Abstract

Transformasi digital dalam layanan publik di Indonesia terus digencarkan untuk meningkatkan efisiensi birokrasi dan transparansi pelayanan. Salah satu implementasi strategisnya adalah kebijakan layanan pertanahan elektronik yang diluncurkan oleh Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional. Studi ini bertujuan untuk menganalisis implementasi kebijakan layanan pertanahan elektronik di Kota Bengkulu, dengan fokus pada fenomena hybridisasi sebagai bentuk adaptasi lokal terhadap sistem digital nasional. Penelitian ini menggunakan pendekatan kualitatif deskriptif berbasis studi lapangan, dengan kerangka teori implementasi kebijakan Van Meter dan Van Horn. Data diperoleh melalui observasi partisipatif, wawancara semi-struktur, dan analisis dokumentasi, yang dianalisis menggunakan perangkat lunak NVivo 12 Plus. Hasil penelitian menunjukkan bahwa implementasi kebijakan bersifat parsial dan berlangsung dalam format hybrid, di mana prosedur digital dan manual berjalan berdampingan. Faktor penyebab utama hybridisasi meliputi keterbatasan infrastruktur teknologi, resistensi agen pelaksana, serta rendahnya literasi digital masyarakat. Selain itu, komunikasi antarinstansi yang tidak optimal dan minimnya pelatihan teknis turut memperkuat praktik hibrida ini. Temuan ini menegaskan bahwa hybridisasi bukan bentuk kegagalan, tetapi solusi adaptif terhadap realitas lokal yang kompleks. Penelitian ini memberikan kontribusi terhadap pengembangan teori implementasi kebijakan dalam konteks daerah serta mendorong perumusan strategi pelayanan publik digital yang lebih kontekstual dan inklusif.

Abstract

Berpikir kritis adalah salah satu kemampuan yang harus dimiliki oleh siswa pada abad ke-21, karena dengan berpikir kritis, siswa mampu menyelesaikan masalah yang diberikan dengan menganalisis, mengevaluasi, dan membuat kesimpulan. Penelitian ini dimaksudkan untuk menentukan : (1) Perbedaan pada peningkatan kemampuan berpikir kritis dengan model PBL berbantuan GeoGebra, PBL tanpa GeoGebra, dan pembelajaran langsung yang ditinjau dari KAM (2) Interaksi antara KAM dan model pembelajaran terhadap peningkatan kemampuan berpikir kritis siswa. Riset ini dengan menerapkan metode quasi-experiment dengan Pretest posttest Nonequivalent Control Group Design. Sampel pada penelitian ini adalah kelas VIII.1 dan VIII. 7 sebagai kelas eksperimen dan kelas VIII.2 sebagai kelas kontrol. Teknik dalam mengambil sampel adalah purposive sampling. Instrumen yang digunakan pada proses pengumpulan data adalah tes kemampuan awal matematis dan tes kemampuan berpikir kritis. Analisis data menggunakan uji N-Gain, uji normalitas, uji homogenitas, uji anova satu arah, dan uji anova dua arah. Hasil penelitian menunjukkan bahwa secara signifikan terdapat perbedaan pada peningkatan kemampuan berpikir kritis siswa yang memperoleh PBL GeoGebra, PBL tanpa GeoGebra dan Pembelajaran Langsung yang ditinjau dari KAM tinggi dengan nilai sig 0,032, KAM sedang dengan nilai sig 0,000, dan KAM rendah dengan nilai sig 0,005. Tidak adanya interaksi antara KAM dan model pembelajaran terhadap peningkatan kemampuan berpikir kritis dengan nilai sig 0,334. Berdasarkan hasil penelitian tersebut, terlihat bahwa PBL dengan berbantuan GeoGebra dapat meningkatkan kemampuan berpikir kritis siswa.

