Abstract

This study aims to analyze the policy agenda of the utilization of the retaining cultural heritage area in Mojokerto Regency in order to protect cultural heritage. This research is based on several problems, is a Cultural Heritage that hasn’t been determined based on regulations, most of the Cultural Heritage located in the open air so that’s quickly damaged and weathered, location not strategic, and limited norms for preservation cultural heritage. So, the author conducted an analysis using a policy agenda model, by assessing a number of conflicts of interest from several stakeholders. The type of research used is descriptive and historical research with a qualitative approach. The results showed that the policy agenda of the utilization of cultural heritage area in Mojokerto Regency still had a number of conflicts of interest between the cultural observer, between the Regional Apparatus Organizations in the local government and the local community. The author gives recommendations to the government is to take into consideration and unite some of these interests, given the cultural interest in preserving cultural heritage in accordance with the Mandate of the Law and is an important aspect that must be implemented by the state in preserving historical heritage.

Abstract

Forest management in National Park area are related to community development in the buffer zone . This provided an opportunity for stakeholders which is the company 's to contributing in national park preservation by Corporate Social Responsibility (CSR) program. This study aims to determine the form and implementation of CSR programs that have been implemented in the buffer zone of Gunung Gede Pangrango National Park, and to know perception and satisfaction of the local community about CSR program at Sarongge Resort. The main program of CSR program is adoption tree, beside that there are also community empowerment program. The results showed that CSR programs in Sarongge Resort still in charity. CSR implemented through a partnership between companies and Green Radio. Public perception of the CSR program is moderate. The level of people's satisfaction of CSR programs are less satisfied .

Abstract

AbstractIn policy implementation, constraints are often found. Each region varies according to the context of the society it faces. East Java still has significant Mother Mortality Rate (MMR) and Infant Mortality Rate (IMR) of the low quality of public health, especially in the horseshoe area covering the islands of Madura, Pasuruan, Probolinggo, Situbondo, Bondowoso and Jember. To analyze the policy implementation process, researchers use 5C's Protocol. The results showed that, among the 5 C's which is contained in Content, Context, Commitment, Capacity and Client & Coalition, the Public Health Service as the main actor influences the role of successful implementation of policies and programs. Through the 5C's analysis all stages of the policy process become clear. Beginning the determination of policy issues, implementation methods, monitoring and evaluation of MMR and MMR reduction policies can be explained and illustrated. The existence of a strong line relationship between the five C that will be seen that greatly affect the implementation process of decline policy in MMR and IMR in East Java province. This means that the implementation declining policy of MMR and IMR in East Java through innovation of local government actors and stakeholder involvement encourages the successful implementation of this policy.

Abstract

The purpose of this study is to analyze the policy change of village regulation and the implementation of Law No 6/2014 on the Village as new village policy. The method of this research was qualitative. It was conduct in two locations, i.e: Kairane village of Kupang Regency and Dringu village of Probolinggo Regency. The result indicates that although the policies used are the same, but they produce different outputs. In isolated villages, the dominant output is village infrastructure. This is due to inadequate water and transportation facilities. Whereas in the developed villages, there are more administrative services. Thus village funds are difficult to absorb in infrastructure activities, but disbursed for village apparatus honorarium fees. On the other hand, policy change is more on political process and always do when village government ineffective. In conclusion, the implementation of village policy in Indonesia has different results. Let’s focus on managerial approach to make policy robust not only political: the advanced village focus on better public services, while the isolated focus on village development.

Abstract

This study aims to describe and analyze the unique experiences, understandings, and meanings of planners in the process of preparing the Local Government Work Plan (RKPD) in Lembata Regency. The method used is qualitative phenomenology. The data analysis technique uses Interpretative Phenomenology Analysis (IPA). The results show that the planners' experiences include: inconsistent planning processes, planning without work guidelines, planning without commitment, and partial planning. The planners' understanding is planning oriented towards process and output. Unique interpretations include loyalty to the planning organization, awareness of the mismatch between planning and budgeting, interpreting planning as the basis for development, and the need for strategies to improve the work system. In response to this, for future planning, the Lembata Regency planning agency needs to do several things, including increasing understanding of basic matters such as organizational structure of work procedures and planning rules, developing planning guidelines and standard operating procedures for planning, collaborating process and substance approaches in preparing planning documents, strengthening coordination, increasing the capacity of planning resources, and implementing a merit system in transfers and rotations within the planning agency.

Abstract

The purpose of this study is to examine the implementation process of public budgeting through a recess forum in Banyuwangi Regency. One of the most radical changes in the development planning process in Indonesia is the emergence of a bottom-up planning model, which was marked by the issuance of Law No.22/2009 on Regional Autonomy. One of the best practices that is considered very successful in bottom-up planning forums is participatory budgeting in Brazil, which was later adopted by many countries around the world. In Indonesia, Development Planning Deliberation is one of the forums considered to represent participatory budgeting, but a number of shortcomings in the implementation of Development Planning Deliberation have caused the community to look for other forums to convey various development proposals in the region. One forum that is considered more effective is through recess forums conducted by legislative institutions. This research was conducted to examine in depth the process and dynamics of participatory budgeting and the participatory budgeting model in the recess forum in Banyuwangi Regency. The method used in this research is qualitative with a Naturalist methodology approach Based on the research conducted, the public budgeting process through the recess forum cannot be implemented as dimensions in participatory budgeting. This is because the public budgeting process through the recess forum will always be tied to the political dynamics being faced by Local house of representatives member. Meanwhile, the political dynamics that occur are determined by political interactions between political actors, especially to gain political support in general elections.

