Abstract

Moda transportasi laut merupakan transportasi yang menghubungkan antar pulau di Indonesia. Transportasi yang aman, nyaman dan ekonomis menjadi harapan seluruh masyarakat. Pelabuhan penyeberangan nusantara Kendari merupakan salah satu pintu gerbang dalam pertukaran komoditas dan tempat penyeberangan bagi Masyarakat setempat. Pelabuhan ini dikelola oleh PT Pelabuhan Indonesia IV (Persero) cabang Kendari di bawah pengawasan pemerintah setempat yaitu Dinas Perhubungan Kota Kendari, Sulawesi Tenggara, yang merencanakan angkutan penyeberangan barang dan jasa yang berupaya untuk memberikan pelayanan sebaik mungkin pada pihak pengguna jasa. Berdasarkan hasil penelitian dengan menggunakan analisis metode IPA, pengaruh pelayanan dalam dimensi Kehandalan (Reliability), Ketanggapan (Responsiveness), Penampilan Fisik (Tangible) dan Kepastian (Assurance), masing-masing meimiliki tingkat kesesuian diatas 50%

Abstract

Lalouesamba Village has the potential for a swamp river to flow which never dries up throughout the season, while the number of villagers increases every year and the area of the village continues to grow. To anticipate these sources of water demand, this service aims to install hydram pump installations on the swamp river dam in question. The stages of its implementation are a) preparation of materials, b) field measurement survey, c) repair of swamp river dam bunds, d) sluice gate work, e) pump assembly, f) installation of pipe installation and pump holders, g) testing and measurement of yield discharge hydram pump, h) installation of hose lines, i) handover of assets to the village. The survey results obtained that the distance between the pump and the settlement was around 400 meters with a height of 14 meters from the surface of the swamp water. The repair of the weir raised the water level by about 50 cm. Meanwhile, the hydram pump installation was able to function as planned and produce a burst discharge of 1 liter per 4 seconds. The hose was installed as far as 400 m. The hydram pump asset installation was handed over to the village head of Lalouesamba to be cared for and used properly

Abstract

Community service is a form of higher education tri dharma, namely a team of lecturers from the Faculty of Engineering, Halu Oleo University which was held in Kabangka village, Muna Regency. Kabangka Village is a potential area and sufficient natural resources, in this case the spring tourism potential (Fotuno Sangia) which is often visited by local and even foreign tourists, agricultural land is very fertile, but road access to the village needs serious attention from all parties. . Community service aims to contribute in the form of knowledge about infrastructure development to improve the welfare of the community in Kabangka Village, Muna Regency. The process of implementing this service is a technique of implementing infrastructure and outreach to the farming community and the local village government. The Community Partnership Program is carried out by involving the community in the kabangka village of Muna Regency. The methods used in community service are sample provide, direct and face-to-face discussions with the community, and field applications in infrastructure development oriented to improving village roads. The results of the implementation of community service contribute to product work on infrastructure development, especially the improvement of village roads as access to community mobility movements to support economic, social, educational, and other activities. The community has a fairly good response and high enthusiasm for the program carried out by the lecturer team.

Abstract

The most obvious phenomenon of the impact of climate change in the coastal area of Bajo Indah village is seen in sea level rise, so that during high tide, sea water enters through the drainage towards the lowlands. Apart from that, another phenomenon is an increase in air temperature, strong winds, high waves and extreme rainfall. In addition, an increase in air temperature causes a decrease in the quantity of clean water, which results in a clean water crisis experienced by the coastal communities of Bajo Indah village. The dominant processes of coastal abrasion and erosion occur along the coast. This coastal area is an area that has a high vulnerability to climate change. One result is the concentration of settlements that are close to the coastline. The purpose of this service is for the community to gain knowledge about the phenomenon of climate change that is occurring so that the community knows and is able to make the necessary adaptations and mitigations to minimize the negative impacts of climate change.

