Abstract

Sampah plastik merupakan salah satu masalah lingkungan global saat ini. Banyak negara termasuk Indonesia berupaya mengembangkan tindakan penanggulangannya. Salah satu upaya penanggulangannya adalah dengan memberikan insentif terhadap upaya pengurangan, penggunaan kembali, dan daur ulang (3R) sampah plastik tersebut. Artikel ini mencoba melihat kebijakan insentif apa saja yang diterapkan di Jerman dan Indonesia dengan melihat kasus di Kota Surabaya dan Kota Padang. Penelitian dilakukan secara kualitatif dengan menelusuri literatur dan berita terkait. Selain itu, observasi dan wawancara dilakukan khusus untuk kasus di Kota Padang. Di Eropa, Jerman merupakan negara dengan kebijakan dan implementasi paling maju dalam hal ini. Indonesia pun saat ini sudah mempunyai kebijakan untuk menangani hal ini termasuk memberikan insentif terhadap upaya 3R terhadap sampah plastik. Di Surabaya misalnya, pada April 2018 diluncurkan penukaran sampah botol plastik dengan tiket bus kota. Program ini diterima dengan baik oleh masyarakat dan berlanjut hingga saat ini. Di Kota Padang, plakat penghargaan diberikan kepada para pelaku usaha yang ikut serta dalam upaya sampah plastik 3R sebagai insentif. Selain itu, “tur menyenangkan dengan sampah plastik”; diluncurkan program dimana masyarakat dapat menukarkan sampah botol plastik dengan tiket naik bus wisata keliling kota Padang. Namun, program insentif tersebut masih bersifat sporadis dan dihentikan. Kedepannya diperlukan perencanaan yang lebih baik lagi terkait program insentif ini agar dapat terus berlanjut dan bermanfaat bagi upaya penanggulangan sampah plastik.

Abstract

The problems of Simarasok UMKM were identified: (1). The products have not been maximized due to marketing weaknesses, capital, and the purchasing power of woven/songket products tends to decrease, (2). Embroidery UMKM are part-time livelihoods for unmarried women and housewives, (3). There is no group of innovative skilled workers, (4). Marketing strategies are more on personal relationships, close proximity and less online sales, (5). Product quality/quantity can be improved, but constrained by external internal factors. The research used qualitative techniques and descriptive analysis; informants were collected by purposive sampling. Data findings, there are specialties of UMKM: 1). The embroidery industry has developed and is carried out by almost half of the female population, 2). Sugarcane and tobacco processing industry, conducted by men. There is a difference between the type of industry and the gender of the actors, which is not interchangeable. 3). Based on scale, the industries are small. Interestingly, UMKM development is carried out through an integrated information system. Although located in rural areas, Nagari Simarasok has utilized spatial technology as an integrated information system in mapping the condition of its UMKM. In this Nagari, a complete map with specifications such as maps of industrial asset ownership, maps of agricultural land potential, maps of economic potential and maps of natural resource potential can be accessed. With the completeness of the map, access to buyers, consumers and or other parties can more easily access it.  This Nagari breakthrough has not even existed in urban villages in the city center.

Abstract

This paper was appointed by the author to find out and analyze the problems faced by the judges of the Religious Courts in resolving divorce cases from different countries, to find out and analyze the basic considerations and legal basis used by the panel of judges in resolving the case. The results of this study are as follows: (1) Constraints in the delivery of letters, due to the very far distance from the Defendant's residence. Therefore, the application of the e-litigation system is needed to solve the problems faced by the judges of the Religious Courts in handling divorce cases against different nationalities. Although the e-litigation system still requires evaluation from the Supreme Court regarding the registration process where the parties are required to attend the trial, this is because e-litigation registration can only be done after the mediation process fails. While the mediation process requires the presence of both parties. (2) The Verstek decision handed down by the panel of judges in deciding the divorce lawsuit with case numbers 309/Pdt.G/2020/PA.Btg and number 13/Pdt.G/2021/PA.Dps, in general, has been fully fulfilled. This was due to the absence of the Defendant during the trial. On the other hand, this Verstek decision is to realize the achievement of the principle of justice, which is carried out quickly and at low cost.

