Abstract

Demersal fish resources are one of the main commodities in the waters of the Java Sea. Tegalsari coastal fishing port is one of the fish landing locations around the Java Sea where most of the demersal commodities landed at the port were caught by cantrang fishing gear. Generally, every fishing activity expects ideal catches by using an efficient input. Technical efficiency can be used as an indicator of performance measurement of fishing gear. This study aimed to determine the fishing capacity of cantrang fisheries in Tegalsari fishing port. The fishing capacity analysis was carried out using fish landing data from PPP Tegalsari from 2008 to 2019. The measurement of technical efficiency by using the DEA (Data Envelopment Analysis) approach. The result showed that fishing capacity in 2013, 2015, 2017, 2018, and 2019 have to be maintained because it is in a fully utilized, and the rest of them were overcapacity caused by an excess capacity of the value of fishing gear and number of efforts. Abstract

This study aimed to describe the development of types of fishing gear in the waters of the east coast of Sumatra from Belawan Waters to Serdang Bedagai Waters and to examine the perceptions of fishers based on the social characteristics of fishers towards environmentally friendly fishing gear based on the Code of Conduct for Responsible Fisheries (CCRF). The method used in this research is descriptive research using the survey method. The population in this study were fishers based in Belawan and Serdang Bedagai waters and using traps and gill nets, as many as 6943 people, with the simple sampling method or slovin method, the results of the sample count were 100 people from the population. Based on eight categories (CCRF) to understand fishers' perceptions of environmentally friendly fishing gear, including the level of selectivity, biodiversity, ecological diversity, not destroying habitat, the safety of fishers and consumers, based on social conditions, based on biodiversity, and based on fish quality, the level of very understanding is 13.2 %, understand 25.2%, neutral 26.7%, don't understand 23.3% and don't understand 11.4%. This study results indicate that the respondents, in general, have begun to realize environmentally friendly fishing gear based on the CCRF.

Abstract

Purse seine fishermen in Kutaraja Oceanic Fishing Port, Banda Aceh, face various socio-economic and environmental challenges that affect the sustainability of their fishing activities. This study aims to identify and analyze the factors influencing the resilience of these fishermen in facing such challenges. A quantitative approach was employed through a survey method, and data were collected from 100 purse seine fishermen using structured questionnaires. The data were analyzed using descriptive and inferential statistics with multiple linear regression models. The findings show that income and social support significantly affect fishermens resilience, with p-values of 0.002 and 0.015 (p 0.05), respectively. Meanwhile, education and environmental conditions have less influence, indicated by p-values of 0.089 and 0.122 (p 0.05). The coefficient of determination (R) is 0.68, suggesting that 68% of the variance in fishermens resilience can be explained by these four variables. The practical implications of this research highlight the importance of empowering fishermen through enhanced access to education, skills training, and social infrastructure development to strengthen their resilience in dealing with environmental and economic changes in the fisheries sector. Abstract

Proper handling of fish is a key factor influencing the success of fresh fish distribution and trade. However, in practice, handling procedures are often inadequately implemented by fishermen, resulting in reduced fish quality and price. To address this issue, a study was conducted at the Dufa-dufa Fish Landing, Ternate City (North Maluku) to assess the distribution and quality of fresh skipjack tuna (Katsuwonus pelamis). The distribution of fresh skipjack tuna is extensive, reaching all regions of the city through various fish distribution nodes. While fishermen have endeavored to maintain the freshness, quality degradation was observed along the distribution chain. Sensory tests were conducted at each stage of the distribution process, from landing to the final consumers, assessing organoleptic attributes such as eyes, gills, and body texture. The results showed that the values differ at each node and tended to decline. The Kruskal-Wallis analysis indicated a significant difference in organoleptic values between the eyes, gills, and body texture of skipjack tuna at each distribution node (P < 0.05). These findings suggested that the freshness of skipjack tuna may decline during the distribution process.

