Abstract

EnglishIndragiri Hilir Regency is one of the coconut production centers in Indonesia and is considered as the main source of income for most of the farmers. However, this Regency has a high percentage of poverty during the past few years in Riau Province. This research aims to analyze the impact of coconut sector development on regional economy, identify the potential of regional losses, and formulate policy options to improve of regional income and to decrease poverty level. Primary and secondary data were analyzed using Social Accounting Matrix, Foster-Greer Thorbecke Poverty Index and descriptive analysis. The result indicates that coconut and its processing activities have high impact on structure of output, gross added value, and employment opportunity. Coconut sector has indicated regional losses, especially at the large-scale processing activity caused by the flow of both employment and capital incomes to other regions. Investment policies amounted to Rp. 50 billion each in coconut sector (Simulation 1), large-scale coconut industry sector (Simulation 2), and household scale industry sector (Simulation 3) could only reduce poverty level at 2.78 percent (for farm household landholding size ranges from 0.00 to1.00 ha), and 5.67 percent (for landholding size more than 1.00 ha). Other household groups have no change in poverty level. Simulation 1 provides higher contribution in improving incomes of production factors and household, respectively at 2.07 and 2.08 percent compared with Simulation 2 and 3. Meanwhile, Simulation 3 contributes the highest impact in increasing income of production sector (about 2.79 percent). IndonesianKabupaten Indragiri Hilir merupakan salah satu sentra produksi kelapa di Indonesia dan sebagian besar peduduknya berusaha di sektor kelapa sebagai mata pencaharian utamanya. Disisi lain, kabupaten ini memiliki persentase penduduk miskin yang tertinggi diantara kabupaten/kota yang ada di Provinsi Riau pada beberapa tahun terakhir. Penelitian ini bertujuan untuk menganalisis dampak pengembangan sektor kelapa terhadap perekonomian wilayah, menganalisis indikasi dan potensi kebocoran wilayah sektor kelapa serta dampaknya terhadap perekonomian wilayah, dan menganalisis opsi kebijakan yang dapat meningkatkan pendapatan dan menurunkan kemiskinan. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder yang dianalisis dengan menggunakan Sistem Neraca Sosial Ekonomi, Indeks kemiskinan Foster-Greer-Thorbecke, dan analisis deskriptif. Hasil penelitian menunjukkan bahwa sektor kelapa dan sektor industri pengolahan kelapa memiliki dampak yang besar terhadap pembentukan output, nilai tambah bruto, dan penyerapan tenaga kerja di Kabupaten Indragiri Hilir. Sektor kelapa mengalami kebocoran wilayah, terutama pada sektor industri pengolahan kelapa skala besar yang disebabkan oleh adanya aliran pendapatan modal dan tenaga kerja yang keluar wilayah. Kebijakan investasi pada sektor kelapa (simulasi 1), sektor industri kelapa skala besar (simulasi 2), dan sektor industri kelapa skala rumah tangga (simulasi 3) masing-masing 50 milyar rupiah hanya mampu menurunkan kemiskinan sebesar 2,8 persen untuk rumah tangga petani yang memiliki lahan 0,00-1,00 ha, dan 5,67 persen untuk rumah tangga petani yang memiliki lahan > 100 ha. Disisi lain, pada kelompok rumah tangga lainnya tidak mengalami penurunan kemiskinan. Simulasi 1 memberikan kontribusi yang lebih besar dalam peningkatkan pendapatan faktor produksi dan pendapatan rumah tangga, yaitu 2,07 persen dan 2,08 persen dibandingkan simulai 2 dan 3. Sedangkan simulasi 3 memiliki dampak yang tertingi dalam meningkatkan pendapatan pada sektor produksi yaitu sebesar 2,79 persen.

