Abstract

This paper aims to examine and understand the form of political mobilization and also the reason of the XTC Indonesia Community Organization in supporting the spouses of candidates Ridwan Kamil and Uu Ruzhanul Ulum in the West Java Governor Election in 2018. This research method uses qualitative approach, data and information obtained through observation method, interview and library method (Library Research). The results of the study concluded that, political mobilization carried out by XTC Indonesia is a gathering of members / cadres who are carried out through a command to be collected, and involved in democratic parties through political participation by mobilizing its members to support the spouse of Ridwan Kamil - Uu Ruzhanul Ulum in the West Java Governor Election Year 2018.

Abstract

Discussion of the draft of National Security Act in the House of Representatives cannot be separated from the political charge. Politicization of policy formulation in the draft of National Security Act sometimes can lead to the policy distortion. The purpose of this study is to describe and analyze the policy politicization of National Security Act draft. This study revealed that from the aspect of “all questions political questions”, the Parliament gives a political question in the framework of the process of policy control. In the second aspect, “all issues political issues”, issues that arise and become a concern are issues which are considered threaten the human rights and democracy. In the third, “all values political values”, the parliament is fighting for the human rights and democracy values. From the last aspect of “all decisions political decisions”, the parliament political decision for not approving the draft, because it is not in favor with the agenda of reformation and democracy. This study concluded that the politicization of policy in the Draft Law is still considered normal. Politicization occurred because policy adoption involves the executive and the legislature, in the context of political checks and balances.

Abstract

In building altogether goodness in democracy and nationality frame, party coalition in presidential and regional head election is not something impossible to be done and even for some people it is needed. Though in Indonesia, political parties could be generated into religion and nationalist parties, religion fundamental in political party in Indonesia has not succeed. The existence of party coalition with different platform or ideology in presidential election on 2004 and 2009, also the execution of regional head election showed that concern towards fundamental existence has no eligible reason. Due to the plurality of Indonesia, cooperation among political parties in building the nations should leave several dichotomies; which will only bring this nation to continuous ideological disintegration and conflict. This also will affect to the nation’s ideal and purpose.

Abstract

Based on data from the Election Commission, the number of public participation in the elections of 2004 was 84%, while at the elections of 2009 the number of participation decreased to 71%. The declining participation shows increasing number of participants who did not vote or abstain. This phenomenon needs to be taken seriously by the Election Commission to conduct intensive socialization. The purpose of this study was to analyze the effectiveness of political socialization in the 2014 legislative elections by the Election Commission. The research method used was a qualitative method, the research data consists of primary and secondary data. Primary data is done through observation and interview techniques. Results and Discussion revealed that political socialization is very important. KPU socialization process, not just invite people to come to the polling stations (TPS), but also urge people to maintain order and the smooth running of the 2014 election. Commission was targeting 75% of community participation, and based on the results of the final calculation, the data shows the number of public participation is 75.11%. The conclusion of this study is the Commission has successfully reached its target in suppressing the number of abstain, and this shows that the Commission has effectively conduct political socialization.

Abstract

Democratic development for more than 14 years was seen walking "back and forth", one reason is the slow process of the professionalism of the Indonesian National Army (TNI). In history, that the lack of military professionalism has resulted in the birth of military force against civilians, and military involvement in politics, it ultimately undermined democracy that aims to strengthen civil society. The purpose of this study is to describe and analyze the process of democratic development through the realization of military professionalism. The research method used was qualitative method through the use of primary data (observations and interviews) and secondary data (media and documents). Democratic development aims to generate social and political conditions better, one that supports that effort is the creation of military professionalism. But today, it is appeared several groups trying to restore military strength in practical politics. Based on the discussion, the writer concludes that efforts to build democracy in Indonesia met with resistance. This is due to the persistence of the effort to bring the military back into the world of practical politics.

Abstract

Electronic Procurement Service (LPSE) is a policy in the procurement of goods and services with internet-based, which facilitates a transparent auction. West Java was chosen as one of the 5 LPSE Center and expected to create transparency and accountability in government management. The purpose of this study is to describe and analyze the LPSE policy implementation, particularly in the procurement of official vehicles in West Java Provincial Government. The research was conducted through observation and interview techniques. Data consisted of primary and secondary data, therefore this research design used qualitative methods. The theory used in this study was the theory of policy implementation. Based on the research, it is known that the policy implementation of LPSE, particularly in the procurement of official vehicles in West Java Provincial Government, is not only able to minimize the corruption potential, but also able to provide a positive impact on the financial condition of local governments. This research conclusion is LPSE policy implementation running well.

