Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Kompetensi terhadap Keberlanjutan Bisnis dan Kebijakan Pemerintah dengan menggunakan pendekatan Structural Equation Modeling–Partial Least Square (SEM-PLS). Model penelitian terdiri atas tiga variabel laten, yaitu Kompetensi, Keberlanjutan Bisnis, dan Kebijakan Pemerintah. Hasil analisis model pengukuran (outer model) menunjukkan bahwa seluruh indikator memiliki nilai outer loading di atas 0,7 serta nilai Average Variance Extracted (AVE) lebih besar dari 0,5, yang menandakan terpenuhinya validitas konvergen. Nilai composite reliability yang melebihi 0,9 menunjukkan tingkat reliabilitas konstruk yang sangat baik. Hasil analisis model struktural (inner model) menunjukkan nilai R-square sebesar 0,569 untuk variabel Keberlanjutan Bisnis dan 0,702 untuk variabel Kebijakan Pemerintah, dengan nilai Q² sebesar 0,872 yang mengindikasikan kemampuan prediktif model yang sangat kuat. Pengujian hipotesis membuktikan bahwa Kompetensi berpengaruh positif dan signifikan terhadap Keberlanjutan Bisnis dan Kebijakan Pemerintah, serta Keberlanjutan Bisnis memediasi hubungan antara Kompetensi dan Kebijakan Pemerintah. Dengan demikian, peningkatan kompetensi memiliki peran yang sangat penting dalam memperkuat keberlanjutan bisnis dan mendukung efektivitas kebijakan pemerintah.

Abstract

Penelitian ini mengkaji peran kompetensi karir dan bakatmanajemen terhadap pengembangan sumberdaya manusia. Penelitian ini merupakan kajian pustaka yang akan mengkajikompetensi karir, bakat manjemen, dan pengembangansumberdaya manusia. Hasil penelitian ini akan membangunmodel yang dapat digunakan sebagai penelitian lebih lanjutbagaimana variabel kompetensi karir dan bakat pegawaiberpengaruh terhadap pengembangan sumberdaya manusia, serta pengaruh langsung carier competency terhadappengembangan sumberdaya manusia dan pengaruh langsungbakat pegawai terhadap pengembangan sumberdaya manusia.

Abstract

Digital transformation has become an important part of bureaucratic reform aimed at improving organizational efficiency and the quality of public services. This study aims to analyze the influence of digital leadership and employee digital competence on public service human resource performance, as well as examine the mediating role of electronic Human Resource Management (e-HRM) transformation in the SAMSAT Office of Jambi City. The study employed an explanatory quantitative approach using a survey method involving all employees of UPTD PPD SAMSAT Kota Jambi, totaling 80 respondents, through a total sampling technique. Data were collected using a Likert-scale questionnaire and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results show that digital leadership has a positive and significant effect on human resource performance, but it does not have a significant effect on e-HRM transformation. Employee digital competence has a negative effect on human resource performance, but it has a positive and significant effect on e-HRM transformation. Furthermore, e-HRM transformation positively affects human resource performance. In the mediation analysis, e-HRM transformation does not mediate the relationship between digital leadership and human resource performance, but it significantly mediates the relationship between employee digital competence and human resource performance. These findings indicate that improving digital competence will be more effective in enhancing performance when supported by the implementation of an integrated e-HRM system. This study contributes to the development of digital-based public sector human resource management studies and provides practical recommendations for improving the quality of public services.

Abstract

New Public Management (NPM) has been widely adopted to improve public sector performance through efficiency, accountability, and performance-based management. However, the success of such reforms depends not only on managerial systems but also on leadership mechanisms that translate reform principles into service outcomes. This study aims to examine the effect of NPM on service performance through the mediating roles of servant leadership, task-oriented behaviour, relations-oriented behaviour, and change-oriented behaviour. This study employed a quantitative explanatory design using Partial Least Squares Structural Equation Modeling (PLS-SEM). Data were collected from 200 civil servants working in local government organizations in Jambi Province, Indonesia, through a structured questionnaire. The measurement and structural models were evaluated using SmartPLS 4.0. The findings show that NPM has a significant positive effect on servant leadership as well as on task-oriented, relations-oriented, and change-oriented behaviours. NPM also has a direct positive effect on service performance. Among the proposed mediators, only servant leadership has a significant positive effect on service performance and significantly mediates the relationship between NPM and service performance. In contrast, task-oriented, relations-oriented, and change-oriented behaviours do not show significant effects on service performance and do not mediate the relationship. These findings indicate that the effectiveness of NPM reforms is strongly influenced by value-based leadership rather than by behavioural dimensions alone. This study contributes to the public administration literature by offering a multidimensional mediation model and demonstrating that servant leadership is a more decisive mechanism in translating managerial reforms into improved service performance.

Abstract

Activity Community service focuses on improving skills, leadership, Micro, Small, and Medium Enterprises (MSMEs) in Nipah Panjang, East Tanjung Jabung, Jambi Province. The majority of residents are professionals in the trades and fisheries, and the presence of 92 small businesses in the industry has become potentially important in expanding the local economy. Although MSMEs play a significant role in the economy's growth, many entrepreneurs face challenges due to weak skills and leadership, which affects their management and business sustainability. Through method training and mentoring, research, this program introduces the concept of digging potential and developing leadership skills. This program consists of four stages: introduction to skills, leadership training, in-depth training, and mentoring for sustainability. The focus of the main training covers ability communication, decision-making, and management team development, as well as the implementation of innovative strategies in management efforts. The results of the activity are expected to strengthen the leadership foundation of UMKM actors, enabling them to compete in increasingly complex market conditions. With improved leadership skills, expected MSME actors in Nipah Panjang can be more independent, innovative, and empowered, contributing to a more competitive local economy. Community service makes an important contribution to the development of MSMEs by improving the capacity source, particularly human capital, at the local level.
