Abstract

This study aims to analyze waste management conditions at the Rajabasa Temporary Waste Disposal Site (TPS) in Bandar Lampung City and identify its impacts on the surrounding environment and community. This research employed a qualitative approach using observation and interviews with TPS managers and local residents. The collected data were analyzed descriptively. The findings show that waste management at Rajabasa TPS has not been carried out optimally due to the high volume of incoming waste, limited transportation vehicles, and inadequate operational support. These conditions lead to waste accumulation, unpleasant odors, environmental degradation, and potential health risks caused by disease vectors such as flies, rats, and cockroaches. Waste accumulation also affects the comfort and quality of life of nearby residents. Therefore, improvements in transportation facilities, operational management, and community participation are needed to reduce waste accumulation and support a cleaner and healthier environment.

Abstract

This study aims to assess the effectiveness of the 2026 Motor Vehicle Tax Relief (PKB) and Motor Vehicle Transfer Fee (BBNKB) Program organized by the Lampung Provincial Government through the Regional Revenue Agency (Bapenda). This program is valid from June 2 to August 31, 2026, and is intended to improve taxpayer compliance, reduce motor vehicle tax arrears, and encourage an increase in Regional Original Income (PAD). The study uses a qualitative descriptive method with data sources from government policy documents and literature reviews. The results show that this policy has a positive impact on increasing taxpayer compliance and making it easier for the public to transfer vehicle ownership. However, challenges remain in socialization, data accuracy, and regional fiscal sustainability.

Abstract

This study aims to analyze the implementation of the supervision policy for Inter-City Inter-Province (AKAP) buses carried out by the Class II Lampung Land Transportation Management Center (BPTD) in improving road transportation safety. The study employed a descriptive qualitative method with data collected through interviews, observations, and documentation. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, which includes data collection, condensation, presentation, and conclusion drawing. The findings indicate that the supervision policy has been implemented through ramp check activities, vehicle administrative inspections, operational permit monitoring, cross-sector coordination, and transportation safety education programs for drivers and transport operators. These supervisory efforts contribute to identifying vehicles that do not meet roadworthiness standards, thereby reducing the risk of traffic accidents. However, the implementation still faces several challenges, including limited human resources, inadequate supporting facilities, low compliance among some transport operators, and the high volume of vehicles requiring supervision. To address these challenges, the Class II Lampung BPTD has strengthened inter-agency coordination, enhanced law enforcement, optimized digital technology through the MitraDarat application, and conducted continuous transportation safety awareness programs. Therefore, effective transportation supervision requires the support of all stakeholders to further improve road transportation safety.

Abstract

Violence in higher education institutions is a serious problem affecting students' psychological, academic, and social well-being. This study aims to examine the implementation of Permendikbudristek Number 55 of 2024 on the Prevention and Handling of Violence in Higher Education, specifically at Universitas Lampung. Using a qualitative descriptive approach, data were collected through interviews with students and members of the PPKPT Task Force. The findings indicate that the PPKPT Task Force at Universitas Lampung has carried out its prevention, handling, and victim protection functions; however, students' understanding of the reporting mechanism remains low. More intensive and sustained socialization is needed to optimize policy implementation and achieve a safe, inclusive, and violence free campus environment.

Abstract

The Kampung Baru area surrounding Universitas Lampung represents one of the rapidly developing urban zones driven by academic, commercial, and residential activities. Uncontrolled growth has generated numerous social vulnerability issues including traffic congestion, unregulated street vendors, illegal parking, noise pollution, and petty crime. This study aims to analyze the effectiveness of public order policy implementation in this area and to formulate adaptive and sustainable policy solutions. A descriptive qualitative method with a case study approach was employed. Data were gathered through in-depth interviews, field observations, and documentation studies. Findings indicate that public order policy effectiveness remains suboptimal, particularly regarding policy communication, enforcement consistency, and inter-agency coordination. This article proposes a collaborative policy model involving local government, the university, business actors, and the community as an integrated solution to address social vulnerability in the area.