Abstract

Dasar dilakukan penelitian, karena adanya fenomena terkait social engineering di lingkungan Seskoau. Kekhawatiran yang muncul adalah kebocoran dokumen dan informasi-informasi penting terkait strategi, fakta pertahanan dan yang lainnya yang ada dalam mata pelajaran rahasia, yang apabila tersebar luas dikhawatirkan dapat mengancam pertahanan negara Indonesia. Metode penelitian menggunakan kualitatif, melalui pendekatan deskriptif. Sumber data yang digunakan data primer dan sekunder. Teknik pengumpulan data melalui wawancara Narasumber. Teknik analisis data menggunakan model Miles and Huberman. Sedangkan teknik validasi data menggunakan uji credibility, transferability, dependability, confirmability. Hasil penelitian ditemukan adanya ancaman Social Engineering Hacker di Seskoau. Langkah antisipasi yang dilakukan meliputi: melakukan pengecekan sumber kebocoran, melakukan penutupan akses informasi jika terjadi kebocoran, melakukan pemanggilan terhadap Pasis yang mencurigakan/membuat suatu kebocoran informasi, melakukan kegiatan operasi/ intelijen, pengalihan bahasan materi, ketika terindikasi adanya hal yang mencurigakan, membatasi penggunaan medsos dalam pelajaran, tidak memberikan materi atau informasi-informasi yang terkait dengan Doktrin, tidak mendiskusikan atau men-share mata pelajaran rahasia pada Pasis negara sahabat, disiplin dalam menggunakan password, memberikan peringatan/teguran, tidak membocorkan informasi yang sifatnya rahasia, selektif dalam berbicara dengan Pasis negara sahabat, selektif dalam mengupload pelajaran ke berbagai media, membuat folder khusus dalam penyimpana file di komputer/laptop, mengurangi kontak berlebihan dengan Pasis negara sahabat, berkomitmen untuk selalu mengikuti prosedur tetap yang berlaku, senantiasa melakukan pengecekan sumber tindakan yang mencurigakan, yang ditindaklanjuti dengan tindakan isolasi dan melakukan penyelidikan, membuat laporan secara berjenjang melalui KORSIS, PAM dan POM, serta melaporkan secepatnya kepada pihak intel lembaga.

Abstract

Keberadaan negara-negara adidaya di dunia tidak dapat terelakan pengaruhnya. Dampak postif atau negatif dari pengaruh kekuatan yang dihasilkan dari adanya kebijakan negara-negara adidaya tersebut seringkali besar pengaruhnya terhadap kondisi ekonomi, politik, sosial, dan keamanan dari negara-negara lain. Dampaknya tidak hanya dalam ruang lingkup domestik, tetapi juga di ruang lingkup internasional. Salah satunya berpengaruh terhadap organisasi-organisasi internasional. Di tengah meruaknya pandemi covid-19, negara-negara adidaya, Amerika Serikat dan China, tetap bersaing melakukan perang dagang melalui kebijakan-kebijakan yang diambil untuk menjaga kekuatan negaranya. Salah satu ancaman yang dirasakan dari perang dagang yang dilakukan dua negara ini membuat Amerika Serikat memiliki kecurigaan terhadap organisasi kesehatan internasional, yaitu World Health Organizatin (WHO). Di tengah pandemi global, Amerika Serikat memutuskan untuk tidak lagi memberikan suntikan dana terhadap World Health Organization. Amerika Serikat menganggap WHO telah gagal dalam menangani virus dan adanya kecenderungan keberpihakan yang dilakukan di antara WHO dan China. Sehingga hal tersebut dapat mengancam stabilitas negara Amerika Serikat dalam hal ekonomi, politik, sosial, dan kemanan negara. Besarnya dampak yang ditimbulkan atas diputuskannya kebijakan ini karena besarnya pengaruh dari negara adidaya, yaitu Amerika Serikat dan China.

Abstract

The political phenomenon at the local level which concentrates power limited to the family is interesting to highlight. The power which is only hegemony by the political actor by making his relatives as part of a political dynasty becomes a problem in democratization in Indonesia. Opportunities for the wider community were eroded because the tap to power was blocked by the local elite. The power tree formed by Dedi Mulyadi as a political actor, by making it easier for his wife Anne Ratna Mustika as Purwakarta regent to succeed Dedi Mulyadi, as well as his son Ahmad Habibi Bungsu Maula Akbar as chairman of DPD level II Golkar Party Purwakarta Regency, strengthen Dedi Mulyadi's position as a politician snapper class in the area. By using a qualitative research method approach and taking a case study of Purwakarta Regency, this research illustrates a political dynasty formed by political actors using political skills that are not visible to the public (hidden power). The results showed that the role of political actors based their political skills on knowledge, actors used political party instruments, bureaucracy, and also some Sundanese culture in shaping political dynasties. Moreover, the long-term interests of the actor who desires to become a leader at the level of West Java and National Provinces is an important finding in this article. This necessitates that the actor must be able to secure his power base in Purwakarta Regency. Keywords: Political Dynasty, Political Actors, Hidden Power.

Abstract

Musyawarah Daerah (MUSDA) Partai Golkar Kabupaten Gorontalo yang dilaksanakan 28 Agustus 2016 untuk memilih ketua dan pengurus baru berbeda dengan MUSDA sebelumnya. Salah satunya kandidat yang tidak diunggulkan, Hendra Hemeto, terpilih menjadi Ketua DPD II Partai Golkar Kabupaten Gorontalo Periode 2016–2021. Terpilihnya Hendra Hemeto yang mampu mengalahkan Warsito Somawiyono sebagai kandidat terkuat, karena sebelumnya didukung oleh Pimpinan Kecamatan (PK) sebagai pemilik suara, menjadi menarik dikaji dari perpektif komunnikasi politik. Kemenangan Hendra Hemeto menarik untuk dikaji terutama berkaitan dengan bagaimana pola komunikasi politik diri dan tim kampanyenya dalam MUSDA Partai Golkar. Untuk mendapatkan jawaban dari pertanyaan tersebut, maka data penelitian dikaji secara kualitatif deskriptif, yaitu  mengkonstruksikan realitas dan makna kultural serta fokus pada proses dan peristiwa secara interaktif. Dari hasil analisis, maka dapat dikatakan bahwa keberhasilan Hendra Hemeto tidak lepas dari pengelolaan komunikasi politik yang baik terutama oleh tim kampanye dirinya.
