Abstract

When the government is constrained regarding human and financial resources, a public-private partnership (PPP) is often considered the most effective method of providing infrastructure. As a result, the government can work with the private sector to promote the successful implementation of infrastructure projects. This study examined how the public and private sectors worked together to build the Mandalika Circuit. In addition, this investigation utilized a descriptive method combined with a qualitative approach, as well as literature, online news, and interviews as data. NVivo 12 Plus was employed to analyze the data. The results unveiled the implementation of development programs through regulations, such as Presidential Regulation (Perpres) No. 38 of 2015, Minister of Finance Regulation (Permenkeu) No. 260/PMK.08/2016, Minister of Home Affairs Regulation (Permendagri) No. 96 of 2016, and Governor Decree of West Nusa Tenggara No. 050.13-326 of 2022. Second, the readiness of the PPPs to construct the Mandalika Circuit was considered successful in terms of institutional coordination, which ran well between the regional government, central government, and the private sector. Players could boost productivity and adaptability. Moreover, the presence of non-governmental parties was based on a need for more human and financial resources to manage public services in the government sector strategically.

Abstract

This study examines the socio-economic conditions in Jereweh and Maluk Districts, industrial regions associated with PT. Amman Mineral Nusa Tenggara, focusing on the economic disparities among various community groups. The research aims to analyze these gaps and propose context-specific policies and poverty alleviation programs. Grounded in Agile Governance theory, which emphasizes Responsiveness, Adaptability, Collectivity, and Innovativeness, the study employs a qualitative methodology. Informants include the Regional Government, PT. Amman Mineral Nusa Tenggara, local communities, and NGOs, selected through purposive sampling. Data collection methods encompass observation, interviews, and documentation, while data analysis involves reduction, presentation, and conclusion drawing, supported by NVivo 12 Plus software. The findings reveal significant economic disparities within the communities of Jereweh and Maluk Districts, particularly among economically disadvantaged groups who have not fully benefited from the industrial activities. This has exacerbated economic inequality in the region. To address these issues, the study introduces a novel approach that integrates Agile Governance with a zoning system. It offers actionable policy recommendations, such as enhancing access to information, providing skills training, facilitating access to capital for micro, small, and medium enterprises (MSMEs), and strengthening community participation in decision-making processes. Additionally, the study proposes innovative solutions like the sharing economy and crowdfunding to foster inclusive economic growth. The insights and recommendations from this research provide practical guidance for stakeholders and can serve as a model for addressing similar challenges in other industrial areas. By combining theoretical frameworks with actionable strategies, this study contributes to the broader discourse on reducing economic inequality and promoting sustainable development in resource-rich but economically divided regions.

Abstract

The use of social media as a channel for political communication has an influence in determining a person's political behavior, so that it can form public opinion among the community. The reason X is called an information disseminator is because most of the trending topic hashtags that are trending on X become headlines. This is due to the power of X as a mouthpiece for conventional media news, so that many people use it, especially politicians. Therefore, it is not surprising that public opinion is easily formed and is often found on social media X. X is a form of social media that allows its users to express their opinions on various topics effectively. The focus of this study is how politicians influence public opinion. This study explores the intensity of conversations on the @fahrihamzah account and issues related to the #AyoMoveOn2024 action on social media. This study uses a qualitative method with the Qualitative Data Analysis (QDA) Miner approach, which helps network, content, and cloud analysis using Nvivo 12 Plus software. The results of this study indicate that being a consistent medium for spreading public opinion campaign actions through the @Fahrihamzah account network through the #AyoMoveOne2024 public opinion campaign with high conversation intensity. In addition, public opinion accompanying the #AyoMoveOn2024 action campaign shows that the Geloraid party made the most mentions with an intensity of 12.70%. Then the most prominent hashtag is #ayomoveon2024, with an intensity of 10.34%. Furthermore, there were 3013 tweets sent by the @Fahrihamzah account in the #AyoMoveOn2024 action, with seven retweets. This study can illustrate how social media X is effective as a means of disseminating information and campaigning for action by X social media users.

