The number of corruption cases in the procurement of goods / services of the Government raises the demand for the Government to innovate suppress the crime rate speed. One of the innovations undertaken by the Government is to develop their electronic-procurement services. However, the development of electronic-procurement services in several agencies are still not able to provide services to the maximum. The focus of this research is Quality Service-Procurement electronic Purbalingga. The purpose of this study to determine the quality of electronic-procurement services in Purbalingga and any aspects of the inhibitors. This research uses descriptive qualitative research. Data collection techniques using observation, interviews and documents related to the quality of electronic-procurement services in Purbalingga. The results showed that the quality of electronic-procurement services in Purbalingga has been good, although still hampered in some aspects, ease of access, control and affordability. Therefore, in this case need a strong effort from all stakeholders in improving the quality of service.

This research is based on fact that Implementation of Indonesian labor protection is still notoptimum as there is a labor of Indonesia in Brebes Regency who cannot return to areas of origin, suffered acts of violence and the wages are not paid. The purpose of this research is to know the influence of the Controlling of local governments to the implementation of Indonesia Labor Protection in Social Service, Labor and transmigration Brebes Regency. This research methodology uses a quantitative approach. The sample in this research amount 27 respondents randomly. Method of collecting data by using the questionnaire given to the entire sample in this research. The research questionnaire using likert scale type and through the stages of test validity, reability, cross-tabulations, correlation rank kendall, analysis of correlation coefficient determination test, and kendall Concordance test as a method of data processing research.Based on The results of research showed that, there is influences between controlling of local government on the implementation of Indonesian Labor Protection where the results of the calculation of correlation rank kendall tau shows Z-count (2.97) ˃ Z tables (1.96). Based on this research, Controlling influential to the implementation of labor protection in Social Service, Labor and transmigration Brebes Regency. Those results proved by a test of of the coeffisien of determination (KD) shows that Controlling influential of 19.27% to the implementation of Indonesian labor protection. The recommendations given by the author that should be improved communication between employees and PPTKIS to reduce misinformation that Indonesian Labor who are abroadand need for education and training related to the Procedure of Placement and Protection of Indonesian Labor for employees and PPTKIS.

Pariwisata saat ini menjadi kebutuhan masyarakat dan juga menjadi andalan pemerintah Indonesia untuk memperoleh devisa non migas. Salah satu pariwisata di daerah Jawa Tengah adalah di Kabupaten Semarang. Penelitian ini bertujuan untuk mengetahui bagaimana strategi yang telah dilakukan oleh Dinas Pemuda, Olah Raga, dan Pariwisata Kabupaten Semarang untuk mengembangkan pariwisata dan untuk mengetahui strategi apa yang dapat digunakan untuk mengembangkan pariwisata Kabupaten Semarang. Di dalam penelitian ini akan dilakukan analisis lingkungan internal dan eksternal . Hasil analisis bertujuan untuk menemukan faktor-faktor pendukung dan penghambat yang dihadapi oleh Disporapar dalam mengembangkan pariwisata Kabupaten Semarang. Penelitian ini menggunakan pendekatan deskriptif kualitatif untuk mengumpulkan informasi dari narasumber yang terkait pengembangan pariwisata Kabupaten Semarang. Hasil penelitian ini menunjukkan bahwa pariwisata Kabupaten Semarang memiliki beberapa faktor pendukung misalnya obyek wisata yang beragam dan terus bertambah, lingkungan ekonomi, politik dan sosial budaya yang kondusif, kemampuan SDM yang mumpuni dan lain-lain. Di sisi lain pengembangan pariwisata Kabupaten Semarang juga mempunyai faktor yang menjadi penghambat diantaranya adalah sektor industri yang belum mendukung pariwisata, penyediaan informasi yang belum maksimal, penggunaan teknologi yang belum maksimal, kurangnya anggaran, kurangnya jumlah SDM, dan lain-lain. Menganalisis strategi yang telah dilakukan dan merumuskan beberapa strategi yang dapat direkomendasikan dengan menganalisis lingkungan internal dan ekstenal sangat penting untuk mengembangkan pariwisata Kabupaten Semarang. Strategi yang direkomendasikan diharapkan dapat membantu pemerintah daerah khususnya Disporapar untuk mengembangkan pariwisata Kabupaten Semarang.