Abstract

Kerusakan jalan yang terjadi di beberapa ruas jalan menimbulkan kerugian yang sangat besar terutama bagi pengguna jalan seperti kenyamanan, waktu tempuh yang lama, kemacetan, kecelakaan, dan lain-lain. Tujuan penelitian ini adalah untuk menentukan tingkat dan jenis kerusakan jalan dengan menggunakan metode PCI (Pavement Condition Index), dan metode Bina Marga, mengetahui kenyamanan pengguna jalan dengan menggunakan metode Analisis Odds Ratio. Penelitian ini mengambil lokasi pada ruas Jalan Lakidende Kabupaten Konawe yang masing-masing jalan terbagi atas 26 segmen yang ditinjau menurut tingkat kerusakannya. Pengumpulan data primer dilakukan dengan survey aktual lapangan yaitu berupa data luas kerusakan jalan, volume lalu lintas dan pengguna jalan. Hasil penelitian menunjukan bahwa Jenis-jenis kerusakan yang ada pada Jalan Lakidende Kabupaten Konawe  (STA O+000–1+300) yaitu Kerusakan Amblas 708,13 M2 (27,2 %), Lubang 128,88 M2 (4,9 %), Kulit Buaya 263,14 M2 (10,1 %). Dan kerusakan didominasi pada kerusakan Amblas, Dengan menggunakan Metode PCI nilai rata-rata penilaian kondisi jalan yang diperoleh adalah sebesar 26,3 yang menunjukan kondisi Buruk dan Nilai Prioritas Kondisi Jalan. penilaian kondisi jalan menurut Metode Bina Marga adalah sebesar 3 yang menunjukan kondisi ruas Jalan Lakidende Kabupaten Konawe dimasukkan kedalam program peningkatan jalan, dimana kenyamanan pengguna jalan yang melalui jalan Lakidende Kabupaten Konawe dengan menggunakan analisis Odds Ratio di peroleh ketidak nyamanan sebesar 5,66 kali lipat di banding pengguna jalan yang tidak melalui jalan Lakidende Kabupaten Konawe. Hal ini menunjukan bahwa semakin tinggi tingkat kerusakan jalan maka semakin tinggi ketidak nymanan pengguna jalan, sebaliknya semakin rendah tingkat kerusakan jalan maka semakin rendah ketidak nyamanan pengguna jalan.Kata kunci : Kerusakan Jalan, pavement condition index (PCI), Bina Marga, Kenyamanan pengguna jalan

Abstract

In the implementation of an activity, sometimes there are obstacles or obstacles that can affect the time of work implementation, such as unpredictable weather conditions that have an impact on delays in implementing project activities. The challenge in project implementation is how to plan an effective time schedule and cost efficient planning without reducing quality. In the construction industry there are several project scheduling methods known, including: Bar Chart, Network Diagram (CPM, PDM). The purpose of this research is to find the method of planning and project scheduling that is commonly used in Indonesia, to compare each method of planning and project scheduling to find a character that matches the nature of the project, and to simulate the project planning and scheduling method and to analyze its strengths and weaknesses. Data collection is done by collecting data on the improvement of the Wawonggole - Palarahi axis road, namely in the form of the Bar Chart method which is converted into the form of the CPM, PDM, and Time Chainage Diagram methods.The result of this research is that the rescheduling duration is 20 days, there is a variance of 88.89% of the duration of the plan, for direct costs there is a reduction of 39.28% and for indirect costs there is an increase consisting of 10% profit and 5% overhead. For the total RAB as a whole after rescheduling is reduced by 60.72% of the planned RAB from the initial budget plan or Rp. 3. 189. 484. 250, 57. on the implementation of the Wawonggole-Palarahi Poros Road Improvement activities.Keywords: Project Scheduling, Network Diagram, Microsoft Project 2016