Abstract

Penelitian ini mengeksplorasi pengembangan pariwisata halal di kawasan alam Gunung Jae, yang terletak di Desa Sedau, Kecamatan Narmada, Kabupaten Lombok Barat, serta dampaknya terhadap ekonomi masyarakat lokal. Dulu, lokasi wisata ini merupakan area tambang yang telah dialihkan menjadi destinasi alam yang menarik, mengusung prinsip wisata halal yang menyenangkan bagi pengunjung Muslim. Metode penelitian ini menggunakan pendekatan kualitatif deskriptif dengan melakukan observasi, wawancara, dan pengumpulan dokumen. Temuan penelitian menunjukkan bahwa pengembangan infrastruktur (seperti fasilitas, akses, dan atraksi) serta aspek non-fisik (seperti promosi daring dan keterlibatan komunitas) dapat mendongkrak jumlah wisatawan dan menciptakan peluang ekonomi baru. Keterlibatan kelompok sadar wisata (pokdarwis) dan dukungan dari BUMDes sangat penting dalam pengelolaan serta pemerataan manfaat ekonomi, termasuk penciptaan lapangan kerja dan peningkatan pendapatan melalui usaha lokal seperti penyewaan tenda, serta penjualan produk olahan gula aren dan tuak manis. Pariwisata Gunung Jae menunjukkan bahwa wisata halal dapat menjadi strategi untuk memajukan ekonomi lokal yang inklusif dan berkelanjutan.

Abstract

Disasters in Indonesia are inevitable. Disasters occur due to unpreparedness for the risks and impacts of hazards. Understanding hazards and disaster risk reduction needs to be socialized to the community in an effort to reduce vulnerability and increase capacity. The community is the party directly affected, physically, mentally, and socially, by loss, damage, and loss due to disasters. This study aimed to analyze Disaster Resilient Villages: a systematic review in social sciences. The research method used in this study is descriptive qualitative. The results of the study showed five significant problems of disaster resilient villages. These problems include Local, Disaster, Community, Management, and Risk. This study also involved disaster resilient villages. This study adds something new to the theory by mapping the idea of disaster-resilient villages and looking for relationships between ideas and other important ideas. This study also provides the following practical steps: (1) villages can use knowledge about disaster resilience to assess their resilience through a comprehensive model. (2). The government can adopt the model to measure disaster resilient villages. (3). Abstract

Pantai Lakey dikenal sebagai salah satu destinasi selancar kelas dunia yang memiliki potensi besar dalam meningkatkan perekonomian lokal. Namun, pengelolaan kawasan ini memerlukan sinergi berbagai pihak untuk menjamin keberlanjutan dan manfaat maksimal bagi masyarakat. Penelitian ini bertujuan untuk menganalisis implementasi collaborative governance dalam pengembangan destinasi wisata Pantai Lakey, Kabupaten Dompu, Nusa Tenggara Barat. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa keterlibatan aktor-aktor kunci seperti pemerintah daerah, pelaku usaha pariwisata, masyarakat lokal, dan LSM berperan penting dalam proses kolaboratif tersebut. Meski telah terjadi kerja sama, tantangan seperti koordinasi lintas sektor, kesenjangan informasi, dan kepentingan yang berbeda masih menjadi hambatan utama. Penelitian ini merekomendasikan peningkatan kapasitas komunikasi antar aktor serta penyusunan regulasi yang mendukung kolaborasi berkelanjutan guna mengoptimalkan pengembangan pariwisata berbasis masyarakat di kawasan Pantai Lakey.

Abstract

Natural disasters are an ever-present threat with the potential to cause significant losses, both in terms of material and human loss. Given the magnitude of their impact, young people need to be equipped with awareness, knowledge, and skills to deal with potential disasters. This community service activity aims to foster youth awareness of disaster management through training and simulation programs. Implementation methods include education on disaster types, field practice, and disaster management simulations involving youth communities in disaster-prone areas. Results of the activity demonstrated a significant increase in participants' understanding of mitigation procedures, self-rescue techniques, and coordination during disasters. In addition to cognitive aspects, this activity also fostered responsiveness, discipline, social awareness, and solidarity among young people. Thus, training and simulations have proven effective as educational strategies for building preparedness and producing a caring, resilient, and adaptive young generation in the face of disaster risks.

