Abstract

The rise of cybercrime in Indonesia has become an urgent issue, not only in terms of technical law enforcement but also in how institutions, particularly the police, communicate with the public. This study aims to examine the strategic role of the Public Relations Division (Humas) at Polresta Deli Serdang in managing internal coordination and external communication in response to digital crime. Using a qualitative case study approach, the research involved in-depth interviews with eight key informants and thematic analysis of the collected data. The findings reveal that Humas is often excluded from the early stages of operations, weakening its ability to build narratives that uphold institutional legitimacy. Externally, the public perceives the police as slow and overly formal, failing to match the speed and emotional tone of social media discourse. The study recommends a shift from one-way, bureaucratic communication to a symmetrical approach rooted in local culture, involving digital community leaders and co-created narratives. These findings contribute to strengthening police communication strategies through empathetic, transparent, and collaborative engagement to rebuild public trust.

Abstract

The rapid development of social media, especially TikTok, has changed the way people access information and decide to buy products, including food products. Farida Nurhan, as a popular food vlogger on TikTok, is considered to have a strong influence on consumer purchasing interest through her expressive communication style and interesting content. This study aims to analyze the influence of Farida Nurhan's content and the role of social media on consumer purchasing interest. The method used is a descriptive quantitative approach with a survey technique through an online questionnaire to 100 respondents aged 18–35 years. Data were analyzed using multiple linear regression. The results showed that both food vlogger content and the role of social media have a positive and significant influence on consumer purchasing interest, with a joint contribution of 43.3%. Farida Nurhan's content variable proved to be more dominant in influencing purchasing decisions. This finding strengthens the evidence that food vloggers act as effective persuasive communication agents in digital marketing. The practical implications of this study indicate that culinary industry players can utilize collaboration with food vloggers as a strategy to increase consumer visibility and purchasing interest in the digital era.

Abstract

This study investigates the external communication network of Al Jam’iyatul Washliyah in Labuhanbatu Utara and examines its strategic contribution to advancing social development. It focuses on how Alwasliyah establishes, sustains, and leverages communication channels with various external stakeholders, including local governments, civil society organizations, and religious communities. Employing a qualitative case study methodology, data were gathered through in-depth interviews, direct observation, and document analysis. The findings demonstrate that Alwasliyah implements both formal and informal communication strategies grounded in mutual trust, cultural sensitivity, and Islamic values. These approaches are instrumental in fostering collaborative relationships, expanding program outreach, and enhancing public receptivity. Despite these strengths, the organization continues to face significant obstacles, such as limited communication infrastructure, bureaucratic inertia, and internal fragmentation among Muslim groups. The study concludes that communication practices which are adaptive, inclusive, and value-oriented are critical for Islamic organizations seeking to play a meaningful role in localized social transformation.

Abstract

This study explores the collaborative communication between the National Narcotics Board (BNN), correctional institutions, and Islamic organizations in the rehabilitation of narcotics inmates in North Sumatra. It aims to examine how inter-institutional communication systems function in the design and implementation of spiritually grounded rehabilitation programs. Using a qualitative case study approach, data were gathered through in-depth interviews, observations, and document analysis involving actors from BNN, prisons, and Islamic organizations such as Muhammadiyah, Al Washliyah, and Nahdlatul Ulama. The findings reveal that communication practices remain fragmented, relying heavily on informal relationships rather than institutionalized coordination. Nevertheless, Islamic da'wah plays a transformative role in building inmates’ moral awareness, offering empathy-based communication that complements medical and legal interventions. The study concludes that integrating religious values into formal rehabilitation systems requires strategic, systemic communication reform and recognition of Islamic organizations as equal partners.

Abstract

This study investigates the symbolic distortion of Islamic values within the framework of simulacrum theory as it applies to religious communication at the Universitas Islam Negeri Sumatera Utara (UINSU). The main research question addresses how Islamic values are simulated and potentially lost in communication practices shaped by institutional bureaucracy, digital platforms, and ceremonial religiosity. Employing a qualitative case study design under a critical paradigm, the research uses in-depth interviews, participant observation, and document analysis. The findings indicate that religious communication at UINSU tends to prioritize representational aesthetics over substantive meaning, often reproducing signs of Islam without spiritual depth. Social media content, official discourses, and campus religious events are dominated by institutional image-building rather than ethical transformation. The study concludes that communication practices have entered a hyperreal condition, necessitating a reorientation toward prophetic and dialogic approaches to restore Islamic values as moral substance rather than institutional display.

