Abstract

The rapid development of information and communication technology provides many benefits to aspects of life, especially the world of education. The sophistication of Android-based mobile phones as a medium of communication and information continues to increase and innovate. So it is hoped that teachers can be more creative in delivering subject matter, especially prayer learning by utilizing Android-based learning media to children with special needs, one of which is deaf students so that it is hoped that student learning outcomes can increase both in cognitive, affective and psychomotor aspects. However, based on observations at SDLB N Pangkalpinang there are still teachers who have not utilized or used Android as a learning medium, these teachers only use image media so that the learning outcomes of deaf students are low in cognitive aspects after the pretest was carried out. The purpose of this study was to test how the effectiveness of Android-based learning media on the cognitive aspects of deaf students in SDLB N Pangkalpinang. used was 8 students with the sampling technique using saturated sampling. The data collection in this study used the pretest and posttest questions, while the data processing used the normality test, homogeneity test, and paired sample T-test with the help of SPSS version 16. After conducting the research, it was concluded that there was a difference in the average between the pretest and posttest, where the average at the pretest was 31.25, while the average at the posttest was 46.25. This means that the average score on the posttest is higher than in the pretest. This is also supported by hypothesis testing, the Sig value is obtained. (2-tailed) of 0.005 <0.05, then H0 is rejected and Ha is accepted, meaning that Android-based learning media is effective on the cognitive aspects of deaf students. However, the value obtained has not reached the KKM value for the subject of Islamic religious education

Abstract

Virtual Private Server (VPS) merupakan salah satu komponen krusial dalam penyediaan layanan digital modern karena fleksibilitas dan skalabilitasnya. Namun, seiring meningkatnya adopsi VPS, risiko keamanan terhadap sistem ini pun semakin tinggi. Ancaman seperti Distributed Denial of Service (DDoS), brute force, dan eksploitasi akses ilegal menjadi tantangan serius yang dapat mengganggu ketersediaan layanan dan mengancam kerahasiaan data. Penelitian ini mengusulkan strategi keamanan berbasis pendekatan berlapis (layered security) yang menggabungkan tiga elemen utama: (1) Cloudflare sebagai lapisan proteksi awal untuk menyaring lalu lintas berbahaya dan mencegah serangan DDoS; (2) Two-Factor Authentication (2FA) untuk meningkatkan keamanan akses akun administrator; dan (3) sistem monitoring aktif yang memungkinkan deteksi dini terhadap aktivitas mencurigakan dan memberikan respon otomatis. Metode studi kasus digunakan dengan mengimplementasikan arsitektur keamanan tersebut pada sebuah VPS berbasis Linux. Pengujian dilakukan melalui simulasi serangan dan evaluasi efektivitas masing-masing lapisan keamanan. Hasil penelitian menunjukkan bahwa kombinasi ketiga komponen tersebut mampu secara signifikan menurunkan risiko kompromi sistem, dengan peningkatan kemampuan deteksi dini terhadap ancaman sebesar 85% serta pemblokiran otomatis terhadap akses ilegal yang terintegrasi melalui Cloudflare dan sistem monitoring. Penelitian ini menyimpulkan bahwa pendekatan berlapis memberikan perlindungan yang lebih komprehensif dibandingkan sistem proteksi tunggal, dan direkomendasikan sebagai standar minimum dalam pengamanan VPS.

Abstract

Penelitian ini berangkat dari ketidakseragaman praktik dalam penyelenggaraan pendidikan inklusif di Kota Padang. Tujuan penelitian yaitu menganalisis mekanisme diskresi guru dan kepala sekolah sebagai street level bureaucracy serta bagaimana komunikasi kebijakan, sumber daya, dan budaya organisasi lokal membentuk variasi implementasi pada  jenjang TK hingga SMP di Kota Padang. Melibatkan 47 informan dari 9 sekolah serta UPTD LDPI, data dikumpulkan melalui wawancara, telaah dokumen, serta observasi. Temuan menunjukkan bahwa meskipun prinsip penerimaan tanpa diskriminasi dipahami secara konsisten, tingkat kesiapan sekolah dan pemahaman praktis terhadap implementasi bervariasi. Para pelaksana memanfaatkan diskresi untuk menyesuaikan layanan dengan kebutuhan anak, dinamika orang tua, serta beban kerja dan kemampuan sekolah. Diskresi yang muncul bukan sekedar respons terhadap tekanan struktural sebagaimana dijelaskan Lipsky, melainkan membentuk  adaptive discretion yakni diskresi reflektif yang mempertimbangkan dilema moral, nilai profesional, dan kepentingan institusional. Pola ini dipengaruhi budaya birokrasi lokal yang menekankan kehati-hatian, harmoni, dan penyelesaian kasus secara situsional, sehingga menghasilkan implementasi yang tidak seragam. Studi ini memperluas teori street level bureaucracy, bahwa diskresi dalam konteks inklusi pendidikan juga merupakan arena negosiasi etis, bukan sekedar respons teknis keterbatasan aturan dan sumber daya. Oleh karena itu, diperlukan SOP, koordinasi lintas jenjang dan penguatan kapasitas agar praktik inklusi menjadi lebih konsisten dan akuntabel. This study stems from the inconsistency of practices in the implementation of inclusive education in Padang City. The objective of this study is to analyze the discretion mechanisms of teachers and principals as street-level bureaucracy and how policy communication, resources, and local organizational culture shape variations in implementation at the kindergarten to junior high school levels in Padang City. Involving 47 informants from 9 schools and the UPTD LDPI, data were collected through interviews, document reviews, and observations. The findings show that although the principle of non-discriminatory acceptance is understood consistently, the level of school readiness and practical understanding of implementation varies. Implementers use discretion to tailor services to children's needs, parental dynamics, and school workload and capabilities. The discretion that emerged was not merely a response to structural pressures as described by Lipsky, but rather formed adaptive discretion, which is reflective discretion that considers moral dilemmas, professional values, and institutional interests. This pattern was influenced by the local bureaucratic culture that emphasized caution, harmony, and situational case resolution, resulting in inconsistent implementation. This study expands on the theory of street-level bureaucracy, arguing that discretion in the context of educational inclusion is also an arena for ethical negotiation, not merely a technical response to regulatory and resource constraints. Therefore, standard operating procedures (SOPs), cross-level coordination, and capacity building are needed to make inclusion practices more consistent and accountable.