Abstract

Pukat udang di perairan Mukomuko mulai digunakan sejak tahun 1980-an. Sejak saat itu nelayan biasa menggunakan alat tangkap tersebut untuk menangkap udang. Tujuan penelitian ini untuk mendeskripsikan unit penangkapan dan daerah penangkapan udang di Kabupaten Mukomuko yang berbasis Pangkalan Pendaratan Ikan (PPI) Pasar Bantal. Metode penelitian yang dilakukan adalah observasi dan wawancara dengan nelayan. Materi penelitian meliputi kapal penangkapan, metode pengoperasian alat tangkap, perlengkapan penangkapan, daerah penangkapan dan jenis udang target tangkapan, serta non targetnya. Hasil penelitian menunjukkan bahwa kapal yang digunakan oleh nelayan penangkap udang di perairan Mukomuko yaitu kapal motor berukuran 6 GT dengan menggunakan mesin diesel berukuran 30 PK yang diletakkan di bagian inboard kapal. Ukuran kapal yang digunakan oleh nelayan penangkap udang yaitu dengan panjang 10 meter, lebar 2,5 meter dan tinggi 1,1 meter. Kontruksi pukat udang terdiri dari ikatan tali kantong, kantong, badan, sayap, tali ris atas, tali ris bawah, pelampung, pemberat, besi, rantai, papan pembuka dan tali penarik. Adapaun proses pengoperasiannya terdiri dari setting, towing dan hauling. Hasil tangkapan utamanya yaitu udang jerbung (Penaeus merguiensis), udang krosok (Parapenaeopsis sp), udang dogol (Metapenaeus ensis), dan udang jambu (Metapenaeus dobsoni), di samping banyaknya bycatch dan tangkapan yang dibuang (discarded). Perlu upaya pengendalian alat tangkap pukat udang agar tidak mengancam keberlanjutan sumberdaya udang di lokasi ini Kata Kunci: Kabupaten Mukomuko, perikanan udang, PPI Pasar Bantal, pukat udang.

Abstract

One of the biggest commodities in PPN Muara Angke is squid. The condition of Muara Angke port has a floor with black puddles and a bad smell. The unloading workers do not use boots and afron when unloading. Smoking behavior of unloading workers is still found at the frozen squid landing site. The study used a quantitative descriptive analysis approach and SWOT analysis in analyzing the landing of frozen squid at PPN Muara Angke. The results showed that the handling of frozen squid at PPN Muara Angke offers a comprehensive view of the internal and external factors that influence the frozen squid handling activities at Muara Angke fishing port. Responding to these conditions requires an integrated strategy of internal strengths and external opportunities, as well as addressing internal weaknesses to overcome external threats. For example, by optimizing the unloading porters' ability to understand frozen squid quality standards, establishing partnerships with the fishery product processing industry, and strengthening the implementation of SOPs and supervision. Thus, it is expected that these strategies can improve the competitiveness and efficiency of frozen squid handling at PPN Muara Angke, as well as maintain product quality and operational sustainability. Abstract

Kutaraja Ocean Fishing Port (OFP) is the center of capture fisheries activities that supplies the largest sea fish in Aceh Province. However, the burden of discarded residual components and waste that was formed tends to increase to disrupt port operations. The study aimed to 1. determine critical activities of waste formation, and 2. develop clean production techniques for handling residual components and waste from fisheries activities at Kutaraja OFP. The research method consisted of a descriptive method, a pollution prevention approach model, and a weighted portion analysis. The critical points for the formation of residual components and waste were fish unloading at pier 1 (old pier), fish auction places 1-3, supply kiosks, and food stalls. Clean production techniques for handling residual components and waste in fish handling were 1. Refine, using freezer cooling technology on ships, and 2. Reduce, reducing rinsing by providing hygienic containers or places for fish. For handling the remaining components and waste scattered in the port were 1. Refine, repair the channels and waste water reservoirs, and 2. Recycle, recycle organic waste into fertilizer that can be used for greening in the Kutaraja OFP area. Abstract

Shrimp resources in Mukomuko waters have been exploited by minitrawl since the 1980s.  High fishing pressure has been reported due to intensive trawling in a relatively small fishing area. Appropriate management measures are needed to maintain the sustainability of the shrimp resource. The aim of this study was to assess the exploitation status of the shrimp (Parapenaeopsis stylifera) as a basic information for sustainable shrimp management.  A simple random sampling technique was used to sample the shrimp. The results showed that female shrimp dominated the catch of kiddy shrimp in Mukomuko waters. The growth pattern of kiddy shrimp showed a negative allometric pattern.  The gonadal maturity level (GML/TKG) of kiddy shrimp was dominated by TKG II and TKG III categories.  The value of fishing mortality (F) for the growth parameters of Kiddy shrimp was higher than natural mortality (M). The exploitation rate (E) of Kiddy shrimp was 0.78. The SPR value of kiddy shrimp was 0.21 or 21% moderate or close to overexploitation.  This study recommends three management options: replacing shrimp trawls with environmentally friendly fishing gear, opening and closing fishing areas and seasons, and reducing fishing effort.

