Abstract

Kepemimpinan meruapakan kunci untuk memengaruhi keberhasilan  reformasi birokrasi pemerintahan Indonesia. Tujuan penelitian ini guna mengetahui dan memahami fungsi kepemimpinan transformatif sebagai pendorong reformasi birokrasi pemerintahan Indonesia beserta faktor penghambatnya. Penelitian ini menggunakan metode Systematic Literature Review yang menggunakan pedoman Preferred Reporting Items for Systematic Literature Reviews and Meta-Analyses pendekatan penelitian kualitatif. Hasil penelitian ini menunjukkan kepemimpinan transformatif sebagai pendorong reformasi birokrasi pemerintahan Indonesia memiliki fungsi perencanaan sesuai dengan rencana aksi reformasi birokrasi, Pengorganisasian birokrasi semakin efisien, efektif dan bersih dalam melayani, kepemimpinan transformatif guna mendorong reformasi birokrasi pemerintahan dan Pengawasan atau Pengendalian yang efektif dan sistem akuntabilitas yang kuat, pemerintah bertujuan untuk meningkatkan transparansi, integritas, dan kinerja dalam penyelenggaraan pemerintahan. Jadi fungsi kepemimpinan transformatif yang diterapkan dengan baik dapat meningkatkan produktivitas kerja pegawai di pemerintahan sehingga terwujudnya percepatan reformasi birokrasi. Faktor penghambat kurangnnya dukungan sistem yang memadai, perlawanan dari pegawai, keterbatasan sumber daya, budaya organisasi, jabatan dipandang sebagai sumber kekayaan dan keuntungan, para pejabat mengontrol baik fungsi politik maupun fungsi administrasi dan setiap tindakan diarahkan oleh hubungan pribadi dan politik. Implikasi praktik dari penelitian ini yaitu pembuatan kebijakan seperti peningkatan kualitas pendidikan dan pelatihan yang berkelanjutan terkait substansi pekerjaan maupun reformasi birokrasi, pemanfaatan teknologi, dan pembentukan budaya kerja yang lebih kolaboratif.

Abstract

The 2024 elections in Aceh reflect unique dynamics in the context of procedural democracy and special autonomy. The characteristics of elections in Aceh are influenced by the recognition of local political parties regulated through Law Number 11 of 2006 concerning the Government of Aceh, as a result of the 2005 Helsinki MoU. Local parties such as the Aceh Party (PA) and the Nanggroe Aceh Party (PNA) compete with national parties in reflecting the aspirations of the Acehnese people. This study uses a qualitative approach with document studies to analyze the implementation of elections in Aceh, including voter participation, local political dynamics, and the effectiveness of election administration. The results showed an increase in voter participation compared to the previous election, with the highest participation recorded in the presidential election (87.01%). However, challenges such as money politics, campaign abuses, and security stability remain significant issues. In addition, the role of the young generation and women in elections has begun to be strengthened through political party strategies. In the context of procedural democracy, these elections reflect efforts to meet Robert Dahl's criteria, including equal voting, effective participation, and agenda oversight. In conclusion, the 2024 election in Aceh is not only a democratic mechanism but also an instrument to strengthen peace and special autonomy. These findings provide insight into the challenges and opportunities of local democracy in Aceh.

Abstract

Purpose: This study aims to analyze the implementation of Agile Governance in the digital governance of the Banda Aceh City Government, particularly in the administration of the Electronic Based Government System (SPBE), to identify strategic factors influencing its implementation, and to formulate acceleration efforts to strengthen organizational adaptability. Methodology: This study employed a qualitative approach with a case study design. Data were analyzed using thematic coding assisted by NVivo 15 Plus and interpreted based on six principles of Agile Governance. Data saturation was achieved following theoretical sufficiency across all six principles. Findings: The findings show that the implementation of Agile Governance in Banda Aceh has been reflected in digital service development, public service responsiveness, adaptive service management, and acceleration efforts through system integration, infrastructure strengthening, and digital capacity building. The SPBE score improved from 2.24 (2019) to 3.70 (2024), demonstrating gradual progress. Implementation is supported by leadership commitment, SPBE policy framework, inter-agency collaboration, technical capacity, and digital infrastructure. However, challenges remain in inter-agency system integration, technical human resource capacity, organizational coordination, and cross service data management. Practical Implication: This study provides practical direction for local governments to strengthen Agile Governance   through digital service integration, enhancement of technical human resource capacity, cross agency coordination, and more responsive evaluation of digital public services. Originality: The study highlights that Agile Governance in local government evolves as a gradual adaptive process shaped by organizational capacity, institutional arrangements, and public service orientation.
