Abstract

This research is based on several inappropriate Loaning Economic Program (UED-SP) allocations both in the side of bureaucrats or loaners. Sinar Dana UED-SP implementation in terms of giving the loan to the people tends to focus on its orientation of loaner’s ability to return. Meanwhile it should have focused on people’s economic condition and level of entreprises developing nessecity. In addition, some of the loaners do not allocate its fund appropriately which they should have done underway as this program’s objective that is to develop their entreprises yet to another consumptive usages. Both Bureaucrats or people should cooperate one another to UED-SP Program not only to its fund returning development but also loaners’ entreprise development regarding and poor people empowerment. Enhance, the main objective of UED-SP implementation that is to empower society will flourishingly be achieved.The concept of theory is efectivity, revealed by Mahmudi. This research is using qualitative method which analysis the data through describing explaination. Researcher is collecting the data by interview, observation and documentation which use key informan as information resource and triangulation technic measuring its validity of data.As a result of this research that the implementation of Sinar Dana UED-SP Program in Desa Sawah has not been implemented effectively. Although this program has been running and its fund developed well. Yet, the main objective of this program which is aiming to empower poor people. Abstract

Karaoke Entertainment is one of the most popular businesses in Dumai city, it can be proved by the many karaoke business in Dumai city. In running the Karaoke business, the business needs to be supervised by Dumai City Government which is regulated in Mayor Regulation of Dumai Number 21 of 2013 on Procedures and Procedures of Granting Business License of Tourism. Like other entertainment, karaoke business has a negative impact on the norms that exist in society. So in running the business, the business must require supervision. The formulation of the problem in this research are: 1. How the Supervision of Entertainment Tour Business by Dumai City Government About Karaoke Business. 2. What are the factors that influence the Monitoring of Entertainment Tour Enterprises by Dumai City Government About Karaoke Enterprises. This research uses qualitative research methods with descriptive data assessment.The concept of the theory used is according brantas is setting standards that will be used as the basis for monitoring, measuring performance or results that have been achieved, take corrective action. This research uses qualitative research methods with descriptive data assessment.The result of the research shows that the supervision of karaoke entertainment business is done by the Tourism Office, Satpol PP, BPTPM Dumai City not according to the procedure specified in the legislation, after the research, the conclusion in this research are: Implementation of karaoke entertainment supervision conducted by Tourism Office, Satpol PP, BPTPM not yet maximal, supervision conducted by Dumai City Government has not done well. There are factors that become obstacles in the implementation of supervision such as lack of human resources, facilities for supervision is not adequate and lack of coordination with relevant agencies in conducting supervision.Key Word : Supervision, Mayor's Regulation, Karaoke

Abstract

Plantation is one of the strategic sub-sector that is economically, takes an important role in regional development of Kuantan Singingi Regency, considering that most of the people engaged in this subsector. The high of plantation business activity which is not have license in Kuantan Singingi Regency is happen continuously and tend increasingly prevalent in the society to fulfil the needs of life, so sometimes lead to social conflicts, which makes policy for the Plantation Business more seriously implemented. The problem in this research is how the implementation of the Regional Regulation No. 9 2009 on Plantation Business in Kuantan Singingi (Study on the Licensing Plantation Cultivate Bussiness Registration Card (STD-B)) and what are the factors that obstruct the implementation of the policy. As for the purpose of this study is to determine and analyze the implementation of the Regional Regulation No. 9 2009 on Plantation Business in Kuantan Singingi (Study on the Licensing Plantation Cultivate Bussiness Registration Card (STD-B)) and to determine and analyze the implementation of the policy.The concept of the theory that that the writer uses is the policy and the policy implementation. And the theory used is the theory of Grindle with two variables: the contents of the policy and implementation environment. This study uses qualitative research methods with a descriptive data assessment. In collecting the data, the writer uses interview, observation and documentation. Using the key informants as the source of information.The results of this study showed that the implementation of the Regional Regulation No. 9 2009 on Plantation Business in Kuantan Singingi (Study on the Licensing Plantation Cultivate Bussiness Registration Card (STD-B)) has not run optimally. Thr factors which is obstruct the implementation of the policy of the Plantation Business are human resources from the actor of policy, the less of socialization to the target groups and the less of compliance and responsiveness of the society in the registration of the license of Plantation Business STD-B. Abstract