Abstract

This study aims to analyze the implementation of sustainable tourism development in the Mandalika Special Economic Zone (KEK), Central Lombok, and its impacts on social, economic, and environmental aspects. As an area prioritized in the development of super-priority destinations by the Indonesian government, the Mandalika SEZ is an important case study in seeing how the principles of sustainable development are applied in the tourism sector. This study uses a descriptive method with a qualitative approach that relies on secondary data from various previous literature sources, government reports, and relevant documentation. Data analysis was carried out with the help of Nvivo 12 Plus software to group key themes and understand patterns in the data collected. The results of the study show that development in the Mandalika SEZ does not only focus on physical and infrastructure aspects but also includes empowering local communities through strengthening the Micro, Small, and Medium Enterprises (MSMEs) sector, such as agriculture, coffee entrepreneurship, and handicrafts. Tourism has been shown to contribute significantly to local economic growth, creating jobs and increasing community income. This is reflected in the increase in the Human Development Index (HDI) of Central Lombok, which reached 67.57% in 2022. From the environmental side, air and soil quality indicators show significant improvement, with the target of increasing the ecological quality index by 43.31% in 2026, running according to plan, and reaching 43.03% in 2023. Tourism development in the Mandalika Special Economic Zone shows a positive direction in realizing sustainable development. A comprehensive approach to social, economic, and environmental aspects shows that tourism development can be a strategic instrument in improving the quality of life of local communities while preserving the environment.

Abstract

Proses pembentukan hukum (legislasi) dalam menetapkan hukum positif akan selalu dipengaruhi oleh konfigurasi politik tertentu yang berinteraksi dalam proses tersebut. Proses legislasi nyatanya selalu merupakan hasil dari proses yang sarat dengan berbagai muatan nilai dan kepentingan dari para aktor yang terlibat, sebab proses tersebut terjadi di lembaga legislatif yang cenderung bersifat politis. Di dalamnya tidak terlepas dari upaya tolak tarik, negosiasi, serta subjektifitas (keberpihakan) politik antarsubjek yang terlibat. Sehingga sering kali dibutuhkan sebuah bentuk koalisi atau kubu yang terdiri atas dua atau lebih partai demi melancarkan proses legislasi. Pada Juni 2016 DPRD Provinsi Nusa Tenggara Barat (NTB) menetapkan sebuah peraturan daerah Nomor 2 Tahun 2016 Tentang Pariwisata halal. Perda ini dibuat untuk mengembangkan pontensi wisata yang ada di NTB. Penelitian ini berjudul “Pola Koalisi Partai Politik Dalam Pembahasan Perda Nomor 2 Tahun 2016 Tentang Pariwisata Halal Provinsi Nusa Tenggara Barat”. Perumusan masalah peneltian ini adalah bagaimana  pola koalisi partai politik DPRD NTB dalam pembahasan Perda No. 2 tahun 2016 Tentang Pariwisata Halal? Penelitian ini menggunakan metode penelitian deskriptif. Secara teoritik ada dua pola penting dalam koalisi partai politik, yakni; pola koalisi taktis, yaitu terdapat dominasi kekuasaan oleh partai politik yang lebih besar serta motif kepentingan pragmatis. Selanjutnya, terdapat pola koalisi strategis, yakni koalisi dibangun untuk pemenuhan kepentingan visi dan ideologi serta pemenuhan harapan publik atau preferensi kebijakan. Penelitian ini menunjukkan bahwa dalam pembahasan Perda tidak terdapat dominasi oleh partai politik besar. Pola koalisi lebih mempertimbangkan prferensi kebijakan untuk peningkatan prekonomian daerah. Basis koalisi partai politik lebih kepada penyatuan visi dan tujuan kolektif dengan meminimalisir perbedaan dalam spektrum ideologi. Sehingga parpol menyepakati membentuk sebuah produk hukum yang memberikan label halal pada pariwisata NTB.

Abstract

This research explains Policy Communication on Twitter Social Media: Development of Sustainable Tourism Destinations in NTB Province. New media offers digitization, convergence, interaction, and development of networks related to creating and delivering messages. Digital media is a source of information and a platform for tourists or visitors to communicate. Digital technology has experienced significant growth. This study aims to identify policy communication for Sustainable Tourism Destination Development through social media communication tools. NTB Provincial Government Twitter Account @ntb_Prov and Personal Twitter Account @bangzul_ntb. This research uses a qualitative method with the Qualitative Data Analysis (QDA) Miner approach, used for content, network, and cloud analysis using Nvivo 12 Plus software. The findings show that the intensity of each account has provided an overview of how local governments disseminate information related to the policies they produce. The total tweet intensity and highest tweet intensity were made by the @ntb_Prov account, with quite a significant difference compared to the @bangzul_ntb account. In analyzing the information content shared regarding the theme of Sustainable Tourism Destination Development, each account has distributed information directly related to the Sustainable Tourism Destination Development policy. Policy communication on Twitter is also a means of gathering input and responses from the public regarding the development of sustainable tourism destinations in West Nusa Tenggara. Overall, policy communication on Twitter and social media regarding the development of sustainable tourism destinations in West Nusa Tenggara is an effort to increase public awareness and participation in sustainable tourism development in the region.
