Abstract

Market revitalization is a government effort to improve trading facilities while creating a cleaner, healthier, and more comfortable market environment. However, the success of revitalization is not solely determined by physical development but also by the environmental behavior of market users. This study aims to analyze traders’ environmental responsibility, governance obstacles in market cleanliness management, and their impact on public ecological rights in the revitalized Natar Market. This research employed a qualitative approach through field observations and in-depth interviews conducted on June 6, 2026. The findings reveal that improper waste disposal behavior remains prevalent due to limited facilities, long-standing habits among traders, and the perception that cleanliness responsibility has shifted to sanitation officers because traders already pay daily cleaning fees. In addition, limitations in infrastructure and governance support have reduced the effectiveness of waste management. These findings indicate a crisis of civic virtue, suboptimal implementation of good governance principles, and threats to the community’s right to a clean and healthy environment.

Abstract

The Indonesia Smart Card (KIP) for College Program is a government policy designed to help students from low-income families access higher education. This program provides tuition and living expenses assistance to alleviate economic barriers. Studies have shown that the KIP for College has had a positive impact on increasing educational access, reducing economic burdens, and improving student motivation and academic achievement. However, its implementation still faces challenges such as inaccurate recipient targeting, delayed disbursement of funds, and lack of oversight. Overall, the KIP for College is considered effective in supporting the continuity of student studies. Therefore, improved data verification, transparency, and oversight are needed to optimize the program's operation.

Abstract

Flooding is a common environmental problem in urban areas in Indonesia. Besides being influenced by high rainfall, flooding is also caused by human factors, such as reduced air absorption areas, inadequate drainage conditions, and suboptimal waste management. This problem also occurs on Jalan Beruang Gang Mushola RT 03, Sukamenanti Village, Kedaton District, Bandar Lampung City. This study aims to analyze the causes of flooding, its impacts, and mitigation efforts from a public policy perspective. This study uses a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. Data obtained from the RT Head and the local community were then analyzed descriptively to describe the flood conditions and mitigation efforts. The results show that flooding is caused by high rainfall, limited drainage capacity, narrowing of water channels, reduced absorption areas, and suboptimal waste management. The resulting impacts include disruption of community activities, economic losses, and environmental degradation. Mitigation efforts include community cooperation activities, drainage cleaning, waste management, and cooperation between the government and the community. However, these efforts still need to be enhanced through improvements to drainage infrastructure, additional air catchment areas, and strengthening community participation so that flood management can be more effective and sustainable.

Abstract

This study examines the perceptions and behavior of traders and buyers regarding the policy to reduce single-use plastic bags at Pasar Koga, Bandar Lampung. Using a qualitative descriptive approach, data were collected through interviews and direct observation. The results indicate that most informants were aware of the policy and generally supported it because of its environmental benefits. However, its implementation remains suboptimal due to consumers' habit of relying on plastic bags, additional costs for traders, and limited government outreach. Therefore, stronger public education, continuous socialization, and regulatory support are needed to enhance the effectiveness of the policy in traditional markets.

Abstract

The flooding that occurred in Nyunyai Village, Rajabasa District, Bandar Lampung City was not solely caused by the accumulation of waste in the drainage channels, but was more influenced by the flow of water sent from the upstream area which is topographically higher. This phenomenon indicates a mismatch between the capacity of the existing drainage system and the volume of water runoff received by the area. This study aims to analyze the main causes of flooding in Nyunyai Village and formulate a strategy to optimize the drainage system as a more comprehensive and sustainable mitigation effort. The method used is a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, field observations, and documentation studies. Interviews were conducted on June 7, 2026 with key informants, namely Mr. Afrizal as the local RT Head and Mrs. Sulami as an affected resident. The results of the study indicate that the flooding problem in this area is structural and requires technical interventions that include drainage channel normalization, increasing capacity, and watershed-based spatial planning (DAS). These findings align with various previous studies, which emphasize that urban flood management cannot rely solely on environmental hygiene approaches, but requires integrated drainage infrastructure planning focused on long-term risk mitigation.

Abstract

Road infrastructure plays a crucial role in supporting community mobility and facilitating social and economic activities. Damaged roads can disrupt transportation efficiency, increase the risk of accidents, and reduce the quality of public services. This study aims to analyze the factors causing road damage and identify mitigation efforts undertaken in RT 01, Neighborhood 1, Kemiling Raya Village, Bandar Lampung City. The research employed a descriptive method with a qualitative approach. Data were collected through field observations, interviews, and documentation. The findings reveal that road damage is caused by  several factors, including the frequent use of roads by heavy vehicles, inadequate drainage systems, and limited routine maintenance and infrastructure repair. Efforts to address the problem include submitting reports to local authorities, conducting temporary repairs by community members, and strengthening coordination between residents and relevant stakeholders to accelerate road maintenance actions. This study is expected to provide recommendations for both government and community stakeholders in improving public service quality through sustainable road infrastructure development and maintenance.