Abstract

This study aims to analyze the implementation of street vendor (SV) management policies at SMEP Market, Tanjung Karang, Bandar Lampung, and to examine the dilemma between fulfilling vendors’ economic rights and maintaining public order in urban spaces. This research employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation involving members of the Municipal Police Unit (Satpol PP), street vendors, consumers, and parking attendants as key informants. Data analysis was conducted through data reduction, data display, and conclusion drawing, while source triangulation was applied to ensure data validity. The findings indicate that the government has implemented street vendor management policies through guidance, supervision, and relocation measures in accordance with existing regulations. However, policy implementation has not yet been fully effective due to low levels of compliance among vendors and the public, parking-related issues, and the less strategic location of relocation sites, which has led some vendors to reoccupy public spaces for commercial activities. These conditions reflect the conflict between the government's objective of maintaining public order and the vendors’ need to sustain their livelihoods. This study concludes that the management of street vendors cannot rely solely on law enforcement approaches. Instead, it requires more comprehensive, participatory, and balanced policies that accommodate both the orderly use of public spaces and the protection of vendors’ economic rights. Collaboration among government institutions, law enforcement agencies, vendors, and the community is essential to achieve effective, equitable, and sustainable street vendor management.

Abstract

This study analyzes the problem of chronic traffic congestion around the Lampung State Polytechnic (Polinela) campus area due to high side friction from the activities of Street Vendors (PKL) who occupy the sidewalks and shoulders and are exacerbated by the large number of consumer vehicles parked irregularly on the roadside, the problem shows that congestion occurs systematically during the morning rush hour (06.30–08.00 WIB) and afternoon (15.00–17.00 WIB), where side friction categories of high to very high reduce the effective width of the road drastically, thus pushing the degree of saturation to approach or exceed the critical limit of 0.85–0.90 towards a fully saturated condition (oversaturated flow). The research method used is qualitative with a descriptive-analytical case study design. The solution to this problem is to encourage fundamental policy reform through the formulation of the "Four Pillars of Policy" which includes the planned relocation of street vendors to special off-street areas that are feasible and accessible, strengthening regulations through the formation of a Task Force Integrated cross-sectoral (Task Force), MSME-based economic empowerment program, and the implementation of a real-time data-based traffic monitoring system for adaptive traffic engineering to achieve a sustainable balance between smooth transportation and the economic welfare of the community.

Abstract

This study aims to evaluate population administration services in RT 04, Sawah Brebes Village, East Tanjung Karang District, Bandar Lampung City, based on Law Number 24 of 2013 concerning Population Administration. This research employed a descriptive method with a qualitative approach. Data were collected through interviews, observations, and documentation and analyzed using the Miles and Huberman model. The findings indicate that population administration services have been implemented fairly well, as reflected in easier service access, simplified procedures, and relatively fast service delivery. The neighborhood head (RT) also plays an important role in encouraging community participation through socialization and administrative assistance. Several challenges remain, including low public awareness of population administration documents, inaccurate population data, and limited digital literacy in utilizing online services.

Abstract

The Kamis Beradat Program is a policy initiated by the Government of Lampung Province aimed at preserving local language and culture through the habitual use of the Lampung language and traditional Lampung batik in educational and governmental institutions. This study aims to analyze the implementation of the Kamis Beradat Program at SMAN 14 Bandar Lampung, identify the challenges encountered, and formulate strategic solutions to enhance its effectiveness. The research employed a qualitative approach using a descriptive method. Data were collected through observations of the program's implementation within the school environment. The findings indicate that the implementation of the program, particularly in the use of Lampung batik, has been successful and has gained a high level of participation from the school community. To address the challenges related to the use of the Lampung language, sustainable strategies are needed, including strengthening the school's cultural environment, encouraging the use of the Lampung language in learning activities, establishing an appreciation system for students, and utilizing digital media as a means of cultural promotion.

Abstract

Flooding is a hydrometeorological disaster that frequently affects urban areas due to poor drainage systems and unplanned spatial planning. This article examines public policies for flood mitigation in the Singgah Pai neighborhood, Rajabasa Village, Bandar Lampung City. A qualitative descriptive method was used through in-depth interviews with the head of neighborhood association (RT) 02 LK 1, Rajabasa Village. The research results indicate that the flooding problem in the area is caused by an inadequate culvert system and runoff from higher elevations. The community, along with neighborhood association (RT) leaders, have repeatedly proposed widening the drainage system through the sub-district-level Development Planning Forum (Musrenbang). The government's response is beginning to be evident, with plans to widen the drainage by 250 meters this year. This article offers comprehensive, policy-based solutions, ranging from improving drainage infrastructure, empowering communities, to strengthening spatial planning regulations. These findings emphasize the importance of synergy between the government and the community in implementing sustainable flood mitigation policies (Siregar & Ginting, 2023).