Abstract

Based on the Minister Regulation No. 132 Year 2015 Regarding the Implementation of Terminal Road Passenger Transport Terminals, namely, motor vehicle bases to arrange arrivals and departures, raise and lower passengers and / / goods, and transport modes. The terminal also has an important role as an element of spatial planning in relation to improving the mobility and efficiency of urban life in a vehicle. The location and facilities of the terminal are the main things that can influence and attract the interest of the public to use the terminal                The criteria for determining the location of the terminal according to the Technical Guidelines for the Construction of the Highway in the City and Inter-City Transport Terminal (Director General of Land Transportation, 1995) has basic considerations, namely in terms of spatial planning, the location of the terminal should be in accordance with the City Development Spatial Plan and should not disturb the environment around it. Factors that need to be considered in determining the location of the terminal include accessibility, namely the level of achievement of ease that can be expressed by physical distance, time or transportation costs      The results showed that the characteristics of the Baruga terminal in the city of kendari have facilities for office buildings, small mosque, public bathrooms and toilets, bus waiting rooms to depart, city transport lounge waiting rooms, Elf lounge waiting rooms, platform ticket sales, ticket office buildings inside the terminal, Retribution building, Information room building and P3K room, Administration room and surveillance room, Vehicle circulation and circulation of people, Public vehicle parking space, Private vehicle parking space, Reserved parking space and 14 buses operating on the Old City - Bungkutoko Harbor ( PP), Kota Lama - Ktr. Abstract

Ruasjalan Rate Rate-Ladongimerupakan salah saturuasjalankewenanganpemerintahprovinsi Sulawesi Tenggara yang berada di wilayah kabupatenKolaka Timur. Ruasjalaninimemilikifungsi yang sangat vital dalamarustransportasi di kabupatenKolaka Timur, baikarusangkutan orang maupunangkutanbarang. Oleh karenaitu, ruasjalaninimemilikifungsi yang sangatstrategisdalamperkembangan dan pertumbuhanperekonomiandiwilayahini.Penurunan pelayanan transportasi jalan yang terjadi di Kabupaten Kolaka Timur, khususnya pada ruasjalan yang menghubungkan Rate Rate - Ladongi beberapa tahun terakhir ini yang diindikasikan kondisi kerusakan jalan yang semakin parah dan menjadi  sorotan masyarakat karena tidak saja mengarah terhadap keselamatan lalu lintas namun juga meningkatnya biaya operasi kendaraan.Tujuan yang ingindicapaidalampenelitianini adalah: Mengetahui tingkatkerusakanjalanberdasarkanSurface Distress Index (SDI). Menentukanprioritaspenanganankerusakanjalan yang dibutuhkan pada ruasjalantersebut. Mengetahuiupaya harusdilakukanuntukpenanganan kerusakan jalan pada ruas jalan Rate rate-Landongi. Metode yang digunakandalampenelitianinidengancaraDiskriptifAnalitis.Diskriptifberartipenelitianmemusatkan pada masalah-masalah yang ada pada saatsekarang. Keadaanperkerasanjalan di daerahpenelitiandapatdiperoleh data yang akurat dan cermat. PerhitungannilaiSurface Distress Index (SDI) yang merupakan parameter ukurkondisifungsionalpermukaanjalanberdasarkanmetode Bina Marga.Hasil penelitianmenunjukanbahwaTingkatkerusakan pada ruasjalanRate rate-Ladongi STA 00+000 – 14+000 terbagi menjadi 4 kondisi kerusakan jalan, yaitu baik, sedang, rusak ringan, dan rusak berat dengan persentase adalahsebesar:baik 41,43 %, sedang 12,86 %, rusak ringan 28,57 %, dan rusak berat17,14 %.Dari ke empat persentase tersebut diketahui paling tinggi adalah baik, dan yang paling terendah adalah sedang.Tingkat prioritas penanganan jalanruasjalanRate rate-Ladongi STA 00+000 – 14+000 terbagi menjadi 3 kebutuhan penanganan jalan yaitu pemeliharaan rutin 54,29 %, pemeliharaan berkala 28,57 %, dan peningkatan/rekonstruksi 17,14 %.Dari ke tiga persentase tersebut diketahui penanganan paling tinggi adalah pemeliharaan ruitn, dan yang paling terendah adalah peningkatan/rekonstruksi.Upaya yang harusdilakukanyaitu pamerintah perlu menetapkan standar pengawasan sehinggadapatmenilaipelanggaran yang ada dan mengawasikendaraantrukpengangkut material bermuatan lebih yang menyebabkankerusakanjalan.  KataKunci:Jalan Kerusakan, Penanganan, Pemeliharaan.  ABSTRACT The Rate rate-Ladongi road section is one of the roads in the authority of the Sulawesi Tenggara provincial government in the Kolaka Tiimur Regency. This road section has a very vital function in the flow of transportation in Kolaka Tiimur Regency, both the flow of people and goods transport. Therefore, this road section has a very strategic function in the development and economic growth in this region. The decline in road transportation services that have occurred in Kolaka Tiimur Regency, especially in the road linking Rate rate - Ladongi in recent years has indicated that the condition of road damage is getting worse and has become the focus of the community because it not only leads to traffic safety but also increases operating costs vehicle.The objectives to be achieved in this study are: Knowing the level of road damage based on the Surface Distress Index (SDI). Determine the priority of handling road damage needed on the road section. Knowing that efforts must be made to deal with damage to roads in the Rate rate-Landongi road section. The method used in this research is Analytical Descriptive. Descriptive means research focuses on the problems that exist at the present time. The condition of road pavement in the study area can be obtained with accurate and accurate data. Calculation of the Surface Distress Index (SDI) value which is a parameter measuring the functional condition of the road surface based on the Bina Marga method.The results showed that the damage rate on the Rate rate-Ladongi road section 00 + 000 - 14 + 000 was divided into 4 road damage conditions, namely good, moderate, lightly damaged and heavily damaged with a percentage of: good 41.43%, moderate 12.86%, 28.57% lightly damaged, and 17.14% heavily damaged. Of the four percentages, it is known that the highest is good, and the lowest is medium. The priority level of road handling for the road rate Rate-Ladongi STA 00 + 000 - 14 + 000 is divided into 3 road handling needs, namely routine maintenance 54.29%, periodic maintenance 28.57%, and improvement / reconstruction 17.14%. Of the three percentages, it is known that the highest treatment is maintenance, and the lowest is improvement / reconstruction. Efforts must be made namely the government needs to set standards of supervision so that it can assess existing violations and oversee trucks carrying trucks with overloaded material which causes road damage.   Keywords: Road Damage, Preservationt, Maintenance

