Abstract

Abstract: Basically, zoning itself is a development of rayonation, when rayonation is a division of territory based on agreement, then zoning emphasizes more on the division of territory according to its function and management objectives. In the education zoning system, the function and purpose of management is to accelerate the equalization of education quality in Indonesian educational units. The emergence of superior schools and outlying schools in Indonesia is due to the selection of the quality of prospective students in accepting new students. One of the government's efforts to improve and equalize quality education is to implement a zoning system for accepting new students. Through the zoning system, students who live close to schools have a better chance of being accepted at educational units. The provisions of the zoning system according to Permendikbud No. 14 of 2018 are the priorities of prospective students (junior high school and high school) who must be accepted including: first, the distance from residence to school according to zoning provisions; second, domicile or transfer of family card; and third, academic and non-academic achievements. Meanwhile, the zoning system is the second consideration for the elementary school level after the minimum age factor for entering school has been met. The formulation of the problem in this study is: (1) What is meant by the Zoning System, (2) How is the implementation of the Zoning System policy in Mataram City Middle Schools, (3) What is the impact of the Zoning System policy on the distribution of the number of new students in Mataram City Middle Schools. Meanwhile, the objectives of the study to be achieved are: (1) To find out the objectives of the zoning system, (2) Describe and analyze the implementation of the zoning system policy in Mataram City Middle Schools, (3) Identify and analyze the impact of the zoning system policy on the distribution of the number of new students in Mataram City Middle Schools. Based on the results of the study, it show that the zoning system in Mataram City is still not optimal in providing equal access to education. As a result, schools in Mataram City, especially in Ampenan District and Sekarbela District, still have many students in shortage.Key Words: Zoning System Policy, Equalizing, Students

Abstract

The purpose of this study is to evaluate the education report card at Progressive Bumi Shalawat Junior High School, emphasizing the importance of education in encouraging the nation's intellectual growth. Through the implementation of the National Assessment, this school obtained report cards that reflect performance in various aspects, including literacy ability, numeracy, character, and safety conditions, diversity and quality of learning. The results of the evaluation showed that the students' literacy ability was above the minimum competency, with the majority of students reaching the advanced level. However, challenges remain, especially in the psychological well-being of students and the application of diversity principles, which require further attention. This study uses a qualitative-descriptive approach, analyzes data from interviews and documents, and provides recommendations for continuous improvement in the education system in schools. Thus, SMP Progressive Bumi Shalawat is committed to improving the quality of education and providing a better learning experience for all students.

Abstract

This study aims to evaluate the implementation of the Sekolah Penggerak policy in realizing the Pancasila Student Profile at SMA Negeri 1 Menganti and SMA Negeri 1 Balongpanggang. The research method used is qualitative research with the CIPP (Context, Input, Process, Product) evaluation model. Data was collected through interviews, observations, and documentation, then analyzed descriptively. The results indicate that in the context aspect, the policy is relevant to the school's vision and mission, but there are challenges in the school's initial readiness. In the input aspect, human resources and infrastructure support implementation but still require optimization. The process evaluation shows that project-based learning methods have been implemented, although there are still obstacles in student engagement and parental support. In the product aspect, the policy has positively contributed to improving student character and academic outcomes, but gaps remain in understanding Pancasila values. Based on these findings, it is recommended to enhance teacher competence, strengthen infrastructure, increase parental involvement, and conduct continuous monitoring and evaluation to ensure that the Sekolah Penggerak policy effectively shapes the Pancasila Student Profile.

Abstract

This study aims to analyze the implementation of the Pancasila Student Profile Strengthening Project (P5) at UPT SMPN 33 Gresik based on Edward III's policy implementation theory, which includes four main elements: communication, resources, disposition, and bureaucratic structure. This research uses a qualitative approach with a case study method. Data were obtained through observation, in-depth interviews, and document studies, which were analyzed using Creswell's model. The results showed that the implementation of P5 in UPT SMPN 33 Gresik has gone well in the aspects of communication, disposition, and bureaucratic structure. Teachers and principals showed high enthusiasm and commitment in implementing P5, while systematic implementation procedures and project modules designed by the facilitator team became important guidelines in implementing the program. However, challenges were found in the resource aspect, such as limited supporting facilities for eco-print projects and the need for additional training for teachers, especially regarding project-based assessment. This study recommends increasing continuous training for teachers, procuring adequate supporting facilities, and strengthening collective reflection as part of ongoing evaluation. By paying attention to the four elements of Edward III's theory, the implementation of P5 is expected to run more optimally and have a significant impact on student character building according to the dimensions of the Pancasila Student Profile. Abstract