Since Law Number 28 Year 2009 was regalized, all of relating Land and Building Tax (P&B Tax) Of Rural and Urban have been transfered to local goverments. The locals goverments are expected to explore the exsisting potential, as well as be able to increase the District Own Source Revenue (DOSR) especially those steamming from Land and Building (P&B Tax) Of Rural and Urban. But in fact, the collecting of Land and Building (P&B Tax) Of Rural and Urban in Bagan Sinembah Sub-District Rokan Hilir Regency has not run optimally yet. It can be proven by the result of recapitulation of acceptance has no reached the set target yet. Theoretical concept used is implementation in Van Meter and Van Horn who said that there was several variables that affected the performanced of the public policy implementation, such as : standard and policy objectives, resources, communication between organization, the characteristic of implementers, the condition of social economic and political, as well as implementers disposition. This research used qualitative method by using snowball as information and the data analys thecnique by using triangulation technique. Result of the research showed that The implementation Of Transfer Of Land and Building Tax (P&B Tax) Of Rural and Urban As The Regional Tax In Increasing District Own Source Revenue (DOSR) has not run optimally. This was due to the limited human resources and infrastructure, the lack of awareness taxpayer, and sanctions that did not run in the accordance with provisions, the data of taxpayer did not accomodated as well as people’s economic conditions in Bagan Sinembah-Sub-District Rokan Hilir Regency.Keywords : Land and Building Tax (P&B Tax) Of Rural and Urban, Implementation, District Source Own Revenue (DOSR)

Inovation in service permit aim for facilitate, simplify, and improve access service so as be expected can push the community in business world for handle and have letter business trading.This results use theory of strategies innovation by Suwarno (2008) that innovation in public service born in form and initiative, also through metodh partnerships on delivery of public services, and procurement,or forming institution services for improve effectivity services.Outcome research strategies innovation in implementation services business trading at Pekanbaru city already going well so evidenced with accepted appreciations in public services of BPT-PM Pekanbaru city. But in improving and push business owner with scale addition capital with SIUP type mini doesn’t optimal yet, that be affected by culture factor or habits and character business owner (low exploite technology) at once as business they are doesn’t have and look after permit in operate business, low socialization and information publish permit business trading is directly, either through discussion or anything. Abstract

The research is investigate to describe the managing of conservation great forest garden of Sultan Syarif Hasyim region of Minas Subdistrict Siak Regency Riau Province. The region of conservation is perpetuation of nature region with the purpose are to plant collection and the nature fauna or made in, original kinds or not, that useful for research needs, knowledge, education, cultivation support, culture, tourism and recreation. Based on field observation and the data the problems is conservation region of great forest garden not managing well with sign open new land by specific person that they used for plant coconut because less the managing and handling land in that region. The purpose of this research is to know the managing of conservation great forest garden of Sultan Syarif Hasyim region of Minas Subdistrict Siak Regency Riau Province.The concept of theory that used is Managemen Function (Managing) start from planning, organization, implementation and managing. This research used qualitative research method with investigate the data with describtive way. In collecting the data the researcher used interview technique, observation and documentation.The result of this research is produce the conclusion results that the managing did by UPT KPHP Model Minas Tahura in enviroment live’s official and forestry Riau Province is still in category not optimum. There were some not optimum in planning, organization, implementation and managing. Then, there were some factor that influence the steps of UPT KPHP Model Minas Tahura in managing conservation great forest garden region was the source power of human that still less for checking the region, calculation operational mecanism that should complete and also the support of government and miter work that needs.Keywords: Management, Conservation, Great Forest Garden

Abstract

Indonesia sendiri menyumbang 47% dari luas lahan gambut tropis dunia dan menjadi negara keempat yang memiliki lahan gambut terluas di dunia. Luas lahan gambut di Indonesia diperkirakan 20,6 juta hektar atau sekitar 10,8 persen dari luas daratan Indonesia. Lahan gambut di Indonesia memberi banyak manfaat karena menyediakan hasil hutan berupa kayu dan non kayu, menyimpan dan mensuplai air, menyimpan karbon, dan merupakan habitat bagi keanekaragaman hayati dengan berbagai jenis flora dan fauna langka yang hanya ada dijumpai pada ekosistem ini. Lahan gambut merupakan suatu ekosistem yang unik dan rapuh, karena lahan ini berada dalam suatu lingkungan rawa, yang terletak di belakang tanggul sungai. Pada kurun waktu kurang lebih dua puluh tahun terakhir, kegiatan konversi lahan gambut menjadi lahan pertanian, perkebunan kelapa sawit dan kayu kertas (pulp wood) diperkirakan telah merusak lahan gambut dengan segala fungsi ekologisnya. Sepanjang Juni sampai November tahun 2015 terjadi kebakaran hutan dan lahan di Indonesia yang menurut World Bank ditaksir kerugian mencapat Rp. 221 triliun. Pada umumnya kebakaran ini terjadi pada di Pulau Sumatera dan Kalimantan. Penyebab kebakaran tersebut disinyalir dilakukan secara sengaja dan tidak sengaja oleh oknum perusahaan perkebunan dan masyarakat untuk membuka lahan perkebunan, pembersihan dan penyuburan lahan dengan cara membakar. Selain itu, kemarau yang ekstrim dan angin kencang mendorong perluasan daerah terdampak kebakaran. Artikel ini merupakan sebuah studi pustaka yang mendeskripsikan bagaimana metode restorasi memiliki kaitan dengan proses mitigasi bencana kebakaran lahan gambut dan bagaimana metode restorasi dapat memberdayakan masyarakat lokal. Ada 5 langkah dalam merestorasi gambut yaitu: 1) memetakan gambut, 2) menentukan jenis, pelaku, dan rentang waktu pelaksanaan restorasi, 3) membasahi gambut (rewetting), 4) menanam lahan gambut (revegetasi), 5) memberdayakan masyarakat lokal. Restorasi merupakan sebuah metode rehabilitasi khusus kebakaran hutan dan lahan gambut yang didalam prosesnya terdapat kegiatan yang mendukung mitigasi bencana. Pemberdayaan masyarakat memiliki peran penting dalam upaya pencegahan kebakaran hutan dan lahan gambut. Masyarakat jangan hanya dibebani untuk mencegah kebakaran hutan dan lahan gambut namun juga diberikan manfaat dari kegiatan pencegahan itu. Kegiatan Restorasi yang berkaitan dengan mitigasi bencana, dapat dimulai melalui penanaman kembali hutan dan lahan gambut yang terdampak dengan tanaman-tanaman semusim (pada umumnya holtikultura) dan disandingkan dengan tanaman pohon yang dapat mengurangi kuantitas karbon atau mampu menyerap karbon serta memiliki nilai ekonomi yang tinggi. Selain itu, pembangunan lahan penampung air dalam kubah gambut yang berfungsi sebagai sumber pembasahan lahan gambut, dapat dimanfaatkan untuk perikanan darat oleh masyarakat setempat.