Abstract

Jalan sebagai bagian dari sistem transportasi berperanan penting dalam mendukung kegiatan perekonomian dan sosial masyarakat. Dalam hal menyediakan infrastruktur jalan yang baik perlu dilakukan penyusunan basis data. Tujuan penelitian adalah pemetaan kondisi geometrik jalan yang menghubungkan ruas Jalan Latoma - Routa Kabupaten Konawe berbasis Sistem Informasi Geografis (SIG). Hasil penelitian menunjukan berada pada ketinggian puncak sekitar 1401-1900 meter dengan luas area 8.027 Ha dan ketinggian rendah kurang dari 400 meter untuk luas area 61.652 Ha serta luas area terluas sebesar 144.092 Ha dengan ketinggian 401-900 meter, maka perlu penurunan ketinggian atau cutting agar dapat dilewati kendaraan. Pada kemiringan lereng untuk area jalan rencana dengan luas area sebesar 100.123 Ha dengan klasifikasi lereng 25-45% dikategorikan curam. Untuk area seluas 82.181 Ha dikategorikan sangat curam dengan klasifikasi lebih 46%. Untuk klasifikasi lereng yang datar memiliki luas area 16.480 Ha. Abstract

Community service activities by a team of teaching staff as one form of the tri dharma (Lecturers) of Halu Oleo University, namely carrying out community service, in carrying out community service to provide contributions in the form of knowledge about pontesi and infrastructure development to improve the welfare of the community in the sub-district Anduonohu Kendari City. Anduonohu Village is a potential area and has sufficient natural resources, in this case potential agricultural land (fertile land), but road access to the Village needs serious attention from all parties. Therefore, we, as a team of lecturers, provide service to contribute work/products and understanding to the community regarding infrastructure development, especially improving farm roads as access for community movement to support economic, social, educational and other activities. The implementation process in this service activity is an implementation technique according to the availability of resources from the service implementation team in the form of outreach to the community, farmers and local government by prioritizing science. This Community Partnership Program (PKM) is delivered in community service activities as an impact of increasing community knowledge, especially in developing infrastructure in Anduonohu Village, Kendari City. The methods used in this activity are example providing, direct or face to face discussions with the community, as well as field applications. in infrastructure development (repairing village roads). It is hoped that this service program activity can provide knowledge and understanding to the community regarding the application of science to benefit society.
