Abstract A group of young people ventured to openly support the candidate pair Syafrudin-Subadri in the 2018 Serang City Regional Head General Election. Syafrudin-Subadri is an opponent of the incumbent family and a member of the Banten political class supported by the majority coalition. Rationally, the incumbent family has more political possibilities and power because it is supported by the majority coalition and is a member of the incumbent's family and the Banten political elite. The goal of this research is to describe and assess Syafrudin-political Subadri's communication strategy for gaining support for youth organizations in the 2018 Serang City Regional Elections, as well as the youth group's basic foundation. The conceptual basis for this research is the theory of political communication strategy with three approaches, namely maintaining the character and strengthening institutions, creating togetherness, and building consensus. This research method uses descriptive qualitative methods with a case study approach and uses purposive data collection techniques to obtain in-depth information. The research subjects are Syafrudin, the elected mayor and the object of the Serang City Youth Network. This paper examines the candidate pair Syafrudin-Subadri got youth support since they were deemed credible and of high quality. Political messages are delivered to the Syafrudin-Subadri pair using direct or face-to-face persuasive tactics, with media chosen based on the era and societal conditions. The Syafrudin-Subadri duo may then grasp the audience, particularly among the youth, by conditionally and more dominantly absorbing ambitions from diverse circles of society.

Artikel ini bertujuan untuk mendiskusikan bentuk strategi bertahan hidup yang diperankan warga masyarakat dan strategi mempertahankan kekuasaan dan pengaruh oleh pemilik kekuasaan dan pengaruh dalam konflik di wilayah kerja pertambangan panas bumi di Kabupaten Mandailing Natal, Provinsi Sumatera Utara tahun 2010-2015. Guna mengkaji masalah ini dipergunakan acuan teori relasi negara-masyarakat dari Joel S. Migdal (1988) dan teori perlawanan orang-orang lemah dan terpinggirkan oleh James Scott (1985). Data dikumpulkan melalui FGD, wawancara mendalam, observasi dan kajian pustaka serta dianalisa secara kualitatif. Kajian ini menemukan bahwa relasi negara-masyarakat yang terbangun adalah relasi yang menempatkan negara sebagai entitas yang lemah (weak state) dan menjadikan lembaga sosial sebagai entitas yang kuat (strong society). Pada situasi ini, warga dan elit politik serta kekuaasan menerapkan strategi dan politik survivalitas yang sifatnya konvensional dan inkonvensional seperti menggunakan pendekatan agama dalam melakukan perlawanan dan mempertahankan pengaruh. Kajian ini merekomendasikan perlunya instusi negara ditempatkan kembali sebagai lembaga yang kuat serta menjadi otoritas utama dalam melakukan kontrol sosial di tengah masyarakat.

Penyelundupan manusia merupakan salah satu masalah bersama yang dihadapi Indonesia dan Australia. Hal ini diakibatkan oleh letak geografis kedua negara yang bertetangga. Australia dikenal sebagai surga bagi para pencari suaka sehingga menjadi negara tujuan utama praktek penyelundupan manusia. Sedangkan Indonesia merupakan negara transit praktek penyelundupan manusia yang menuju ke Australia. Praktek penyelundupan manusia mayoritasnya dilakukan melalui jalur perairan karena lebih sedikit pengamanan dibandingkan di wilayah daratan dan udara. Artikel ini bertujuan untuk memahami kerja sama Indonesia dan Australia khususnya di bidang keamanan maritim dalam menangani kasus penyelundupan manusia yang melibatkan kedua negara dengan menggunakan teori keamanan maritim, people smuggling dan kerja sama keamanan. Dengan menggunakan metode kualitatif, artikel ini menunjukkan bahwa Indonesia dan Australia memiliki perjanjian kerja sama keamanan kolektif bernama Lombok Treaty yang berjalan sejak tahun 2006. Termasuk di dalamnya adalah penanganan bersama masalah penyelundupan manusia oleh kedua negara melalui berbagai jenis bidang kerja sama keamanan. Kerja sama keamanan maritim kedua negara terlihat dari patroli keamanan laut yang telah berlangsung sejak tahun 2012. Namun demikian, pada kenyataannya kerja sama yang dilakukan kedua negara sangat bergantung pada kebijakan yang dikeluarkan Australia. Selain itu, ketiadaan Undang-Undang atau Peraturan di Indonesia yang mengatur tentang penyelundupan manusia juga merugikan posisi Indonesia yang menjadi negara transit atau tempat tinggal sementara para imigran dan pencari suaka yang sedang menunggu keputusan UNHCR.

