Abstract

Implementation of Palm Oil Commodity Pricing Policy in Order to Realize Farmers Welfare (Study in Muaro Jambi Regency). In The social background in Muaro Jambi Regency is closely related to the problem of land ownership distribution. Inequality in land ownership creates significant differences in farmers' ability to benefit from pricing policies. So that farmers with small plots of land often do not get maximum benefits compared to large farmers or companies. The results of the research method that the implementation of palm oil commodity pricing policies in Muaro Jambi Regency generally shows significant efforts from the government to maintain price stability and support farmer welfare. Factors that support the implementation of palm oil commodity pricing policies in Muaro Jambi Regency include good coordination between local and central governments, policies that encourage the use of technology, and the existence of training and incentive programs for farmers to increase productivity. While the inhibiting factors include slow bureaucracy, farmer resistance to pricing policies, and limited infrastructure that hinders the distribution of palm oil products to the market.

Abstract

Badan Usaha Milik Desa (BUMDesa) merupakan instrumen vital dalam akselerasi ekonomi perdesaan, namun seringkali menghadapi tantangan dalam hal kapasitas pemasaran. Studi kasus pada BUMDesa MHU Mart di Kecamatan Mentaya Hilir Utara, Kotawaringin Timur, menunjukkan adanya keinginan untuk bertransformasi dari metode pemasaran yang sangat terbatas, hanya mengandalkan status WhatsApp, ke strategi yang lebih komprehensif dan berdaya saing. Ketergantungan pada metode pasif ini menghambat jangkauan pasar dan potensi pertumbuhan unit usaha minimarket yang dikelola. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengatasi kesenjangan tersebut dengan (1) meningkatkan pemahaman konseptual pengelola BUMDesa mengenai strategi pemasaran digital yang efektif, (2) memperkenalkan dan menanamkan prinsip-prinsip ekonomi kreatif sebagai fondasi untuk menciptakan keunggulan kompetitif, dan (3) memfasilitasi perumusan rencana aksi awal untuk implementasi. Metode yang digunakan adalah pendekatan kualitatif partisipatif melalui sosialisasi dan diskusi terfokus dengan para pegawai BUMDesa MHU Mart. Pendekatan ini dirancang untuk mendorong keterlibatan aktif, mengidentifikasi tantangan kontekstual, dan membangun rasa kepemilikan atas solusi yang dihasilkan. Luaran yang ditargetkan dari kegiatan ini adalah peningkatan literasi digital dan wawasan ekonomi kreatif para pengelola, yang terukur melalui analisis diskusi sebelum dan sesudah kegiatan. Hasilnya menunjukkan antusiasme tinggi dari para peserta, yang merasa program ini sangat bermanfaat dan membuka wawasan baru. Melalui kegiatan ini dapat disimpulkan bahwa model intervensi berbasis diskusi partisipatif efektif sebagai katalisator perubahan pola pikir dan pendorong adopsi awal inovasi pemasaran di tingkat BUMDesa.

Abstract

Purpose: This study aims to improve civil servant training performance from a knowledge management (KM) perspective in the context of BSIP TAS's transition from a research institution to a standardization agency. Methodology/Approach: A descriptive qualitative approach was employed, utilizing observation, in-depth interviews, and documentation. KM strategies were mapped using Dalkir’s framework, which includes knowledge audit, gap analysis, and the development of a strategy roadmap. Results/Findings: The findings indicate that BSIP TAS has begun implementing KM through need-based training and informal peer mentoring. However, challenges persist in terms of uneven knowledge distribution and the lack of systematic documentation. Conclusions: To enhance training performance and prevent knowledge loss, BSIP TAS must strengthen its KM practices by adopting digital systems, formalizing archiving processes, and establishing structured knowledge-sharing forums. These initiatives are crucial for sustainable organizational performance. Limitations: The study is limited to qualitative data from a single institution in transition, which may affect the generalizability of findings to other organizational contexts. Contribution: This study advances the KM literature by uniquely applying Dalkir’s framework to a government agency undergoing transformation, providing novel theoretical and practical insights into how tailored KM strategies can optimize performance and preserve critical knowledge amidst institutional change.

