Abstract

So far, proof of a child's identity is only limited to a birth certificate, then through the Minister of Home Affairs Regulation No. 2 of 2016the government issued a policy on KIA (Child Identity Card). Where through the KIA (Child Identity Card) the government hopes that there will beincreasing data collection, protection and public services to realize the best rights for children. Not only for data collection purposes, KIA (CardChild Identity) together with the birth certificate are expected to provide legal certainty and guarantee for the recognition of rights along with:his protection. With the formulation of the problem how to implement Permendagri No. 2 of 2016 concerning KIA (Child Identity Card) in the ServicePopulation and Civil Registration of Mojokerto Regency. This study aims to determine the implementation of Permendagri No. 2 of 2016About KIA (Child Identity Card) at the Population and Civil Registration Office of Mojokerto Regency.The theory used is the theory of Policy Implementation from Edward III which consists of 4 indicators, namely: Bureaucratic Structure, Resources,Disposition and Communication. The research method used in this study is a qualitative descriptive method that describes the phenomenonactually from events in the field. Data collection techniques using interviews, observations and documents related to research.The results of the study indicate that the community is the object of implementing the policies contained in the Regulation of the Minister of Home Affairs Number 2The year 2016 regarding Identity Cards is of course urged to realize that current population administration documents are very important andsupport its implementation. of this policy. The government – ??in this case the Department of Population and Civil Registry – has not made enough effortsto raise public awareness effectively.

Abstract

Implementation is an action or implementation of a plan that has been arranged sequentially. Usually done afterpolicy planning that is considered perfect. In accordance with policies that include rules containing elements of decisions in an effort toselection of alternatives in order to achieve certain goals and objectives. In relation to the law that regulates the elderly, such as clothing, boardsand food. in Mojokerto Regency there is an institution that oversees all Regency Elderly who receive assistance from the government.Therefore, the elderly who have no family or are neglected will be put in a nursing home under the auspices of the Social Service which will provide services for the elderlyget protection and social security from the government. There is a budget from the APBD for every elderly in the nursing home. Destinationof this study is to determine the implementation of the welfare of the elderly according to the Law on the Elderly Number 13 of 1998. The results of the studyThe welfare of the elderly in nursing homes is measured by using 6 aspects, namely influencing interests, types of benefits,degree of change, location of decision making, program implementers and resources used.

Abstract

Every election law enforcement is handled by state institutions depending on the type of violation committed. Bawaslu is wrongan institution that obtains attribution of authority to enforce election laws related to election process disputes. On implementationIn its authority, Bawaslu is considered to often take actions that go beyond what should be done. And this research usesQualitative research methods have the meaning of being a scientific way to obtain valid data, and with the aim of finding,developed, or proven, a certain knowledge or object so that it can be used or understood to solve, and anticipateproblems in a particular field or object. With Bawaslu's review as a very important role in overseeing electionsgeneral in accordance with what is mandated in the Law on Election Management, which states that the supervisory function ofgeneral elections which are described or explained in the duties, authority, obligations of election supervisors, and resolution of problems or disputescontained in it which includes general elections.

Abstract

In the Covid-19 pandemic in Indonesia, many aspects have changed, especially the government aspect. Governmentrequired to issue the latest policy regarding handling the Covid-19 pandemic itself. In the village ministry, village ministryissued the latest policy, namely Village Minister Regulation No. 6 of 2020, which was not followed up by the village government, in this case the village governmentJambeyan issued several policies. The benefit of this research is that it provides information for knowing and analyzingImplementation of Village Ministerial Decree no. 6 of 2020 in Priority Use of Village Funds in 2020 in Jambeyan Village, Sedan District, RegencyRembang. If we relate it to Merilee S Grindle's theory of policy implementation, there are six aspects that need to be looked at, from the six aspects:conveyed that the theory of policy implementation is very related.Based on research results obtained through several informants, the implementation of Village Minister Regulation No. 6 of 2020 is a priorityuse of village funds in 2020 in Jambeyan village with program efforts that can create good conditions. Results from researchproves that the people of Jambeyan village are satisfied with the efforts of the Jambeyan village government in issuing policiesrelated to village regulation number 6 of 2020.