Abstract

Kebijakan dan regulasi dengan sifat armada perikanan skala kecil yang multispesies dan multigear dapat menyebabkan terjadinya penurunan hasil tangkapan di setiap daerah penangkapan ikan. Klasterisasi armada perikanan dapat memberikan informasi yang lebih efektif dan efisien untuk tindakan pengelolaan. Penelitian ini bertujuan mengidentifikasi klasterisasi armada perikanan skala kecil berdasarkan kemiripan hasil tangkapan, pendapatan dan biaya operasional. Metode penelitian menggunakan metode survei, penentuan responden dengan teknik purposive sampling. Analisis data yang digunakan adalah analisis deskriptif dan Square Euclidean Distance. Hasil penelitian mendapatkan hasil tangkapan, pendapatan dan biaya operasional tertinggi pada musim barat dan pancaroba 1 adalah armada purse seine, musim timur dan pancaroba 2 adalah armada bagan, sedangkan terendah pada musim barat sampai pancaroba 2 adalah armada gillnet hanyut. Secara umum pada musim barat terdapat 3 kelompok klaster besar, musim pancaroba 1 terdapat 2 kelompok klaster besar, musim timur terdapat 3 kelompok klaster besar, musim pancaroba 2 terdapat 4 kelompok klaster besar. Berdasarkan hasil penelitian menunjukkan bahwa klasterisasi yang terjadi dalam setiap musim dipengaruhi oleh hasil tangkapan, pendapatan dan biaya operasional. Jumlah dan struktur klasterisasi armada perikanan skala kecil selalu berubah dalam setiap musim.

Abstract

Penelitian ini menilai kontribusi pelabuhan perikanan terhadap penerimaan negara bukan pajak (PNBP) perikanan tangkap pascaproduksi dengan pendekatan indeks komposit. Data sekunder tahun 2023 dari Kementerian Kelautan dan Perikanan dianalisis menggunakan Principal Component Analysis (PCA) untuk memilih indikator penting dan menentukan bobot dimensi. Hasil penelitian menunjukkan dimensi ekonomi dan sarana prasarana paling berpengaruh dalam meningkatkan produktivitas dan nilai ekonomi, sedangkan kelembagaan berperan besar dalam memastikan tata kelola PNBP berjalan efektif. Dimensi lingkungan masih perlu diperkuat agar pelabuhan berfungsi tidak hanya sebagai pusat ekonomi, tetapi juga sebagai penjaga keberlanjutan sumber daya ikan. PPS Nizam Zachman Jakarta memperoleh skor indeks komposit tertinggi (0,892), menegaskan potensinya sebagai model percontohan kebijakan. Rekomendasi kebijakan menekankan investasi pada fasilitas inti, penguatan tata kelola kelembagaan, serta integrasi aspek lingkungan ke dalam evaluasi berbasis indeks. Dengan demikian, indeks komposit tidak hanya menjadi alat ukur objektif, tetapi juga panduan strategis untuk mengoptimalkan kontribusi pelabuhan perikanan terhadap PNBP pascaproduksi secara berkelanjutan.Title: Policy on Optimizing Fishery Port Non-Tax State Revenue Based on A Composite Index This study assesses the contribution of fishing ports to Non-Tax State Revenue (PNBP) from post-production capture fisheries using a composite index approach. Secondary data from 2023, provided by the Ministry of Marine Affairs and Fisheries, were analyzed with Principal Component Analysis (PCA) to select key indicators and assign dimension weights. The findings reveal that economic and infrastructure dimensions have the greatest impact on productivity and value creation, while institutional governance ensures effective PNBP implementation. The environmental dimension requires strengthening so that ports can act not only as economic hubs but also as stewards of fishery resources. The Nizam Zachman Jakarta Oceanic Fishing Port achieved the highest composite index score (0.892), highlighting its role as a policy model. Policy recommendations focus on investing in core facilities, reinforcing governance, and integrating environmental aspects into index-based evaluations. Thus, the composite index serves both as an objective measurement tool and a strategic guide to optimize the sustainable contribution of fishing ports to post-production PNBP.
