Abstract

This study aims to analyze: (1) the financial independence and commitment of health services in the region; (2) the potential for growth in supporting health services in the region; and (3) the relationship pattern between financial independence and regional potential for growth to achieve the goal of fulfilling health service commitments in the region. This research is explanatory research using a quantitative approach. The results show that: (1) the average level of financial independence of regencies/cities in South Sulawesi Province fall under the high category and relatively independent in terms of source and allocation of regional budgets; (2) the average growth of all regencies/cities in South Sulawesi Province shows positive figures which implies that the prospect of their economic growth has accelerated along with several problems in each regency/city; (3) some regencies/cities with large APBD do not have an increased allocation of resources for health expenditure. On the contrary, some regencies/cities that fall under the category of low budget and financial independence have a better commitment to health service and expenditure.  In addition, almost all regencies/cities categorized as having good potential for growth ended up having low performance in health expenditure. The local government has carried out fiscal decentralization, which is defined as the freedom for regions in carrying out policies related to budget politics in the region. Notwithstanding the preceding, the role of the central government is still greatly expected to advocate for the improvement of health expenditure quality.

Abstract

Writing high-quality academic articles is a challenge for many academics at developing higher education institutions, including at Sekolah Tinggi Ilmu Islam dan Bahasa Arab (STIBA) Makassar. These challenges include a lack of understanding regarding proper writing formats, appropriate research methodologies, publication ethics standards, and language barriers, particularly in writing scholarly work in English. This Community Service Program (PkM), in the form of the Scientific Journal Halakah Program (HAJI), aims to enhance the understanding and skills of lecturers in writing scientific journal articles through intensive guidance and systematic mentoring, especially for novice lecturers, in the process of producing high-quality academic articles. The methods used in this program include face-to-face lectures, discussions, and hands-on practice through several group/halakah sessions. This program successfully enhanced the understanding and skills of lecturers, particularly novice lecturers, in academic journal writing through intensive guidance and systematic mentoring. Evaluation results indicate that the program was both relevant and effective, as participants demonstrated improved comprehension of journal manuscript structure, research methodologies, the review process, and the use of reference management tools. Additionally, the program boosted participants' confidence in scientific publication and provided new insights into publication ethics. The program’s success has positively impacted the quality of lecturers’ articles, enhanced the institution’s reputation, and fostered a writing culture that supports research quality and innovation at STIBA Makassar.

Abstract

The Community Service Program (KKN) is designed to bridge the gap between academic knowledge and the complexities of real-world social dynamics. Through this program, students are not only expected to apply theoretical and scientific concepts but are also trained to adapt, communicate, and collaborate with various segments of society. The primary aim is to enhance students' capacity for learning alongside communities, especially in remote and underdeveloped areas, by applying Islamic knowledge in an integrative manner, as implemented in Samangki Village, Simbang District, Maros Regency. The adopted model is Integrated Community Service, a method that combines academic learning with direct community empowerment practices. The results of the program showed a significant increase in community enthusiasm and participation in various activities, including leading congregational prayers (rawatib and tarawih), delivering religious talks and Ramadan sermons, teaching at children's Qur'anic schools (TKA/TPA), organizing workshops, giving Friday sermons, and conducting social initiatives such as distributing iftar meals and basic food packages, holding children's religious festivals, cupping therapy education, and running short-term Islamic boarding schools (pesantren kilat). All of these programs were successfully implemented and achieved a 100% success rate. The implication of this program is that integrative KKN has proven effective in strengthening the religious and social capacities of the community. Moving forward, program effectiveness can be enhanced through closer collaboration with village authorities, improved infrastructure access, and active support from community leaders.

Abstract

This study aims to identify the strengths, weaknesses, opportunities, and threats (SWOT) faced by Gen-Z Muslimpreneurs and to formulate empowerment strategies aligned with the principles of Islamic entrepreneurship. The research employs a descriptive qualitative method using a literature review and documentation approach. The analysis is conducted through SWOT mapping, systematically structured based on findings from academic literature and official documents. The results reveal that Gen-Z Muslimpreneurs possess notable strengths, including religiosity, digital proficiency, and innovation capacity. However, they also encounter challenges such as limited managerial experience and restricted access to capital. Externally, they benefit from the growing halal market and supportive regulatory frameworks, yet they must also navigate a highly competitive industry and complex certification processes. Based on this mapping, four strategic directions are proposed: (1) digital Islamic business training (SO), (2) collaboration with halal business incubators (WO), (3) trend filtration based on Islamic values (ST), and (4) mentoring and regulatory literacy (WT). These strategies are further developed into the Operational Framework for Empowering Gen-Z Muslimpreneurs, comprising four core pillars: integrated training, business collaboration, halal trend laboratories, and legal mentoring for business transformation. The findings are expected to serve as both conceptual and practical references for communities, training institutions, and policymakers in fostering a sustainable and competitive Islamic entrepreneurship ecosystem in the era of the global halal industry.