Abstract

The goal of regional autonomy can be achieved through development, which is preceded by a plan. Therefore, planning becomes the benchmark for the success of a development. This article analyzes the planning performance for the 2019 to 2021 plan years at the Regional Research and Development Planning Agency (Bappelitbangda) of Lembata Regency. This analysis aims to determine the extent to which the outputs produced can be used to produce outcomes that touch more on the aspects and needs of the community and become a consideration for the Head of Bappelitbangda in taking strategic steps to improve planning performance and the value of public services. The measurement of performance indicators at Bappelitbangda uses performance identification criteria according to Mahsun (2006), namely inputs, processes, outputs, outcomes, benefits, and impacts. Measurement and analysis can only be done on input, process, output, and outcome groups. The results of the analysis show that planning performance in Bappelitbangda is still output-focused and not outcome-focused, which is indicated by the unbalanced proportion between the funds spent (inputs) and the outcomes produced. Based on the results of this simple analysis, it is expected that Bappelitbangda needs to carry out strategies for future planning improvements by considering aspects of the composition of the drafting team, work mechanisms, and understanding and meaning of the drafting team towards the importance of planning documents.

Abstract

Tujuan penelitian menganalisis kebijakan hukum pidana terhadap tindak pidana penghinaan presiden di Media Sosial; (2) Untuk mengetahui dan menganalisis delik penghinaan terhadap presiden membatasi kebebasan berpendapat sebagai hak konstitusional setiap warga negara. Metode penelitian adalah tipe penelitian hukum Normatif. Hasil penelitian ini menunjukkan bahwa : (1) Kebijakan hukum pidana terhadap tindak pidana penghinaan presiden di Media Sosial ialah bahwa Presiden dan/atau Wakil Presiden merupakan pejabat publik yang dipilih oleh rakyat, maka seluruh kebijakan yang diambil itu untuk tujuan rakyat, jadi ketika ada kebijakan yang diambil dan tidak sesuai dengan kepentingan umum, rakyat yang melakukan kritik, koreksi ataupun hinaan atas kebijakan yang tidak tepat bukan dilakukan penghukuman tapi sebaiknya dilakukan evaluasi terhadap kebijakan yang diambil karena Presiden dan/atau Wakil Presiden. (2) Delik penghinaan terhadap presiden membatasi kebebasan berpendapat sebagai hak konstitusional setiap warga negara ialah tidak boleh kembali menghidupkan delik penghinaan terhadap Presiden dan/atau Wakil Presiden karena dianggap bertentangan dengan Hak Konstitusional warga negara dan DPR dan Pemerintah telah mengabaikan Putusan Mahkamah Konstitusi Nomor 013-022/PUU-IV/2006 yang menjadi dasar UU. The research objective is to analyze the criminal law policies regarding criminal acts of insulting the president on social media; (2) To find out and analyze the offence of insulting the president limiting freedom of expression as a constitutional right of every citizen. The research method is a Normative legal research type. The results of this research show that: (1) The criminal law policy regarding the criminal act of insulting the president on social media is that the President and/or Vice President are public officials elected by the people, then all policies taken are for the people's purposes, so when there is a policy which is taken and is not by the public interest, people who criticize, correct or insult policies that are inappropriate should not be punished but should evaluate the policies taken by the President and/or Vice President. (2) The offence of insulting the President limits freedom of expression as a constitutional right of every citizen, namely that the offence of insulting the President and/or Vice President cannot be repeated because it is considered to be contrary to the Constitutional Rights of citizens and the DPR and the Government has ignored Constitutional Court Decision Number 013- 022/PUU-IV/2006 which is the basis of the law.