AbstrakKetidakberhasilan sekolah dalam mencapai tujuan pendidikannya seringkali dipengaruhi oleh kurangnya kemampuan sekolah dalam menyusun rencana strategis. Selain itu, masih banyak sekolah yang belum memiliki rencana strategis atau hanya sekedar disusun sebagai formalitas saja tanpa dijadikan sebagai pedoman pengembangan sekolah. Artikel ini menganalisis perencanaan strategis di SDIT At-Taqwa Surabaya, dengan tujuan untuk mengetahui tahapan-tahapan dalam perencanaan Strategis (Renstra) sekolah. Penelitian ini menggunakan metode kualitatif dengan mengumpulkan data melalui observasi dan wawancara langsung dengaan kepala sekolah. Hasil penelitian menunjukkan bahwa dalam Renstra SDIT At-Taqwa Surabaya disusun dalam Rencana Kerja Jangka Menengah (RKJM), dengan tahapan meliputi pembentukan tim, analisis internal dan eksternal dengan pendekatan SWOT, dan penyusunan strategi sekolah. Dalam penyusunannya pun sekolah melibatkan semua stakeholder baik akademik maupun no-akademik. Abstract The failure of schools to achieve their educational goals is often influenced by the school's lack of ability to develop strategic plans. In addition, many schools still do not have a strategic plan or are just prepared as a formality without being used as a guideline for school development. This article analyzes strategic planning at SDIT At-Taqwa Surabaya, to know the stages in preparing the school's Strategic Plan (Renstra). This study used qualitative methods by collecting data through observation and direct interviews with school principals. The results showed that the SDIT At-Taqwa Surabaya Strategic Plan was prepared in the Medium-Term Work Plan (RKJM), with stages including team building, internal and external analysis with a SWOT approach, and school strategy preparation. In its preparation, the school also involves all academic and non-academic stakeholders.

Abstract

Teacher allowances are a key state obligation with significant implications for improving education quality. Transparent and efficient management is essential to ensure teachers receive their rightful support. This study explores a comparative analysis of two policies: (1) the Regulation of the Minister of Education and Culture No. 19/2019 and (2) the Regulation of the Minister of Primary and Secondary Education No. 4/2025, focusing on the policy transition and its impacts. Addressing previous research gaps, the study examines the shift from decentralized to centralized governance in State Junior High School in Mojokerto Regency. Using a qualitative approach, data were collected through observations, interviews, and document reviews. Findings show: (1) management shifted from local to central government, enhancing standardization and reducing bureaucratic dependence; (2) the 2025 model improved efficiency and consistency; and (3) while reforms show progress, the AGIL paradigm indicates further integration efforts are needed for sustainable quality improvement.

Abstract

The purpose of this study is to determine how the implementation of the Pancasila Student Profile Strengthening Project (P5) can foster entrepreneurial spirit among students. The Pancasila Student Profile is a character education concept aimed at developing Indonesian students who practice the noble values of Pancasila. This research was conducted at SMAN 1 Gresik. This study uses a qualitative descriptive approach. In this study, data collection techniques were carried out through observation, interviews, and documentation. The research instruments used in this study include interview guidelines, observation sheets, and documentation guidelines. Data analysis technique uses Huberman's model with three stages, namely data reduction, data presentation, and conclusion drawing. The results showed that the Pancasila Student Profile Strengthening Project (P5) can build students' entrepreneurial spirit through creativity and innovation, collaboration and leadership, as well as social responsibility and ethics. The values of Pancasila instilled through the project provide a strong foundation for students to develop ethical and responsible entrepreneurship. The Pancasila Student Profile Strengthening Project has proven to provide meaningful learning experiences, thus preparing students to face the challenges of the real world. Abstract

This study aims to evaluate the implementation of the policy of strengthening religious character education at SMKN 1 Duduksampeyan. Religious character education is one of the main priorities in forming students who are not only academically competent but also have moral and spiritual integrity. The research method used is a qualitative approach with the STAKE evaluation model which includes the dimensions of antecedent, transaction, and outcomes. The results of the study indicate that this policy has succeeded in increasing students' religious awareness, especially in the discipline of worship, although participation in extracurricular activities based on religion is still low. The conclusion is that although the policy has been effective, additional strategies are needed to increase student participation in non-academic activities so that the impact of religiosity can be more significant. Abstract

This study aims to analyze the influence of resources and disposition of implementers on the implementation of the Child-Friendly School (SRA) policy in Surabaya. The method used is library research by analyzing various literature such as scientific journals, government regulations, and reports from related agencies. Data were collected through searching for relevant written documents in the last ten years and analyzed descriptively qualitatively. The results of the study indicate that the implementation of the SRA policy still faces various challenges, especially related to the limited number of trained educators, budget, and supporting facilities. In addition, the understanding, commitment, and motivation of policy implementers are also not optimal. Schools with better resources and disposition of implementers have proven to be more successful in implementing the SRA policy. This study recommends increasing the budget, intensive training, strengthening policy socialization, and support from local governments and educational organizations as strategic steps in supporting the effectiveness of the implementation of the Child-Friendly School policy.  Keywords: Resources, Disposition of Implementers, Literature Study, Policy Implementation

Abstract

This study is a literature review that aims to evaluate the entrepreneurship extracurricular program at the high school level using the Systematic Literature Review (SLR) approach that follows the PRISMA guidelines. This method is used to identify, evaluate, and synthesize various relevant studies from reputable scientific sources through databases such as Google Scholar and Semantic Scholar. The evaluation was conducted using the CIPP (Context, Input, Process, Product) model to provide a comprehensive picture of the program's implementation. The results of the study indicate that in the context component, the entrepreneurship program aims to instill entrepreneurial character from an early age and reduce unemployment rates. In the input component, the main obstacle lies in the limited facilities and infrastructure even though the supervising teachers have met the qualifications. The process component shows that the implementation of activities is going according to plan, but increasing student self-confidence still needs to be strengthened. Meanwhile, in the product component, the program has a positive impact on the development of students' entrepreneurial skills, but its effectiveness is greatly influenced by the quality of implementation in the three previous components. These findings are expected to be the basis for developing a more effective and sustainable entrepreneurship program in schools.  Keywords: Systematic Literature Review, Entrepreneurship Extracurricular, PRISMA