Abstract

Abstraksi Seiring bertambahnya jumlah pegawai pada Wilayah Hukum Pengadilan Tinggi Maluku Utara, maka pencacatan sistem kepegawaian perlu dilakukan sebuah inovasi dan optimalisasi kerja. Adapun inovasi dan optimalisasi dilakukan dengan tujuan untuk meningkatkan efektivitas dan efisiensi sistem kerja yang awalnya dilakukan secara manual, berubah menjadi otomatis atau paperless dengan cara mengembangankan sistem informasi berbasis website. Pengumpulan data awal dilakukan dengan metode observasi lapangan, wawancara kepada beberapa pihak terkait dan dengan mencari referensi dokumen guna melengkapi kebutuhan informasi. Observasi lapangan dan wawancara dilakukan secara langsung dengan mengumpulkan informasi kebutuhan sistem yang sedang berjalan di Pengadilan Tinggi Maluku Utara. Dari data tersebut kemudian dibuatkan analisa kebutuhan dan pengembangan serta desain arsitektur sistemnya. Sebelum sistem diimplementasikan, akan dilakukan uji coba untuk mendapatkan hasil maksimal. Hasil penelitian menunjukkan bahwa, sebuah inovasi tercipta dengan membawa perubahan, perbaikan dan penyerderhanaan sistem diantaranya adalah perubahan standar operasional prosedur menjadi lebih efektif dan efisien, serta peningkatan keakuratan dan keamanan data yang tersentral pada komputer server. Dengan demikian, optimalisasi sistem cuti pegawai berbasis website ini layak untuk digunakan dan lebih dikembangkan lagi pada Pengadilan Tinggi Maluku Utara. Kata Kunci : Kemajuan Teknologi; Sistem Informasi; Inovasi Kepegawaian. Abstract Along with the increase in the number of employees in the jurisdiction of the North Maluku High Court, it is necessary to innovate and optimize the work of the human resources system. The innovation and optimization is carried out with the aim of increasing the effectiveness and efficiency of the work system which was originally done manually, turned into automatic or paperless by developing a website-based information system. Initial data collection was carried out using field observations, interviews with several related parties and by looking for document references to complete information needs. From this data, a needs analysis and development and design of the system architecture is made. Before the system is implemented, it will be tested to get maximum results. The results showed that an innovation was created by bringing about changes, improvements and simplification of the system including changes to standard operating procedures to become more effective and efficient, as well as increasing the accuracy and security of data centralized on the server computer. Thus, the optimization of the website-based employee leave system is feasible to use and further developed at the North Maluku High Court. Abstract

Melihat tingkat kesegaran ikan tuna masi menggunakan secara manual belum menggunakan sistem. Dan di lihat dari mata dan daging, terkadang masih meleset karena faktor keterbatasan indra penglihatan ketika lelah. Sehingga diperlukan adanya sistem yang dapat mendeteksi kesegaran ikan secara otomatis. Dari tujuan penelitian ini Akan dicoba membuat suatu aplikasi untuk mendeteksi tingkat kesegaran Ikan Tuna melalui citra mata berdasarkan gambar sampel mata ikan Tuna. yang tampak pada citra mata Ikan menggunakan pengolahan citra digital serta menggunakan Metode K-Nearesh Neighbor sebagai penentuan perumusan. Metode K-Nearesh Neighbor merupakan algoritma klasifikasi yang paling sederhana dalam mengklasifikasikan sebuah gambar kedalam sebuah label. metode ini mudah dipahami dibandingkan metode lain karena mengklasifikasikan berdasarkan jarak terdekat dengan objek lain. hasil penelitian ini untuk membuktikan Metode KNN dan ekstraksi fitur warna Rgb konversi ke Lab dan transformasi yang menghasilkan nilai mean dan standar deviasi untuk menampilkan hasil akhir. Untuk mencakup tingkat keberhasilan mencapai 60%, jangka waktu untuk mengukur kesegaran ikan selama tiga hari Kata kunci : Ikan Tuna, Citra Mata, K-Nearesh Neighbor