Abstract

This study explores the dynamics of organizational communication among hajj officers in Deli Serdang Regency within the context of Indonesia's digital transformation and smart governance agenda. It addresses the research question: how do local hajj officers adapt their communication practices in response to digital demands and multi-agency coordination challenges? Using a qualitative case study method, data were collected through in-depth interviews, field observations, and document analysis. The findings reveal that while digital platforms such as e-Hajj and e-Penkin improve data transparency and reporting efficiency, they also present challenges related to digital literacy, fragmented inter-agency communication, and cultural resistance to change. The study concludes that adaptive and inclusive communication strategies grounded in empathy and Islamic values are essential for effective service delivery, especially for elderly and disabled pilgrims. This research contributes a contextualized understanding of religious public service communication in decentralized, digitally evolving settings.

Abstract

This study explores the role of Islamic organizations in shaping welfare policies through inter-organizational communication in North Sumatra. It focuses on how organizations such as Al Washliyah, Muhammadiyah, and Nahdlatul Ulama interact with local government agencies to construct value-based welfare initiatives. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis to examine the communication structures and strategic roles of these organizations. The findings reveal that while organizational communication has adapted to various formal and informal channels, fragmentation still exists due to limited coordination frameworks and political segmentation. Nevertheless, Islamic values such as justice (al-‘adl), public benefit (maslahah), and trust (amanah) have enhanced communication legitimacy and community engagement. The study concludes that integrating ethical communication systems into policy frameworks can promote inclusive and sustainable welfare governance in Muslim- majority regions.

Abstract

This study explores the transformation of organizational communication within the Department of Communication and Information (Kominfo) of Medan City in implementing the smart city program through the Medan Dataku platform. It addresses the core question: how does Kominfo adapt its communication strategies to overcome technological fragmentation and digital literacy gaps among civil servants? Using a qualitative case study approach, data were gathered through interviews, observations, and document analysis involving key actors across local government institutions. The findings reveal that despite advances in digital platforms, communication challenges persist due to unintegrated systems, resistance to change, and uneven digital capabilities. However, adaptive strategies such as inclusive communication practices, public dialogue through digital channels, and value-based messaging have strengthened public trust and interdepartmental collaboration. The study concludes that effective smart governance requires not only technological innovation but also ethically grounded and contextually sensitive communication systems.

Abstract

This research aims to explore the transformation of organizational communication of the Medan City Government by integrating Islamic values to create an advanced and conducive society. The research method used is a qualitative approach with a phenomenological method, which focuses on a deep understanding of the subject's experience in a natural context. Primary data were collected through non-participant observations, while secondary data were obtained through relevant literature reviews. Data analysis follows the Miles and Huberman model which includes data reduction, data presentation, and conclusion drawn, with data validity tested through triangulation techniques. The results of the study show that the transformation of communication based on Islamic values in the Medan City Government has strengthened transparency, public participation, and public trust in the government. However, there are challenges in maintaining inclusivity and increasing community involvement in the decision-making process. On the other hand, the use of digital technology provides a great opportunity to expand the reach of communication and strengthen the relationship between the government and the community.

Abstract

This research aims to examine the reform of the Indonesian government's organizational communication system in improving the quality of public services. Based on data from various sources, it was found that the low community satisfaction index (73.42), the level of public participation which is still below the national target (58.7%), and the high number of complaints and cases of misuse of the village budget reflect the weak transparency and effectiveness of government communication. The research method used is a qualitative approach with case studies, through interviews, participatory observations, and document analysis. The results of the study show that there are seven main obstacles, including rigid bureaucracy, low communication literacy of apparatus, limited information technology, and lack of participatory strategies. Effective communication reform needs to be based on three main pillars: human resource capacity building, accountable digital technology integration, and opening up spaces for inclusive public participation. By building an adaptive, transparent, and collaborative communication system, public services can become more responsive and trusted by the public. This research makes a theoretical and practical contribution in shaping democratic governance and encouraging the transformation of bureaucratic culture towards a more open and socially just service system.