Abstract

The Public Service Mall (Mal Pelayanan Publik/MPP) is a public service innovation developed by the government to improve the quality, effectiveness, and efficiency of public services. The implementation of MPP in Bandar Lampung City is expected to provide easier access to administrative services through an integrated one-stop service system. This study aims to analyze the effectiveness of the Bandar Lampung Public Service Mall in improving service quality for the community of Tanjung Senang District. This research employed a qualitative descriptive method with data collected through interviews, observation, and documentation. The informants consisted of neighborhood leaders and community members who had utilized MPP and One-Stop Integrated Service (PTSP) facilities. The findings indicate that the implementation of MPP in Bandar Lampung has been effective. Program dissemination has been conducted extensively through various media channels, services are considered fast, service fees are transparent and free for certain administrative services, and community satisfaction is relatively high. Several challenges remain, including service queues during peak hours, limited service points, and administrative procedures that still require simplification. The study concludes that the Bandar Lampung Public Service Mall has contributed positively to improving public service quality, although strengthening human resources, service digitalization, and expanding service points are necessary to further enhance service effectiveness.

Abstract

Regulatory accountability in the family hope program (PKH) as a conditionality-based social protection instrument places the tension between procedural transparency and substantive responsiveness at the center of its governance framework. Through a qualitative approach based on policy analysis, in-depth interviews with social facilitators, and case studies in several regions, this study finds that the dominance of procedural orientation tends to produce a compliance trap, in which bureaucratic actors are more oriented toward fulfilling administrative indicators than toward actual welfare outcomes, thus necessitating a recalibration from compliance-based control logic toward result-based learning logic that enables the integration of procedural standardization and contextual flexibility. To address this issue, two alternative solutions may be considered: first, the implementation of sticker-labeling policy on the homes of benefit recipients as a visual identifier supporting transparency and distribution oversight; second, the strengthening of social assistance administrative digitalization through the optimization of the DTKS and SIKS-NG systems to accelerate verification processes, reduce data duplication, and significantly shorten the disbursement time of assistance.

Abstract

Penelitian ini menyoroti temuan kotak suara kosong dalam Pemilu 2024 di Lampung Barat, yang memunculkan dugaan kelalaian administratif maupun indikasi kecurangan. Tujuan penelitian ini adalah untuk menganalisis penyebab utama kejadian tersebut dan mengevaluasi sejauh mana insiden ini mencerminkan kelemahan sistemik dalam distribusi logistik pemilu. Penelitian menggunakan pendekatan kualitatif dengan metode studi literatur, mencakup regulasi pemilu, pengawasan logistik, dan tanggapan kelembagaan. Hasil penelitian menunjukkan bahwa peristiwa tersebut lebih mengarah pada kelalaian administratif akibat lemahnya pengawasan, kurangnya pelatihan teknis, serta tidak optimalnya sistem verifikasi logistik. Meski belum terbukti adanya kecurangan sistematis, potensi manipulasi tetap perlu diwaspadai. Oleh karena itu, reformasi sistem pengawasan dan distribusi logistik sangat diperlukan untuk menjaga kepercayaan publik terhadap proses demokrasi.

Abstract

Penelitian ini mengkaji resistensi masyarakat terhadap penggusuran paksa di Kelurahan Sukarame Baru dan Desa Sabah Balau, Bandar Lampung, oleh Pemerintah Provinsi Lampung. Penggusuran dilakukan atas dasar klaim hukum atas tanah negara, namun dihadapkan dengan kenyataan sosial bahwa warga telah menghuni lahan tersebut secara turun-temurun. Metode kualitatif digunakan melalui studi pustaka dan analisis kasus. Hasil penelitian menunjukkan bahwa proses penggusuran dilakukan tanpa pendekatan partisipatif dan tanpa kompensasi yang layak, sehingga menimbulkan dampak sosial, ekonomi, dan psikologis yang signifikan bagi warga terdampak. Studi ini menyoroti pentingnya prinsip keadilan sosial, partisipasi masyarakat, dan perlindungan hak atas tempat tinggal dalam kebijakan pengadaan tanah. Rekomendasi kebijakan diarahkan pada model penyelesaian konflik agraria yang adil dan berkelanjutan melalui pendekatan partisipatif dan reforma agraria.
