These findings suggest that the effectiveness of digital-based personnel services is influenced by the combined influence of information system quality and employee competence. This study contributes to the literature by providing empirical evidence on the integration of information system implementation and human resource competence in improving public service effectiveness at the local government level.

Abstract

This study examines the effect of Regional Inflation Control Team (TPID) policy implementation and food price monitoring on the perceived effectiveness of food price stabilization programs at the Food Security Agency of Garut Regency. A quantitative approach was adopted using a census method, involving respondents directly engaged in policy implementation and monitoring activities. Data were collected through structured Likert-scale questionnaires and analyzed using multiple linear regression to identify partial and simultaneous effects. Results show that TPID policy implementation and food price monitoring simultaneously have a significant effect on perceived program effectiveness (significance value = 0.000), based on data from 56 respondents. The coefficient of determination (R² = 0.758) indicates that 75.8% of the variation in perceived effectiveness is explained by these two variables, while the remaining 24.2% is attributed to factors outside the model. Partially, both variables significantly affect perceived program effectiveness, with TPID policy implementation showing a relatively stronger influence. The data used are perception-based, collected from implementers directly involved in policy and monitoring activities. Operational challenges—such as delays in real-time data input, limited monitoring system integration, and variations in implementer commitment—are interpreted as contextual factors contributing to the model's unexplained variance, rather than directly measured variables. This study underscores the importance of integrating effective policy implementation with reliable, real-time monitoring systems to enhance decision-making quality in maintaining food price stability.