Abstract

Abstract. Theological Colleges (STT) in Indonesia have an important role in preparing religious leaders and strengthening religious organizations. Facing the challenges, STT needs organizational strengthening based on the development of right management science. This study aimed to analyze the implementation of Merilee Serrill Grindle's capacity building theory in organizational strengthening at STT. Using descriptive qualitative methods, this research was conducted through observation, document study, and in-depth interviews with leaders and staff at STT Satyabhakti (Sati). The result of this research showed that the implementation of capacity building in organizational strengthening at STT Sati is going well, but it is necessary to improve the activities of the incentive system and organizational structure, as well as maximizing the function of leaders in developing organizational goals and objectives.Abstrak. Sekolah Tinggi Teologi (STT) di Indonesia memiliki peran penting dalam mempersiapkan pemuka agama dan memperkuat organisasi keagamaan. Menghadapi tantangan dalam perkembangan zaman STT perlu melakukan penguatan organisasi berdasarkan  perkembangan ilmu manajemen yang benar. Penelitian ini bertujuan untuk menganalisis penerapan teori capacity building Merilee Serrill Grindle dalam penguatan organisasi STT. Dengan metode kualitatif deskriptif, penelitian ini dilakukan melalui observasi, studi dokumen, dan wawancara mendalam kepada pimpinan dan staf di STT Satyabhakti (Sati). Hasil penelitian ini menunjukkan bahwa implementasi capacity building dalam penguatan organisasi di STT Sati berjalan dengan baik, namun perlu dilakukan peningkatan pada aktivitas sistem insentif dan struktur organisasi, serta pemaksimalan fungsi pimpinan dalam mengembangkan tujuan dan sasaran organisasi.

Abstract

Trust is a key element in the relationship between the government and the community, affecting the level of participation and involvement of the community in various programs and policies. This is known as the deliberative process, an approach to public policy that many experts believe can lead to successful public policy outcomes. The key to the deliberative process is public participation in government policy making and implementation, which should lead to high-quality democracy. This deliberative policy is formulated based on the results of joint decisions between the government and citizens through prior discussions. This deliberative process aligns with the mandate contained in the work copyright law, which encourages strengthening the role of the construction services community as a driver of construction services development. It mandates the government's authority to include the construction services community. This study aims to examine (1) the effect of government performance on public participation in construction services, (2) the effect of government performance on public trust in construction services, (3) the effect of public trust in construction services on public participation in construction services, and (4) the mediating role of public trust in construction services between government performance and public participation in construction services.The research approach used is a quantitative approach, specifically explanatory research. The research was conducted purposively at the Public Works, Spatial Planning, Housing, and Settlement Areas Office of North Kalimantan Province. The population of this study is the construction service community, represented in the construction service forum, which consists of various elements of the community. A saturated sampling method was employed. Data were analyzed using Structural Equation Modeling (SEM) techniques with Partial Least Squares (PLS) The results showed that all tested variables had a significant effect. Perceptions of government performance have a positive and significant effect on the participation of the construction service community in construction service guidance activities. Perceptions of government performance have a positive and significant effect on public trust in construction services. Trust within the construction services community has a positive and significant effect on community participation in construction services. Additionally, trust within the construction services community significantly mediates the relationship between perceptions of government performance and community participation in construction services. Based on these findings, it is recommended that the government effectively capture the expectations of the construction service community through regular satisfaction surveys, consider criticism and suggestions, and follow up on survey results, criticisms, and suggestions to improve performance and enhance trust within the construction service community.

Abstract

Massive damage and loss of natural hazards occurred in Indonesia, raising numerous questions about the government's capacity to minimize disaster risk through appropriate disaster governance strategy. This article explores the strategy to manage the disaster and budgetary mechanism currently underpinned by the rationalist principle. However, during the dynamic situation and high degree of uncertainty, the effectiveness and efficiency of the rationalist principle remain questionable. It has been supported by a set of notorious consequences of the disaster that the government has undertaken in recent years. Therefore, by using a qualitative approach, this article aims to seek the performance's description and shortcomings of current strategy based on theoretical analysis and literature study. The findings illustrate the vague mechanism, particularly local disaster strategy, political decision-making, and flexibility of reimbursement mechanisms. Finally, this article also gives a specific recommendation for policymakers to give plenty of space for a current strategy to be more adaptive toward any turbulences in the future.

Abstract

This study aims to determine the potential for disputes on the status of Taxpayers in Tax Collection. This study was conducted using a qualitative method based on a case study on the Judicial Review Decision Number 503 PK / Pdt / 2020 and 318 / B / PK / Pjk / 2019 regarding the collection of Taxpayers for Taxpayers who make changes to management and go bankrupt. The purpose of the study is to determine the potential for disputes in the future and efforts to anticipate them. The data used are primary data obtained from interviews with informants, documentation and literature studies. The results of the study obtained are that the potential for disputes depends on resistance when collection actions are taken, differences of opinion between the Tax Authorities and Taxpayers or Judges and the weakness of the DGT material in Court. Meanwhile, efforts that can be made to anticipate it are to mitigate risks, anticipate legal efforts, carry out collection actions based on regulations, and conduct internal DGT evaluations.