Abstract

Background: Patient-Centered Care (PCC) is a key component of health services that emphasizes respect for patient dignity, provision of information, active participation, and collaboration in decision-making. Dr. M. Djamil General Hospital needs to evaluate the implementation of PCC from the patient’s perspective to identify service gaps and improve care quality. This study aimed to assess the implementation of PCC across four main dimensions: dignity, information provision, patient participation, and collaboration. Methods: This study employed a descriptive quantitative design with a cross-sectional approach, involving 353 inpatients selected through stratified random sampling. Data were collected from January to June 2024 using a structured questionnaire adapted from Harvey Picker’s PCC framework. Each dimension was measured with a Likert scale and analyzed descriptively. Results: Implementation of PCC was rated highly in terms of dignity by physicians (94.94%) and nurses (96.32%). Information provision received positive perceptions for physicians (75.92%) and nurses (77.34%), but lower for dietitians (57.79%) and pharmacists (57.79%). The participation dimension was rated lower for physicians (58.36%), dietitians (54.67%), and pharmacists (66.01%), while nurses received a comparatively better score (56.66%). Collaboration was perceived positively for physicians (54.96%) and nurses (58.07%). Conclusion: The implementation of PCC showed favorable results in dignity, information, and collaboration, while patient participation remained suboptimal. Strengthening effective communication and enhancing active involvement of all healthcare professionals, including pharmacists and dietitians, were essential to improve the quality of patient-centered care.

Abstract

Penelitian ini membahas tentang implikasi putusan MK Nomor 85/PUU-XI/2013 Terhadap Sistem Penyediaan air, karena tidak sesuai dengan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945.Tujuan Penelitian Untuk mengetahui penguasaan air oleh Negara sesuai dengan amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945  mengetahui tanggungjawab Negara dalam penguasaan air oleh Negara untuk sebesar-besarnya untuk kemakmuran rakyat dalam Putusan Mahkamah Konstitusi (No.85/PUU-XI/2013). Metode Penelitian ini merupakan penelitian yuridis normative, penelitian ini menggunakan Teknik Libray Research (Studi Kepustakaan) Undang-Undang yang digunakan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 dan Putusan Mahkamah Konstitusi No.85/PUU/XI/2013.Kesimpulan dari penelitian ini adalah Hak penguasaan Negara yang dinyatakan dalam Pasal 33 UUD NRI Tahun 1945 memposisikan Negara sebagai pengatur dan penjamin kesejahteraan rakyat,Undang-Undang Sumber Daya Air menjelaskan mengenai “hak menguasai negara” makna memiliki memiliki pengertian bahwa negara hanya merumuskan kebijakan, melakukan pengaturan, melakukan pengurusan, melakukan pengelolaan dan melakukan pengawasan. Perlunya revisi Undang-Undang Nomor 7 Tahun 2004 Tentang Sumber Daya Air karena tidak sesuai dengan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945.

Abstract

Management of Water Resources in irrigation areas is a vital aspect in supporting food security and community welfare. The Kelingi Tugumulyo Irrigation Area, located in Musi Rawas Regency and Lubuk Linggau City, is one of the important irrigation areas in South Sumatra. This area serves not only as a rice production center, but also as a location for the development of heavy-water pond fish farming. However, differences in interests between rice farmers and fish farmers often trigger water use conflicts. This study aims to identify the dynamics of water use conflicts, assess the role of local institutions, and formulate sustainable policy solutions. The method used is a descriptive qualitative approach with the support of quantitative data from BPS, BBWs Sumatra VIII, and field surveys. The results showed that the conflict was triggered by imbalances in water distribution, weak regulation, low compliance with water utilization permits, and institutional helplessness of farmers (P3A). The impact of the conflict is a decrease in rice harvest area, land conversion to non-rice sector, as well as socio-economic inequality among water user groups. This study recommends strengthening regulation, revitalization of P3A/GP3A institutions, integration of cropping patterns and fish farming, as well as the application of water-efficient irrigation technology.

Abstract

The licensing process at the regional level is often convoluted, slow, and prone to information asymmetry. The digitalization initiative through the Online Single Submission Risk-Based Approach (OSS-RBA) in Lubuk Linggau City aims to simplify procedures and increase transparency. This study explores applicants’ and officials’ experiences with OSS-RBA, identifying factors that facilitate or hinder its implementation in local business licensing. Using a descriptive qualitative approach, data were gathered through semi-structured interviews with business actors of various scales and government officers, observations of service flows both at counters and online, and reviews of SOPs and related documents. Findings are presented narratively, highlighting categories and illustrative quotes. Respondents noted a clearer process flow, greater certainty about requirements, and easier tracking of application status through system notifications. Positive experiences were most common with low-risk licenses and among applicants familiar with OSS-RBA. New users expressed a need for initial guidance, detailed instructions, and accessible consultation channels. Key obstacles included digital literacy, network stability, inter-system connectivity, adaptation to new workflows, and SOP updates within local agencies. Stakeholders perceive OSS-RBA in Lubuk Linggau City as a more accessible, transparent, and consistent service. The results emphasize the need to improve communication about requirements, provide early support for new applicants, and enhance system integration to deliver a uniform user experience and sustain the benefits of digitalization.