Abstract

Implementasi kurikulum Merdeka harus sudah dilaksanakan bagi seluruh sekolah di Indonesia di tahun 2024. Oleh sebab itu, sekolah harus sudah siap dalam mengimplementasikan kurikulum Merdeka. Namun pada kenyataanya SDN Pondok Cabe Ilir 2 belum menerapkan kurikulum Merdeka. Pemahaman guru merupakan salah satu faktor penentu keberhasilan implementasi kurikulum Merdeka sehingga pelaksanaan kurikulum Merdeka dapat berjalan dengan baik. Oleh sebab itu, maka tujuan dari kegiatan Pengabdian kepada Masyarakat (PkM) ini adalah untuk membantu guru di sekolah SDN Pondok Cabe Ilir 2 dalam menyusun perangkat pembelajaran yang terdapat dalam kurikulum Merdeka mulai dari menyusun kurikulum operasional satuan pendidikan (KOSP) sampai pada menyusun asesmen pembelajaran di kelas. Adapun Metode yang digunakan untuk menyelesaikan permasalahan di SDN Pondok Cabe Ilir 2 adalah dengan melakukan pendampingan melalui workshop implementasi kurikulum Merdeka kepada guru sehingga pemahaman guru dalam konsep implementasi kurikulum Merdeka menjadi lebih baik. Peserta pada kegiatan PkM ini terdiri dari 19 guru dan 1 kepala sekolah di SDN Pondok Cabe Ilir 2. Berdasarkan hasil evaluasi yang diberikan kepada guru setelah selesai mengikuti pendampingan pemahaman konsep implementasi kurikulum Merdeka dapat disimpulkan bahwa pemahaman guru tentang konsep kurikulum Merdeka sudah cukup baik. 90% guru dapat menjawab soal evaluasi dengan benar sehingga guru tersebut paham tentang konsep kurikulum Merdeka. Penyelengaraan kegiatan PKM juga sudah dikatakan baik karena 90% peserta kegiatan merasa puas dengan adanya kegiatan PKM ini

Abstract

The low achievement of numeracy literacy among Indonesian students, as reflected in the results of the National Assessment and the Programme for International Student Assessment (PISA), presents a serious challenge in improving the quality of basic education. This condition demands the strengthening of teacher competencies so that they are able to design numeracy literacy learning that is more meaningful, contextual, and relevant to students' needs. The Independent Curriculum places numeracy mastery as one of the key competencies that teachers must have to support student learning outcomes. In response to this need, the Community Service Program (PKM) was designed with three main objectives, namely: (1) deepening teachers' understanding of the concept of numeracy literacy and its relevance in the Independent Curriculum; (2) developing teachers' skills in designing and implementing innovative numeracy literacy learning strategies; and (3) improving teachers' ability to utilize technology, such as learning applications and digital resources to support the learning process. Activities are carried out through training methods, intensive mentoring, and direct classroom practice involving 20 teachers of SDN Pondok Cabe Udik 01 as active participants. During the process, participants received conceptual materials, guidance on developing teaching materials, and supervision of their implementation in the field. The results of the activity showed significant improvements in understanding the concept of numeracy literacy, creativity in learning strategies, and skills in utilizing educational technology. In conclusion, this PKM program effectively improves teacher competency in numeracy literacy and has the potential to become a training model that can be replicated in various educational institutions..

Abstract

Mathematical reasoning abilities were crucial for comprehending mathematical concepts and equipping students to confront the challenges of the 21st century. However, the persisting issue of students' inadequate mathematical reasoning abilities remained relevant. Hence, this study aimed to assess the efficacy and practicality of educational tools utilizing an open-ended approach with HOTS (higher-order thinking Skills) questions to enhance students' mathematical reasoning capabilities. The research employed the research and development (R&D) method, involving students from Madrasah Tsanawiyah (MTs) Istiqlal Jakarta and expert educators. This developmental study followed the ADDIE model, encompassing analysis, design, development, implementation, and evaluation stages. The research tools included observation sheets for monitoring the learning process, expert assessment questionnaires to evaluate tool suitability, student response surveys, and mathematical reasoning proficiency assessments to gauge tool effectiveness. Findings indicated the feasibility of employing learning tools with HOTS questions and an open-ended approach to enhance students' mathematical reasoning skills, with an average feasibility rate of 89%. Evaluation by validators revealed a 96% average rating, signifying the learning tools' substantial validity for educational use. Furthermore, field trial results demonstrated that 89.29% of students achieved scores surpassing the minimum completeness criteria (MCC) post-tool implementation, affirming its efficacy in enhancing students' mathematical learning capacities. This research suggested that leveraging learning tools with HOTS questions and an open-ended approach presented new avenues for significantly bolstering students' mathematical reasoning skills. This underscored the importance of embracing innovative methodologies in crafting educational materials to foster more captivating and meaningful student-learning encounters.