Abstract

This study aims to identify the key strengths, weaknesses, opportunities, threats, and strategic directions that influence the sustainability and effectiveness of Halal Supply Chain Management (HSCM) at the national level. Employing a mixed-methods approach with an exploratory sequential design, the research integrates qualitative and quantitative analyses through the SWOT framework and the Internal–External (IE) Matrix. The findings reveal that Indonesia possesses significant strategic potential to develop a globally competitive halal supply chain, supported by its large Muslim consumer base, robust regulatory framework, growing public awareness, and the rapid expansion of halal-oriented MSMEs. Nevertheless, several structural weaknesses persist, including limited halal logistics infrastructure, high certification costs, weak inter-agency coordination, and low halal literacy among business actors. Opportunities arise from the rapid expansion of the global halal economy, digital innovation (blockchain, IoT, big data), and increasing international demand for ethical and sustainable halal products. Meanwhile, the main challenges include competition with benchmark countries, varying international halal standards, and dependency on imported raw materials. The IE Matrix positions Indonesia in the high–high quadrant, indicating a growth strategy through vertical integration—strengthening local production, standardization, digital traceability, and institutional synergy. Through this strategic approach, Indonesia has the potential to transform from the world’s largest halal consumer market into a leading producer and innovation hub in the global halal economy.

Abstract

This study aims to formulate the framework of the Urban Halal Economy 5.0 within the context of Tangerang City. This model integrates halal values, sustainability principles, and Society 5.0–based technologies to realize an ethical, prosperous, and sustainable urban environment. In addition, the study seeks to propose a Halal Urban Economy Dashboard as a managerial blueprint that functions not only as a monitoring instrument but also as a collaborative platform connecting the government, business actors, academics, the community, and investors. The research employs a qualitative–descriptive approach through literature review, conceptual analysis, and contextual case studies. Data are obtained from academic literature, policy documents, and global best practices related to the halal economy, smart cities, and the Society 5.0 paradigm. Thematic analysis is used to identify relational patterns among four main pillars: the halal economy, Society 5.0, collaborative innovation, and Islamic urbanism. The findings indicate that the Urban Halal Economy 5.0 offers a model of urban development that is just, inclusive, and sustainable. Meanwhile, the Halal Urban Economy Dashboard is positioned as a strategic instrument to strengthen the integration of data, technology, and multi-stakeholder collaboration. This study highlights the potential of Tangerang City to become a pioneer of the Halal Urban Economy City in Indonesia as well as a global reference point.

Abstract

This study aims to identify the strengths, weaknesses, opportunities, and threats (SWOT) of Islamic da‘wah targeting Generation Z (Gen-Z) in Indonesia, focusing on the formulation of innovative and adaptive strategies. Employing a qualitative descriptive-analytical method, the research draws on participatory observation and document analysis. The findings show that Islamic da‘wah has significant strengths in adapting to digital platforms such as social media and video-sharing apps, with visually engaging content that resonates with Gen-Z. Community-based approaches also foster emotional engagement with Islamic values. However, weaknesses remain, including limited digital literacy among preachers and the lack of structured, consistent content. Conventional da‘wah models are often too formal, making them less appealing to Gen-Z’s preference for interactive and expressive communication. Opportunities lie in the expansive reach of digital media and Gen-Z’s growing interest in social and global issues. Da‘wah that promotes values like justice, compassion, and social responsibility aligns with Gen-Z’s concerns. Nevertheless, several threats challenge the effectiveness of da‘wah, including the unregulated flow of online information, exposure to misleading or radical content, and the influence of pop culture and hedonism, which can fuel skepticism toward religious symbols. Social polarization further necessitates inclusive and non-dogmatic approaches. The study concludes that effective da‘wah strategies should strengthen digital competencies among da'i, develop structured content, and align messaging with Gen-Z’s digital culture while emphasizing Islam’s universal values. A strategic, contextual approach is essential for ensuring that Islamic da‘wah remains relevant, engaging, and impactful for Gen-Z.