This article aims to understand the securitisation process of MV Tampa asylum seekers during the leadership of John Howard, who tended to perceive them as a threat. As one of the countries that ratified the International Convention regarding asylum seekers, this action became a problem because it was considered a form of Australia's inconsistency towards the Convention and drew many reactions from other related parties. This article aims to discover how MV Tampa asylum seekers are framed as a national threat to Australia using the concept of Securitisation and Illegal Asylum Seekers. In this article, the author uses a qualitative method with data collection techniques through document-based studies, internet-based studies, and interviews. The author finds that the policies taken by Australia are not always state-centric because of John Howard's motives in facing the 2001 federal election. In addition, asylum seekers tend to be framed as an existential threat to social security in Australia.

Conflicts and tensions in the South China Sea are getting bigger after the People’s Republic of China claimed control over the Spratly and Paracel Islands and the waters that intersect with most of the countries in Southeast Asia. China’s efforts to place military forces on the two islands and the intensification of their ship patrols in the waters of the South China Sea indicate that China wants to strengthen its claims and hegemony, although of course these claims immediately receive a response from countries whose borders intersect in the South China Sea, mainly ASEAN member countries. This research used a descriptive qualitative research method. The source of the data for this research consists of secondary data which is gained from reports or media coverage that examine security issues in the South China Sea. Various data that have been obtained are then checked for validity through data validation techniques, where this technique carried out through triangulation of data or sources. As a superpower, the United States does not remain silent but participates in balancing security for countries that feel they are being claimed. Because what China has done is considered to have the potential to limit the rights and freedoms of the international community in using the waters in the South China Sea as their trade access, the United States and its allies who are members of AUKUS (Australia, United Kingdom, and the United States) are indeed pushing for the principle of freedom of navigation. On this basis, the United States took steps to address the problems and tensions in the South China Sea. The legal umbrella used by the United States is the same as that used by ASEAN countries, namely based on the 1982 United Nations Convention on the International Law of the Sea (UNCLOS 1982).

Tujuan dari penelitian ini adalah untuk melakukan analisis terhadap pengawasan program dan kegiatan kepolisian pada Polres Sorong Selatan. Jenis penelitian ini adalah kualitatif dengan menggunakan studi kepustakaan, observasi dan wawancara sebagai metode untuk mengumpulkan data baik primer maupun sekunder. Hasil dari penelitian ini menunjukkan bahwa pengawasan program dan kegiatan kepolisian pada Polres Sorong selatan belum diterapkan secara optimal dengan implikasi rendahnya pencapaian target kinerja. Hal ini disebabkan oleh beberapa kelemahan pada bidang sumber daya manusia, sarana prasarana, anggaran dan metode yang digunakan. Oleh karena itu, perlu untuk dilakukan sosialisasi untuk meningkatkan pemahaman terhadap tugas pokok dari fungsi pengawasan, meningkatkan kemampuan para petugas dan perlu untuk dilakukan pelatihan bersama antar fungsi sehingga terjalin koordinasi yang baik antar satuan kerja pada Polres Sorong Selatan. The objectives of this study is to analyze the policy of monitoring police programs and activities at the Polres Sorong Selatan. This is a descriptive qualitative research by using library study, observation and interviews were used to collect the primary also secondary data. The results of this study showed that the monitoring of policy implementation on programs and activities at Polres Sorong Selatan has not been optimally implemeted with the implication that the achievement performance and accountability is still low. This is due to constraints in the field of personnel, infrastructure, budget and methods used. Therefore, i tis necessary to conduct socialization to provide understanding of the main tasks of the supervisory function, improve the ability of officers and carry out joint training with related functions so that there is a good relationship between works units in Polres Sorong Selatan.