Abstract

This study aims to describe about: (1) development of valid learning cycle teaching materials for improving student mathematics learning outcomes in grade VIII SMP North Tapanuli Regency, (2) development of practical learning cycle teaching materials for improving student mathematics learning outcomes in grade VIII SMP North Tapanuli Regency, (3) development of effective learning cycle teaching materials for improving student mathematics learning outcomes in grade VIII SMP North Tapanuli Regency, and (4) improving students' mathematics learning outcomes using teaching materials based on the learning cycle method developed in grade VIII of SMP North Tapanuli Regency. The subjects in this study are grade VIII students of SMP Negeri 2 Parmonangan for the 2021/2022 academic year. The subjects in this study are grade VIII students of SMP Negeri 2 Parmonangan for the 2021/2022 academic year. The object of this research is mathematics teaching materials developed based on learning cycle learning methods to improve mathematics learning outcomes of Pythagorean Theorem material. Research using the Plomp development model consists of investigation, design, realization/construction, test, evaluation and revision, and implementation phases. The product test consists of Teaching Material Validity Data Analysis consisting of three linguists, three material experts and three design experts, as well as data analysis of learning outcomes by calculating N-gain. The results of the study stated that (1) teaching materials based on the learning cycle method developed are valid, used to improve students' mathematics learning outcomes in grade VIII SMP North Tapanuli Regency, (2) teaching materials based on the learning cycle method developed practically, used to improve student mathematics learning outcomes in grade VIII SMP North Tapanuli Regency, (3) teaching materials based on the learning cycle method developed effectively, used to improve student mathematics learning outcomes in grade VIII SMP North Tapanuli Regency, (4) teaching materials based on the learning cycle method developed can improve student learning outcomes in grade VIII SMP North Tapanuli Regency. The acquisition of calculated results or N-Gain value of 0.64 with the category of sufficient or good learning improvement results.

Abstract

The purpose of this study was to compare the effectiveness of using the Problem Based Learning (PBL), Problem Solving (PS), and Problem Posing (PP) learning models in achieving students' creative thinking skills in social arithmetic material for a grade 7 class. Creative thinking skills is a problem variable because many students cannot answer the Higher Order Thinking Skills (HOTS) questions. This type of research is quasi-experimental with a population of grade 7 students and a sample of 3 classes. The sampling technique used simple random sampling. Data collection techniques used were documentation, observation, and tests. The test was used to measure students' creative thinking skills. Data analysis techniques used one-way Anova and post hoc (Scheffe test). The test data were analyzed using SPSS 16.0 for Windows software. The results of the study concluded that the Problem Based Learning (PBL) and Problem Solving (PS) learning models were effective in achieving students 'creative thinking abilities and the Problem Posing (PP) learning model was not effective in achieving students' creative thinking abilities. Meanwhile, there are differences in the effectiveness of using the Problem Based Learning (PBL), Problem Solving (PS), and Problem Posing (PP) learning models in the achievement of students' creative thinking abilities on social arithmetic material for grade 7 students and there are significant average differences in ability. Creative thinking of students on indicators of flexibility, and originality between groups of students who are taught with problem-based learning (PBL) and problem posing (PP) learning models.BAHASA INDONESIA ABSTRACT: Tujuan penelitian ini untuk untuk mengetahui perbandingan efektivitas penggunaan model pembelajaran Problem Based Learning (PBL), Problem Solving (PS), Problem Posing (PP) dalam pencapaian kemampuan berpikir kreatif siswa pada materi aritmatika sosial kelas VII SMP. Pengambilan kemampuan berpikir kreatif sebagaivariabel masalah dikarenakan banyak siswa yang tidak bisa menjawab soal Higher of Thhingking Skill (HOTS).  Jenis penelitian adalah eksperimen semu dengan populasi siswa kelas VII dan sampel sebanyak 3 kelas. Teknik pengambilan sampel menggunakan sampel acak sederhana (simple random sampling).  Teknik pengumpulan data menggunakan dokumentasi, observasi, dan tes. Tes digunakan untuk mengukur kemampuan berpikir kreatif siswa. Teknik analisis data menggunakan one-way Anova dan post hoc (Uji Scheffe). Data tes  di analisis menggunakan software SPSS 16.0 for Windows. Hasil penelitian menyimpulkan bahwa model pembelajaran Problem Based Learning (PBL) dan Problem Solving (PS) efektif dalam pencapaian kemampuan berpikir kreatif siswa dan model pembelajaran Problem Posing (PP) tidak efektif dalam pencapaian kemampuan berpikir kreatif siswa. Sementara itu, terdapat perbedaan efektivitas penggunaan model pembelajaran Problem Based Learning (PBL), Problem Solving (PS), dan Problem Posing (PP) dalam pencapaian kemampuan berpikir kreatif siswa pada materi aritmatika sosial kelas VII SMP serta terdapat perbedaan rata-rata yang signifikan kemampuan berpikir kreatif siswa pada indikator fleksibelitas, dan originalitas antara kelompok siswa yang diajar dengan model pembelajaran problem based learning (PBL) dan problem posing (PP).