Abstract

The rapid global growth of the tourism industry has positioned halal tourism as one of the most promising sectors in Muslim-majority countries. Indonesia, with its large Muslim population and rich natural and cultural diversity, holds significant potential to become a leading destination in the halal tourism market. This study aims to examine the opportunities and challenges faced by Indonesia’s halal tourism industry and to formulate strategic recommendations for its development. Employing a descriptive qualitative method with a phenomenological approach and SWOT analysis, this study explores internal and external factors influencing the industry. The findings reveal that Indonesia’s strengths lie in the growing Muslim population, increasing awareness of the halal lifestyle, and government support through institutional coordination. Meanwhile, the main challenges include relatively low-quality infrastructure compared to competitors, limited technological integration, and the absence of specific financial and legal frameworks for halal tourism. The study recommends a growth strategy through horizontal integration, emphasizing digital branding and social media promotion, as well as the urgency of establishing a national law on halal tourism. The novelty of this research lies in its comprehensive positioning of Indonesia’s halal tourism industry using SWOT analysis to bridge the gap between potential and policy direction, offering strategic insight for policymakers and industry stakeholders.

Abstract

This study aims to describe the concept of production in Ibn Khaldūn’s thought, analyze its philosophical, normative, and historical foundations, and evaluate its relevance to the development of contemporary Islamic economics, particularly the halal industry. The study employs a qualitative-descriptive approach based on library research, using content analysis of Ibn Khaldūn’s Muqaddimah and related literature to examine the concept of production within the context of the modern economy. The findings indicate that, in Ibn Khaldūn’s perspective, production is an integral part of civilization (‘umrān) and is not merely understood as a technical process, but also as a social activity involving human labor, division of labor, social solidarity (‘asabiyyah), and institutional strengthening. His concept of production is rooted in Sharīʿah values such as justice and maṣlaḥah, and is shaped by historical and political experiences that form a comprehensive view of the relationship between state stability, productive capacity, and societal welfare. Furthermore, the study highlights that Ibn Khaldūn’s thought remains highly relevant to contemporary Islamic economics. Its principles can serve as a foundation for strengthening the halal industry through improving human capital quality, institutional governance, halal certification, access to Islamic finance, and equitable fiscal policies. Therefore, Ibn Khaldūn’s concept of production offers a rich and applicable analytical framework for sustainable Islamic economic development. The implication is that this framework can be used as a conceptual basis for formulating policies and strategies for sustainable and socially oriented halal industry development.

Abstract

This study aims to provide a comprehensive understanding of the development and research direction regarding the integration of Artificial Intelligence (AI) in Islamic education. It focuses on analyzing and mapping publication trends, researcher collaboration, institutional contributions, and dominant and underexplored topics. Using a bibliometric approach, the study draws on data from the Scopus database for the period 2015 to 2025. The findings reveal a significant increase in publication volume in recent years, with Indonesia emerging as the leading contributor, alongside institutions such as Universiti Kebangsaan Malaysia, International Islamic University Malaysia, and UIN Sunan Gunung Djati. Key contributors and the most influential works were identified, with Taufik M.’s article recognized as the most cited. Keyword mapping shows that research in this field centers on themes such as learning, models, approaches, and educational processes, with emerging trends including machine learning and AI-based evaluation. Several low-density topics, such as Islamic perspectives and deep understanding, indicate promising areas for future research. This study offers a valuable contribution to understanding the evolving scholarly landscape at the intersection of intelligent technology and Islamic educational values.   Abstrak Penelitian ini bertujuan untuk memberikan pemahaman komprehensif mengenai perkembangan dan arah riset terkait integrasi Artificial Intelligence (AI) dalam pendidikan Islam, melalui analisis dan pemetaan tren publikasi, kolaborasi peneliti, kontribusi institusi, serta topik-topik yang dominan dan belum banyak dieksplorasi. Penelitian ini dilakukan dengan pendekatan bibliometrik berdasarkan data dari basis data Scopus, mencakup periode tahun 2015 hingga 2025. Hasil penelitian menunjukkan adanya peningkatan signifikan dalam jumlah publikasi selama beberapa tahun terakhir, dengan dominasi kontribusi dari Indonesia serta institusi seperti Universiti Kebangsaan Malaysia, International Islamic University Malaysia, dan UIN Sunan Gunung Djati. Pemetaan kata kunci mengungkap bahwa fokus penelitian meliputi aspek-aspek seperti pembelajaran, model, pendekatan, dan proses pendidikan, serta tren baru seperti machine learning dan evaluasi berbasis AI. Beberapa topik dengan kepadatan rendah, seperti perspektif Islam dan pemahaman mendalam, menunjukkan potensi pengembangan riset di masa depan. Studi ini memberikan kontribusi penting dalam memahami dinamika keilmuan di persimpangan antara teknologi cerdas dan nilai-nilai pendidikan Islam.