Abstract

EnglishThis study aims (i) to estimate transmission elasticity of cocoa bean prices at the world market to the rural markets in Central Sulawesi Province; (ii) to analyze the integration of cocoa beans markets; and (iii) to analyze the degree integration. Data used were time-series data from 1985 to 2008, and primary data from the farmers and the traders. The results showed that the transmission of cocoa beans prices was unstable.  Integration of cocoa bean price at rural markets to those in regency level was very weak and segmented.  Conversely, integration degree of the market at regency level with that of export was highly significant, especially in the long run.IndonesianPenelitian ini ditujukan untuk (i) mengestimasi elastisitas transmisi harga kakao biji dari pasar internasional sampai ke tingkat petani di perdesaan Sulawesi Tengah, (ii) menganalisis integrasi pasar kakao biji, dan (iii) menganalisis derajat integrasi tersebut.  Estimasi parameter ditempuh dengan pendekatan ekonometrik. Data yang digunakan berupa data panel dengan deret waktu 1985 – 2008 dan data primer dari hasil survei sampel rumah tangga petani dan pedagang kakao. Hasil analisis menunjukkan bahwa  transmisi harga kakao biji berlangsung secara fluktuatif. Diperoleh pula temuan bahwa pasar kakao biji tingkat petani hingga ke kabupaten ternyata memiliki integrasi sangat lemah dan cenderung tersegmentasi. Di sisi lain, derajat integrasi pasar kakao biji tingkat kabupaten ke eksportir ternyata  cukup tinggi, terutama untuk integrasi pasar jangka panjang.

Abstract

Berbagai jenis pembiayaan di sektor pertanian, baik yang formal maupun non formal telah diaplikasikan pada masyarakat, tetapi dalam pelaksanaan pembiayaan tersebut masih menghadapi beberapa kendala dan hambatan. Kegagalan kredit untuk pertanian selama ini umumnya disebabkan kerena skim yang ada selama ini tidak menyentuh “petani pelaku”, kurangnya penyiapan “petani pelaku” sebagai target group, banyaknya kebocoran kredit dan mekanisme kredit yang tidak tepat. Saat ini diharapkan ada model kelembagaan yang dapat memberikan solusi keterbatasan petani pada akses permodalan. Penelitian bertujuan untuk menganalisis dan merumuskan model kelembagaan pembiayaan untuk mendukung usaha pertanian di perdesaan. Penelitian dilaksanakan di Kabupaten Badung Propinsi Bali, Kabupaten Sleman Daerah Istimewa Yogyakarta dan Kabupaten Seluma Propinsi Bengkulu dari bulan Juni 2011 sampai April 2012. Sumber data terdiri dari data sekunder dan data primer. Total responden sebanyak 90 orang penerima dana PUAP yang penggunaannya untuk usahatani padi. Hasil penelitian menunjukkan bahwa model kelembagaan kredit untuk usaha pertanian perdesaan dirumuskan dalam tiga tingkatan yaitu Model Penumbuhan yang terdiri dari a) Pendampingan dari penyuluh pada petani dalam menyusun rencana peminjamannya sedangkan pendampingan pada pengelola dana simpan pinjam dilakukan oleh petugas pengelola dana kelompok; b) Agunan bagi peminjam diganti dengan rekomendasi dari aparat desa; c) Adanya sangsi kelompok/desa/sosial bagi peminjam yang tidak mengembalikan pinjamannya; d) Hanya melayani peminjam yang berasal desa setempat; e) Pengelolaan dana simpan pinjam dilakukan oleh manajemen yang terpisah dengan kepengurusan gapoktan, namun pengawasan dilakukan oleh pengurus gapoktan, dan f) Adanya insentif untuk pengelola dana simpan pinjam. Model Pengembangan merupakan peningkatan dari model penumbuhan dengan tambahan beberapa elemen yaitu a) Adanya Tabungan khusus untuk pemupukan modal kelompok; b) Insentif diberikan juga untuk anggota yang mempunyai tabungan khusus; c) Pengawasan dilakukan oleh pengurus gapoktan dan aparat desa. Sedangkan Model Mandiri merupakan peningkatan dari model penumbuhan dan pengembangan dengan tambahan elemen yaitu Lembaga keuangan harus mempunyai Badan Hukum dan Izin usaha agar dapat melakukan ekspansi kerjasama usaha dengan pihak lain.