Abstract

The purpose of this study is to determine the differences in the ability to understand mathematical concepts of students who are taught by using inductive approaches and conventional learning and the differences in the ability to understand mathematical concepts of students who have high and low self-confidence. In addition, this study aims to determine the effect of the interaction between learning approaches and self-confidence on the ability to understand mathematical concepts. This research was carried out at SDN Pasauran 1, Cinangka District. The method used in this research is a quasi-experimental design with 2x2 level treatment. The data collection technique was a concept understanding test and a student self-confidence questionnaire. Testing the research hypothesis using two-way analysis of variance. Before testing the hypothesis, the data must meet the assumptions of normality and homogeneity, the test results show that the data is normally distributed and homogeneous. The results of the two-way analysis of variance test show that: there is a significant difference between students who are taught through inductive approach learning and conventional learning, there is a significant difference between students who have high and low self-confidence, there is an interaction effect between the learning approach and self-confidence on the ability to understand mathematical concepts and there are differences in the ability to understand mathematical concepts between students who are taught through inductive and conventional learning approaches, both for students who have high and low self-confidence.

Abstract

The purpose of this study is to develop understanding of concepts in mathematics through the application of the NCTM's Principles and Standards. This research method is descriptive. The results obtained are understanding concepts in mathematics can be developed through the application of NCTM Principles and Standards consisting of 6 principles, namely: 1. Equity, 2. Curriculum, 3. Teaching, 4. Learning, 5. Assessment, and Technology. Understanding concepts in mathematics that can be developed are: a. defining concepts verbally and in writing, b. Make examples and not examples, c. Using various symbols to present a concept, d. Change the form of representation to various forms, e. Identifying the characteristics of a concept, f. compare various concepts, and g. interpret concepts.

Abstract

The increasing use of the internet as a learning resource in the 21st century makes digital literacy important for students to have in addition to critical thinking skills. It is necessary to develop technology-based learning media to support improving critical thinking skills and digital literacy. This research aims to describe the process and results of developing valid, practical, and effective web-based (Google Sites) learning media to improve students' critical thinking skills and digital literacy, describe student activities, and analyze the increase in students' critical thinking skills and digital literacy after using media. This research is development research that refers to the ADDIE development model. The data sources were teachers and fifth grade students at SD Muhammadiyah 8 Surabaya. Data collection procedures use interview, validation, observation, questionnaire and test methods. The data analysis method uses qualitative and quantitative descriptive techniques. The development of web-based (Google Sites) learning media which was carried out in 5 stages namely analysis, design, development, implementation, and evaluation, produced media with the criteria of being very feasible, very practical and effective for use in learning fraction arithmetic operations. Student activities in learning are categorized as very active and there is a significant increase in students' critical thinking skills with an average N-Gain score of 0.52 (medium), as well as an increase in students' digital literacy with an average N-Gain score of 0.56 (medium).