One of the concepts of community development to reduce poverty is community empowerment. Kebumen regency has sought to empower the batik artisans in Kebumen regency. The purpose of this study are explaining the effort that have been made by the Government in empowering batik artisans in Kebumen regency, identifying the inhibiting and supporting factors of empowering batik artisans in Kebumen, and formulating the empowernment strategies of batik artisans in Kebumen regency. SWOT analysis is used to answer the research objectives. This research used descriptive qualitative methode. The informants are Service employees of Kebumen Cooperatives and Small and Medium Enterprises (SMEs); employees of Industry, Trade and Market Kebumen; and Batik artisans in Kebumen regency. The result explain that the government have tried to provide batik equipment, involving batik artisans in various exhibitions, and improving the skills of batik artisans by providing education and training program. There are 10 inhibiting factors and 10 supporting factors of empowering batik artisans in Kebumen regency. Based on the analysis, obtained 8 strategic issues in this research. Litmus Test is used to measure the strategic program that has been identified previously. Finally, 5 empowerment strategies formulated to empower batik artisans in Kebumen regency.

This research aims to analyze the efektiviness program execution by looking at the purpose of the has been reached Coastal Area development program Tough (PKPT) which was carried out in three villages namely, Api-api, Pecakaran and Mulyorejo. This research uses qualitative data collection techniques through indepth interviews. In this research the theory used is the theory of public administration, public policy and effectiveness. This program PKPT is urgently needed by coastal communities in particular. Effectiveness can be felt in what has planned in accordance with the results obtained. The participation of coastal communities is indispensable in this program, because the society became the main actors in the implementation of activities. This research has concluded that the implementation of the Program of development of the coastal area is Tough in Pekalongan in particular with the aim to improve the preparedness of communities, improve the quality of the living environment in coastal areas, facilitate development activities the development of socio-economic facilities and infrastructure in coastal regions, develop institutional society as participatory by involving the role of women has not been effective in suspending and standaloned coastal communities. Recommendations for this Audit program, the Government is increasing the return of socialization to society not only to coastal communities (KMP), other recommendations the Government should review again the importance of this work PKPT program.

Di dalam meningkatkan kualitas SDM diklat mempunyai peran pentinguntuk membantu mengembangkan kemampuan peserta diklat. Sumber DayaManusia memiliki posisi sangat strategis dalam organisasi, artinya manusiamemegang peranan penting dalam melakukan aktivitas untuk mencapai tujuan dankondisi yang lebih baik.Penelitian yang digunakan adalah deskriptif kualitatif, sehinggamenggunakan fenomena dimana didalamnya terdapat pokok-pokok wawancara.Fenomena yang dijadikan acuan adalah profesional, disiplin, dan kerja sama.Fenomena tersebut yang kemudian dijadikan acuan untuk mengetahui peran diklatdan faktor pendorong dan penghambat dalam meningkatkan kualitas SDM.Wawancara dilakukan kepada 6 orang yang semua adalah pegawai BadanKepegawaian Daerah Provinsi Jawa Tengah.Berdasarkan hasil wawancara yang telah dilakukan dapat diketahui bahwadi dalam peningkatan kualitas SDM. Peran diklat sangat dibutuhkan terutamapada saat setelah peserta diklat mengikuti diklat, karena untuk mengetahuiperkembangan dari pegawai dibutuhkan evaluasi yang bekelanjutan agar terpatauperkembangannya. Profesional dan disiplin pegawai dijadikan pendorong pegawaiuntuk meningkatkan kualitas SDM dan kerja sama dijadiakan faktor penghambat,karena setiap perubahan dimulai dari diri sendiri.

