Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis tantangan manajemen pemerintah daerah di Indonesia dalam meningkatkan kesejahteraan publik melalui perspektif filsafat ilmu manajemen, yang mencakup dimensi ontologi, epistemologi, dan aksiologi. Menggunakan metode kualitatif deskriptif-analitis dengan pendekatan studi kepustakaan, penelitian ini mengungkapkan bahwa transformasi pemerintahan pasca-desentralisasi melalui UU No. 23 Tahun 2014 masih menghadapi hambatan struktural seperti ketergantungan fiskal pusat, keterbatasan kapasitas sumber daya manusia, serta intervensi politik lokal yang mengganggu kontinuitas kebijakan. Dari sudut pandang filosofis, tantangan ini bukan sekadar masalah teknis-administratif, melainkan persoalan nilai dan paradigma berpikir yang belum sepenuhnya berorientasi pada pelayan warga (serving citizens). Hasil penelitian menekankan perlunya pergeseran paradigma menuju kebijakan berbasis data (evidential rationality), penguatan etika publik untuk menekan korupsi, serta peningkatan partisipasi masyarakat guna mewujudkan tata kelola pemerintahan yang adil, transparan, dan akuntabel demi kesejahteraan publik yang berkelanjutan. Kata Kunci: Manajemen Pemerintah Daerah, Kesejahteraan Publik, Filsafat Ilmu Manajemen, Otonomi Daerah, Tata Kelola Pemerintahan.

Abstract

Urban waste management in rapidly growing cities presents persistent governance challenges due to increasing waste generation, limited disposal capacity, and fragmented coordination among stakeholders. This study aims to examine how collaborative governance operates in urban waste management through a multi-stakeholder (pentahelix) framework and to identify key barriers affecting its implementation. A qualitative descriptive approach was employed, using in-depth interviews, field observations, and document analysis involving representatives from government, private sector, community groups, academia, and media. Data were analyzed thematically using a policy implementation perspective to assess coordination, resources, communication, and institutional capacity. The findings reveal that collaboration among stakeholders remains largely partial and fragmented, functioning mainly at the level of coordination rather than integrated governance. Government actors dominate regulatory and facilitative roles, while private stakeholders contribute technological and operational innovations without strong institutional integration. Community participation is present but faces sustainability constraints, and academic inputs are weakly translated into policy processes. Media engagement tends to be reactive rather than strategic. Key barriers include limited inter-stakeholder communication, unclear role distribution, resource constraints, and the absence of a permanent collaborative mechanism. The study underscores the need for institutionalized multi-stakeholder platforms, clearer governance arrangements, and stronger knowledge integration to improve the effectiveness and sustainability of urban waste management. These findings provide practical insights for policymakers seeking to strengthen collaborative governance models in urban environmental management contexts.

Abstract

This study aims to analyze the effectiveness of public participation in the formulation of regional regulations (Perda) in South Tangerang City and to examine how legal, institutional, and sociocultural factors shape the participatory process. It also seeks to determine whether existing legislative frameworks, particularly Law No. 13 of 2022 are implemented as intended in facilitating meaningful participation. The research employs an empirical legal approach supported by qualitative methods, combining normative analysis of legislation with field data obtained through in-depth interviews, participant observation, and document review. Data were analyzed using Miles and Huberman’s interactive model, while the effectiveness of participation was assessed through Soerjono Soekanto’s five legal effectiveness factors. The study finds that although the legal framework formally guarantees public participation, its implementation within the DPRD of South Tangerang City remains limited, inconsistent, and largely procedural. Participation tends to involve only invited stakeholders, many of whom lack adequate understanding of the substantive issues, resulting in low-quality input. Institutional gaps, particularly the absence of explicit participation procedures in the DPRD Standing Orders and limited access to draft regulations further weaken engagement. Sociocultural conditions indicate a shifting but still uneven participatory legal culture, where public involvement is recognized yet not fully realized in practice.

Abstract

This study aims to examine planning management in Islamic education with the perspective of Irfani's epistemology, which emphasizes the spiritual and intuitive dimension in the educational process. This approach is integrated with the epistemology of Bayani and Burhani as initiated by Muhammad Abed Al-Jabiri, to create a holistic and comprehensive education system. This research uses a qualitative method with documentation-based data collection techniques and in-depth interpretation of Al-Jabiri's main works, such as Takwin al-'Aql al-'Arabi, as well as other supporting literature. Data analysis is carried out through data reduction, data presentation, and drawing conclusions using an interpretive and holistic approach. The results of the study show that planning in Islamic education management based on Irfani's epistemology emphasizes the depth of spirituality, which is complemented by Bayani's normative foundation and Burhani's rational analysis. Irfani's approach encourages inner experience, contemplation, and transcendental relationships with God, which provides a balanced dimension between the mundane and ukhrawi aspects in educational planning. The discussion also found that this approach can strengthen the vision and mission of Islamic education in building the character of kamil people who are integrity, intellectually intelligent, and morally and spiritually responsible. In conclusion, the integration of these three epistemologies, in particular with an emphasis on the Irfani perspective, offers a holistic planning framework, making Islamic education more relevant and adaptive to the challenges of the times, without neglecting the spiritual values and morality that are its essence.

Abstract

This study was conducted to review the extent of the views of researchers in reviewing the implementation of Law No. 36 of 2009 concerning Health, especially related to the dangers of smoking through various fields of science and analysis of various problem focuses. The objectives of this study include analyzing the scope of the most discussed issues in scientific articles related to the implementation of Health Law No. 36 of 2009 on the dangers of smoking. The method used in this research is a literature study with a qualitative approach, using the literature study method and secondary data from the review of 35 scientific articles that have been published before August 2023. This research uses the PRISMA (Preferred Reporting Items for Systematic Review) systematic review method, which includes identification, screening, inclusion, and eligibility, and is then analyzed based on article findings. The results of the study showed that, of the many scientific articles on research that have been published, five problem areas were found to be the most widely discussed, namely: (1) the dangers of exposure to cigarette smoke, (2) smoke-free areas, (3) behavior in social relationships, (4) prevention efforts, and (5) smoking cessation efforts. These five focus issues have added to the discussions regarding the implementation of Law No. 36/2009 on Health related to smoking. This research provides insight into various aspects of health policy implementation related to the dangers of smoking. It emphasizes the need for further evaluation and action to improve the effectiveness of this policy.

Abstract

This study assessed the results of the Implementation of the Kampus Mengajar Program batch 8 in improving literacy in Public Elementary School students in Bogor Regency. Using a mixed-method approach, quantitative data were obtained from pre-tests and post-tests of student literacy and from filling out questionnaires. In contrast, qualitative data came from interviews with teachers, principals, and student participants in the program and the results of filling out questionnaires. The results showed a significant increase in students' post-test scores by 25.4% compared to the pre-test (t = 8.76, p < 0.01). Interviews revealed that students' creative learning methods increased student motivation and participation despite obstacles such as limited facilities. The results of the accumulation of respondents' questionnaire responses were rated very good, with a score of 4.29. This program has clear objectives and a good coordination process supported by a strong community and students who are competent in running the program so that it can be well received and have good program results. This program proves its Implementation in supporting the improvement of student literacy and underlines the importance of student training before Implementation. This study recommends developing educational policies based on collaboration between universities and elementary schools and expanding Implementation in other areas.
