Abstract

Abstract

This study analyzes the effectiveness of the Teacher Mobilization Program (PGP) by the Ministry of Education, Culture, Research, and Technology, focusing on resource-related challenges and opportunities. Using a descriptive qualitative method, data were collected from ten PGP alumni and the coordinator of the Directorate of Professional Education and Development of Teachers and Education Personnel (PPPGTK). Findings indicate that while communication strategies align with Edward III's indicators, areas need improvement. The program meets ideal resource characteristics but faces challenges like inadequate infrastructure in remote areas. Implementer attitudes are crucial, with incentives and bureaucratic appointments identified as key areas for improvement. Flexible Standard Operating Procedures (SOPs) support effective implementation, though organizational fragmentation can hinder coordination. Recommendations include clear communication of program objectives from registration, ensuring training does not overlap with teaching hours, and developing a follow-up action plan. These measures aim to optimize resource utilization and enhance PGP's overall effectiveness.

Abstract

This study investigates women's leadership models and their role in enhancing the quality of education at SMA Negeri 16 and SMA Negeri 18 in Pekanbaru City. Drawing on the concept of maternal leadership, the research aims to understand how female principals shape school culture and instructional practices. A qualitative case study approach was employed, focusing on two public high schools. Data were collected through semi-structured interviews, participatory observations, and document analysis, with thematic coding facilitated by NVivo 12. Findings reveal that women leaders at both institutions exhibit humanistic, participatory, communicative, and maternal leadership characteristics. Maternal traits such as empathy, emotional closeness, and care for both teachers and students foster a harmonious and supportive school climate. At SMA Negeri 16, leadership emphasizes discipline and governance consistency, while at SMA Negeri 18, the focus is on innovation, collaboration, and empowerment. Key strategies across both schools include teacher motivation, intensive communication, reflective practices, and continuous quality improvement through a humanist approach. This study contributes to the growing discourse on gender and leadership in education by highlighting the effectiveness of maternal leadership styles in fostering inclusive, collaborative, and high-performing school environments. The findings suggest that such models hold significant promise for improving educational quality through relational and transformative leadership practices.

Abstract

This study investigates the influence of competency assessor training on the development of a certification system and the enhancement of graduate competitiveness at the Professional Certification Body (LSP) P1 SMKN 1 Ciamis. Strengthening assessor capacity is essential to ensure objective, credible assessments that align vocational graduates’ skills with industry demands. A descriptive quantitative design was used, involving a saturated sample of 30 competency assessors. Data were collected through a validated and reliable questionnaire (Cronbach’s Alpha = 0.957), measuring perceptions related to training effectiveness and graduate competitiveness. Data analysis employed descriptive statistics, Pearson correlation, and regression analysis using SPSS. Findings revealed strong, statistically significant correlations between the quality of assessor training and both the alignment of certification standards with industry needs (r = 0.793, p 0.05) and the improvement in graduate competency test outcomes (r = 0.819, p 0.05). The regression model confirmed that key training variables significantly predicted graduates’ competitive advantage (Sig. 0.001). Results confirm that well-designed assessor training programs contribute directly to strengthening certification quality and enhancing graduates’ job readiness. These findings support the need for sustained investment in training to ensure reliable certification outcomes that meet labor market expectations. Competency assessor training plays a critical role in improving vocational certification systems and graduate competitiveness. The study provides empirical evidence for policymakers and educational institutions to enhance training strategies and workforce alignment.