This research entitled “Analysis of The Effect of Leadership and Competence of Human Resources on Employees Job Performance in Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaanâ€. This research is based on fact that employees job performance in Inspektorat Jenderal Kementerian Pendidikan dan Kepegawaian have several problems such as late for attendance, procrastination completion of the work, and the other factors. The purpose of this research is to find out the effect of leadership and competence of human resources in Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan. Employee job performance is the result of an employee in a particular period. Employee job performance is influenced by several factors such as individual factors, leadership factors, team factors, and system factors. This research is focusing on individual factor that include competence of human resources and leadership factor that include leadership that applied by the leader. This research methodology uses a quantitative approach. The research sample is amount 100 respondents. Method of collecting data in this research by using a questionnaire given to the entire sample in this research. This questionnaire using likert-type scale and through the stages of validity, reliability test, cross tabulation analysis, correlation analysis kendall, coefficient determination test, and kendall concordance test as data processing method. Based on this research, leadership and competence of human resources have an effect on employee job performance in Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan. This results is proved by coefficient determination test that shows leadership and competence of human resources have an effect ammount 47,20% on employee job performance. However, there are several indivators of leadership and competence of human resourch need to be improved to increase the performance of both the leadership and employees.

This study aims to determine the relationship between discipline and employee capabilities with the performance of employees in Semarang District Secretariat (Observation Study in the General Section). The population of as many as 69 employees to as many as 35 samples taken employees.Hypothesis testing using the formula Kendall's tau-b to determine the relationship between each independent variable with the dependent variable, and the analysis of the Kendall concordance (W) to determine the relationship of the independent variables together on the dependent variable.Analysis of the relationship between two (2) independent variable discipline (X1) and the ability of employees (X2) with employee performance (Y), either alone or taken together show the following:1. Relations discipline with the employee's performance and significant positive correlation with the value of 0.372, which means that the relationship is positive, but weak, whereas the significance level of the coefficient of 0.030, which means its value is below 0.05 (5%), which means significantly.2. Employee relations skills with the performance of employees with a positive and significant correlation value of 0.353, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.035, which means its value is below 0.05 (5%), which means significantly.3. A positive relationship together - collaboration between discipline variable (X1) and the ability of employees (X2) with employee performance variable (Y) with the correlation value of 0.244, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.000, which means well below 0.05 (5%), which means significantly.

Currently tourism become one of five sectors which giving highest contribution to Indonesia economic side. Hence, our country trying to maximize the role of tourism stakeholders. One of it is The Department of Tourism and Cultural Department Central Java. According to findings, the performance to achieve the vision is not maximum, one of the reasons are human resources factor. This study attempts to analyze the performance especially employee performance and the resistor and supporter factor. The assessment conducted with research the performance indicators that writer is use which are quality of work, quantity of work, timing, and independence of work. While the resistor factor and the supporter factor are seen from the research that writer did. This study using descriptive qualitative research methods with described the outcome of the findings and the interviews. Based on the research, the employee performance in Central Java Tourism and Cultural Department is not optimal. It is provable by the problems in all performance indicators. Then, the resistorfactor also not support the performance become optimal, so that organization should form a competitive work environment, improves the ability of employee, and coordinated with the government to solve those problems.

Groundwater tax is one type that is managed by the local tax . Tax groundwater previously managed by the provincial government then managed entirely by local governments as a form of decentralization . Implementation of tax policy at Tegal ground water is fully regulated in Regulation No. 2 of 2011 About Tax Groundwater . Authorized agency in terms of tax collection and management of ground water is Revenue Service, Management, Finance and Public Asset ( DPPKAD). Local regulations governing the issuance of tax policy groundwater is one of the efforts to preserve and control of groundwater use , so that it can be used on an ongoing basis and the tax function as a source of income to finance a useful area for regional development. This study aims to explain how tax policy implementation groundwater management in Tegal and identify aspects that support and hinder the implementation of tax policy groundwater managed by DPPKAD Tegal and is expected to become an input for implementing this policy.Supporting and inhibiting aspects identified aspects of the phenomenon of financial resources, economic conditions, social and political society, communication, and characteristics of the implementing agency. This is a descriptive qualitative study, using snowballing sampling technique. This study shows that the implementation of the groundwater tax already well proven with the successful achievement of the groundwater tax revenue , but there are some obstacles in its implementation. Many inhibiting factors that affect the implementation of groundwater tax collection, there are limited budget, yet comprehensive level of consciousness by taxpayer, and the lack of participation of the taxpayer and lack of socialization because DPPKAD has never held a formal socialization.