Sebagai daerah terdepan yang berfungsi sebagai wilayah pertahanan dan penegakkan kedaulatan negara, wilayah perbatasan merupakah wajah pertama dari pertahanan bangsa dan negara. Kecamatan Entikong adalah sebuah kecamatan di Kabupaten Sanggau, Kalimantan Barat, Indonesia yang merupakan perbatasan wilayah Indonesia dengan wilayah Serawak Malaysia. Perbatasan ini memiliki peran yang cukup strategis sebagai pintu perbatasan jalur darat. Melihat posisi strategis Entikong, pemberdayaan masyarakat sebagai upaya pertahanan penting untuk dilakukan. Kegiatan pengabdian pada masyarakat berupaya memberikan pemahaman lebih luas kepada masyarakat di wilayah perbatasan untuk lebih mengenal konsep pertahanan dan memiliki semangat cinta tanah air. Dengan demikian, masyarakat diharapkan memiliki peran aktif dalam penjagaan kedaulatan perbatasan dengan pendekatan budaya, sosial dan ekonomi yang sangat erat dengan keseharian masyarakat. Kegiatan pengabdian dilakukan dengan menyelenggarakan forum diskusi dengan tokoh masyarakat, unsur pemerintah setempat dan perwakilan masyarakat. Alat peraga seperti poster dan buku saku juga turut disertakan sebagai materi sosialisasi. Dari hasil diskusi diketahui bahwa pemahaman akan pentingnya rasa nasionalisme di tengah-tengah masyarakat dengan tetap mempertimbangkan nilai-nilai kearifan lokal, sebab masyarakat di wilayah perbatasan baik yang ada di Indonesia maupun Malaysia masih memiliki hubungan kekerabatan yang kuat.

The policy enacted by the Garut local government under Regulation Number 12 of 2015, which pertains to the maintenance of order, cleanliness, and aesthetic appeal, as well as the construction of street vendor buildings 1 and 2, has been deemed ineffective in addressing the issues faced by street vendors in Garut. The persistence of street vendors in conducting sales activities within the red zone, despite the availability of designated facilities, is the underlying cause of this phenomenon. This suggests a lack of success in the process of formulating policies. This study aims to investigate the phases of policy formulation through the lens of political communication, drawing on Anderson and Sydney's theoretical framework of public policy. Specifically, the research will analyze the communication patterns that emerge during the formulation stage. The present investigation employs qualitative research methodologies, including literature reviews and observation techniques. The findings of the study indicate that the communication strategy employed in the development of this policy does not accurately reflect the requirements of the populace. The observed pattern can be attributed to the exclusion of street vendor unions from the formulation phase of the policy, with their involvement being limited to the implementation stage. This phenomenon engenders a deficiency in the perception of ownership of the policy among street vendors, thereby impeding their compliance and engendering a sense of disadvantage stemming from the policy's existence.

The political contest that PKS participated in got good results in West Java. Maintaining constituents is the first step in winning political contestation. Instagram is one of the social media that is widely used by the people of Indonesia, it can be a forum for PKS in carrying out its political communication strategy. The research was conducted using a qualitative case study method, with interview data collection techniques through primary and secondary data sources. The results of this study are that the political communication strategy that has been carried out by the West Java DPW PKS using social media Instagram is quite structured. Be it in terms of resources or workflow. The use of Instagram social media DPW PKS West Java is under the responsibility of the public relations division, below which it is divided into several deputies. Messages conveyed on Instagram can be in the form of pictures or videos, in substance they can be in the form of socio-political issues that are currently developing in society or publication of party agendas. In creating content on Instagram, there are several paths. Kesimpulan The conclusion of this study is that Instagram content is tailored to the target segmentation, namely young people. The evaluation was carried out by the West Java PKS DPW by conducting a manual report. PKS national public relations evaluation has an event called PR Summit.

Environmental problems are increasingly worrying in the South East Asia region. These environmental problems are found in the mainland and the marine environment, from climate change, oil spills to debris and marine pollution. ASEAN has a significant role in facilitating collaborations and dialogues between member countries to protect the marine environment. This article examines ASEAN's effort as a regional organization to protect the marine environment from environmental security's perspective in the maritime sector. This article analyzes with C. Lamont’s qualitative method along with in-depth interview with source from CSIS, ASEAN Environmental Division, and researcher. This article argues that ASEAN acknowledges the nature of ecological security poses and, therefore, intra- and inter-regional cooperation is essential. However, ASEAN has not implemented practical cooperation because the ASEAN chairmanship system still focuses on traditional issues such as politics, security, and economy rather than the marine environment. Furthermore, due to the non-intervention principle, ASEAN has not provided binding legal instruments for ASEAN member countries since no particular body can apply legal force to all ASEAN member countries.