Abstract

Indonesia is the largest producer of palm oil in the world, contributing 59 % of global production in 2022. The palm oil industry is a pillar of the economy and a source of foreign exchange through agricultural exports. To increase productivity and global competitiveness, strategies are needed, including improving cultivation technology and determining optimum harvest times through the application of appropriate cultivation technology. This research aims to increase oil palm productivity by focusing on the harvest time of Fresh Fruit Bunches (FFB). The sample used was Tenera variety palm FFB with two levels of ripeness, namely 140-160 DAP and 200-220 HSP. Non-destructive technology can accurately measure the optimum ripeness level of FFB. This approach uses thermal camera technology for nondestructive evaluation, recording the intensity of infrared radiation from TBS. All measurement parameters resulting from thermal image processing (RGB, L*a*b and temperature) will be used as input variable data to be modeled with oil content free fatty acid data in the laboratory. The model design will be built using the Principal Component Analysis (PCA) and Partial Least Square (PLS) methods. The results showed that the coefficient of determination (R2) for oil content was 0.8681 and free fatty acid content was 0.786. Keywords: FFB, Nondestructive, Oil content, PLS, Thermal properties

Abstract

This study uses a soft system methodology to examine the coconut milk supply chain, which supports the local food agro-industry, particularly for rendang products. It aims to develop a fundamental concept to optimize this supply chain. The proposed method is effective for addressing complex, multi-stakeholder problems. Using systems thinking, real-world system behaviour is converted into a conceptual model, facilitating decision-making through customer, actor, transformation, worldview, owner, and environment components. The findings include a conceptual model translated into a causal loop diagram, part of a dynamic systems approach, which shows the interconnections and feedbacks among variables in the supply chain, such as raw material supply, logistics costs, production volume, and distribution costs. This stage identifies stakeholders and systematically illustrates the relationships in managing the flow of goods. It provides a basis for designing a supply chain network aligned with local government policies for developing the coconut milk agro-industry. It aims to optimize the local food industry, particularly rendang, in West Sumatra province. After creating the conceptual model, gap analysis and validation were conducted, comparing the model with real-world insights from stakeholders, including coconut farmers, producers, rendang manufacturers, academic institutions, and local governments. Validation focused on efficiency, efficacy, and effectiveness. The results demonstrate the foundational idea for designing the coconut milk agro-industry supply chain network to support local food products, as depicted in the causal loop diagram.

Abstract

Fruit leather merupakan makanan ringan yang berbentuk seperti lembaran yang tipis dari proses pengeringan. Penelitian ini bertujuan untuk menganalisis interaksi penambahan belimbing wuluh dan variasi kulit dengan daging buah naga terhadap karakteristik fruit leather, mendapatkan formulasi terbaik dari penambahan belimbing wuluh dan variasi kulit dengan daging buah naga terhadap fruit leather yang dihasilkan, dan menganalisis kelayakan usaha fruit leather. Penelitian ini dilakukan dengan menggunakan metode Rancangan Acak Lengkap Faktorial yang mana terdiri atas 2 faktor dengan 3 kali pengulangan dengan variasi belimbing wuluh dengan kulit dan daging buah naga. Data yang didapatkan dianalisis secara statistik menggunakan Analysis of Variance (ANOVA) jika berbeda nyata maka dilanjutkan dengan uji Duncan’s New Multiple Range Test (DNMR) pada taraf 5%. Interaksi penambahan tingkat konsentrasi kombinasi kulit dan daging buah naga merah (Hylocereceus polyrhizus) dengan penambahan puree belimbing wuluh (Averrhoa bilimbi, L.) berpengaruh nyata pada kadar serat dan nilai tekstur fruit leather. Sedangkan pada kadar air, kadar abu, pH, total asam, vitamin C, total gula, betasianin, dan antioksidan berpengaruh tidak nyata. Kombinasi perlakuan terbaik yaitu A1B3 (Kulit buah naga : Daging buah naga (KBN: DBN (1:1)) + belimbing wuluh (BW (12%)) memberikan mutu terbaik dari kombinasi perlakuan lainnya yang ditinjau dari kadar serat 6,88 % dan tekstur 25,55 N/mm. Analisis kelayakan usaha fruit leather yaitu BCR memiliki nilai 1,31.

PKK is a community movement that has been active as a government partner in the implementation of various programscommunity development.