Abstract

This study aims to develop an organizational capability model based on the functions of Legal Information and Public Relations (PENKUMMAS) in enhancing the reputation of the South Sumatra High Prosecutor’s Office through strategic legal communication. Driven by increasing demands for transparency, accountability, and institutional legitimacy in public organizations, this research examines how legal communication functions as an instrument of reputational governance. Using a qualitative descriptive–interpretative approach, data were collected through in-depth interviews, observations, and document analysis involving officials and stakeholders within the South Sumatra High Prosecutor’s Office. The findings reveal that the PENKUMMAS function represents the organization’s adaptive capability in managing institutional reputation by applying the principles of dynamic capabilities (sensing, seizing, reconfiguring), combined with Fayol’s classical management theory and Grunig’s Excellence Theory. The resulting conceptual model, the Adaptive Reputational Capability Framework (ARCF), explains how public institutions can build and sustain reputation through strategic, responsive, and value-based legal communication. Practically, this model provides a framework for law enforcement agencies to strengthen their public communication functions as centers of institutional learning, transparency, and sustainable social legitimacy.

Abstract

A critical gap exists between the theoretical importance of Arabic language environments in Islamic boarding schools (pesantren) and their practical implementation effectiveness. While previous research has identified various obstacles in Arabic language learning, comprehensive analysis of implementation conditions and systemic challenges in Riau Province remains underexplored. This study addresses this gap by examining Arabic language environment implementation conditions in 12 pesantren in Riau Province using qualitative exploratory case study design. Data were collected through semi-structured interviews with pesantren leaders, participant observation, and document analysis. Thematic analysis with triangulation was used for data analysis. Findings reveal a significant gap between policy and practice: 58.3% of pesantren have formal regulations but only 33.3% require full Arabic communication. Main challenges include Santri psychological factors (58.3% shyness/lack of confidence), limited competent teachers (50%), and inadequate facilities (41.7% have no supporting facilities, 0% have language laboratories). Program effectiveness is low (58.3% rate as less effective) with traditional approaches dominating (66.7% daily vocabulary memorization). However, 100% of leaders support the program and 66.7% of Santri are religiously motivated. The study recommends a holistic implementation model integrating five components: strengthening regulations, improving human resources, developing facilities, implementing communicative programs, and establishing evaluation systems. This research contributes to theoretical understanding of language environment implementation and provides practical recommendations for strengthening Arabic language programs in pesantren.

Abstract

This study compares the quality of Indonesian–Arabic academic translations produced by Google Translate and ChatGPT (GPT-4), a topic rarely examined despite widespread MT use in Arabic Language Education programs. Using a qualitative descriptive design with content analysis, the data comprised ten purposively selected undergraduate thesis titles from Indonesian university repositories, including UIN Sunan Kalijaga, UIN Suska Riau, UIN Imam Bonjol Padang, and Universitas Muhammadiyah Makassar. Titles were selected for their academic rigor and need for conceptual precision and formal Arabic register. Translations were analyzed at the phrase level using a Hybrid MQM–Nababan–Baker rubric encompassing seven dimensions: accuracy, acceptability, readability, lexical equivalence, grammatical equivalence, cohesion and coherence, and academic fluency, each rated on a three-point scale. Validity was ensured through alignment with Arabic translation theory, equivalence frameworks, and MQM standards, while iterative consistency checks supported reliability. Results reveal clear differences. ChatGPT achieved an average score of 20.0 out of 21 points (93%), which is classified as Very Good and indicates strong suitability for academic publication. Google Translate scored 13.3 out of 21 points (63%), classified as Good, but requiring post-editing. ChatGPT excelled in contextual meaning, syntactic restructuring, accurate idhafah, case governance, consistent terminology, and scholarly style, whereas Google Translate showed literal transfer. This study enriches AI-assisted translation discourse by grounding evaluation in Arabic translation theory and pedagogy, emphasizing generative AI’s pedagogical potential as a complementary tool while reaffirming the indispensable role of human expertise in maintaining linguistic accuracy, rigor, and academic standards.