Abstract

Mountainous regions frequently encounter difficulties in optimising communal spaces for tourism and local requirements due to the presence of topographical and cultural complexities. This study focused on Gubugklakah, East Java, a village renowned for its proximity to Mount Bromo, its rich agricultural heritage, and its Tenggerese cultural identity. The objective was to analyse spatial and activity patterns in communal spaces, addressing issues related to overcrowding, underutilisation, and accessibility, to propose strategies for sustainable tourism. A mixed-method approach was employed, combining spatial analysis using GIS tools, participatory observation of local and tourist activities, and structured community surveys. The analysis of spatial data enabled the mapping of the distribution and accessibility of communal spaces, while the qualitative insights derived from field observations illuminated the socio-cultural dynamics. The surveys collected data from residents and tourists regarding their perspectives on space utilisation and satisfaction. The findings indicated that communal spaces situated in proximity to major attractions, such as marketplaces and cultural sites, frequently experienced high levels of congestion, whereas peripheral areas remained underutilised. The activities of tourists were found to be centred around cultural festivals, agritourism, and recreational pursuits, whereas those of the local population were focused on economic and social interactions. The study identified three key challenges: inadequate infrastructure, limited funding, and the need to strike a balance between tourism development and environmental conservation. The study concluded that adaptive spatial planning, incorporating multifunctional designs and enhanced transportation links, can significantly improve the utility of communal spaces. It also recommended policies emphasising community-based management and sustainable practices to align development with cultural preservation and environmental sustainability. These findings provide actionable insights into optimising communal spaces to foster inclusive tourism growth and local economic resilience.

Abstract

Indonesia faces a low number of master’s graduates, partly due to implementation challenges in programs like the Fast Track at Universitas Brawijaya’s Faculty of Administrative Sciences. This research aims to evaluate the Fast Track program using SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and develop strategic plans using the Analytical Hierarchy Process (AHP). A mixed methods approach with a dominant-less dominant design was employed. Data were gathered through interviews with two Fast Track students, three master’s program heads, and the vice dean of academics. Thirteen Fast Track students completed questionnaires. Additionally, direct observations were conducted, and relevant university regulations were reviewed. Data analysis included interactive analysis, SWOT analysis, and AHP to formulate short-, medium-, and long-term strategies. Findings indicate that internal strengths are the primary drivers for program success. Short-term strategies should prioritize improving students’ time management and academic readiness. Medium-term strategies must focus on aligning thesis topics with suitable supervisors to facilitate academic progress. Long-term strategies should involve consistent monitoring and evaluation to ensure students complete the program within the designated five years. Strategic improvement relies on enhancing coordination between undergraduate and master’s programs. This alignment is essential not only for academic success but also for supporting students' mental well-being throughout the accelerated track.

Abstract

Penerapan pertanian konvensional menunjukkan dampak negatif pada perilaku, pendapatan petani serta kualitas lingkungan. Hal ini memacu pergeseran paradigma pembangunan pertanian ke arah pembangunan pertanian berkelanjutan. Pengembangan pertanian organik merupakan perwujudan nyata dari upaya pemerintah Kota Batu, Propinsi Jawa Timur untuk menerapkan pembangunan pertanian berkelanjutan, karena sistem pertanian organik merupakan salah satu model dalam upaya melaksanakan pembangunan pertanian berkelanjutan. Disisi lain upaya pembangunan tidak lepas dari perencanaan sebagai proses awal dari pelaksanaan pembangunan. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis: 1) perencanaan pengembangan pertanian organik di Kota Batu; 2) strategi untuk mewujudkan keberlajutan perencanaan pengembangan pertanian organik di Kota Batu; 3) stakeholder dalam perencanaan pengembangan pertanian organik di Kota Batu; 4) faktor-faktor pendukung dan penghambat dalam  perencanaan pengembangan pertanian organik di Kota Batu. Hasil penelitian menunjukkan beberapa hal, yaitu: 1) perencanaan dilakukan dengan pendekatan politis, teknokratis, partisipatif, serta top down dan bottom up planning yang penerapannya disesuaikan dengan konteks perencanaan; 2) pendekatan kawasan merupakan konsep yang dikembangkan untuk keberlanjutan penerapan pertanian organik di Kota Batu, namun demikian belum ada keterpaduan antar sektor  terkait dalam perencanaan pengembangan kawasan  organik; 3) stakeholder yang terlibat meliputi unsur pemerintah, perguruan tinggi, praktisi dan petani. Masih ada stakeholder yang belun dilibatkan dalam perencanaan; 4) faktor pendukung diantaranya potensi  SDA, dukungan  sosial kemasyarakatan, dan pendukung lainnya seperti media massa. Faktor penghambat meliputi kendala teknis di lapangan; pola pikir petani yang cenderung konvensional; serta kendala administrasi. Kata kunci: kawasan, keberlanjutan, organik, perencanaan, stakeholder.