Abstract

The study aims to formulate an appropriate strategy for the Government of Banten Province in improving the quality of local expenditure. The study is conducted on the expenditure quality in Banten and then, continued to formulate the appropriate strategy for it. There are 12 indicators expenditures which are used. Expenditure discipline of allocation, the accuracy of the target in distributing grant and social financial support, the accuracy of schedule in determining APBD, the accuracy of schedule in realizing revenue and expenditure, the effectiveness and efficiency of expenditure accountability, transparency of local government financial report and BPK opinion on it. Data collection is done by distributing questioners, document analysis, and interviews. The results show that expenditure had been disciplined priority program, the allocation of capital expenditure is still low, the allocation of personnel expenditure is good, the grant and the social financial support had not reached target yet, there was still APBD which was determined unpunctually, unpunctually expenditure realization. The expenditure was not effective and efficient, there was still unaccountable, accountability has been transparency and BPK opinions has not good. The strategy to be implemented for this case is the increasing commitment of all sides to increase the expenditure quality of Banten Province region.Keywords: Strategy, Banten Province, Quality Of Spending, APBDPenelitian ini bertujuan untuk merumuskan strategi yang tepat bagi Pemerintah Provinsi Banten  dalam  meningkatkan kualitas belanja daerah.  Kajian dilakukan terhadap kondisi kualitas belanja dan dilanjutkan dengan penyusunan strategi. Ada 12 Indikator kualitas belanja yaitu disiplin belanja terhadap program prioritas, ketepatan alokasi belanja modal dan belanja pegawai, ketepatan sasaran pemberian hibah dan bansos, waktu penetapan APBD, realisasi pendapatan dan belanja, efektifitas dan efisiens, akuntabilitas, transparansi dan opini BPK. Pengumpulan data dilakukan dengan penyebaran kuesioner, analisis dokumen dan wawancara. Hasil penelitian yaitu belanja sudah disiplin dengan program prioritas, alokasi belanja modal masih rendah, alokasi belanja pegawai sudah baik, hibah dan bansos belum tepat sasaran, APBD belum tepat waktu, realisasi pendapatan tepat waktu, realisasi belanja belum tepat waktu, belanja belum efisien dan efektif, belanja belum semua dapat pertanggungjawaban, pertanggungawaban sudah transparan dan opini BPK belum baik. Strategi untuk diimplementasikan yaitu peningkatan komitmen seluruh pihak dalam rangka peningkatan kualitas belanja daerah Provinsi Banten.Kata Kunci : Strategi, Provinsi Banten, Kualitas Belanja, APBD

Abstract

Land and Building Tax (PBB) was a state tax imposed on the land and or buildings. Under Article 185 of Law Number 28 of 2009was transferred from central government to local governments.The aim of the research was to find out the transformation strategy (role model) of land and building tax decentralitation ( case study in Cimahi). The Case Approach examined the reasons of the municipality policies and strategies in the public service with a variety of stakeholder perspectives. The result of it suggested that there were four steps in low enforcement related the land and building tax credit. The Statute Approch was an argument to solve the issues faced. It suggested that there were four local regulation must be implemented. Last the principles of Conceptual Approach based on many expert opinions such as scientists, practitioners and policy makers.The results suggested that there were twelve indicators represented the performance of value for money in the course of their activities.Finally The Blue Ocean Strategy (BOS) throught created, deleted, reduced and increasedinto account the vision of regency development Cimahi, 2005 to 2025 were required the new policy programs in fiscal decentralization that was out of the status quo. Keywords: BOS, Case Approach, Conceptual Approach, Land and Building Tax, Statute Appoach, Vision ABSTRAKPajak Bumi dan Bangunan (PBB) adalah pajak negara yang dikenakan pada tanah dan atau bangunan. Berdasarkan Pasal 185 Undang-Undang Nomor 28 Tahun 2009 dialihkan dari pemerintah pusat ke pemerintah daerah. Tujuan dari penelitian ini adalah untuk mengetahui strategi transformasi (role model) desentralisasi pajak bumi dan bangunan (studi kasus di Cimahi). Pendekatan Kasus meneliti alasan kebijakan kota dan strategi dalam pelayanan publik dengan berbagai perspektif pemangku kepentingan. Hasilnya menunjukkan ada empat langkah dalam penyelesaian piutang PBB. Pendekatan regulasi adalah pendekatan peraturan perundangan untuk memecahkan masalah yang dihadapi. Seharusnya empat peraturan daerah harus ditegakan. Prinsip-prinsip Pendekatan Konseptual berdasarkan pendapat para ahli seperti ilmuwan, praktisi dan pembuat kebijakan. Hasilnya menunjukkan bahwa ada dua belas indikator kinerja nilai uang yang mencerminkan indikator kinerja . Akhirnya Strategi Smudera Biru (BOS) melaui langkah (menciptakan, menghapus, mengurangkan dan meningkatkan) dengan mempertimbangkan Visi pembangunan Jangka Panjang (2005-2025)Kota Cimahi, memunculkan kebijakan program baru dalam desentralisasi fiskal yang mampu keluar dari status quo. Kata Kunci : BOS, Case Approach, Conceptual Approach, Land and Building Tax, Statute Appoach, Vision