Abstract

AbstractSupervision and Development Team Pekanbaru City Commercial Conduct established by the Head of Department of Trade and Industry, the city of Pekanbaru in order to smooth the supervision and guidance order in trade on the licensing and non-licensing and warehousing. The purpose of this study was to determine how performance monitoring and coaching team order in trade in Pekanbaru City licensing warehousing and factors that hinder. The theory used is Lenvine theory that there are three indicators to measure the performance of public sector organizations, namely: Responsiveness, Responsibility, and Accountability. This study used a qualitative method with case study approach and the necessary data both primary and secondary obtained through interview, observation and documentation for further analysis. The results showed that: first, the indicators of the responsiveness of Team Performance Supervision and Development of Conduct Commerce on Licensing Warehousing Pekanbaru City has not been carried out in accordance with the standards, the indicators of responsibility can be concluded that there is still not running as it should, and the indicators of akuntablitias can be concluded that there is still run in accordance with the set target. Abstract

Poor people are citizens who are entitled to get welfare from the government. The provision of social assistance in the form of non-cash food assistance is one of the government's efforts to prosper the poor through the distribution of non-cash social assistance using the banking system, which is expected to support the recipient's productive behavior. But until now the implementation of the assistance still received complaints from the public who were not satisfied because there were still many poor people who had never received assistance and also the slow process of distributing aid. The purpose of this study was to see how the Implementation of the Non-Cash Food Assistance Program in Rejosari Sub-District, Tenayan Raya District, Pekanbaru City. This study used descriptive qualitative method. This study uses interviews, observation, and documentation using a purposive sampling method to source information and analyze data with triangulation techniques. The results showed that the Implementation of the Non-Cash Food Assistance Program in Rejosari Sub-District, Tenayan Raya District, Pekanbaru City was still not optimal, because it was not right on target beneficiaries in the implementation and not timely disbursement of funds, so the program objectives had not been achieved properly.Keywords: Implementation, Food Aid, Public Policy

Masjid Raya Pekanbaru Attraction is a very potential to become a leading tourist destination in the city of Pekanbaru, because the grand mosque is the oldest mosque in the city of Pekanbaru and one Heritage should be retained and managed as well developed. The problems faced by the Department of Culture and Tourism manage Masjid Raya Pekanbaru is budgeted funds at very minimal.This study aims to see how the Management Attractions Masjid Raya Pekanbaru as Travel Destinations Pekanbaru. Management Attractions Masjid Raya Pekanbaru Attraction so grand mosque became the city's main tourist destinations pekanbaruThis study uses qualitative research methods to examine the descriptive data. The concept of management theory. In collecting the data, researchers use interviewing techniques, observation, and documentation. By using key informants as a source of information and as a source triangulation techniques in testing validitation data.These results indicate that the Management Attractions Pekanbaru as the Masjid Raya Pekanbaru City Sightseeing was not optimal. This is evidenced planning, organizing, directing, and monitoring are not running properly. Then the inhibiting factors in the Management Attractions Masjid Raya Pekanbaru namely human resources that have not been professional, yet construction coordination with various agencies and also insufficient promotion.