Abstract

This research aimed to analyze the effect of good corporate governance on stock prices. It was conducted on companies listed on the Indonesia Stock Exchange which were included in the KOMPAS100 Index in 2014-2018 by using a purposive sampling technique. Data analysis used was a panel data regression method with a fixed-effect model - least square dummy variable. The results of the study show that the number of board of the commissioner meetings, return on assets, earnings per share and price to book value had significant effects on stock prices in a positive direction; the number of directors, education/training for corporate secretaries, and price to earnings ratio had positive but insignificant effects; the number of independent commissioners and the number of board of the director meetings had negative but insignificant effects on share prices. The novelty in this study was the addition of the variable of company secretary as an indicator of corporate governance, which was not found in previous studies. Abstract

Conceptually, there are many views in viewing the concept of poverty. So the issues may include social, economic, cultural and even political aspects. In spatial aspect, National Statistics Bureau (BPS) has also made distinctions between rural and urban poverty since 1999. This variance sometimes makes it difficult for undergraduate researchers to conduct an assessment of this issue. Therefore, this article attempts to analyze and strive to understand the character of urban poverty by using fourteen measures used by BPS. Fourteen indicators were then tested in the field using survey and observation methods. The results of the survey and observation are discussed further in this article

Abstract

The objective of this study were to evaluate the institutional of watershed management in border area of Indonesia and Timor-Leste, and to design a model of transboundary watershed management institution for Indonesia and Timor-Leste.  Weighting of internal and external factors method was used to evaluate the institutional transboundary watershed management, while analytical hierarchy process was used to compute the institutional model of transboundary watershed management. The internal factors consists of: the commitment of the stakeholder in watershed management, development priorities at border area, the limited institutional cooperation, the land use changes. The external factors  are: international environmental agenda on development country, international conferences that supported the countries collaboration toward sustainable development achievement, supporting culture in forest and water resources protection, slash and burn cultivation activities, conflicts, lack of ecological. The result showed that weighting of  internal and external factors on quadrant III is alternaltive institutional model of transboundary watershed management.  The priority alternatives institutional model and also road map for sustainable development are collaboration agreement of transboundary management, transboundary watershed forum, and autonomous transboundary watershed management. The alternatives institutional has relation with the development phase, condition of local community and environment.

Abstract

Land use changes in upstream cause flooding in the middle and downstreams so that appropriate spatial planning is required. The study aims to (1) analyze the forest management in ecologycal region percpective community, unilateral and bilateral on the boundary areas of Indonesia and Timor Leste, (2) analyze dependence of spatial-ecology with income farmers, and (3) analyze descriptively the spatial planning of border regions. The data used were secondary and primary data which were obtained from Indonesia and Timor Leste. Primary data sampling technique using multistage sampling, namely cluster sampling for the sample village representing the upstream, middle, and downstream of the watershed; while the sample of farmers using purposive sampling. The analysis used was descriptive analyisis which was used to analyze management of forest in ecologycal region on boundary area. Then, the spatial durbin model was used to analyze the dependence effect of spatial-ecology on farmer income in transboundary watershed. The spatial durbin model showed that farmers’ income in the downstream of transboundary watershed will be reduced because patterns of farming on upperstream transboundary watershed tends to be exploitative. This implication required administrative and spatial ecology perspective in boundary spatial planning.

Abstract

This study aimed to determine food vulnerability in the village level. This study was conducted by analysing 3,270 villages in Nusa Tenggara Timur (NTT) Province. Principal component analysis, cluster analysis and discriminant analysis were employed to classify the vulnerable villages. This study found that 1,468 villages (44.90%) were categorized as very vulnerable and vulnerable villages. Both categories were found mostly in Timor Tengah Selatan, Manggarai Timur, Manggarai Barat, Sumba Barat Daya, and Sumba Timur Regency. Food vulnerability enhancment programs need to be prioritized in very vulnerable and vulnerable villages in Timor Tengah Selatan, Manggarai Timur, Manggarai Barat, Sumba Barat Daya, and Sumba Timur Regency. Accessibility to electricity, clean water and sanitation facilities as well as the improvement of public welfare are key important factors to improve village food vulnerability.Keywords: cluster, food vulnerability, village
